As a technical guy I will Also tell you that projects all over the world always have an element of politics because you need to lobby different people to push them through. It is what it is.

The person whose support you need to push it through is not likely driven by altruism.

Lagos was not dangotes first choice for his refinery. It was not the ideal choice. Was it not heavy lobbying and bullying of local stakeholders that secured it's place in Lagos?
