There is no developed city in Nigeria. Development is not by how many buildings you have.
Do you have good accesible road network? Properly equipped hospitals? Access to water and electricity? Etc. It's 2023 and there are pit toilets everywhere in Nigeria. The country itself is not developed. Period.

Nigeria still does census in the 21st century because we do not have system to see how many we are in the country. A380s are almost phased out. They are being dumped by airlines daily. Only emirates i think still uses it. Building a second runway is good but over 3 billion for consultation is extravagant.
