Riskymoblordz007: Fresh facts have emerged over the controversy surrounding the 2016 budget presented by President Muhammadu Buhari last month before a joint session of the National Assembly, with a principal officer of the Senate revealing that the document was the wrong one.
The 2016 budget became dogged by controversy last week when the Senate admitted that it was missing and its committee on ethics, petitions and privileges, which was saddled with the task of looking for it, later discovered that there were two versions of the document. There was the one tabled before the National Assembly by the president on December 22, 2015 and another printed and distributed to senators by Senior Special Assistant to the President on National Assembly (Senate), Senator Ita Enang. While the Senate insisted that it would not consider any other copy of the 2016 budget except the one presented by the president, the Presidency decried the attempt to link Senator Enang to the ‘missing’ budget controversy, explaining that the document stopped being the property of the Executive the day it was submitted, hence, the National Assembly is solely responsible for its safe-keeping.
Angered by the controversies, a principal officer (name withheld) told Daily Trust on Sunday that the budget President Buhari laid on December 22 was the wrong copy as it was the one prepared on the assumption that ex- President Goodluck Jonathan was going to win the last election. This explanation seems plausible if one weighs President Buhari’s modest lifestyle against some of the provisions contained in the 2016 budget proposal he submitted last month.
While Nigerians were told to brace-up for a tough year, the government budgeted the huge sum of N39 billion as running costs for the Office of the President as against N24.4 billion in the previous year, with major allocations going to car purchase at N3.9 billion and another N189 million to change tyres for some specified vehicles in the Presidency. Other spending proposed by the government include N1.4 billion on both local and international travels for Mr. Buhari in 2016 compared to N944.7 million spent in 2015 by him and his predecessor, for the same purpose. Details of the 2016 budget breakdown for the Presidency indicate that in place of the N24.6 million voted for Wildlife Conservation, including the purchase of exotic animals last year, N326m is allocated for the same purpose in 2016.
For a government that came to power on the wind of change, most of these expenditures could not be justified in the face of crashing price of oil in the international market and dwindling revenue. Shedding light on how the Senate was able to detect the discrepancies in the copies of the budget distributed to senators by Enang and the one laid by the president last month before the National Assembly, the source said “When we crosschecked what was made available to us on resumption and the one laid by the President, we discovered that there were sharp differences in what was allocated to the Presidency.
“What was made available in the new one is lower when compared to what we have in the old one, especially feeding. The allocation of feeding of Mr. President and the vice president was by far higher than what Jonathan and Namadi spent. You know because of the analysis by a national daily, we put more attention on it”, he said. According to him, the budget that was presented by President Buhari was the one that was prepared on the assumption that Jonathan was going to win the last election.
“The feeding money has been increased. They now realized the mistake. It was in an attempt to correct the mistake that they ran into trouble. If they had taken the National Assembly in confidence, they would have stylishly done that without anybody knowing. death2allYoruba: President Muhammadu Buhari on Friday ordered the Economic and Financial Crimes Commission (EFCC) to begin investigation into the role played by former and serving top military officers in the questionable expenditure of funds meant for the procurement of weapons and other equipment for Nigeria’s military.
A statement released today by a senior presidential aide, Garba Shehu, disclosed that the investigation would cover the period from 2007 to 2015.
Buhari ordered the probe based on the recommendation of a committee that audited Nigeria’s defense budget from 2007.
Those whose roles are to be investigated in the sweeping investigation include such retired and serving officers as Air Chief Marshal A.S. Badeh, Air Marshal M.D. Umar, Air Marshal A.N. Amosu, Major-General E.R. Chioba, Air Vice-Marshal I.A. Balogun, Air Vice-Marshal A.G. Tsakr, Air Vice-Marshal A.G. Idowu, Air Vice-Marshal A.M. Mamu, Air Vice-Marshal O.T. Oguntoyinbo, Air Vice-Marshal T. Omenyi, Air Vice-Marshal J.B. Adigun, Air Commodores S.A. Yushau, A.O. Ogunjobi, and Lieutenant Colonel M.S. Dasuki.
Other targets of the investigation include Air Commodores G.M.D. Gwani, S.O. Makinde, and A.Y. Lassa.
The EFCC’s investigation is likely to uncover for the first time the nature and depth of the collusion between military officials, political officials and defense contractors in inflating defense contractes antiquated or ineffectual equipment.

The President ordered the EFCC to uncover any shady procurement deals struck by the named officers and the directors of defense firms. The probe comes in the waking of revelations that former National Security Adviser, Sambo Dasuki, diverted more than $2 billion in arms procurement budget and distributed it to various political figures.
Some of the defense contractors and directors whose role will be investigated include Messrs Societe D’ Equipment Internationaux, Himma Aboubakar, Aeronautical Engineering and Technical Services Limited, Messrs Syrius Technologies, Theresa A. Ittu, Sky Experts Nigeria Ltd, Ifeanyi Tony Omenyi, Huzee Nigeria Ltd, and GAT Techno Dynamics Ltd. Other players include Gbujie Peter Obie, Onuri Samuel Ugochukwu, Spacewebs Interservices Ltd, Oguntoyinbo Tayo, Oguntoyinbo Funmi, Jacobs Bola, Mono Marine Corporation Nigeria Ltd, Geonel Integrated Services Ltd, Sachi Felicia, Mudaki Polycarp, Wolfgang Reinl, and Delfina Oil and Gas Ltd.
The EFCC would look at such breaches as “non-specification of procurement costs, absence of contract agreements, award of contracts beyond authorized thresholds, transfer of public funds for unidentified purposes and general non-adherence to provisions of the Public Procurement Act.” In addition, the agency would investigate the roles played by military officers and civilian contractors in other irregularities and fraud that characterized the procurement processes.
“In many cases, the procured items failed to meet the purposes they were procured for, especially the counter insurgency efforts in the North East,” said Mr. Shehu’s statement.

erunz: The #BringBackOurGirls group and parents of the abducted Chibok girls were on Tuesday, set to carry out a march to the presidency, on behalf of their daughters who’re still in Boko Haram’s captivity.
However, soldiers of the Nigerian Army stopped the over 120 Chibok parents and #BBOG delegation from making the trip to Aso Villa, Abuja.
The army’s justification for the soldiers’ action was that ‘the fragile security context could have exposed such a large contingent of the parents to risks ‘.
In a statement released on Tuesday, the group demanded an apology from the Nigerian Army and ‘a public commitment that the military will transport them out to Abuja tomorrow to enable them lead the march to meet with the president on Thursday’.

Towards our earlier announced march together with the parents of our abducted Chibok girls and the Chibok community to re-engage with the president on the matter of their rescue this Thursday 14 January, a delegation of parents left Chibok this morning Tuesday 12 January for a 2-day journey to Abuja. Despite their meagre income, the over 120 parents were determined and paid the bus fare from Chibok to enable them to partake in the march to re-engage with the president after the first meeting of 8 July 2015. At about 8 am, we received information that they had been barred from proceeding by soldiers. We wondered if this was perhaps a random solitary act of some overzealous checkpoint leader or an action directed from the military high-command. Not wanting to speculate and escalate without establishing the facts behind the episode, we reached out to the administration through Pastor Tunde Bakare — a well-respected citizen and co-advocate of the cause of our Chibok girls. We were subsequently informed the buses carrying our Chibok girls’ parents had been allowed to proceed on the journey to Abuja. However, only this evening, we were again informed that the checkpoint officers in Askira had allowed only 4 of the bus load of parents and held back 3 but we can factually confirm that 5 buses in all were held back — 2 in Chibok and 3 in Askira. Tonight, the top echelon of the military and security team reached out apologising for the uncalled for and regrettable incident. Reasons adduced were that the fragile security context could have exposed such a large contingent of the parents to risks. Whilst we appreciate the legitimate safety concerns, we are convinced however that it could have been better handled with dignified treatment of parents who have been heartbroken over the last 638 days of their daughters’ captivity. We therefore demanded : I. a public apology to parent for this avoidable and unfortunate episode, and II. a public commitment that the military will transport them out to Abuja tomorrow to enable them lead the march to meet with the president on Thursday. The military has accepted and confirmed to us that it will fully handle the movement of the remaining remaining parents to Abuja tomorrow Wednesday 13 January. The parents are all set to re-embark on their botched journey while we await the arrival of the set that successfully left Chibok earlier today for Abuja. We now await the public apology to the parents and the Chibok community.

neolboy: There was drama in court when Justice Ahmed Mohammed of the Federal High Court in Abuja refused to hear the Nnamdi Kanu case that was assigned to him . Nnamdi Kanu said he felt he would not receive a fair trial by the court and was raising an objection. Nnamdi Kanu at the entrance of the Federal High Court, Abuja, on December 23, 2015.
The Judge ruled that he was standing down from the case because Nnamdi Kanu had the right to reject the chance to stand trial.
Reacting to the whole drama, the chieftain of the Peoples Democratic Party (PDP), Chief Olufemi Fani-Kayode praised Justice Mohammed for being courageous enough to reject the sitting.
The chieftain’s reaction was posted on his official Facebook account.
Fani-Kayode has has praised Justice Ahmed Mohammed for refusing to hear Nnamdi Kanu’s case.
He said: “Finally a hero emerges. Justice Ahmed Mohammed of the Federal High Court in Abuja has refused to hear the Nnamdi Kanu case that was assigned to him on the grounds that the executive and the security agencies no longer abide by court orders and rulings.
“It is men like this that inspire us and give us hope. Thank God there are still such courageous people on the Bench and in on our country.
“When you seek justice and fairness for others and you stand for the oppressed and villified, God will stand and speak for u. I am so proud of this man. Well done sir.”

All these will end when he is invited for questioning by the EFCC and proof of the scale of his theft is laid bare before him.

The confusion is overwhelming, in the case of Nnamdi Kanu, their confusion shines brighter than any other thing. UN charter on the rights of indigenous people which gave indigenous people right to self-determination, self-determination in the sense that they are legally free to demand for sovereignty However there are legal and illegal means this can be achieved, by war (force or illegal) or by legal means (peace) legal means which implies pressure for grant of freedom within the ambit of law. Meanwhile, Nigerian government signed the charter and domesticated it thus giving Nnamdi Kanu legal backing to clamor for Biafra. Nnamdi Kanu smartly chose to peacefully pressure for freedom. Firstly he opened a legal radio station that propagates freedom for indigenous people of Biafra, it's note-worthy that radiobiafra pays taxes to her majesty's government in London with their head office over there. Recall that on coming back to Biafra land, he was arrested and charged in two different courts that judged and ruled that Nnamdi Kanu has no case to answer and should be unconditionally released. In what appeared to be the festering dawn of dictatorship, Nigerian government continued the detention of Nnamdi Kanu against the numerous court orders. In October, the world conference of indigenous people was held in Los Angeles, represented in the conference were Nnamdi Kanu and indigenous people of Biafra by one Dr Iroanya. Nnamdi kanu who subsequently signed the certificate of recognition as the certified leader of indigenous people of Biafra acquired beyond limit the legitimacy of IPOB. By way of designating IPOB unlawful organization is nothing but the confusion that pervaded this government owing to lack of educative governance. Nigeria has defiled everything sacred about constitution and opposed the world government, the reason the world is silent while impunity goes on against its law is unfathomable to me. Nnamdi Kanu has not fought Nigerian government, neither has he killed a Nigerian nor anybody killed for him. In as much as he has said everything say-able to attract attention to the call of Biafran freedom, Nigerian government should accept it in good faith that there is no treason attached to this. Nnamdi Kanu wants Nigeria to give Indigenous people of Biafra independence and if asking for independence is treasonable felony, then Nigeria should first withdraw its signature and announce their exclusion from the endorsement of UN charter on rights of Indigenous people.
