There is no law to how many sim that one person can have.
Register all your sims.
As for distance for registration;these network OPs have shops/offices/dealers everywhere.it is only matter of time.
For those who have not registered,this is how it works:you will be asked what you do,where you live,your thumbprint and your photograph taken.that will be all.
