You dont need any institution to learn programming all you need is a laptop, internet access and Determination to learn(because it aint easy) Start by learning HTML and CSS here http://www.w3schools.com/html/default.asp or here http://www.tutorialspoint.com/html/index.htm ....They are the foundation....after which you can choose any other language you will like to learn depending on if you are going into software or web developement or Both....You might like to learn JAVA, PHP, PYTHON or C# ...depending on you...Hope this helps...

The Project manager is himself doing what he can, and rightly so(since he is the Project Manager), to get access to the right information, BEFORE the actual design and development phases can commence.

If you have been reading the posts to this point, you would realize that right now we are trying to gather information on how to proceed. . . so how did you surmise that implies we are not at all serious? Is gathering requirements, and necessary resources, NOT PART of software Development? Am I missing something here.
