A Lagos landlord was beaten to a coma by one Sunday Ugah for preventing him from committing murder. The 29-year-old Ugah was on Tuesday brought before an Ikeja Magistrates’ Court. Ugah, who is unemployed and resides at Iju-Ifako area of Lagos, is facing charges of breach of the peace, willful damage to property and assault. The prosecutor, Sgt. Yomi Egunjobi told the court that the accused committed the offences on Sept.7 at Agege, a Lagos suburb. He said the accused assaulted a landlord, Mr. Musiliu Lawal, by tearing his clothes and beating him until he became unconscious. Egunjobi said the complainant was beaten because he intervened when the accused wanted to kill his sister. He said, “The accused went to his elder sister’s shop to ask for N2,000 but his sister refused; he descended on her and dealt her several blows on the face and body. “When he was not satisfied with the beating, he picked a broken bottle threatening to stab her to death if the money was not given to him. “The sister took to her heels and ran into the complainant’s house for her dear life, but the accused pursued her. “When the complainant saw the accused was running towards his building with a bottle, he locked the entrance door to prevent him from entering. “When the accused got to the door and discovered that it was locked, he damaged the door and broke into the house but could not find his sister. “He approached the complainant, tore his clothes to pieces and beat him up until the complainant was unconscious.” The offences contravened Sections 166, 171 and 348 of the Criminal Law of Lagos State, 2011. Section 171 and 348 provide a three-year imprisonment for offenders. The accused pleaded innocence of the offences and was granted bail in the sum of N100,000 with two sureties in like sum. Professor Uche Isiugo-Abanihe is the Vice Chancellor of the Anglican Communion-owned Paul University, Awka. In this interview with NOSIKE OKERE, the Professor speaks on how the institution rose from a simple primary school to its present level and the reason for introducing a pocket-friendly tuition fees in the university. Excerpts On the emergence of the six-year old institution, Prof. Isiugo- Abanihe, who has so far spent one year and three months in office as Vice Chancellor chronicles its origin. His words: “The University is owned by Anglican Communion, East of the Niger, comprising of fifty-five dioceses in Onitsha, Calabar, Owerri, Enugu and others. Paul University started as a primary school, then, to secondary school to college of education, and now, a full-fledged university. “When it was a college, we used the institution as a place for the training of teachers and catechists. Later in 2009, approval was given to us by the National Universities Commission (NUC) to establish a university starting with the first degree. A license was given to us to operate as a private owned university. The first set of graduates left last year. Second set is currently doing their service year. “Since we started, the school has been doing well. Just recently, we got accreditation of ten courses out of eleven that we offer in this institution, while we have interim accreditation for one, hopping to have full accreditation for it as soon as possible.” Asked on the various academic programmes that secured NUC accreditation, the Vice Chancellor has this to say, “The courses that have gotten full accreditation include Physics, Chemistry, Botany, Zoology and Mathematics all in science. “Others in Social Sciences include History and International Relations, Economics, Religious Studies, Accountancy and Management. Only Computer Science has interim accreditation. So, I think the results we have were excellent compared to other institutions in Nigeria. However, we can still do better as we are already working hard to attain greater height. “We are working hard to increase the quality of our students and that of the staff. We are also working hard to increase the number of students studying in the university and also to produce quality graduates who will be professionals in their various fields.” The Venerable Isiugo- Abanihe revealed that apart from the quality academic programmes that hold sway in the University, the school also provides good Christian education. “We are devoted to providing wholesome Christian education that would have other elements of developmental attributes in individuals. “In addition to that, we build individuals spiritually, socially and physically, so that they will be able to fit into any society. We hope they will be well grounded in service in order to make impact wherever they find themselves. “Wherever they will be working after graduation, people will know that they have gone through a university with a difference. We want them to be change agents wherever may go. It won’t be training and training as usual. We want to also add spiritual training that will reform the individuals totally; so that vices like corruption, embezzlement and other vices will not be linked to our graduates wherever they may be working after graduation,” he said. On funding which has become the bane of most higher institutions in the country, the Vice Chancellor said Paul University was not also immune to the problem. He said, “Funding is a major problem; as I told you, the university belongs to 55 dioceses within the diocese in the Niger. These dioceses have a kind of subvention which each of them pays annually to the university. That is, indeed, our major source of funding. However, the money does not come regularly. We approach them when necessary to release money to us. As we all are aware, things are not really rosy in Nigeria economically. So, we depend on them and also depend partly on school fees from our students. “Our students pay N300, 000 per year which include tuition, hostel and other fees. This is all they pay with exception of N6, 000 medical fees which they pay per year. We subsidized our tuition when compared to other private universities where students pay N1million, N600, 000, N500, 000 as the case may be. “We give our students the advantage of paying in two instalments; that is, N150, 000 per semester, so that it will be easier for the parents to pay the money. Once a student pays that money, he does not pay any other miscellaneous fee.” Speaking further, the Vice Chancellor said the University would not rest on its oars to ensure that more programmes are introduced and graduates are self-reliant. “We intend to add more departments as the population of students increase. We have designed some programmes that will enable students to be self-reliant after graduation. The courses we are doing will enable them stand on their own when they graduate. We have entrepreneurship courses built into our programmes so that our graduates will be employers of labour. BY SAHARA REPORTER The Department of State Services (DSS) has explained that the judges of the Supreme, Appeal and High Courts it arrested in the past few days were found to possess huge sums of raw cash at home and own choice properties. The DSS, which claimed to have carried out special sting operations on the judges, made the explanation in a statement circulated to the media. According to the statement, signed by Abdullahi Garba, the operations leading to the arrest of the judges were informed by allegations of corruption and other acts of professional misconduct by a few of the suspected judges, who are alleged to be living ostentatiously. The DSS maintained that the operations constitute a part of its mandate. "The Service action is in line with its core mandate, as we have been monitoring the expensive and luxurious lifestyle of some of the judges as well as complaints from the concerned public over judgment obtained fraudulently and on the basis amounts of money paid," the statement explained. The judges involved, added the statement, were invited for interrogation, following which their residences were searched. The searches, the statement further said, uncovered huge amounts of raw cash in various denominations as well as in local and foreign currencies. The judges, DSS also alleged, own real estate worth several millions of naira. The ownership of the real estate, said the DSS, was confirmed by documents. The directorate disclosed that some of the judges have made useful statements, with a few declining even in the face of allegedly glaring evidence against them in terms of cash, documents and property recovered. "In one of the states where the Service operations were conducted, credible intelligence revealed that the judge had $2million stashed in his house. When he was approached for due search to be conducted, he, in concert, with the state governor, mobilized thugs against the Service team. The team restrained itself in the face of unbridled provocative activities by those brought in by the Governor. Unfortunately, the judge and governor also engaged the tacit support of a sister security agency," said the DSS. The DSS said its surveillance team noticed that upon frustrating the operation, the judge, with the support of the governor, moved the money to an unknown location which it is currently making effort to unravel. The summary of cash recovered, revealed the DSS, included N93.6million, $530,087, £25,970 and €5,680. There were allegedly recovered from three judges. Other foreign currencies, revealed the DSS, were also recovered in addition to other banking documents, including real estate documents. The DSS, revealed the statement, is already preparing to arraign the judges before a competent court. The DSS also denied that it never invited Justice Walter Nkana Onnoghen for investigation, saying he is not under its searchlight. It added that it has tremendous respect for the Judiciary and would not do anything to undermine it or its activities. The Association of Tutorial School Operators (ATSO) has threatened to mobilise admission seekers to protest the alleged rejection of NECO Senior School Certificate Examination (SSCE) results by some universities. The group also threatened to sue the Office of the Special Adviser on Education if it fails to meet with ATSo’s members over the introduction of N150,000 annual dues. Its National President, Mr Oludotun Sodunke said some universities were denying admission to holders of the NECO SSCE certificate holders admission by closing their portals before the results were released. He said: “We want to expose what is happening to NECO candidates in respect to this year’s admission. The new admission policy has made WAEC/NECO so powerful that their examinations have become entrance exams. “Most universities have introduced a new policy that 50 per cent goes to UTME and 50 per cent to O Levels. “To our surprise, students that sat for WASSCE were properly screened and given admission. After that they closed the portal. For example, the University of Lagos (UNILAG) started selling screening form from August 3 to 24. On August 5, WAEC released results and candidates were screened. Then UNILAG closed its portal. After two weeks, NECO released results but UNILAG did not reopen the portal. “We are appealing to the Minister of Education to direct schools to stop shifting the goal post in the middle of the match. Most schools advertised that those with awaiting results could undergo screening. We shouldn’t forget that JAMB gave schools until November 30 to conclude admissions. So there is still time to upload results.” Sodunke said denying NECO candidates of admission would mean its examinations are not recognised and should therefore not be patronised. “We are giving a seven-day ultimatum. If the portals are not opened, all NECO students will come out en masse and start protesting with their parents. “They want to make NECO irrelevant, yet NECO is our own; WAEC is West Africa. We will tell our members nationwide not to register for NECO next year. If that happens, it will lead to capital flight,” he said. Regarding ATSO quarrel with the Lagos State government, Sodunke said despite several appeals to Bank-Olemoh for a meeting, the Agency for Mass Education, under the Office of the Special Adviser (OSAE), Ministry of Education, was closing tutorial centres and arresting their operators. Sodunke said the money the government asked ATSO members to pay was too much considering what they make from the business. “We were invited for a meeting and we told them what our members can pay. I requested a meeting with the Special Adviser, but he declined. “How will you collect money from an association that has 4,000 members in Lagos and controls over 300,000 students and you don’t want to meet with them? Nobody will pay that money until Bank-Olemoh does the needful. “Our businesses are not doing well. Since the introduction of Eko Project that schools close 4pm, we no longer have afternoon students, who form the bulk of our clientele. Tutorial centres only operate for three months in a year,” he said. Sodunke also claimed that the ministry had not offered the association any incentive. Reacting to the allegations, a statement signed by the Chief Public Affairs Officer, OSAE, Mrs Kehinde Fashola, noted that the fee was reduced to N50,000 for tutorial centres. “The fee was reviewed downward for the Tutorial centres from N150,000 annually to N50,000 annually after several pleas from the association,” it said. The statement added that the new regulations are part of efforts by the agency mass for mass literacy to improve the quality of Continuing Education Centres (CEC) and that the centres had been informed of changes one year before it was effected. The statement reads: “Lagos State Ministry of Education through the Lagos State Agency for Mass Education wishes to inform the general public of the commencement of enforcement exercise on Continuing Education Centres (CECs) and Tutorial Centres across the State since Monday, September 19, 2016. “This is further to prior communications earlier disseminated mandating all Continued Education Centres and Tutorial centres to register with the Lagos State Agency for Mass Education, which is mandated to control activities of all Continuing Education/ Tutorial Centres in the State according the Lagos State Agency for Mass Education Edict 1990, Section 4 (2, 3). “This exercise in hinged on the commitment of State government under the administration of His Excellency, Governor Akinwumi Ambode to ensure proper standardization of the Education sector of the state in all ramifications.” http://thenationonlineng.net/tutorial-centres-accuse-varsity-rejecting-neco-results/
