Kaduna State governor Nasir Ahmed El-Rufai has said that the opposition party, Peoples Democratic Party (PDP), will never be relevant again in the state. The governor disclosed this while addressing All Progressives Party loyalists who visited him to congratulate him over his victory at the tribunal. El-rufai said the PDP, apart from embezzling public funds, also destroyed the state in the last 16 years of their administration. “Today we were told we are the honest and the liars are told they are liars. God willing, PDP will never be relevant in this state. We don’t talk too much because if God gives you leadership, all you need to do is to focus on your work so that God will make it easy for you to deliver. “We don’t talk about their injustice, we don’t talk about the public wealth they embezzled to build houses and didn’t repair or provide water. They didn’t provide roads and markets. “They only destroyed the town where they were supposed to do something better they caved it out and shared to people to build corner shops. All the money given to them in 16 years, they can’t show you one project except the Kawo express road,” he said. Robert Gabriel Mugabe ( 21 February 1924 – 6 September 2019) was a Zimbabwean revolutionary and politician who served as Prime Minister of Zimbabwe from 1980 to 1987 and then as President from 1987 to 2017. He chaired the Zimbabwe African National Union (ZANU) group from 1975 to 1980 and led its successor political party, the ZANU – Patriotic Front (ZANU–PF), from 1980 to 2017. Ideologically an African nationalist, during the 1970s and 1980s he identified as a Marxist–Leninist. He identified as a socialist after the 1990s. His policies have been described as Mugabeism. Mugabe was born to a poor Shona family in Kutama, Southern Rhodesia. Following an education at Kutama College and the University of Fort Hare, he worked as a school teacher in Southern Rhodesia, Northern Rhodesia, and Ghana. Angered that Southern Rhodesia was a colony of the British Empire governed by its white minority, Mugabe embraced Marxism and joined African nationalist protests calling for an independent state led by representatives of the black majority. After making anti-government comments, he was convicted of sedition and imprisoned between 1964 and 1974. On release, he fled to Mozambique, established his leadership of ZANU, and oversaw ZANU's role in the Rhodesian Bush War, fighting Ian Smith's predominantly white government. He reluctantly took part in the peace negotiations brokered by the United Kingdom that resulted in the Lancaster House Agreement. The agreement ended the war and resulted in the 1980 general election, at which Mugabe led ZANU-PF to victory. As Prime Minister of the newly renamed Zimbabwe, Mugabe's administration expanded healthcare and education and—despite his professed Marxist desire for a socialist society—adhered largely to mainstream, conservative economic policies. Mugabe's calls for racial reconciliation failed to stem growing white emigration, while relations with Joshua Nkomo's Zimbabwe African People's Union (ZAPU) also deteriorated. In the Gukurahundi of 1982–1985, Mugabe's Fifth Brigade crushed ZAPU-linked opposition in Matabeleland in a campaign that killed at least 10,000 people, mostly Ndebele civilians. Internationally, he sent troops into the Second Congo War and chaired the Non-Aligned Movement (1986–89), the Organisation of African Unity (1997–98), and the African Union (2015–16). Pursuing decolonisation, Mugabe emphasised the redistribution of land controlled by white farmers to landless blacks, initially on a "willing seller–willing buyer" basis. Frustrated at the slow rate of redistribution, from 2000 he encouraged black Zimbabweans to violently seize white-owned farms. Food production was severely impacted, leading to famine, drastic economic decline, and international sanctions. Opposition to Mugabe grew, but he was re-elected in 2002, 2008, and 2013 through campaigns dominated by violence, electoral fraud, and nationalistic appeals to his rural Shona voter base. In 2017, members of his own party ousted him in a coup, replacing him with former Vice President Emmerson Mnangagwa. Having dominated Zimbabwe's politics for nearly four decades, Mugabe was a controversial figure. He was praised as a revolutionary hero of the African liberation struggle who helped free Zimbabwe from British colonialism, imperialism, and white minority rule. Critics accused Mugabe of being a dictator responsible for economic mismanagement, widespread corruption, anti-white racism, human rights abuses, and crimes against humanity. Governor Bello Muhammad Matawalle of Zamfara state on Wednesday laid the foundation for N8.631 billion RUGA project at Rinji Sakkida forest in Maradun local government area of the state. Speaking during the ground breaking foundation laying ceremony of the project governor Matawalle said RUGA project was aimed at transforming the way of life of Fulani community to be in tune with modern realities. “Over the years, one of the thorny issues in the social life of our people is that of the perennial clashes between the communities of farmers and cattle herders. The primary issue at stake has always been that of access to grazing land, watering points, and cattle routes, which often clash with the interest of farmers for access to land for crop production. “As we have seen in recent times, these conflicts have taken an uglier dimension such that we have never seen before. In modern times, efforts are being made all over the world to transform system of cattle rearing and production from nomadism to sedentary” “It is, therefore, clear that our decision to embark upon RUGA project is tied to the broader issue of security, ensuring harmonious coexistence, and solidarity among our people, especially the farmers and herders,” he said. Matawalle said those were the essential ingredients for the development of any society adding that the state has had a bitter experience of years of banditry and other crimes which were rooted in farmer-herder conflict. He said the three pilot RUGA settlements were to be constructed in each of the three senatorial zones and that each of the settlements would be stocked with state of the art facilities covering 100 hectares of land, which would make the environment lively for the community and enhance cattle production. The facilities include: veterinary clinics, cattle ranches, 210 housing units of three and two-bedroom flats, primary school of 12 classrooms and secondary school. Other facilities include Islamiyya school, primary health centre of 30 beds, earth dam, cattle cottage, grazing yard and modern abattoir among others Read more: https://www.dailytrust.com.ng/zamfara-matawalle-lays-foundation-for-n8-631-billion-ruga-project.html

Ramaphosa condemns ‘anti-foreigner violence’ as FG seeks police deployment to S/Africa President Muhammadu Buhari has noted with deep concern, reported attacks on Nigerian citizens and property in South Africa and despatched a Special Envoy to his South African counterpart Cyril Ramaphosa over the situation. A wave of looting and violence mostly targeting foreign nationals has led to the arrest of dozens in Johannesburg, even as other African governments have issued warnings to their citizens over the violence. In Nigeria, President Buhari instructed the Minister of Foreign Affairs, Geoffrey Onyeama, to summon the South African High Commissioner to Nigeria and get a brief on the situation and express Nigeria’s displeasure over the treatment of her citizens. Presidential spokesperson Femi Adesina said the Special Envoy is expected to arrive in Pretoria latest tomorrow, Thursday. Ramaphosa said, “There can be no justification for any South African to attack people from other countries.” Attacks on businesses run by “foreign nationals is something totally unacceptable, something that we cannot allow to happen in South Africa,” Mr Ramaphosa said in a video on Twitter. “I want it to stop immediately,” he added. Meanwhile, Onyeama said the federal government was considering deploying Nigerian police to South Africa as part of measures to stop the continued attacks on Nigerians in that country. He spoke when the Acting South African High Commissioner to Nigeria, Bobby Moroe, was summoned to the ministry to protest the continued attacks on Nigerians. “We believe that the advantage of this will be that the law enforcement, the police itself, will have the benefit of Nigeria input in their engagement with Nigeria community and with threats against Nigerian community. And we believe that this will be a game-changer and it will give confidence to the Nigerian community in South Africa,” he said. In his response, the South African envoy described as quite unfortunate the continued attacks on nationals of Nigeria, with whom his country enjoys friendly relations. “For us, these are acts that continue to demonstrate that there are criminals within the society that seeks to destabilize the country, there are criminals who seek to create an impression that South Africans do not subscribe to the principle of Ubuntu,” Moroe said. The Nigerian missions in Pretoria and Johannesburg said they have commenced compiling the list of all the Nigerian victims of the attacks for engagement with the South African government and other stakeholders for succor. “In this regard all Nigerian victims of the current attacks are requested to come forward to report their situation to the High Commission and the Consulate,” said a statement by the Nigerian High Commissioner to South Africa, Ambassador Kabiru Bala. He appealed to all Nigerians to remain calm and avoid any precipitate action that may jeopardise the ardours task of engaging the South African government through diplomatic channels to bring the situation under control and to restore normalcy. AU to S/Africa: Ensure justice is done The African Union Commission has condemned the fresh xenophobic attacks in South Africa and called on the government to ensure that all perpetrators are brought to account. The AU Commission’s Chairperson, Moussa Faki Mahamat, said he was encouraged by arrests already made by the South African authorities. “The Chairperson of the African Union Commission Moussa Faki Mahamat condemns in the strongest terms, the incidents of violence against nationals of fellow African countries in South Africa, including the looting and destruction of their property,” a statement by Ebba Kalondo, his spokesperson said. “The Chairperson is encouraged by arrests already made by the South African authorities. “He calls for further immediate steps to protect the lives of people and their property, ensure that all perpetrators are brought to account for their acts, and that justice be done to those who suffered economic and other losses.” Read more: https://www.dailytrust.com.ng/xenophobic-attacks-buhari-sends-envoy-to-south-africa.html |

The Federal Government has said the joint accounts being operated by both local and state governments would soon end through constitutional means. The Secretary to Government of the Federation, Mr. Boss Gida Mustapha, said this on Tuesday in Abuja at the Nigerian local government summit 2019, organized by SEGNIP Promotions Limited and the Department of State and Local Government Affairs, Office of the Secretary to the Government of the Federation (OSGF) with the theme: “Emerging Issues in Local Government Administration in Nigeria”. Mustapha, represented by the Director Special Duties OSGF, Mr. David Attah, said that the age of joint accounts have become inglorious within the political system. According to him, one of the major areas of friction has been the state and local government accounts which has been grossly abused in the past and which it brought about serious agitation for the fiscal autonomy. He said that for the local governments, the states have generally starved them of needed funds to discharge their statutory responsibilities and embark on developmental or innovative programmes and projects. “After so many ruinous years of our recent past, we certainly cannot live with the continued mismanagement of public funds (joint account) any longer. “Most of us know too well the dangers and consequences of this sustained degradation of our local government system which manifest in increased wave of crimes and social maladies like terrorism, kidnapping, cultism, neighbourhood gangs, human trafficking, baby factories, dilapidated primary schools and primary health facilities, influx of youths to urban centres and pernicious rural poverty which have dovetailed into various dimensions, agitations, and unrests. “More so, it is uncanny that most of us fail to see the connection between moribund local governments and Boko Haram insurgency, for instance. “Suffice to say that no ‘baby factory’ or incidence of kidnapping would find space where local government councilors are fully involved in governance and work with landlords associations and town unions. “In the midst of all these, there is no state, not even one, that showed example by devising a system that made the local governments work or gave proper account of the local government funds. “All of us, directly, or tangentially, are exposed to the impact of local government administration daily. Therefore, mismanagement and maladministration at this level of governance will connote impacting negatively on our people with direct implication for banishing a large number of the population to abject poverty and penury,” he said. He said that with the introduction of the Nigeria Financial intelligent Unit (NFIU) Act and the new local government administration account reporting system, the present administration of President Buhari has taken steps to upgrade the anti-graft or money laundering regulations to reduce vulnerabilities created by cash withdrawals from local government funds throughout the country. In his keynote, the Governor of Osun State, Isiaka Oyetola, said that successive military government complicated the problems of local councils by investing in them with controversial and unworkable allocation templates and difficult constitutional amendment procedures. Governor Oyetola, represented by his Chief of Staff, Dr. Charles Akintola, said the nation’s local councils have been victims of various forms of government with their attendant challenges from independence to now. Also speaking, the MD/CEO SEGNIP Promotion Project Consultant, Engr. Kayode Adegbayo, said there is no gainsaying that of the three levels of governance in Nigeria, the local governments represent a significant tier in the country’s desire for socio-economic transformation and the match to the next level. “This has continued to be so, because of her nearness and closeness to the people and the renewed interest by President Muhammadu Buhari’s government at empowering and galvanizing the 774 Local Governments Councils, into units for rapid delivery of democratic dividends to the teeming people, majority of which reside in the rural areas,” he said. Sterling slumped below $1.20 dollar on Tuesday to a three-year low as Prime Minister Boris Johnson’s implicit ultimatum to lawmakers to back him on Brexit or face an election sent investors scrambling to dump British assets. The pound, which has now lost 20 per cent of its value since Britain voted to leave the European Union in 2016, fell to as low as 1.1959 dollar, down nearly one per cent on the day. ADVERTISEMENT Barring an October 2016 ‘flash crash’ when sterling momentarily tanked to as low as 1.15 dollar, the British currency has not regularly traded at these levels since 1985. The battle over Brexit is reaching a crescendo this week. Johnson on Monday implicitly warned lawmakers he would seek an election if they tied his hands on Brexit, ruling out ever countenancing a further delay to Britain’s departure from the European Union, its largest trading partner. Lawmakers will vote on Tuesday on the first stage of their plan to block Johnson from pursuing a no-deal Brexit ahead of the Oct. 31 deadline. Investors are panicking that Britain will either crash out of the bloc on Oct. 31 without a transitional deal to ease the divorce, or face a parliamentary election that sows uncertainty at a time when the economy is struggling with a global slowdown exacerbated by a trade war between Washington and Beijing. Banks raised their estimates for the likelihood of a no-deal Brexit. UK domestic-focused stocks such as housebuilders skidded lower as concerns about a hit to the British economy grew. “The next 48 hours are potentially quite significant and sterling shows you that,” said Andrew Milligan, head of global strategy at Aberdeen Standard Investments. “The next 48 hours will determine whether or not this high risk strategy from the prime minister has paid off, or whether or not he has been corralled into a corner, or conversely still there a several options where we are simply going for the uncertainty of an election mid-October.” Milligan said sterling, on a fair value basis, looked undervalued after much of the uncertainty had been priced in, but he added: “As we see with many currencies in extreme circumstances, it is very easy for a currency to hit an air pocket.” Against the euro, the pound’s decline was much more contained on Tuesday, falling 0.2 per cent to a two-week low of 91.33 pence. Morten Lund, a senior currency analyst at Nordea, said he expected the pound to weaken further against the euro and beyond a three-year low of 93 pence touched in August. “It’s difficult not to see a route where this doesn’t end in an election,” he said. Volatility gauges for the pound jumped as investors braced for more wild swings in the weeks and months ahead. The Supreme Court has dismissed the appeal seeking to disqualify President Muhammadu Buhari in the 2019 presidential poll over alleged false information on his academic certificate. A five-member panel of justice struck out the appeal on Monday after it was withdrawn by the appellants after hints that it might be unsuccessful having been caught up by the Fourth Alteration in the Nigerian Constitution 1999. The appeal, which was filed by three Nigerian citizens: Kalu Kalu Agu, Labaran Ismail and Hassy Kyari El-Kunis challenging Buhari’s INEC Form CF001 where he stated that he has a school certificate as required by law, was earlier dismissed by a Federal High Court on May 2 and the Court of Appeal in Abuja on July 12. When the matter came up for hearing, Justice Mary Peter Odili asked the appellants’ lawyer, Ukpai Ukairo if the case was statute barred or not before proceedings. The lawyer admitted that it was out of time after the justices drew his attention to Buhari’s form CF001 which was the bone of contention and which was received by INEC on October 14, whereas the case was instituted in the middle of November thereby indicating that the suit being a pre-election matter was filed outside the 14 days provided by the law. The apex court, however, criticized the appearance of a Principal State Counsel from Federal Ministry of Justice, Abdullahi Abubakar, for president Buhari in a matter that is personal. The justices held that the action of the lawyer contravenes the provisions of the Code of Conduct for Public Officers, citing former American president, Bill Clinton, who throughout his tenure never used public funds for personal litigation. They said the same should be applicable to Nigeria since the country uses the American system of government. The Court of Appeal had in a lead judgment, read by Justice Muhammed Idris, held that the matter was statute barred having been filed after 14 days provided under the 4th Alteration of the Nigerian Constitution. He said the cause of action arose on October 18, 2018 when the president submitted the said Form CF001 to INEC not September 28, 2018, when Buhari was nominated by the APC as held by Justice A.R. Mohammed of the Federal High Court. Read more: https://www.dailytrust.com.ng/certificate-s-court-dismisses-perjury-appeal-against-buhari.html |

The statement quoted the Japan’s State Minister of Finance, Mr Keisuke Suzuki as saying “building on the successful achievements so far, Japan and the bank had decided to upgrade EPSA in both quality and quantity to meet financial needs for infrastructure development. “And also for the private sector development in Africa, we will cooperate by integrating our funds, expertise, and experiences, and I wish the win-win relationship between Japan and Africa will deepen further.’’ Suzuki explained that electricity, transportation, and health would be key priorities under EPSA4. According to the minister, projects and programmes for the three key priorities will be formulated and implemented in line with the G20 Principles for Quality Infrastructure Investment. “African countries will also be provided with support to improve and create conducive business environments to attract private investments,’’ he said. The statement also said that the bank’s president, Dr. Akinwumi Adesina noted that the development marked another day to celebrate the strong and impactful partnership between Japan and AfDB. Adesina explained that the bank and the Japan International Cooperation Agency (JICA) were long-term partners in the promotion of Africa’s development. He said the EPSA had helped to deliver much needed support to the private sector. “During EPSA1 (2005-2011), Japan set the target of providing one billion dollars in loans and two billion dollars under the second phase (2012-2016).’’ According to Adesina, the ongoing EPSA3 (2017-2019), Japan and the African Development Bank are cooperating closely to provide the targeted joint amount of three billion dollars. “As of today, the bank and JICA under ACFA have co-financed 25 projects to improve key transportation and electricity transmission networks. “These include the Construction of Three Intersections in Abidjan in Côte d’Ivoire and Power Sector Reform Programme in Angola. “Under EPSA4, JICA and the AfDB will provide co-financing of 3.5 billion dollars. This is a significant increase over EPSA-3, which was executed at three billion dollars with 17 per cent increase. “Increase is what we need to meet the needs of Africa, what we need to raise the level of our ambitions for Africa and what we need to build upon the solid foundations of co-financing over the last 13 years, and deliver even greater and more impactful development results in the years ahead. “Now, let us arise with renewed vigour. Let us deliver even greater impacts for African countries through EPSA 4,” Adesina said.
