You made salient point, however, human capital development and infrastructural development are NOT mutually exclusive. There’s danger if there is a big lag between the two. It only takes an uneducated sect a day or few to bring down major infrastructures. But it will be easier to figure out and fish out these elements when majority of the human capital is developed. Example is the confusion of Nigeria state to properly name state destroyers, and misusing terms like bandits, herdsmen, kidnappers, terrorist etc

Nigeria, most importantly need a structure than infrastructure. Imagine spending billions training medical personnel, sponsoring students overseas to school without any structural arrangement or bond or incentivised agreement pacts with timelines on how these individuals will transfer their knowledge to unskilled and less enlightened people back home. Most times, this brains trained by naija find their way out of the country because there is not structural plan for them, thereby depleting further the resources used in training them to that stage.
You’re very right. We need an wholistic approach. Human development must go hand in hand with infrastructural development in other to maximize the effect of the infrastructure and we can only achieve that with proper structure. Private individual can only do so much.

The human development that happened between 1940-1970, where are they now?

If you develop human without infrastructure, they will leave your country for countries with infrastructure. Look at Nigerian doctors and nurses. We develop them but they leave in droves every year to countries like Saudi, UK, US. Countries that have infrastructure.

Human development has limited life span. 10-15years tops and it has continuous for life. Infrastructure development has a longer life span 25 to sometimes 100years.

Let me give you an example.

Look at the third mainland bridge that was built in 1990. Do you know how many millions of developed human passes on top of it daily?

Take your secondary and tertiary schools for example. They’re infrastructures. Do you know how many millions of human development has taken place in that infrastructure?

We need more of those infrastructures to build more human development. Whether you develop human or you don’t, human being will always find a way to develop himself cos it human nature to survive and the only way to survive is development but human cannot develop or survive without infrastructure/tools and those tools/infrastructures won’t develop themselves.

If he can raise leaders like Fashola, Osinbajo, Aregbesola, Sanwo-Olu from lagos alone, imagine the numbers he’d raise in the whole country?

We’re talking about Fashola and Osinbajo for presidency today. If the two of them gets there, we’d be back to square one, looking for young sensible leaders that can rule from other regions(we don’t have them presently).
We don’t presently have any young sensible candidate from Northwest, NE, NC, SS, SE. I will support him to get there and unlock those gems from hiding away in those regions.

If he can get there(presidency) we’d have lots of them to choose from from all over the country.

You can’t just wake up and say you’ve quit. You first have to reduce the daily intake.

If say you take 12 sticks of cigarettes a day, reduce it to 6 and spread it across the day. Do that for a month or two. Then cut it to four and keep cutting till one per day. Stay on 1 per day for weeks and start substituting with sweets.

Do same with alcohol but substitute alcohol with ORS. 1cup daily.

So I finally took my time to read and research fully on this pub bill to know what the controversies is all about.
Here's 2 thing causing controversy.

Frontier Exploration Fund: 30 per cent of NNPC Limited profit×
They are asking of 30% of the funds to NNPC limited profit which is about $15billion yearly to explore other basin where oil is being discovered. Chad, benue, Niger and zamfara basin.
If you ask me, I'll say it's too much.

Host communities to get 3% of NNPC profit for community develop
development

that's about $1.9 billion to be shared amongst communities annually..
That's small if you ask me.

Now the real controversies is that the presidency is proposing 30% Frontier Exploration while the national assembly us proposing 10%. Seems like the president won on this.

Also for host communities southern senators are proposing 5% while northern senators are proposing 3%.
Innitially the bill suggested a 2.5%.
You got a very wrong submission from your research. $15billion NNPC profit? Where did you see that? NNPC has never made profit in the 44years of its existence until this week when it declared N287bn. That is about $500m. Frontier basin will get 30% of that profit which is about N70bn.

Host communities on the other hand will get 3% of operating cost of all oil exploration. Of which, NNPC alone has operating cost of $16bn. 3% of $16bn equals $500m(N200bn) from NNPC alone and I think they’d get 3% from other oil exploration companies in the communities as well.

The 3% is far greater.

It is 3% of the operating cost of all the companies in the oil sector. Be it shell, Agip, Bp they must pay 3% of their operating cost each. If all the companies are up to 1000, all of them must pay 3% each.

The 30% is from NNPC alone. And it’s from NNPCs profit after tax and all expenses. It’s not even from all NNPCs profits because NNPC will be into 3 fronts and the 30% will be from just 2 out of the 3 fronts.

Operating cost is always far bigger than profit because it is after you deduct your expenses and tax from operating cost that you get your profit.

Why do you think the host communities are silent? They know what is coming to them.
