•Oshiomhole, Okorocha, Amaechi on the card •Tambuwal, el-Rufai on standby for presidential ticket By RAZAQ BAMIDELE Ahead of 2015 general elections and not leaving any chances, the opposition All Progressives Congress (APC) is shopping for the party’s vice presidential candidate right away. This is even, as it was assumed that former Head of State, Gen. Muhammadu Buhari, may get the presidential slot. In case this option fails, incumbent Speaker of the House of Representatives, Hon. Aminu Tambuwal, former Federal Capital Territory (FCT), minister, Mallam Nasir el-Rufai and Jigawa State Governor Sule Lamido are on the card as replacement. But Governor Lamido has always said that as a founding father of the ruling Peoples Democratic Party (PDP), he won’t leave the party. It was, however, learnt that the stakeholders who met behind the closed-door last weekend, have no mandate of the party or of any of the candidates being considered for the vice presidential slot, which was the highpoint of the parley. The stakeholders at the meeting in Ogun State, having been convinced that the presidential flagbearer will surely come from the North, are now searching for a vice-presidential candidate from the South in preparation for the race. During the meeting, which was chaired by a chieftain from Ondo State, some names were tabled for scrutiny with a view to agreeing on who to present when the chips are down for nomination, which is believed, could come as early as June this year. Some of the names on the card, according to Daily Sun checks, are former Governor of Lagos State and National Leader of the party, Asiwaju Bola Ahmed Tinubu, Edo State Governor Adams Aliyu Oshiomhole, his Rivers and Imo state counterparts, Chibuike Rotimi Amaechi and Rochas Okorocha respectively as well as former governor of Ekiti State, Otunba Richard, Adeniyi Adebayo. A source at the meeting, who doesn’t want to be named, said, “if former Head of State, General Muhammadu Buhari eventually becomes the party’s presidential candidate, Tinubu will automatically pair with him because of their experiences and exposure as former rulers. “If any of the former Federal Capital Territory (FCT), minister, Mallam el- Rufai, incumbent Speaker, Hon. Tambuwal or Governor Lamido eventually picks the party’s ticket, any one among Fashola, Oshiomhole, Amaechi, Okorocha and Adebayo can be nominated for the vice presidential slot.” Daily Sun, however, gathered that the issue of religion came up during deliberation which the conveners felt could have influence in the choice of the presidential running mate. The chairman of South-west Peoples Democratic Party’s Mobilisation and Organisation Committee, Buruji Kasamu, has described leader of the All Progressives Congress, Bola Tinubu, as an enemy of the South- west, calling on PDP members all over Nigeria to put an end to political activities of the former Lagos State governor and his supporters. Speaking at a meeting of the PDP South-west in Ibadan on Saturday, Kasamu said this year’s governorship election in Ekiti State would mark the beginning of PDP’s take-over of government in the South-west, urging leaders of the party to put their weight behind the party’s candidate to ensure victory. Kasamu said, “The number one enemy of the South-west is Bola Tinubu. I am ready to work and stop the activities of our (party’s) enemies but I cannot do it alone because I am not PDP’s leading leader, I am just one of the leaders. With the support of the party and our people, Ekiti will be ours soon. We must move with a voice to be winners again in South- west. Some people sold the area to our enemies and we must reject this, starting with victories in Ekiti and Osun states this year. I am not looking for position but to reclaim the region for PDP. We are stronger than APC when we work together.” The meeting resolved to back the party’s national secretary, Wale Oladipupo and urged the National Working Committee of the party to approve a date in January for zonal congress to be held in the South- west. ■ 15 now Born Again Christians return certificates to examination body By GABRIEL DIKE In what may come as a big surprise to most people, no fewer than 15 persons recently returned certificates issued to them by the West African Examinations Council (WAEC). They said they had to give up the certificates because they cheated during the examination, and now as Born Again Christians, they could not live with “the sin.” Some individuals, Saturday Sun gathered, had approached WAEC through letters seeking restitution after they had confessed how they dubiously acquired their certificates when they wrote the examinations at various periods. The council wrote back to them, stating that what they were expected to do was to return the certificates awarded in line with the rules and regulations guiding the conduct of the examinations. However, only few responded, including a holder of Teachers’ Grade 11 certificate. It was learnt that those who complied with the directive returned their certificates to various WAEC offices nationwide and the council took their case to the Nigeria Examinations Committee (NEC), which, at its 55th meeting in Lagos, cancelled the returned 15 certificates. According to the council’s letter to NEC, “the listed candidates, in their letters of restitution, confessed that they were involved in various forms of examination malpractices in various years as indicated against their numbers. They have returned the original certificates issued to them.’’ The returned certificates by the Born Again Christians were for both the May/June (school exam) and November/December (private candidate) West African Senior School Certificate Examination (WASSCE). A breakdown of the year the examinations were taken revealed that the oldest dates back to June 1983 with certificate no SG 288999. Next is June 1990 (RS0680084c), June 1992 (NGSS 0994156), June 1995 (NGSS0265147) and December 1995 (NGSP 0169397), December 1996 (NGSP 0575264), December 2000 (NGWASSCP 038771), June 2001 (NGWASSCS 2451037). Others are June 2002, two certificates with NGWASSCP 4100224 and NGWASSCS 3894794 were returned and cancelled, June 2003 (NGWASSCS 5009313), June 2006 two born again Christian returned certificates with NGWASSCP 7747466 and NGWASSCS 8423755, December 2008 (NGWASSCP 05790031) and June 2010 NGWASSCP 13327157. There are several Verses in the Bible to support restitution, which conform to what the 15 Born Again Christians did by confessing their sins and sought restitution from WAEC. In 1 John 1:9 says: “If we confess our sins, the is faithful and just to forgive us [our] sins, and to cleanse us from all unrighteousness’’. While Numbers 5:6-7 says ’’When a man or woman commits any of the sins that people commit by breaking faith with the Lord, and that person realizes his guilt, he shall confess his sin that he has committed. And he shall make full restitution for his wrong’’. Efforts to get the names, and perhaps pictures, of the 15 persons were abortive, as WAEC officials said it would amount to violation of the rights of the individuals involved and that of their (officials) ethics. In a related development, the N55th and 56th NEC meeting of WAEC has hammered 493 candidates who sat for both the May/June and November/December WASSCE by ordering the cancellation of their certificates/result slips taken at various periods. A document available to Saturday Sun reads partly: “The under listed candidates were confirmed to have been impersonated in the various examinations and years indicated against them. The result slips/ certificates have been returned by the Zonal/Branch Offices concerned to the Post Examinations Department for cancellation.’’ A breakdown of the statistics revealed that at the 55th NEC meeting (result slips and certificates of impersonators in previous GCE/SSC/ WASSC examinations), no fewer than 241 candidates were sanctioned while at their 56th deliberation (result slips and certificates of impersonators in previous May/June and November/December WASSC examinations), a total of 252 candidates had their certificates cancelled according to the rules and regulations guiding the conductor of WAEC exams. A remarkable thing which Saturday Sun noted in the 55th NEC meeting decision was that the 241 cancelled certificates involved private candidates who wrote either the Nov/ Dec GCE or WASSCE. Thus confirming stakeholders’ position that exam fraud is more rampart during the private candidate examinations. A breakdown of the 241 cancelled certificates revealed that the highest number occurred in 1998 (34), followed by 1999 and 2001 with 26 certificates each. In 2000, it had 24, 1997 (23), 1995 (22), 2002 (19), 1994 and 1996 each had 15, 2003 (14), 1993 (12), 1987 (3), 2005 (2) while 1985, 1986, 1991, 2006, 2007 and 2009 had one cancelled certificate each. For the 56th NEC decision, again statistics from the document indicate that majority of the 252 candidates whose certificates were cancelled sat for the Nov/Dec WASSCE (240) while 12 others wrote the May/June WASSCE. Detail breakdown of the 252 cancelled certificates at the 56th NEC meeting showed that 2009 recorded the highest number with 33, 2002 (26), 2007 (24), 2001 (20), 2008 and 2010 had 18 each, 2000 (17), 2004 (14), 1999, 2003 and 2006 had 13 each, 2011 (10), 1995 (eight), 1990, 1992, 1996, 1998 and 2005 recorded four cancelled certificates each, 1993 and 1997 produced two each and one in 1989. http://sunnewsonline.com/new/cover/cheated-waec-exams/ |

Awka—Governorship candidate of All Progressives Congress, APC, Senator Chris Ngige, has said the APC will not participate in the forthcoming local government election in Anambra State. He said this when he addressed a press conference in Akwa, after a crucial meeting with stakeholders and APC aspirants on the said election. The local council election is scheduled to hold on January 11, 2014. But the APC has subsequently directed all the party councillorship and chairmanship candidates, as well as its supporters to boycott the election. Ngige said it became necessary for the party to take a position after reviewing the last gubernatorial election. Besides, the governorship candidate commended the people of Anambra State for their steadfastness and patience, alleging that “few days to the election, voters’ register has not been given to parties and the last voters register used by Nigeria Independent National Electoral Commission, INEC, in conducting the gubernatorial election has not been reviewed, hence APC is insisting on an authentic voters register.” He berated INEC over what he described as “glaring signs of the non- readiness of INEC, hence doubt their ability to conduct and ensure a free, fair and credible election.” He, however, alleged that there were desperate moves by the All Progressives Grand Alliance, APGA, in collaboration with INEC, to ensure that “APC is completely excluded from all elective positions in the state against the will of the people.” The lawmaker, who represents Anambra Central Constituency, also took a swipe at the acting chairman of Anambra State Independent Electoral Commission, ANSIEC, Mr Sylvester Okonkwo, for requesting political parties to submit the list of candidates and their forms to the commission “when issues leading to a free, fair and credible election in the state are yet to be addressed.” http://www.vanguardngr.com/2014/01/count-apc-anambra-lg-poll-ngige/

The act of sabotage against the country’s gas-to-power pipeline networks by unscrupulous individuals has taken a different turn with discoveries that dynamites have often been used to blow out the lines, Minister of Power, Professor Chinedu Nebo says. The Minister added that the constant destruction of key gas to power infrastructure contributes to about 22 per cent of overall drops in electricity supply experienced in Nigeria’s Electricity Supply Industry (NESI) in 2013, especially recently. Nebo gave an instance where the western gas supply trunk line from Warri through Escravos was found to have been damaged at many points, far more than was initially imagined. Addressing members of the House of Representatives’ Committee on Power, led by the chairman, Patrick Ikhariale, on an oversight visit to the Ministry, the Minister further lamented: “Another one at the Eastern axis at Bokoloma were punctured at many points and it would take the next one month to fix.” The impacts of these acts on the nation’s electricity supply system and economy at large, Nebo said, made it necessary for the parliamentarians to enact stiff laws to ensure that heavy penalties are meted on the saboteurs while serving as deterrence to others, insisting that such acts should not be tolerated. “The worrisome problem associated with vandalism according informed the convocation of stakeholders’ forum by the office of the National Security Adviser (NSA). This forum brought together all security agencies to tackle the menace, it was resolved that information sharing among all stakeholders is key to fighting vandalism,” Nebo added. He also spoke on the budget performance of the Ministry, saying that partial release of funds from statutory sources have relatively affected the implementation of projects initiated by the ministry. Nebo however reminded the legislators of the peculiarity of executing projects in the electricity sector, especially with regards to the level of standard engineering prudence required to ensure safety and efficiency of such projects. On some of the ministry’s achievements during the year under review, Nebo explained that the third Benin-Onitsha 330kV double circuit transmission line have been completed, while the 215 megawatts (MW) Kaduna power plant was about 70 per cent into implementation. The Federal Government on Sunday said it had approved a five-year special interventional programme that would enable it to accelerate the socio-economic development of states in the North-East geo-political zone of the country. The Minister of State for Finance, Dr. Yerima Ngama, disclosed this during a chat with journalists in Abuja on Sunday. President Goodluck Jonathan had in response to increasingly violent attacks by Islamic extremists, declared state of emergency in Borno, Yobe and Adamawa states in May. The move had paralysed economic activities in the region and slowed down developmental projects being implemented in the affected states. As a first step towards accelerating development in the region, the minister said N2bn had been set aside in the 2014 budget for the affected states. The N2bn, he said, would be used to alleviate the sufferings of people in the states. This, according to him, will be achieved by giving grants to poor women and youth for the acquisition of working equipment. He said while the Federal Government was working hard to restore peace to the region, the intervention would help to alleviate poverty among the people. Afraid of backlash in PDP, National Assembly BY VIVIAN ONYEBUKWA Ministers and presidential aides may get an unpleasant New Year gift next week, as President Goodluck Jonathan may dissolve the Federal Executive Council on December 31, 2013. Daily Sun gathered that Jonathan had been contemplating sacking the cabinet, so that fresh blood would be injected for the remaining part of the administration, which would terminate on May 29, 2015. Competent sources revealed that in the shake-up, ministers, who have political ambition in 2015 would be asked to go as well as others whose performance was considered below average. Some of the minister, who would be retained, would be assigned new portfolios. It was gathered that Jonathan was planning to constitute a cabinet, in the New Year, that would have a mix of technocrats and strong politicians, who would help him in his transformation agenda. Sources revealed, however, that Jonathan was wary of the events in the ruling Peoples Democratic Party (PDP) and the National Assembly, which had, in the last couple of weeks, witnessed defection of members to the opposition All Progressives Congress (APC). Daily Sun gathered that in as much as the president wants to sack the cabinet, he is afraid of perceived political backlash this may have on the PDP, which had suffered defection of its members in the last couple of weeks. Five governors of the PDP had recently defected to APC. They are Chibuike Amaechi (Rivers), Rabiu Kwankwaso (Kano), Abdulfatah Ahmed (Kwara), Aliyu Wamakko (Sokoto) and Murtala Nyako (Adamawa). Last week, 37 PDP members in the House of Representatives also defected to APC. The lawmakers are mainly from Kano, Adamawa, Rivers, Kwara and Sokoto. Jonathan, had, last September fired nine ministers, in his first move to reshuffle the cabinet. The affected ministers in the shake- up were: Shamsudeen Usman (National Planning); Ita Okon (Science and Technology); Hadiza Mailafia (Environment); Ruqayat Rufai (Education); Zainab Kunchi (Power, state); Olugbenga Ashiru (Foreign Affairs); Ama Pepple (Lands) Buka Tijani (Agriculture, state) and Olusola Obada (Defence, state). The Information Minister, Labaran Maku, said President Jonathan expressed satisfaction and appreciation to the sacked ministers for the excellent ways they had handled their offices, and that he assured them that he would engage them in other national assignments whenever opportunities arise. Maku, while briefing newsmen, on the sack of the ministers, stated that Jonathan had promised to forward a new list of minister nominees to the Senate for confirmation. He had announced that the president had mandated the Minister of State for Foreign Affairs, Prof. Viola Onwiliri to supervise the activities of the ministry, while the Minister of State for Education, Mr. Wike, would oversee the office of the sacked minister. He also announced that Jonathan had appointed Minister for Niger Delta, Elder Godsday Orubebe to oversee the activities of the Ministry of Environment, while Minister of Solid Mineral would look after the Ministry of Land, Housing and Urban Development. In the same vein, Minister of Communication Technology was mandated to supervise the Ministry of Science and Technology, while Maku would oversee the Ministry of Defence. Minister of State for Works was appointed supervisor for Ministry of National Planning. The sack of the minister came barely one month after Jonathan made public procedure through which minister could be rated, in what was known as Performance Contract Agreement. He had stated: “I read all kinds of thing in the media, that the president wants to assess the ministers, so that he would know who would go and who would stay. That is not the purpose of this. We would have done it probably in the first week when we came on board, but the key thing is that we have given ourselves points that we think we will get at; we believe that if we get at those points or even if we achieve 70 per cent of that, at least it will be better off for our own country.” One month after this, nine ministers were fired, amid speculations that it was prompted by the crisis rocking the PDP. As the nation celebrates the yuletide season, the National Agency for the Control of AIDS (NACA), has warned on the need to avoid risky behaviours that propel the spread of HIV/AIDS in the country. The Director General, NACA, Prof John Idoko, said the agency was issuing the warning in fulfilment of its mandate to curb the spread of the dreaded virus, while reminding Nigerians to share and show the symbol of love responsibly. According to Idoko, “There is a worrisome aspect now festering during festive season, and this is the indiscriminate sexual and other negative activities which can lead to uninformed decision-making. We are appealing to the general public that, in sharing gifts among our loved ones, we should not share HIV and to also demonstrate our love by avoiding risky sexual behaviors.” He said the high prevalence rate of HIV/AIDS among adults and youths in the country called for the need to engage in discussions on the transmission and prevention of HIV/ AIDS at this period of Christmas, even though increased public awareness and advancements in medication had, over the years, led to remarkable strides in preventing the spread of scourge. The NACA DG noted, “NACA encourages all Nigerians to perform conscious efforts of informing one another. There should be coordinated effort by parents and guardians of adolescents to help by starting and maintaining a conversation with their wards about their sexual decisions which should include facts about HIV/AIDS.” He said that discussions at this point could ponder on issues such as, youths dating and sexual engagements, abstinence and contraception and the healthy approach of getting tested, among others. “NACA wishes to also use this season to inform Nigerians that it is important to remember the all year round 'ABC' messaging approach in HIV/AIDS. This season Nigerians can curtail the spread of HIV/AIDS through: abstinence, being faithful to one partner and by use of condom for all sexual engagements. "Safe sex is not about protecting oneself, but also about protecting those we love. … Says APC, other opposition parties will throw the country into chaos. The National Chairman of the Peoples Democratic Party, PDP, Bamanga Tukur, on Thursday said he was not ready to take up an ambassadorial position because he had not completed his tenure as the national chairman of the ruling party. He stated this when a team of PDP youth drawn from 19 northern states paid him a solidarity visit at his Abuja residence. Mr. Tukur was elected in March 2012 for a four-year tenure. There were reports at the weekend that the presidency had pencilled the national chairman down for an ambassadorial position following the protracted crisis in the PDP. The reports said the agenda was being pushed by the governors elected on the platform of the party who were not comfortable with the increasing defection of their members to other parties, especially the All Progressives Congress, APC. Mr. Tukur, however, debunked the reports, which suggested that he was being considered for an ambassadorial position as a way of easing him out of his job. According to him, there was no iota of truth in the reports which he described as figment of the imagination of their authors, stressing that the presidency never contemplated sending him out of the country as an ambassador under any guise. He told the youth, led by Galadima Yahya, that he was not distracted by the sustained campaign of calumny against him, the PDP and the Presidency, more so when the source of such campaign had been traced to familiar quarters. “I have a job to do as the PDP Chairman, and I cannot throw in the towel in the middle of it just because certain individuals known for selfish motives get to the media to fund fictitious report often crafted to precipitate crises in our party and ultimately cause its fall,” Mr. Tukur said. He described the crises within the party as a phase that would pass away once preparations for 2015 general elections begins. “The crises we are witnessing in PDP are about 2015. The promoters are members who wanted to be President at all costs, they are those who wanted to be vice President at all costs and those who wanted to seek re-election as governors. Most of them felt if there was no crisis, their different ambitions would not be fulfilled,” he stated. Mr. Tukur said the National Working Committee, NWC, of PDP had always meant to institute reforms meant to deepen democratic ethos in the party. According to him, efforts by the committee to kick start the process had consistently been rebuffed by members who, he said were averse to reforms. “If you check it very well, the people who say Tukur must go cannot lay hand on one reason to justify their wish,” the national chairman said. “I did nothing to violate the constitution of the party. I did nothing to wrong anyone. I did nothing to soil my hands in anything. My conscience vindicates me every time. So I am free as the PDP National Chairman. “Now some people said I am not a friend of the governors. But they forgot that during my campaign, I visited all of them one by one to sell my programmes for the party. We started with the process of reconciliation and asked estranged members to return to the party. Some people opposed it.” Mr. Tukur said the party resolved that internal democracy should start with transparent elections and in some cases, consensus, adding that those who opposed reform preferred selection and imposition of candidates during elections. “They preferred the way of dictatorship rather than being democratic. And when these are not allowed, then they say Tukur must go,” he lamented. Mr. Tukur urged members of the PDP to key into the agenda of reform in order to make the party Nigeria’s strongest and most dependable. He argued that it was only when Nigeria had a strong ruling party that the government could be strong, stressing, “A strong government would always produce a strong economy, and then a strong society. That is why we are always behind President Goodluck Jonathan to succeed.” Mr. Tukur asked party faithful to put behind them issues about crises within the party and brace up for the challenges of taming the opposition ahead of the coming general elections. He said he was convinced that Nigeria had no alternative to PDP, adding that the opposition party had not developed the capacity and the wisdom to manage Nigeria effectively like the PDP. The Nigerian National Petroleum Corporation, Central Bank of Nigeria, Federal Inland Revenue Service and Department of Petroleum Resources held a meeting behind closed door that dragged till late Monday night at the NNPC headquarters in Abuja. Our correspondent reported that the meeting was conveyed to discuss the alleged non-remittance of $49.8bn to the Federation Account by the NNPC as well as other financial matters that needed clarity. It was learnt that the Group Managing Director, NNPC, Mr. Andrew Yakubu, might have been summoned to the Presidential Villa as a result of the controversies surrounding the alleged non-remittance of the revenue. Although the General Manager, Media Relations Department, NNPC, Dr. Omar Ibrahim, stated that the GMD often visited the villa, sources said the presence of Yakubu there on Monday had a lot to do with the alleged missing $49.8bn. Ibrahim said, “I can confirm to you that the meeting has been ongoing for hours. I can also confirm to you that it is not just the $49.8bn issue that is been discussed. Other matters are being addressed by the officials of the NNPC, CBN, FIRS and DPR. “They are having a meeting to reconcile figures among the agencies of government that are involved. Up till this moment (8.10pm) that I am speaking to you, they are still there and may not finish until all the issues are resolved.” Asked if the GMD was summoned to the Presidential Villa as a result of the alleged missing fund, Ibrahim said, “The NNPC GMD always goes to the villa and I don’t think his visit this time is related to the issue of the $ 49.8bn.” The Governor of the CBN, Mr. Lamido Sanusi, had accused the NNPC of failing to remit the sum. Sanusi complained to President Goodluck Jonathan via a letter about the continuing refusal of the NNPC to honour its legal obligations, including failure to remit the said amount, which he said represented 76 per cent of the value of crude oil lifting during the period. Meanwhile, the Economic Management Team on Monday met at the Presidential Villa, Abuja. The meeting was attended by members, including the Minister of Finance, Dr. Ngozi Okonjo-Iweala, and the CBN governor. The National Chairman of All Progressives Grand Alliance (APGA), Chief Victor Umeh has enjoined President Goodluck Jonathan to ignore the antics of former President Olusegun Obasanjo saying that after all, he, Obasanjo created most of the problems inherited by Jonathan. Umeh who spoke to journalists in Awka advised Chief Obasanjo not to misinterpret President Jonathan’s humility as weakness, and contended that Obasanjo ought to be in jail now for sundry crimes against humanity, citing the Odi and Zaki Biam massacres as examples. Umeh said Nigerians should hold Chief Obasanjo responsible for the present woes of the country as he bungled very bright opportunity of re- positioning and launching the country on course for sustainable greatness. He regretted that instead of Obasanjo uniting the country on assumption of office in 1999, he carried on a war of hate against Ndigbo and continued to undermine their growth and welfare. Chief Umeh regretted that Chief Obasanjo continued to promote ethnic and religion differences, that resulted in wholesale violence and loss of lives that qualified him to be tried for crime against humanity. He noted that under the former President, corruption and impunity became a way of life in the country when privileged few were given monopoly on economic powers. Chief Umeh said Chief Obasanjo’s letter was a confirmation of the heavy blow his administration dealt on democracy when election rigging and manipulations were used to muscle out opposition parties and recalled that APGA suffered the same terrible fate in 2003, when its victory in many states was given to PDP and it took three years of legal battle for Governor Peter Obi of Anambra State to reclaim his mandate. He made clear that Chief Obasanjo had no positive reference point or legacy for the people of Nigeria and should therefore not to be taken seriously. The APGA Chairman noted in particular billions of dollars squandered by the Obasanjo regime on the power sector without any result as well as the huge resources wasted in pursuit of his third term bid.
