Source: www.leadershub.org The Minister of Foreign Affairs, Ambassador Olugbenga Ashiru has stated that Nigeria has not received any communication on the plan by the British government to introduce £3,000 (about N750,000) fee as visa bond from visitors from Nigeria. The Sunday Times of London reported that the Conservative government is planning to implement a pilot scheme that would target visitors from Nigeria, Bangladesh, Sri Lanka, Ghana, Pakistan and India from November. The countries are considered as high risk of immigration abuse in the United Kingdom. The Minister, who spoke at a news conference in Abuja on Monday, assured that when received, the proposed visa policy will be carefully studied to protect the interest of Nigerian citizens. “Really, we have received no official communication from the U.K. government,” he said. “When we receive communication from them, we will study whatever proposal they are trying to do but I can assure all Nigerians that President Jonathan’s government will defend the interest of Nigerians by whatever means it can.’’ Uk’s Home Secretary; Theresa May said the David Cameron administration is serious about cutting immigration and abuses of the system. Visitors from 18 years of age and over would be compelled to hand over £3,000 from November for a six-month visit visa. They will forfeit the money if they overstay in Britain after their visa has expired. 9000 Nigerians in Prisons Abroad Beside the visa issue, the Minister expressed concern about the number of Nigerians in foreign prisons, many of whom, he noted, are on death row in Asia and pacific countries. He said over 9000 Nigerians are currently serving prisons term abroad, with the largest number of 752 in the UK. “Most of the remaining prisoners are concentrated in the Asia – Pacific region and a good number of them are on death row” he stated. He however said that the Ministry of Foreign Affairs has entered transfer agreement with some of these countries. “We are concluding Prisoners’ Transfer Agreement (PTA) with all those countries, such as United Kingdom, Thailand, Japan, China, Indonesia, Switzerland, South Africa, Mozambique, Angola and Hong Kong, so that we can bring home these Nigerians to complete their prison terms. “I wish to seize this opportunity to appeal to members of different groups; the media, civil societies, religious groups, traditional rulers, etc, to join hands in the education of our youths in an enlightenment campaign against trafficking in drugs, in particular, and other social vices in general. “This assignment should not be left alone to Governments at different levels to handle.’’ The Minister also revealed that Nigeria has acquired a total of N8billion foreign direct investment in 2012 following its bilateral ties with other countries. Amaechi, who is the Rivers State Governor, has also invited Plateau State Governor Jonah Jang, who contest the NGF chairmanship with him on May 24. The NGF chairman also invited the Chairman,Peoples Democratcic Party Governors’ Forum, Godswill Akpabio. The meeting is the first to be called by Amaechi since the outcome of the election, which was rejected by 16 governors. The meeting is scheduled for the Rivers State lodge, Abuja The Director- General of the Forum, Mr. Asishana Okauru, confirmed the meeting. “Yes, there will be a meeting,” he said. Okauru was the Returning Officer during the chairmanship election, which Amaechi won with 19 votes against Jang’s 16 votes. Jang supporters have, however, refused to accept Amaechi as their chairman. Instead, they have opened a parallel office at Maitama District of Abuja. They also appointed Mr. Osaro Onaiwu as the sole administrator of the office, where they have met twice. Only 16 governors attended meetings called by Jang, which observers termed to be those who actually voted for him. Though the Amaechi group have not met, the governor has led the Governor of Ekiti State, Dr. Kayode Fayemi to inspect the secretariat of the Forum, where the duo assured members of staff of job safety. The workers were said to have been apprehensive of the happenings in the Forum, and wondered whether their jobs were secured. Amaechi, was suspended by the PDP on May 27 as a result of his insistence to contest the election. The PDP had through its Chairman of Board of Trustees, Chief Tony Anenih, visited some governors and campaigned against Amaechi before the NGF poll. But the party gave another reason as to why the governor was suspended from the party. It said through its National Working Committee that his suspension was as a result of his “refusal to obey the lawful directive of the Rivers Executive Committee (of PDP) to rescind his decision dissolving the elected Executive Council of Obiokpor Local Government Area of Rivers State.” But the governor, who has gone to court to contest his suspension, claimed that he was not responsible for the sacking, adding that it was the State House of Assembly that did it. Source: http://www.leadershub.org/news/jang-tackles-gov-fashola/ Factional Chairman of the Nigeria Governors’ Forum (NGF) and Plateau State Governor Jonah Jang, has asked an Abuja High Court to dismiss or strike out a suit filed by Governor Babatunde Fashola (SAN), seeking to restrain him from parading himself as Chairman. In the suit filed by his counsel, Femi Falana (SAN), Fashola argued that Rivers State Governor Rotimi Chibuike Amaechi was re-elected as Chairman of NGF on May 24 this year. Fashola said that Governor Jang’s claim to the chairmanship was baseless and thus should be restrained by the court from parading himself as Chairman of the forum. Named as first to fourth defendants in the suit are the Governor, Plateau State, Asishana Bayo Okauru, NGF’s Director-General Osaru Onaiwu (Administrator) and the Registered Trustees, Nigeria Governors’ Forum. But Jang and Onaiwu, in a preliminary objection filed by their counsel, Tayo Oyetibo (SAN), told the court that Fashola lacks the locus standi (legal right) to institute the action and prayed the court to dismiss or strike it out. Specifically, in the said preliminary objection, Oyetibo prayed the court to terminate Fashola’s suit at the interlocutory stage on the following grounds: * The Writ of Summons was not issued in accordance with procedural due process; The High Court of the Federal Capital Territory lacks jurisdiction to entertain the plaintiff’s claims. Even if the High Court of the Federal Capital Territory has jurisdiction to entertain the plaintiff’s claims, the plaintiff lacks locus standi to bring the suit. * Even if the plaintiff has locus standi to but justiceable as they relate to a mere dispute as to political dignity. Arguing the plaintiff’s lack of locus standi, Oyetibo said that since Fashola neither claims to have contested the election for NGF, he lacks a legal right to institute or sustain th action. Oyetibo also argued that Governor Amaechi whom Fashola claimed won the election, has neither complained to the court that his mandate had been usurped or been named or joined as party to the suit. On the contention that the court lacks jurisdiction, he submits that any dispute within NGF cannot be taken to an Abuja High Court by virtue of part C of the Companies and Allied Matters Act (CAMA), which prescribes that disputes should be resolved at the Federal High Court instead. He said that the way the suit is couched – between the Governor, Lagos State and the Governor, Plateau State, the plaintiff has suggested a dispute between Lagos and Plateau State governments, which automatically strips every court of jurisdiction, save the Supreme Court which is bequeathed with the exclusive jurisdiction to determine or resolve disputes between governments of states or state governments and the Federal Government. Similarly, in Jang and Onaiwu’s Statement of Defence filed by Oyetibo, they made, among others, the following claims: * Traditionally, the NGF does not hold elections to produce a chairman. It is the practice that the Chairman of the forum is appointed by consensus of the members. Where a consensus cannot be reached, the candidate supported by a simple majority would become the chairman. * In pursuance of the fact above, Governor Amaechi was informed that 19 of the 36 governors of the states of the federation have indicated in writing their decision to support Governor Jonah Jang as Chairman of the NGF. * Despite the fact above, Governor Amaechi still insisted that there must be an election and that he must preside at the meeting. * At this stage, Governor Amaechi produced ballot papers which he had unilaterally printed without prior authority of other members of the NGF and started distributing same for the purpose of the so-called election. * When Governor Amaechi refused to step down as Chairman of the forum, but insisted on presiding to conduct the election, 18 of the 35 members present at the meeting immediately indicated their unflinching support for Governor Jang as the new Chairman of the forum without prejudice to their objection to the insistence of Governor Amaechi on presiding over the election process. * Despite the fact that 18 of the members present supported the first defendant as the new chairman of the forum, Governor Amaechi and the second defendant still went ahead to announce to the public that Governor Amaechi emerged as the winner of the election. * As soon as the announcement was made, 18 of the 35 Governors who were present and supported the first defendant stormed out of the venue of the purported election to demonstrate their disapproval of the politcal charade. * A press release was subsequently issued by the second defendant to the effect that Governor Amaechi had been elected as Chairman. The Federal Government has grounded a Kenyan aircraft that brought in three Nigerian deportees to the Murtala Mohammad International airport, Lagos, for defying security procedures. Detention of the aircraft with registration number 5Y-SAX, owned by Cavoc airlines, was ordered by the Ministry of Foreign affairs, when the aircraft landed on 3 June, carrying one Anthony Chinedu, and two others, accused of drug dealing, who was accompanied by 15 crew members. Kenya’s new President, Uhuru Kenyatta has publicly directed security agencies to deport drug suspects, a situation which has a lot of suspicion that Nigerians are being targeted for deportation by whatever means. Nigerian businessmen in Kenya said they are being harassed by the Kenyan government because they are believed to have supported former Prime Minister Raila Odinga during general elections in March, but the government has denied this. FAAN Explains FAAN said the Kenyan aircraft grounded at Lagos allegedly violated the country’s security procedures. The General Manager of FAAN, Yakubu Dati, made this known when he spoke with newsmen on Thursday in Ikeja. “The aircraft did not follow laid down procedures,’’ he said. Mr Dati said that it landed at the MMIA at about 6.36 p.m. with 18 passengers, including three deportees from Kenya. The general manager said that officials of the Foreign Affairs Ministry and some security officials detected the lapses during routine checks. According to him, the DC-9 aircraft marked 5Y-SAS, belongs to Cavok Airlines. THE Peoples Democratic Party (PDP) Governors’ Forum (PDP-GF) said Friday that it had started the process of reconciling its 23 members to remove all elements of rancour and mudslinging within the party. It also said that the reconciliation process would lead to the return of Rivers State Governor Chibuike Amaechi back to the party from suspension. Amaechi is currently in court to challenge his suspension from the party, but PDP-GF Chairman, Akwa Ibom State Governor Godswill Akpabio, weekend said: “We are in the process of reconciliation. Peace is gradually returning to the party and among the governors. We are exploring all avenues to bring back everybody to the fold.” The rank and file of the governors broke into two factions after some of the 36 governors disagreed over the re-election of Amaechi as chairman of the Nigerian Governors Forum (NGF) and a rival faction, led by Plateau State governor Jonah Jang emerged. Akpabio, who spoke to journalists after the inaugural meeting of the Prof Jerry Gana-led PDP Convention Planning Committee, noted that the governors of the party were worried that their number had decreased from 29 to 23, saying: “Our intention is to increase the number by the next election. “Reconciliation among governors is ongoing. If you noticed, almost all the PDP governors were in attendance. Even the recently recalled brother of mine, Governor Aliyu Wamakko of Sokoto State also attended the meeting,” Akpabio said. Deputy Senate President, Ike Ekweremadu, who is the Secretary of the committee for the mini-convention now rescheduled for July 20, this year said all sacked national officers would be free to re-contest. “We are only trying by holding the mini-convention to regularise what INEC (the Independent National Electoral Commission) complained about in the case of the national officers removed.” Ekweremadu, however, maintained that while all the candidates that contested the election would be free to re-contest, nominations would still be open to others to contest. Gana said 4000 delegates were expected at the convention. He said: “NEC (National Executive Committee), in its wisdom, essentially adopted the list of delegates from the 2012 convention, because we are actually reconvening to do the business we should have done properly, and where there are variations, we are referring this list of delegates to the states for ratification. They will bring it back as quickly as possible. “I want to assure you that NEC has essentially adopted the list of delegates for the 2012 convention for this coming convention. “So, there is not going to be election of any more delegates.
