UPDATE:
This is an update in case of anyone facing similar issue. Mine reflected this morning and it's now in the pre-approval stage. It took them over two weeks to process.
Things I did which I don't know if helped was creating a ticket with my complain and attaching my payment receipt and also sending them an email with my complaints and receipts.

They have replied and they said this " We apologies for the inconvenience. We are still in the process of migration, please you need to wait until the migration successfully completed and try to log in again and verify your information. Thank you, U.S Visa Support "

Use the amentum reference number on the second pane of the page, input your payment slip amentum number and the date you paid then submit, try that multiple times at different minutes/hours interval.

Just an idea I feel it should work.

Then you don’t the statement of comparability.
You have to print out the two pages as proof of your recognition.
But be sure you are following the actual instructions here, there are a lot of conflicting instructions.

Advice to those with 2-2 or low GPA

If you have the money, do WES Evaluation.
I graduated with 3.13/5 GPA from the university and did WES evaluation and it resulted to 3.01/4 GPA.

Almost all schools in the US accepts a GPA of at least 3.0.
Evaluating your transcript gives you higher chances.

WES does not calculate your carryovers and your Ds will be turned to Cs, and your Cs to Bs.
