Let's face it: tragedies that occur in Africa don't often capture the world's attention. It is a shameful reality.

This time, however, it was different. When women in Nigeria spoke out two years ago after terrorists kidnapped hundreds of girls from school, they stirred a sense of global outrage reserved only for the greatest of injustices in a world where suffering and injustice are all too common.

Two years later, despite the #BringBackOurGirls social media campaign and the forces it unleashed, the girls from the town of Chibok are still not back.

Yet the feeling of outrage continues. As it should, because bringing back our girls and keeping in mind the horrors perpetrated against them by their captors, Boko Haram, is as important now as it was then.

Indeed, it could be even more important now that they have come to symbolize the broader struggle.

Just before the April 14 anniversary of their capture, CNN obtained a videoshowing 15 of the more than 200 girls that remain in captivity from that mass abduction.

It was sent by Boko Haram as "proof of life" in negotiations with the government. If the video is legitimate and the girls are still alive, this should increase the pressure on the Nigerian government to do whatever it can to secure their release and eventually destroy Boko Haram.

After all, the girls from Chibok have come to symbolize the battle against Boko Haram and similar ultra-extremist Islamist groups -- and the costs of this conflict.

We often think of the war against radical insurgents as a clash between a state and a paramilitary organization. But at its heart, it is a battle over everyday people. The most powerful message from the Nigerian students' kidnapping is that there is an enormous human toll to all this.

Imagine the families of the girls, waiting for years and hearing the stories of sexual slavery, of being forced to convert to Islam and become suicide bombers.

Imagine not knowing for sure what is going on, day after day, year after year. Imagine the girls, who on the day they were kidnapped were preparing to take exams, their dreams for a better life suddenly dashed, enduring who-knows-what horrors at the hands of the most brutal of terrorists.

Their plight is a reminder that jihadi insurgencies, for all their geopolitical ramifications, are destroying individual lives.

Sadly, despite some progress in tackling the group, Boko Haram last year became the world's deadliest terrorist group, according to the Global Terrorism Index, killing some 10,000 people since 2009.

The jihadis' main targets are education and women. Indeed, Boko Haram means (very roughly) "Western education is a sin," and the group forbids modern education, particularly for girls, and enslaves and sells women, forcing them to live by 7th-century norms.

Yet while the Chibok girls have garnered much of the attention, they are far from the only victims -- nor even the only students taken by the group.

In fact, Boko Haram has carried out other mass student abductions and, according to Human Rights Watch, has kidnapped more than 2,000 students, destroyed 910 schools, forced 1,500 to close and caused nearly a million students to flee.

Some of those children, usually girls andsome as young as 12-years-old, are being forced to blow themselves up as suicide bombers.

Boko Haram has pledged its allegiance to Islamic State, or ISIS, and has declared its own "caliphate" in northeastern Nigeria.

In doing so, it shares many of the same objectives of other jihadis terrorizing civilians and spreading fear around the world, from the bombers in Brussels to the men who are hacking to death secular bloggers in Bangladesh, targeting Christian children in Pakistan or murdering hotel guests in a growing number of countries.

Two 14-year-olds have been charged with murder after two bodies were found in a house in the UK town of Spalding, police said Sunday.

Lincolnshire police said they had not officially identified the bodies found Friday.

Preliminary reports indicate the victims are Elizabeth Edwards, 49, and her daughter Katie, 13, according to police.

The two teens have been arrested and are scheduled to appear at the Lincoln Magistrates Court on Monday.

A detective in charge of the investigation said authorities want to talk to anyone who may have seen activity at the home between Wednesday and Friday.

"Post mortem examinations will be carried out in due course but again I still need to speak to anyone with any information that might be relevant," Detective Chief Inspector Martin Holvey said.

The deaths sent shock waves through the small market town with a population of 29,000, Superintendent Paul Timmins said in a statement.

"The events that unfolded in Spalding yesterday have understandably generated a great deal of local concern and upset," he said.

"I would like to make clear that this type of crime is extremely rare and not something we often see. Indeed, we believe this is a completely isolated incident."

Police are conducting forensic investigations at the scene.

The National Drug Law Enforcement Agency on Saturday arrested a woman at the Murtala Muhammed International Airport, Lagos, who faked pregnancy with wraps of substances suspected to be cocaine.

This is contained in a statement issued and signed by the agency’s spokesperson, Mr Mitchell Ofoyeju.

The statement alleged that the 41 year old mother of three, Dorothy Onyekas, faked her pregnancy with 86 pellets of white powdery substance that tested positive for cocaine.

“The drug was intercepted during the inward screening of passengers on an Emirates flight from Dubai, United Arab Emirates.

“The substance has a total weight of 1.720 kilogrammes with an estimated street value of N20.6m,’’ the statement said.

The statement quoted the NDLEA commander at the Lagos airport, Ahmadu Garba, as saying that the wraps of cocaine would have been easily mistaken for pregnancy.

“It was discovered that the suspect kept 86 wraps of cocaine inside a bag which was tied to her stomach.

Unfortunately, the drug was detected by NDLEA officers on her arrival from Dubai. The drug was immediately packed and weighed in her presence.

“It had a gross weight of 1.720 kilogrammes,” Ahmadu stated.

The statement also quoted the chairman of the agency, Mr Muhammad Abdallah, as describing the recent drug seizures at this airport as a welcome development that was capable of forcing drug cartels to a retreat.

Churches are experiencing the impact of the economic crisis and the attendant cash crunch with considerable drop in tithes and offerings by members, Saturday PUNCH investigation has revealed.

Beyond the drop in churches’ cash inflow, our correspondents learnt that there has been increasing demand on the church leaders by their congregation for financial support towards feeding, accommodation and children’s tuition.

The founder of True Vine Bible Church, Akure, Pastor Dayo Ajisafe, told Saturday PUNCH that his church had been seriously affected by the current economic situation of the country.

Ajisafe added that the attendance on Sunday services in the church had dropped from 500 to between 200 and 350 members, while an average of 90 members attend midweek services.

He blamed the development on irregular payment of salaries to workers in the state.

Ajisafe said, “We used to have as much as N350, 000 as offering on Sundays in our services and as much as N1m as tithe monthly. But now, we hardly get N150, 000 as offering and N400, 000 as tithes monthly.

“This is because most of our members are civil servants and they are being owed salaries. The little we are getting now comes from the businessmen.”

Pastor Festus Oyewunmi of Arise and Build Bible Church, Ibadan, shared similar experience.

Oyewunmi said, “The church is a component of the society. So, what is happening in the society will affect the church. Before, members would pay little, but now, they are not ready to pay anything. In fact, they are looking for ways to get something from the church.

“They want the pastor to dip his hands into his purse and pay for their transport and feeding for a whole month, especially in smaller churches in places like Ibadan.” Also, the Senior Pastor at the Worship Centre and Apostolic Church, Oregun, Lagos, Seyi Adeyemi,  described the church as part of the society, saying, “the church consists of people who engage in various economic activities and if they are being impacted by the economic situation in the country, it will affect their ability to meet their obligations in terms of tithes and offering, which are the major sources of revenue for a church that does not engage in commercial activities.”

He added, “If the income of a church reduces, its ability to assist more people will also be curtailed. Be that as it may, people are still expecting more from the church in spite of what is going on. So, most churches now provide transportation to assist members get to church.”

According to Pastor Emmanuel Oyegoke of the Gospel Faith Mission International, Ikorodu, Lagos, the message for the people at this time is to look unto God.

He said, “There is no cash flow, there is inflation, there is no fuel, no electricity and there is hike in transport fare. So, it is affecting the purse, businesses, and the health of the people. Some members of my church stay home because of the situation.

“We have told our members to turn to God at this time. You can read it on the faces of many people that they have issues they are passing through.

“The cash inflow has dropped. It is when you receive salary that you will pay tithe. The people are just living by faith. If you see anybody in church today that is still paying his tithe and offering the way he used to, you should know it is by faith.”

The General Superintendent of Holy Spirit Mission (Happy Family Chapel), Bishop Charles Ighele, described the economic situation in the country as “never been this bad.”

Ighele confirmed that members of some of the church’s branches had been adversely affected by the economy, which has in turn impacted on the religious houses.

He said, “It is a big problem with people losing their jobs and the prices of things increasing such that sachet water that used to sell for N5 is now N15 in some towns. The situation is really bad. Over the years, we have been redirecting the focus of our members towards entrepreneurship, so the situation has not really affected the headquarter, but the cash inflow of the branches of the church where we did not drive such teachings down well has been affected.

“In those branches, it has affected the cash inflow, so we have it good in some places and in some; the cash inflow has been affected. The welfare department of the church has been strengthened more to help people with feeding, and so on. So, many members have nowhere to stay; some are unable to pay their house rents, so we have such things to handle. We have people still under the effect of the economic condition and it is really tough on them. And it is not only about members of our church as other people also keep coming for help.”

In Jos, many churches have also been hard hit by the economic crisis as they now record less in tithes and offerings.

At the Mountain of Fire and Miracles Church, one of the officials, who spoke on condition of anonymity, told Saturday PUNCH that in the last few months, collections from offerings had fallen by about 60 per cent. According to him, the situation is also putting pressure on the churches as more members seek soft loans from the church. The situation is the same at the St. Theresa’s Catholic Church, Jos.

 In Bayelsa State, a cleric, Pastor Elijah Oigbochie, of the Mark of Overcomers International Church, Yenagoa, said non-payment of workers’ salaries in the state had affected the income of the church.

He said the development had also increased the burden of the church in taking care of members in need.

Oigbochie said, “If you do not get your salary, definitely, you will not be able to pay your tithe. Actually, it has in one way or the other affected the income of the church because you pay from whatever you earn.”

Some Christians also confirmed the situation.

A communications expert, Mr. Williams Ogundeji, said he sometimes stayed away from church to avoid the attendant financial obligations.

A member of a pentecostal church in Plateau State, who identified herself simply as Gloria, said apart from not being able to pay her tithe and offering, she had been having difficulty in transporting herself to church.

A Deacon in one of the parishes of the Redeemed Christian Church of God, Ado-Ekiti, told one of our correspondents that “our members are still complying, but the level of payment has diminished due to the economic crisis.”

A member of the Ushering Committee in Gospel Faith Mission International in Ado-Ekiti, who spoke on condition of anonymity, said, “We have noticed the decline in payment from members, but we understand the situation.”

The Independent Corrupt Practices and Other Related Offences Commission says it has begun arresting civil servants who live beyond their means, adding that it seized 61 houses from one female public servant.

The commission also revealed that it would soon begin publishing a list of the most corrupt Ministries, Departments and Agencies.

The Chairman of the ICPC, Mr. Ekpo Nta, said this while addressing participants of the National Institute for Policy and Strategic Studies at the Abuja headquarters of the agency on Friday.

Speaking on the theme, ‘The role of the ICPC in the War Against Corruption: Mandate, Strategies and Challenges’, the ICPC boss said, “We are developing scorecard like Transparency International which rates countries as to the level of corruption of countries. We have developed one for ministries departments and agencies. Hopefully, we know those who will take the first prize.”

Nta added that once the 2016 Budget is passed, the ICPC would begin monitoring how monies are being spent.

He revealed that the commission had begun prosecuting public servants that live beyond their means.

“From one of the employees of one of the organisations, we seized about 61 or 62 houses in an estate. The matter is in court so I can’t say too much but I want to say that the officer was not a man. We do prosecution but also try to seize the assets acquired (through corrupt means) so that apart from prosecution, we can strip you of the assets within and outside the country,” he said.

Nta said the ICPC is also investigating university lecturers who demand sex from female students in return for good grades.

He said even though it was the role of the police to investigate cases of sexual harassment and rape, it was also the role of the ICPC to investigate cases bordering on abuse of office.

Nta said, “We have special teams that investigate universities here. Quite a number of students that have spent more than the statutory period, like young girls who have spent eight years for a four-year programme because they refused to do what should not be done. We got involved and they have graduated and we are still looking at the possibility of prosecution.”

The National Drug Law Enforcement Agency on Friday said it recovered 193 wraps of substance suspected to be cocaine inside a passenger’s socks at the Murtala Muhammed International Airport, Lagos.

This is contained in a statement issued and signed by the agency’s spokesperson, Mr Mitchell Ofoyeju and made available to newsmen in Lagos.

According to the statement, the drug which tested positive for cocaine with a total weight of 3.4 kilogrammes was detected during routine screening of passengers on an Emirates flight from Dubai.

The statement quoted the NDLEA Commander at the airport, Ahmadu Garba, as giving the name of the suspect as Samuel Maduewesi.

The statement said, “During screening of passengers at the arrival hall, officers noticed that he had some items attached to his legs.

“It was cleverly done but not good enough to escape our notice.

“When his socks were pulled down, suspected wraps of narcotics found to be cocaine fell down on the floor.

“He was immediately arrested and taken for further investigation.”

The statement also quoted the Chairman of the agency, Mr Muhammad Abdallah, as calling for stringent monitoring of Dubai-Lagos route by officers.

He said, “This is an interesting arrest and I commend the officers for the discovery.

“Dubai-Lagos route is gradually gaining notoriety and we are monitoring it closely.

“Let me assure members of the public that the NDLEA is working very hard in preventing illicit drug production, trafficking and abuse in the country.”

The agency said the suspect would be charged to court soon.

God have been so wonderful to the Lagos State Ministry of Health, Alausa Ikeja.

There have been so much awareness and Information to the residents of Lagos State generally concerning the heavy downpour with storm that may happen this year.

Sign of such occur on the 15th of April 2016 over night when a very serious breeze blew off the roof of some part of Lagos State Ministry of Health, Alausa.

It's a very big praise, grace and Thanksgiving to God for making it happen over the night to guide against loose of life and casualty.

The breeze carried the roof, throw some part of it to the front building and threw some other part of it to the compound of the Government cafeteria popularly called "suya spot" where plenty people always sit to eat. Foods like suya, small chops, snacks, soft drinks and other things like that.

So many things like files, documents, laptops, desktop, furniture and so many things got spoilt and damage.

If it was during the day that this happened, only God knows how many casualty that would have been rushed.

LASEMA and Ministry of Works have been there to see the damages.

This is a very strong advice to the people of Lagos, let's be vigilant and let not block all drainage by throwing dirty things in it.

Gas Station is where money is now.

Hoodlums wielding dangerous weapons, yesterday attacked fuel attendants in Kioyer Filling Station along Ogbemudia road in Oleh community Isoko South local Government area of Delta State and allegedly stole N700,000.

At gun point, the hoodlums ordered their victims to lie on the ground and face it till their operation was over.

Eye witness, Stella Erijoh said the fuel attendants were ordered to produce the sale they have made including the previous day’s money they left with.

It was gathered that one of the victims allegedly waved off the gun ported at her, thinking it was a toy, thereby causing an accidental discharge of stray bullet that hit a woman who was few steps away from the robbery scene.

Police sources in the area who did not want their names in the print said the armed hoodlums came in in Highlander Jeep with no registration number and after robbing the fuel attendants zoomed off to an unknown destination.

Police image makers in the State, Mrs. Celestina Kalu said the police were on the trail of the hoodlums, adding that no arrest has been made yet.

As at the time of filing this report, palpable tension and fear of the unknown rented the community.

Nigeria National Petroleum Cooperation, NNPC, has revealed that an average of $1.8 billion is spent on quarterly basis on the importation of Premium Motor Spirit, PMS, also known as fuel, into the country.

This was as the corporation also apologized to Nigerians for the lingering scarcity of the product across the country.

In a joint briefing at the presidential villa, Abuja, yesterday, four officials of NNPC in the persons of the Group General Managing, GGM, Public Affairs, Mr. Garba Deen Mohammed, and the Group Executive Directors, GED, Mr Bello Rabiu, (Upstream) Henry Obih (Downstream) and Anibor Kragha (Refineries), assured that long queues at the gas stations would disappear in days.

Speaking through Rabiu, amid intermittent contributions from them, the GEDs said that already, several trucks loaded with fuel had been dispatched to Abuja, Lagos and Port Harcourt. Fuel now available in Abuja According to him, Abuja is now wet with fuel and other areas will soon receive supplies. He said: “The objective is to brief you on the current situation of the petroleum products scarcity and queues all over the country. Let us start by tendering our apology and telling the people that we are really doing the right thing.”

We have been working very hard. It is supply issues that have been causing this problem but we are doing everything possible to end it. What we are doing now is to ensure that we get necessary supplies into the country through imports as well as through our refineries. “As we speak today, we have 5 vessels serving products all over the country.

And not only in Lagos, but also Port Harcout, Warri and Calabar. Apart from these vessels discharging, we also have private sector people that imported over 120 million and are discharging currently. In moving the product out into the hinterlands, we have a little option because most of the pipelines are still not working. “Because pipelines are not working, we are relying on about 100 percent trucking to the hinterlands.

The plan is that going forward, from today, we will ensure that we give what is more than required in this country. The total requirement for the whole country is about 1300 trucks. But our plan is to make at least 1500 trucks available everyday. We want to make sure that we sustain the market in a very short time. You can see that Lagos is almost cleared. Abuja is getting better. Other places will follow.

Apology to Nigerians ”On behalf of the Minister, who is also NNPC GMD, we are very sorry for what has happened. And we are working very hard to ensure that this does not happen again.

We are doing everything possible to have storage that will not allow us to experience this again. Once our depots are wet, it will not take anybody more than 4 hours to take the products from NNPC to any part of the country.

“We are trying to ensure sustainable import, making sure that the refineries work and the pipelines also works. That will reduce all these incidences. Once we achieve that, queues will become things of the past in the country.”

The Chief Judge of Lagos State, Justice Oluwafunmilayo Atilade, on Wednesday released 153 awaiting trial inmates from the Kirikiri Maximum and Medium prisons.

Among the pardoned inmates were 79 being tried for capital offences.

Three of the freed inmates had been standing trial for over 15 years.

Atilade said the amnesty granted the inmates was in line with her statutory duty to ensure that the prisons were not congested.

She said, “I advise the pardoned inmates to make the best of this amnesty by not returning to criminal activities.”

The chief judge solicited the support of all relevant stakeholders in the justice system in the effort to decongest the prisons.

Atilade was accompanied on the visit by senior judges from the state high court, officials of the Lagos State Ministry of Justice, members of the Nigerian Bar Association, some non-governmental organisations and representatives of the police.

In his remark, the Deputy Controller in charge of the Kirikiri Maximum Prison,  Seye Oduntan, thanked the CJ for the amnesty gesture.

Oduntan, who noted that there were still many inmates who deserved pardon, urged the chief judge to ensure the continuity of the exercise.

As of Wednesday, the Kirikiri Maximum Prison with a holding capacity of 1,053 inmates housed 1,235 inmates. Among them were 772 awaiting trial inmates and 209 convicts. There were 171 inmates on death row, while 83 were serving life sentence.

At the medium prison with a holding capacity of 1,700 inmates, there were 2,853 inmates as of Wednesday.  Among them, 2,726 were awaiting trial, 128 had been convicted, 25 designated as lodgers, 19 were detainees, while one inmate was condemned.

Bread seller-turned model, Olajumoke Orisaguna has headed back to the classroom. The lovely mother of two whose picture went viral when she stumbled on TY Bello’s set in February this year has reportedly started a programme with Poise Nigeria, a Nigerian etiquette and finishing school run by Mavis Isibor.

Jumoke is said to be taking courses at the up-scale Lekki campus in English Grammar and Communication, and also in Total Personality Development.

In only a few months, she became a brand ambassador for Payporte, and scored modelling gigs with fashion brands like Salma Guzel. She has also been interviewed on CNN, and has become the most googled person in Nigeria.

Sequel to catching the eye of  the world, the budding model was advised to acquire some form of education to avoid being taken advantage of, and ensure that her career does not grind to an abrupt halt.

One concerned Nigerian undergraduate of the University of Lagos; Nneka Ibemesi put it, “Without an education, she will not go far, and as it is people are just telling her what to do. The day she demands for what she really wants, her career will end.

“Since she started making headlines, many people had predicted that her stardom might be short-lived, as she does not have the proper training to sustain where she has been placed.”

Ibemesie stated her fear of the tendency of extortionists to use an ignorant Jumoke to further their own agenda, without necessarily having her interests at heart. I guess people just want to use her illiteracy to make money and gain publicity.”

Some security operatives attached to the Presidential Villa, Abuja, are currently groaning under heavy debts as a result of the stoppage of their special allowance referred to as the Risk Cautious Allowance, The PUNCH has learnt.

Under former President Goodluck Jonathan, all the security agents enjoyed the allowance up until March, 2015, while his administration left those of April and May, 2015, unpaid.

They have not been paid the monthly allowance since May 2015 when the administration of President Muhammadu Buhari came on board despite repeated promises made to them on the issue.

The security officers include those of the Nigerian Army, the Nigeria Police, the Department of State Services, the Nigerian Intelligence Agency, the Federal Road Safety Commission and the Fire Service among others.

Some of the security operatives, who spoke with our correspondent on condition of anonymity on Tuesday, lamented that they had not been able to meet their various financial obligations because of the development.

They said despite this, authorities of the Presidential Villa kept introducing additional security measures that further tasked them daily.

A policeman told our correspondent that because of the non-payment of the allowance, some policemen, who could no longer afford increasing transport fares, had converted their beats to temporary homes.

“It is not easy! We can no longer cope with the increase in transport fare. Policemen are now passing the night at their beats. In the evening, you can go to Gate 4 and 5 among other spots in the Villa to confirm this,” he said.

Another operative, a soldier, said they were feeling the brunt of the non-payment of the allowance more because most of them were junior officers who collected far less than N50,000 monthly as salary.

“I could not pay the school fee of my daughter last term. Another term is starting soon. Most of us are junior officers with less than N50,000 as salary. We always augment our salary with this small allowance but they have denied us of it,” he lamented.

Another security operative said it was not fair for the authorities to remain silent in the face of the growing disquiet over the issue.

He said the right thing to do was for them to address the operatives on efforts being made to pay them and when the payment would be done.

He added that the last they heard on the matter was when the National Security Adviser, Babagana Monguno, directed all operatives in the Presidential Villa to fill some forms running into about five pages.

He said not satisfied with the arrangement, heads of about two security agencies asked their men not to fill the forms.

He added, “Even if the idea was to ascertain that we are truly working in the Villa, I believe that photocopies of our identity tags should be enough for the exercise?

“How can the NSA ask that we should be filling forms that run into about five pages and yet, there is still nothing to show for it?

“If the Permanent Secretary of the State House can collect our account details and he paid N15,000 to us in lieu of Easter rice and other items within two weeks, what is delaying the NSA from paying our allowance?

“These are people who keep introducing new security measures to be implemented by disgruntled officers. Today, they will ask us to thoroughly search all vehicles coming in, tomorrow they will ask us to ensure that everybody fills access forms.”

Presidential spokesmen, Mr. Femi Adesina and Garba Shehu, were not available for comment on Tuesday as they were on the President’s entourage to China.

But a security expert, Mr. Mike Ejiofor, who spoke to our correspondent, took two different positions on the issue.

Ejiofor, who is a retired DSS official, agreed that security operatives, who guided the President or were on special postings, were entitled to special allowances which were meant to encourage them in order not to compromise or undermine their loyalty.

He said, “People who guide the President or on special postings are entitled to special allowances to encourage them and to ensure that their loyalty is not undermined, or that they do not go about begging for money.

“I am not saying that they cannot be begging for money if they are paid this allowance, but the situation will be worse if they are not paid.

“But again, authorities may have their reasons for not paying this allowance, possibly because of the change agenda. If that is the case, the security operatives should also adapt.”

In the past, senior officers were said to be receiving about N30,000 per month as their special allowance while junior officers got about N25,000.

The police in Lagos are on the trail of a herbalist, identified only as Olowo Saudi, for allegedly defrauding a barber, Babatunde Sulaimon, to the tune of N1.6m

Forty-one-year-old Sulaiman, who lives in the Ebute-Meta area of Lagos, had reportedly approached the herbalist through his apprentice, Gbenga Balogun, and one Kehinde Afolabi, for rituals that would bring favour his way.

PUNCH Metro learnt that the barber had also consulted Olowo Saudi, who lived in Oke Imesi, Ekiti State, to link him with senators and enable him to get contracts that would make him rich.

The herbalist was said to have given him a concoction to drink and warned him that he risked dying if he disclosed to a third party what transpired between both of them afterwards.

Our correspondent learnt that the herbalist thenceforth started demanding money from the victim to facilitate the senatorial connection and the blessing he sought.

On Tuesday, February 17, he was said to have given Olowo Saudi a sum of N270,000.

It was gathered that the herbalist the following day, called him on the telephone to send N1.4m to his bank account to complete a sacrifice with a promise that he would begin to see positive results by Sunday, February 21.

Sulaiman said he strove to raise the sum and deposited it in the herbalist’s bank account, adding that it dawned on him that he had been defrauded when he called Olowo Saudi on Monday to inform him that he had not seen any result, but his two lines indicated that they had been switched off.

The alleged fraud was reported at the Lion Building Police Division, leading to Balogun and Afolabi’s arrest.

Sulaiman said, “I was linked with the herbalist by my apprentice, Gbenga (Balogun). He took me to the man in Ekiti on January 1. When we got there, the man gave me something to drink in his house and gave me another one to take home. He promised that I would be linked with senators and other top government officials that would assist me to reach the top.

“He threatened me that I would vomit blood and run mad if I tell anybody. I begged him to assist me without much problem because I have not paid my son’s school fees and my shop rent then. I gave him N270,000 on February 17. The following day, he said I should raise N1.4m more which I transferred into his account. He promised that everything would be sorted out that weekend. On Monday,  I kept calling, but his lines were not reachable.”

 Balogun, 32, who denied involvement in the fraud, said his boss did not carry him along after the January meeting with the herbalist. He added that he did not knowOlowo Saudi’s whereabouts.

“Sulaiman approached me that he did not understand his life and I told him to look for a way out. I introduced him toBaba (Olowo Saudi) who I know through a female friend, Kehinde (Afolabi). SinceBaba gave him (Sulaiman) some concoction on the day we went there, he had been relating with Baba without my knowledge. He had already sent the money to Baba before he informed me,” he said.

However, Afolabi said the three of them had wanted the herbalist to invoke a spirit that would make them rich not knowing “he is a fraudster”.

She said, “I introduced Gbenga (Balogun) to Olowo Saudi and he promised to make us rich. But he said for us to be rich, we must be three or more. That was why Gbenga brought in Sulaiman. The three of us met with the herbalist and he also promised to make him rich. I also paid the man about N500,000. When Gbenga and I went to his house, we were told that he had parked out.”

The two suspects were arraigned by a police prosecutor, Inspector I. Okeke, before a Tinubu Magistrate’s Court on three counts bordering on stealing and obtaining money under false pretences.

The charges read in part, “That you, Gbenga Balogun, Kehinde Afolabi and one other at large, between January and February 2016, on Apapa Road, Ebute-Meta, Lagos, in the Lagos Magisterial District, did obtain the sum of N1,670,000 with a promise to introduce one Babatunde Sulaiman to a senator in Ado-Ekiti which you failed to do, thereby committing an offence punishable under Section 321 of the Criminal Law of Lagos State, 2011.”

The defendants pleaded not guilty before the presiding magistrate, Mr. A. Adefulire, and were admitted to bail in the sum of N400,000, with one surety each in like sum.

Adefulire adjourned the case till May 25, 2016.

Nigeria must not be seen as a consumer market alone, but an investment destination where goods can also be manufactured and consumed locally, President Muhammadu Buhari, has said.

He also ordered immediate establishment of technical committees to finalize discussions on infrastructure projects. The President equally decried the trade disparity between Nigeria and China which he said was only in the favour of the Asian country.

Available reports showed that business and trade relations between Nigeria and China in the last 10 years had increasingly appreciated, with bilateral trade volumes rising from $2.8 billion in 2005 to $14.9 billion in 2015. Of this figure, Nigeria accounted for 8.3 per cent of the total trade volume between China and Africa and 42 per cent of the total trade volume between China and the Economic Community of West African States, ECOWAS, countries in 2015.

Speaking at the opening of a Nigeria-China Business/Investment Forum, yesterday, in Beijing, capital of China, President Buhari said trade and economic relations between both countries must be mutually beneficial and reciprocal. He called on the Nigerian and Chinese business communities to work harder to reduce the trade imbalance between both countries.

He said: “Although the Nigerian and Chinese business communities have recorded tremendous successes in bilateral trade, there is a large trade imbalance in favour of China as Chinese exports represent some 80 per cent of the total bilateral trade volumes. This gap needs to be reduced. “Therefore, I would like to challenge the business communities in both countries to work together to reduce the trade imbalance.

“You must also imbibe the spirit of having a mutually beneficial relationship in your business transactions. You must not see Nigeria as a consumer market alone, but as an investment destination where goods can be manufactured and consumed locally.”

C’ttees on new China, Nigeria projects The President also ordered immediate establishment of technical committees to finalize discussion on infrastructure projects discussed with the Chinese government. This came as President Xi Jinping of the People’s Republic of China offered $15 million agricultural assistance to Nigeria for the establishment of 50 agricultural demonstration farms across the country.

Besides, the Chinese government promised to increase its scholarship aides to Nigeria from 100 to 700 students on a yearly basis.   Signing of agreements, MoU These developments followed the signing of a plethora of mutual agreements and Memoranda of Understanding, MoU, between Nigeria and China in Beijing, yesterday.

Both President Buhari and President Jinping, who led their respective country officials, witnessed the events. The agreements included a “Framework Agreement Between the Federal Ministry of Trade and Investment of the Federal Republic of Nigeria and the National Development and Reform Commission of the Peoples Republic of China.”

Others were a “Memorandum of Understanding on Aviation Cooperation Between the Ministry of Transportation (Aviation) of the Federal Republic of Nigeria and the Ministry of Commerce of the Peoples Republic of China” and a “Memorandum of Understanding Between the Federal Republic of Nigeria and the Government of the Peoples Republic of China on Scientific and Technological Cooperation”.

Also, a  “Mandate Letter Between the Industrial and Commercial Bank of China and the Central Bank of Nigeria on Renminbi (RMB) Transactions” was also signed. Speaking after talks between his delegation and high-ranking Chinese government officials, led by President Jinping, President Buhari directed that the technical committees would expedite action and conclude their assignments before the end of May.

The President lauded China’s readiness to assist Nigeria to rapidly industrialize and join the world’s major economies. Reacting, President Jinping, while agreeing that economic diversification was one sure way of achieving prosperity, promised that China would provide Nigeria with infrastructural support.

A female gospel singer, identified as Yvonne Omoarebokhae, has been reportedly found dead in a hotel in Benin, the Edo State capital.

The incident was said to have occurred last Friday in the hotel located on the Government Reservation Area.

The hotel was said to be owned by a former lawmaker in the Edo State House of Assembly.

It was learnt that late Omoraebohae, said to be a graduate of the Benson Idahosa University, had been invited by to perform at a church programme Warri, Delta State, by a Lagos-based pastor, Apostle Psalm Okpe, who she reportedly met on the  Facebook.

Okpe of the Fresh Oil Ministry was said to have lodged the deceased in the hotel upon her arrival.

The husband of the deceased, Odion, said his wife had chatted with the pastor on the social media platform for several months, where he (pastor) allegedly told her that the she would also perform at other programmes scheduled to hold in Asaba and Benin.

It was also gathered that the cleric had allegedly hinted of plans to take the deceased to South Africa for another programme.

But Odion said he was shocked when he received a call later in the evening that his wife had been found dead.

He said his wife had phoned him at about 10am on the same day, saying that she would soon return home.

According to him, the police had initially urged him to return home, but later informed him that his wife was confirmed dead at the Central Hospital, Benin, and her remains deposited in a morgue.

He, however, said he had yet to see her corpse and had not known what led to his wife’s sudden death.

Odion said, “At about 9.30pm, the police used my wife’s phone to call and invited me to report at the Airport Road Police Station.

“I waited for more than two hours at the police station until the police asked me to go home. But I insisted on knowing the whereabouts of my wife.

“The DPO later told me that my wife was picked up in a hotel in the GRA and rushed to the Benin Central Hospital where she was confirmed dead.

“I have yet to see the corpse of my wife to know what happened and who is responsible for her death. We have a three-year-old baby at home.”

It was, however, learnt that the pastor had been arrested and was helping police with the investigation.

The Commissioner of Police in the state, Chris Ezike, who confirmed the incident on Tuesday said the matter was under investigation.

Ezike also said a post mortem would be carried out to ascertain the cause of death, adding that the case had been transferred to the State Department Criminal Investigation.

When asked if any arrest had been made, the CP said, “It (case) is under investigation. The man (pastor) is married and the woman (deceased) is married.

“Not until a post mortem is conducted, we cannot conclude what happened. I have asked the matter to be transferred to the  SDCI.”

There are indications that the Ondo State Police Command may not prosecute the suspects who were allegedly caught with used sanitary pads of students of the Federal Government Girls’ College, Akure for lack of evidence.

The two suspects, whose names were not disclosed by the police, were still in the police custody as of the time of filing this report on Wednesday

They allegedly picked the used sanitary pads of the girls from the school hostel for ritual purposes.

In her reaction to the matter, the state Commissioner of Police, Mrs. Hilda Harrison, said the police had not seen evidence to prosecute the suspects, stressing that the matter was under investigation.

She said, “The girls have a reason for their suspicion. We are Africans and we take our personal items seriously. The students alleged that some of their staff members were picking up their items from the dustbin. We have been able to get some of them for interrogation.

“Nobody was caught in the act of committing the crime. It was based only on suspicion and I am being very emphatic in saying that the students raised the suspicion. Nobody was caught in the act of removing the items.”

Meanwhile the Parent-Teacher Association of the FGGC, Akure has denied that the suspects took used sanitary pads of the students.

In a statement on Wednesday by the chairman of the association, Mr. Akin Ashimolowo, the PTA said the students had reported the matter to their house mistresses, who checked inside the bags of the suspects, but did not find any sanitary pad.

The statement said, “Our investigation revealed that some girls saw the cooks at the incinerator site, ostensibly gathering waste products. They were then accosted by the girls who searched their sacks and found items such as a spoon, a pair of slippers, a cooler and three used premier soap.”

The Inspector-General of Police, Solomon Arase, has said the Force will henceforth carry out urine tests on all policemen for signs of drug abuse before they are issued lethal weapons or posted to their operational points.

Apart from denying access to firearms or retrieving guns from officers who failed such drug tests, Arase stated that the police would provide appropriate help to wean them from drugs or other emotional or psychological issues that may trigger fatal outcomes in their line of duty.

The IG said this on Wednesday in Abuja during the inauguration of drug testing and campaign against sudden death among police officers organised in collaboration with Hypertension and Diabetes Awareness Foundation.

Arase said the police had attracted public odium through misapplication of weapons which he said could be due to mishandling of firearms by police officers who were psychologically unfit to handle weapons at that particular time.

He said, “Some of these psychological problems could also have resulted from drug abuse by few of our men. We have therefore decided that the medical assessment of persons we recruit into the police force will include a psychological assessment.

“In addition, effective immediately, we will carry out snap urine tests for signs of drug abuse on all policemen before we issue any lethal weapons to them or at their operational points.  We are in partnership with a reputable group of psychiatrists and psychologists in this project.”

The police chief said he had initiated a policing strategy that would make the Nigeria Police transit from exclusive reliance on lethal weapons in the management of threats and social disorders to the engagement of less lethal weapon system such as electro-muscular disruption weaponry, known as taser or stun gun.

“Orders have been placed for this weaponry and adequate training framework is being put in place; my long term vision is to effectively address issues that engender misuse of firearms and give true meaning to our mandate of safeguarding the lives of our citizens,” he added.

To commemorate the World Health Day on Diabetes, the IG said he had directed the Force Medical Department to screen policemen for chronic non-communicable diseases, including diabetes and hypertension.

He encouraged police officers to come forward for the medical screening, stating that the force needed a healthy workforce to carry out its responsibilities.

An economist, Dr Godwin Obaseki, said on Wednesday that President Muhammadu Buhari’s decision to withhold assent to the 2016 appropriation bill until the details were scrutinised was a financially sound decision.

Obaseki, the Chairman of the Economic and Strategic Team of the Edo Government, told the News Agency of Nigeria (NAN) in Benin that the president’s decision was in order.

“Having advised Edo State in the last seven years, I am aware of what predicament the president is in.

“I must say that the president`s decision is the best because people forget that to budget is to govern,” he said.

According to Obaseki, the budget is the instrument that enables a policy maker or an executive to undertake all policies.

“It’s an appropriation law which should in effect itemise what you expect to earn in this area and in that area based on estimates,” he said.

The chairman also said that the budget serves as a guide on what the states want to spend based on goals and objectives.

“ That is the principle of budgeting.

“So, when you don’t give such document the seriousness it deserves by not accompanying it with details, anybody can just put in anything into it and expect to take it out the other way as it has been the PDP culture.

“For the first time, Buhari is saying let`s agree on what we are truly going to earn and what to spend it on,” he said.

Buhari, he said, had made a promise on what to do and all MDAs must align with his goals and objectives.

“ It is therefore the president’s determination and desire to effect the change policy that has put him in a dilemma.

“So many phantoms instruments may have been created in the budget and he does not want to be trapped,’’ he said.

A South African preacher has been roundly mocked online after reportedly charging followers to view his photos of "heaven."

Paseka Motsoeneng, a self-styled prophet, claims a track record of amazing feats.

As the leader of the Church of Incredible Happenings, he's says he's healed people during sermons and even once claimed to deliver a fish from the womb of a pregnant woman.

But Motsoeneng, popularly known as "Prophet Mboro", may have gone a bit too far with his latest otherworldly boast.

A South African news site quoted a church spokesperson on 30 March saying that "the prophet did go to heaven" during an Easter church service and that while there "he took pictures" using his smartphone.

Those eager to see photographic proof of the afterlife will have to open their wallets though. Mboro has asked those who wish to view the pictures for a donation of 5,000 rand (about £240 or $340).

Although some of Mboro's followers rushed to say that the story was satirical, that didn't stop South Africans from ridiculing the pastor.

"If the Americans can go to the Moon why can't Pastor Mboro go to Heaven and take pics,"tweeted one. Another commented: "Don't forget your selfie stick when U go to heaven."

For those unable to afford the donation, there was also plenty of humorous speculation online about what the photos might show:

But others thought the pastor's claim was no joking matter.

"What is the government doing about Pastor Mboro?" ‏@ThatGirlCebi wondered. Others accused the Mboro of duping his followers. "Can u please Investigate Pastor Mboro's claim that he went to heaven and took selfies! He wants R5,000 for a pic!" one South African declared, directing a tweet at the authorities.

The pastor, reportedly a multi-millionaire who owns a fleet of luxurious cars and was once the subject of a BBC documentary, is no stranger to scrutiny over his financial affairs. In 2015, he was questioned by a public commission investigating the commercialisation of religion. He denied all wrongdoing, remained defiant, and told his supporters that he was determined to go to jail if that is was is necessary to protect his church's image.

Mboro has not yet commented on the social media storm and BBC Trending tried to contact him, but he has not yet responded.
