5 March 2026 Dear Prime Minister, One of my first acts as Leader of the Conservative Party was to announce a change in my party’s approach to legal immigration. In February last year, I announced that a future Conservative government would extend the period before immigrants can apply for indefinite leave to remain (ILR) from five to 10 years. In addition, I said that immigrants should only be able to apply for British citizenship after having ILR for 15 years. I have been clear that the high levels of immigration – legal and illegal – into Britain over many years have been wrong, and I have apologised for the Conservatives’ part in that. The numbers entering our country have put undue strain on our public services, harmed community cohesion and should never have been used as a sticking-plaster for our sluggish economy. For these reasons, I have welcomed the Home Secretary Shabana Mahmood’s adoption of the ILR policy I announced last year and, although she has not adopted our other proposals regarding removing the right to benefits for those with ILR, the 15 year wait for those on health and social care visas, and 20 year wait for those who have claimed benefits for more than 12 months are a good start, but should go further. I read today that over 100 Labour MPs disagree with me, and the Home Secretary, and presumably you, on this. With that size of rebellion brewing on your backbenches, I am concerned that you may be inclined to water down this policy or even pull it altogether. Therefore, in the national interest, and recognising that a large number of immigrants who entered our country in the past five years will be able to apply for ILR in the very near term, I am making an offer to lend Conservative Party votes to pass this legislation rather than abandoning it as you did with proper welfare reform. Every party in this country bears responsibility for the high immigration numbers over many years – whether directly, or indirectly cheering on misguided and often bad policies and even supporting legal action against removals of those here illegally. Every party therefore has a duty to correct that historic error. I make this offer today in that spirit. I look forward to your reply. Yours sincerely, Kemi Badenoch The Rt Hon Kemi Badenoch MP Leader of HM Official Opposition I
