Questions and answers for the proposed Chat.

Question 1. What is the NLTP?

1.) National Livestock Transformation Plan(NLTP) is a strategic layout plan with a focused effort in redefining the agricultural sub-sector to act as a catalyst for building national prosperity.

Question 2. So what is the concept of NLTP?

2.) The concept behind NLTP is to bring together private investors, catalytic government services and capital, and targeted donor support using classic value chain building tools designed to deliver for Nigeria the livestock sector transformation that multiple countries have gone through from Paraguay and Brazil to Zambia and Ethiopia.

Question 3. Would the FG collect lands from States to create the NLTP?

3a.) No, the Project for Agricultural Coordination and Execution (PACE) Secretariat domiciled in the office of the Vice President will initially support the development of pilot ranches in each of 7 pilot states (Adamawa, Benue, Kaduna, Nasarawa, Plateau, Taraba and Zamfara ).

3b.) States can also opt-in with private land provisions to help shape the success of the pilot phase. States' participation is voluntary and only states willing to participate would be supported.

3c.) Each state is responsible to put in place a suitable delivery mechanism for the NLTP. PACE will support them and suggests a structure that mirrors its own.

Question 4. Why is the NEC bothered about the burden with the States?

4.) Nomadic livestock production in Nigeria involves alot of itinerant migration cutting across several borders of states, hence it's imperative we create a conducive environment for transformation of the livestock sector that will lead to peaceful coexistence, economic development and food security for the growing population with results and efficacy determined by the following outputs: Transformation, Safety and Security, Effective Productivity and Job Creations and Growth.

Question 5. Is the NLTP for only the Fulani's?

5a.)No, it's not only for the Fulani's. Nigerians population expected to be 250+ million by 2030. This requires an urgent modernization of key elements of the economy in order to generate jobs, household income, and promote social stability.

5b.) Pastoralists account for the majority of beef and milk production in Nigeria. Nomadic livestock production in Nigeria is facing major crises and is at a cross road due to the declining availability of pasture and grazing land, overgrazing, and most importantly, the recurrent and fatal conflicts between Pastoralists and crop farmers.

5c.) The impacts on food and nutrition security as well as public safety and national security are significant determining factors in social-economic development of the nation and well-being of her citizens, hence directly affects everyone not just the Fulani's.

Question 6. Would the Fulani eventually settle and take over these dominated areas?

6.) No the Fulani's wouldn't settle down and claim the land as the NLTP is for a duration of 10 years, after which data collected based on feedback from the state level and national consultations, strategic intervention areas are proposed that support improved performance and sustainability of livestock production and value addition, underpinned by productive infrastructure and technological interventions along the livestock value chain.

Question 7. Who would manage and coordinate these settlements?

7.) The co-ordination of the NLTP will be carried out at the Federal level by the NEC NLTP Steering Committee through the Project for Agriculture Coordination & Execution (PACE) Secretariat to be domiciled in the Office of the Vice President.

Question 8. Do the Ohanaze, Ndigbo, Afenifere and other cultural organizations have to accept the plan of the NLTP?

8.) No, they don't have to accept the NLTP as the program would be coordinated at State Levels through the PACE Secretariat under the guidance of the Federal Level by the NEC NLTP STEERING COMMITTEE

Question 9. What are states required to bring forth to implement the NLTP?

9a.) States can also opt-in with private land provisions to help shape the success of the pilot phase kicking off with some select 7 states.

9b.) Each state is responsible to put in place a suitable delivery mechanism for the NLTP. PACE will support them and suggests a structure that mirrors its own.

Question 10. Why cant the Fulani’s have their own settlement in their states?

10.) No the Fulani's can't have their own settlements in their state because they are itinerant herdsmen and Pastoralists account for the majority of beef and milk production in Nigeria with Nomadic livestock production in Nigeria facing major crises and is at a cross road due to the declining availability of pasture and grazing land, overgrazing, and most importantly, the recurrent and fatal conflicts between Pastoralists and crop farmers in the country, hence making it a issue of National concern not bound by geo-ethnical limitations.

Question 11. How would the funding for NLTP be generated?

11.) The funding would be achieved through Federal, State, Private Sector and Development Partners inclusions.

I write this with tears in my eyes but I won't cry because a man is not supposed to.

If really I was such a bad person , I hope to change and live a better life. But to deserve unemployment because of a past situation I found myself in which I couldn't help, I think it's too much for me to bear, but what do I know? maybe I deserve to be unemployed.

But if I tell you I'm not depressed, I'm lieing .

Last year I got a marketing Job with a bank few months after my NYSC when things were extremely hard . Even transport money to go for the training was hard. On the first day of training, on my way home, I lost my phone which was the only thing of value I had then. Safe to say I began the Job phoneless , cashless and frustrated .

Even money to buy bank wears and appear smart or serious was a case . No transport for work, no phone for my work and marketing, no clothes to wear, I'll leave out feeding coz I could control that with starvation or one square meal. My mom was only able to raise small cash for me which most times didn't last a week, transport to and fro was 400 naira, a plate of food was 300, before I get transport for marketing , airtime and transport to call and bringing customers to open accounts and running around on the job which was money intensive, anybody who worked a as marketer before can relate...all these with a huge target of 30 accounts to open and a target of 3 million to bring to the bank.. At least I'm expected to spend 1k a day on the Job which I have not been paid. Remember it was my first month and most banks don't pay in the first month, it's in the second month they combine your salary and pay. Pay was 35k. I was just frustrated.

All these struggles manifested in my performance coz I couldn't deliver and my first two months was a mess coz some days I just couldn't go to work. Sometimes I came to work late coz I had to look for transport money in the morning. Being able to come to work and survive was my main concern then, I fell sick many times out of starvation and it affected my Job. On one occasion or two the Branch manager assisted with stipends when I complained to her about my struggles. Most times the stipends only lasted a day or two but It was a life saver for me coz there was no other option, at least I was able to come to work and eat the next day. Fellow colleagues couldn't help, nobody could, I dropped shame one day in the board meeting and asked for help for we the new staff and how hard it is for us to keep up with the Job. I got nothing.

Not too long after, I resigned to pursue something else . I traveled.

Only for me to come back after 8 months for another bank Job interview and when my former Branch manager was called as a referral, the one I complained to about my struggles and reasons for my underperformance , the same one who assisted me sometimes and this was her reply "He's unserious, indiscipline and unfit for the Job. I was not supposed to hear that but the interviewer put it on loud by mistake and I heard that part before she quickly put the phone off. Immediately I knew I wasn't gonna get the Job.

It hurts me so much, dad is no more, mom a widow, siblings in school calling me day and night for money being the first son and bread winner. If I'm unserious and irresponsible, I can change & become better. No matter the circumstances I faced, I can't make excuses for that. But if I was such a terrible person to deserve unemployment . I let God be the Judge. The interview happened yesterday.

I'm back to the unemployment table guys. My advice to every young hustler out there is to do their best on any job they find themselves no matter the circumstances. But my prayer is for our pasts not to deny us our future bread. We go make am last last.
I hardly want to work under a woman because they are complicated.

Secondly when you tell a female boss your challenges she sees it as being incompetent, I have had these experiences with 2 female bosses whom I gave ideas on how help me work more efficiently and the next thing they tagged me be complacent...

Governor Bagudu Swears In New Acting Chief Judge Of Kebbi, Justice Mohammed Sulaiman Ambursa During Emergency Press Briefing At The Government House, Birnin-Kebbi

His Excellency, Governor of Kebbi State; Senator Abubakar Atiku Bagudu today swore in Justice Mohammed Sulaiman Ambursa as the new acting chief judge of the state, following the rejection by the house of assembly of Justice Asabe Karatu on grounds on certificate altercation.

Giving his address, Governor Bagudu congratulated the new acting chief judge of Kebbi state and prayed for Allah's guidance to help him rule the judiciary properly. He also seized the opportunity to tackle they rumors making rounds on various social media platforms that Justice Asabe Karatu was rejected by the assembly based on grounds of her religious beliefs and affiliations, backing the earlier press release by the speaker state house of assembly, Hon. Sama'ila Abdulmuminu Kamba, that Kebbi state is a land of equity and does not discriminate on grounds of ethnicity or religious affiliations in the appointment of office holders.

He stated that she was rejected due to an altercation in the date of birth on her primary school certificate by they members of the state assembly despite his pleas and writing to them 3 times to reconsider and appoint her acting chief judge. He made it known that the appointment of a new chief judge was totally in the constitutional jurisdiction of the state house of assembly, as he was only to recommend a judge to them.

Speaking further, he stated that his decision to swear in Justice Mohammed Sulaiman Ambursa as the new acting chief judge of Kebbi, was based on the guidance of the National Judicial Council (NJC) whom he wrote to for guidance and in response, they sent a 6 man panel to the state headed by chief judge of FCT; Justice Isiaku Bello, upon meeting with them they advised he recommends the next most senior justice in the state, in person of Justice Mohammed Sulaiman Ambursa as the new acting chief judge of the state to the assembly.

Justice Mohammed Suleman Ambursa was born on the 25th Dec, 1957 and attended Usman Danfodio University, Sokoto where he was best graduating student. He taught in various primary and secondary schools, before proceeding to the judicial sector where he rose through the ranks to where he is today due to his commitment to fairness and equity of the judicial system.
