A 46-second audio message, warning citizens to avoid the Kaduna-Abuja road because of purported ethnic cleansing, is being circulated. However, the Kaduna State Government said it should be disregarded, claiming it was a deliberate ploy to incite unrest in the state.

Samuel Aruwan, Commissioner in-charge of Internal Security and Home Affairs, said in a statement issued on Saturday to newsmen, that security agencies were presently investigating the source of the malicious audio message, insisting that anyone found culpable will be prosecuted accordingly.

He explained that Kaduna State Security Council was appealing to all citizens, especially those plying the Kaduna-Abuja road, to disregard the fake audio message and go about their business. He called on citizens with useful information about the criminals behind the fake audio to contact the security agencies.

Several people were injured in a crush on Thursday as mourners queued up to see former Zimbabwean president Robert Mugabe as he laid in state at a stadium in Harare. The injuries occurred as people jostled to get a glimpse of the body of the former strongman, which was flown in by helicopter.

Mugabe’s body was returned to Zimbabwe on Wednesday from Singapore, where he died at the age of 95. He had been seeking treatment there for an undisclosed illness since April.

A government spokesman said that 10 African leaders were expected to attend Mugabe’s official funeral ceremony planned for Saturday. Presidential spokesman George Charamba said in a statement that South Africa’s Cyril Ramaphosa, Kenya’s Uhuru Kenyatta, and Mozambique’s Filipe Nyusi were among the African presidents, who have confirmed their attendance, Seven former presidents are also expected to attend, including South Africa’s Jacob Zuma, Zambia’s Kenneth Kaunda, and Namibia’s Sam Nujoma.

The Zimbabwe government had said that Mugabe would then be buried on Sunday at the National Heroes Acre, a hilltop shrine reserved for the country’s ruling elite. But family members want to honour Mugabe’s wish of being buried next to his mother in his rural home in Kutama, about 85 kilometres from the capital, Harare. There is also disagreement over the burial date. A meeting between Zimbabwean President Emmerson Mnangagwa and Mugabe’s widow has so far failed to break the impasse. “We are in consultation with the government.

“No burial arrangements yet,” a spokesman for the Mugabe family, Leo Mugabe, told dpa. Mugabe was deposed in a 2017 coup after nearly four decades in power. Katsina State government, last night, received 11 freed kidnapped victims and awaiting another 18 today as part of a truce reached with repentant bandits. Five persons were released on Sunday after the state government released six suspected bandits from captivity.

Governor Aminu Masari of Katsina State said this was as a result of the peace initiative embarked upon by the administration, saying that “no ransom was paid to secure their release.”

He said: “We have received 11 females tonight and additional 18 by tomorrow and this will continue. I’m very happy and satisfied the program is on course.” “We have directed the chairman of Jibia local government to take them to Jibia general hospital to be examine and checked before they are sent to their village,” he said. Masari said “the herdsmen have given us the list of about 18 people, that are awaiting trial or under detention.

We are going through with security agencies the list and we will review them so long as they have not been convicted, we will work out modalities of releasing them tomorrow so that the rest of the people under their captivity will be released.

President Muhammadu Buhari’s special envoy, the Director-General of the National Intelligence Agency, Ambassador Ahmed Abubakar, has arrived in Johannesburg and is expected to meet President Cyril Ramaphosa of South Africa.

Abubakar was received yesterday at the Oliver R. Tambo International Airport by the Nigerian High Commissioner to South Africa Ambassador Kabiru Bala and other mission officials.

But his South African counterpart Naledi Pandor was quoted by the Reuters news agency as saying that her country’s “laws do not have provision for such [compensation]”. Pandor said the South African government decided to temporarily close the embassy in Nigeria for security reasons after a protest march was planned there and threats of violence were received. She however said she was in touch with Nigerian authorities to restore calm. “There is an Afrophobia we are sensing that exists, there is resentment and we need to address that,” Pandor was quoted to have said. However, the Federal Government insisted yesterday that victims of xenophobic attacks must be compensated.

“Our citizens there have suffered loss and it is the responsibility of this government to ensure that they are compensated and we will take measures necessary and do whatever we have to do to ensure that they are compensated,” Onyeama said adding that “We are not aware that the South African government has closed down its High Commission here in Abuja or its consulate in Lagos.” On attendance at the World Economic Forum (WEF) in Cape Town, South Africa by some Nigerians, despite Nigeria pulling out of the forum, he said those Nigerians had gone there before the decision was taken.

“The first thing you have to realize is that the World Economic Forum is not a South African government initiative. It is a Swiss based mechanism and it takes place in different places. “It is not a question of disobedience because they were actually there already before this decision was taken,” he said. On the recall of Nigerian High Commissioner to South Africa, Onyeama said they have not taken a final decision on it.

“So, we are going to wait for the report of the Special Envoy when he comes back in about two days’ time. And on that basis after we have received the report, it is likely that we must supplement that report by also calling the High Commissioner back for consultation so that Mr. President will be able to get as comprehensive and full a picture of the situation in South Africa,” he said. Nigeria considers legal action Nigeria is also considering filing an application before the African Court of Human and Peoples’ Rights in Tanzania against the South African government over the xenophobic attacks against its citizens in South Africa. A source in the Federal Ministry of Justice said on Thursday that this will happen if diplomatic moves between both countries break down.

“Nigeria is thus entitled to take actions in this xenophobic attacks on her citizens because South Africa has blatantly and with impunity failed to apply the “National Treatment” principle, treatment equal to that given by South Africa to its own nationals to foreigners within its territory and consistently encouraged gross violation of the Fundamental Rights and Freedoms of Nigerian citizens living in that country.” The legal option is also predicated on Nigeria’s ratification of the Protocol to the African Charter on Human and Peoples Rights on the establishment of an African Court on Human and Peoples Rights done 20th May, 2004. The Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN) failed to respond to phone calls yesterday.

Also, the Secretariat of the African Court of Human and Peoples’ Rights failed to reply to an email message on the procedure open to a state at the court. But Senior Advocate of Nigeria, Yusuf Ali said the individuals affected could proceed against those who committed the act in domestic court since they are not multilateral bodies or state actors, adding however that the Federal Government can also pursue justice at regional courts for the victims if it looks at the quantum of losses involved. For his part, human rights lawyer, Hameed Ajibola Jimoh said Nigeria can explore the judicial option through the regional courts established by international laws and protocols where the diplomatic option failed. ‘

Fake videos circulated to inflame passion’ Also speaking with journalists yesterday, the Minister of Information and Culture, Alhaji Lai Mohammed, said some unscrupulous people had been identified to be using fake videos to inflame passion of Nigerians over the xenophobic attacks targeting Nigerians in South Africa. The minister identified three of the videos being circulated on the social media to be fake saying they have nothing to do with recent attacks on Nigerians. The minister added that apart from inflaming passion, the videos were also complicating the efforts of the government to calm frayed nerves at home in the wake of the xenophobic attacks in South Africa. He warned those who are circulating the videos to immediately desist from doing so.

Already, Mohammed noted that reports in the media have indicated that hoodlums have hijacked the peaceful protests by some Nigerians to loot shops at Shoprite and other Malls in some locations across the country. “A Nigerian lady whose shop was looted at the Novare Mall in Lagos said she lost millions of naira to the hoodlums who looted her shop.The offices of the MTN nationwide have either been attacked or threatened. Nigerians own and run the shops in the various Shoprite malls across the country.

“Nigerians work there also. MTN is listed on the Nigerian Stock Exchange and the investors in this company are Nigerians. The workers are mostly Nigerians. Same applies to other South African businesses in the country. By attacking them, we are hurting our own people. That is the blunt truth,” the minister said. The minister further appealed to opinion leaders and celebrities to be guarded in their utterances and comments on the xenophobic attacks and the reactions from Nigerians.

The National Chairman of the ruling All Progressives Congress (APC) has urged President Muhammadu Buhari to bar South African Airways from flying to any part of the country to protest the xenophobic attacks on Nigerians. Oshiomhole, who gave the advice yesterday at a press briefing in Abuja, also urged President Buhari to cut off all diplomatic ties between the two countries. He also implored all Nigerians to stop patronising South African businesses in Nigeria in order to show concerns to the killings of Nigerians.

The South African businesses which Oshiomhole mentioned included the telecommunications giant, MTN; Standard Chartered Bank, Stanbic IBTC and Multi-Choice, owner of DSTV and GoTv. “The best way to deal with these issues, I think right away, Nigerians in our individual capacity, this is the time to show commitment to our citizens and show sympathy to those our loved ones by boycotting South African goods and businesses. “Happily, we have indigenous network like GLO, Airtel and I believe 9mobile is still standby.

If Nigerians desert, at least for the next 30 days, as a first step to stop using MTN, it would have sent a clear message and pay befitting tribute to the lives of those that have been wasted in a very crude and barbaric manner by the South African authority,” he said. The former labour leader said the statement showed that the South African government was behind the crimes being committed against Nigerians. Police arraign 83 over attack on Shoprite, others in Lagos Meanwhile, the Lagos State Police Command has arraigned 83 suspects over the attack and looting of Shoprite and other South African businesses in retaliation for the attack on Nigerians and their businesses.

The police told the Magistrates’ Court at Yaba that the defendants attacked the Shoprite Malls at Surulere and Sangotedo-Ajah and allegedly stole and damaged properties estimated at N500m. The suspects face six-count charges bordering on conspiracy, riotous assembly, arson, stealing, malicious damage, unlawful destruction of property and conduct likely to cause the breach of peace. They however pleaded not guilty to all the charges and were admitted to bail by the magistrate, Mr P.A. Ojo, in the sum of N500,000 with two sureties in like sum. The magistrate also adjourned the case to October 9, 2019.

Fresh crisis is rocking the Peoples Democratic Party (PDP) over the emergence of Engr. Musa Wada as the candidate of the party for the November 16 governorship election in Kogi state. The Senator representing Kogi West, Dino Melaye and Abubakar Ibrahim, son of former governor of the state, Ibrahim Idris yesterday kicked against the emergence of Wada and petitioned the National Working Committee of the party over the issue. Impeccable sources at the PDP National Secretariat told our correspondent on Thursday night that the aggrieved aspirants stormed the Wadata Plaza in Abuja, where they registered their grievances.

Abubakar scored a total of 710 votes while Senator Melaye scored a total of 70 votes at a primary poll conducted in Lokoja, the state capital, last Tuesday and Wednesday respectively. Senator Melaye told our correspondent that he rejected the outcome of the primary on grounds that all the votes cast in his favour were not counted before gunmen disrupted the exercise. Daily Trust learnt that Melaye submitted his petition to the National Secretary of the party, Senator Ibrahim Tsauri. At the time of filing this report, Abubakar on the other hand was still at a meeting with the party’s NWC.

Engineer Wada who clinched the ticket after garnering a total of 748 votes, made a surprise appearance at the party’s secretariat, accompanied by a mammoth crowd of supporters and political associates. Our correspondent also gathered that the party was supposed to present a flag to Wada as winner of the primary poll but shelved it for today, following the protest by some aspirants.

The Police Service Commission (PSC) has warned applicants of its ongoing recruitment of 10,000 police constables to disregard a list of some candidates circulating on social media. The spokesman of the commission, Ikechukwu Ani, said this in a statement yesterday.

He said the list, which originated from the Nigeria Police Force website, contained some names of candidates who applied for recruitment into the Nigeria Police Force for the position of constables.

He said the candidates, according to the information, were invited for medical screening scheduled for 9 to 14 of September 2019. Ani said, “It has been observed that as at the afternoon of today, Wednesday, September 4, 2019, the list has been withdrawn from their Website.

“The commission will like to report that the list was compiled solely by the Nigeria Police Force without the involvement of the Police Service Commission, the body that has the constitutional mandate for appointment,” he added. He said “all candidates who took part in the aptitude test held on Saturday, August 3, 2019 are hereby to watch out for the authentic list that will emerge after the meeting of the bodies.

“The leadership of the commission since coming into office has been doing everything possible to restore sanity not only in the recruitment exercise but also in all other facets of the mandate of the Commission.” He said the commission will never compromise or abdicate its constitutional mandate and will continue to insist that the recruitment exercise is merit-driven, transparent and in conformity with the Public Service Rules and Federal Character principle.

The Akwa Ibom Police Command says it has recovered 13 stolen transformers belonging to the state government and arrested 137 suspects for various offences. The Police Commissioner, Zaki Ahmed said yesterday in Uyo that the 137 suspects were arrested for offences such as murder, kidnapping, armed robbery, rape, defilement, child stealing, and cultism among others.

He said the transformers, which were recovered from six of the robbery suspects, were stolen from the Ministry of Local Government and Chieftaincy Affairs in Uyo.

He said the suspects were apprehended by operatives of the Anti-Cultism Squad based on a tipoff, adding that eight of the transformers were recovered in Owerri.

The CP stated that 13 other suspects have also been arrested for armed robbery, phone snatching, one chance and assault on innocent citizens. He urged the people of the state to be more vigilant and make use of the police hotlines in promptly reporting crimes. He added that the command has increased its response capacity and is closer to the people than before.

“I am happy about the progress made so far at the plaza, where a total of 13 suspects were arrested in connection with armed robbery, phone snatching, one chance and assault on innocent citizens. “In the University of Uyo, normalcy has been restored and tight security emplaced,” he stated.

Operatives of the Department of State Security and Nigeria Police have taken over the Moore Road venue of the Cross River State Elections Petition Tribunal as Justice Vincent Agbata is expected to deliver judgments on 10 petitions this morning. As at 8am, huge crowd of party loyalists and associates of petitioners and respondents attempted to force themselves into the venue.

The Tribunal is expected to deliver judgments in 10 election petitions, including that of former Senate leader, Victor Ndoma-Egba and many other top politicians.

Security operatives and Tribunal officials had a rough time trying to control the crowd. Daily Trust correspondent observed hot exchange of words between them.

Secretary to the Tribunal, Mrs Josephine Ekperobe had to issue a stern caution to those inside the tiny hall that she would be forced to ensure that lawyers have comfortable seats for the day’s business.

A 35-year-old man from Afia Nsit in Eket Local Government Area, Akwa Ibom State, has been arrested by the police for allegedly setting his son ablaze. It was gathered that the suspect, Idorenyin Essien, committed the act, which led to the death of the minor, after he learnt that the boy allegedly stole N500 from his neighbour’s house to buy food.

A community leader in Afia Nsit, Effiong Okon, who narrated the incident, said Essien burnt his son to death by tying him up and setting him on fire.

He said Essien, who had refunded the money to the neighbour, scolded his son for stealing the N500 and later sent the boy to buy kerosene.

He explained that when the boy returned with the kerosene, Essien tied his son with a rope, poured the kerosene on him, lit the fire and watched the boy burn. Okon said though the boy was rushed to the hospital, he died and the community alerted the police which led to the arrest of the father. Confirming the incident, spokesman of the police in the state, Macdon Odiko, said it happened on August 30.

He said the police patrol team in Eket arrested the suspect at his residence, adding that the case would be charged to court, and if Essien is found guilty, he would face the full wrath of the law.

The ruling All Progressives Congress (APC) has condemned the recent South African xenophobic attacks on foreign nationals, particularly on Nigerians, their property and businesses.

The APC National Publicity Secretary, Malam Lanre Issa-Onilu, who said the party was ‘deeply’ saddened by the ‘unwarranted attacks’, stated that Nigeria deserved better treatment from South Africa.

Issa-Onilu, who said it was too early for South Africans to forget their country’s history, added that many of the key players in the struggle against apartheid are still alive and active in the country’s national affairs.

“We therefore cannot understand why there seems to be a conspiracy of silence on their part,” he said in a statement issued yesterday in Abuja. The APC spokesman, who said the ‘barbaric’ attack on citizens of other countries pointed to a failure of leadership, stated that South African leaders could not exonerate themselves from the ‘cowardly’ act.

The party, which hailed the decision of the Ministry of Foreign Affairs to summon the South African High Commissioner to Nigeria over the xenophobic attacks on Nigerians, said it was one of the first steps and government’s proactive response to the ‘unfortunate’ incident.

The party assured Nigerians that the President Muhammadu Buhari administration would continue to take decisive measures, stressing that the safety of Nigerians – home and abroad – was non-negotiable to the APC administration. “We call on the South African ruling party, the African National Congress (ANC) to urgently step in. This is completely at variance with what ANC stood for. The ANC government can no longer pretend about this obvious contradiction.

“The violence being meted to Nigerians under ANC calls to question the very essence of the struggle against apartheid in which Nigeria was a frontline ally of South Africa. How can those who supported you and made huge sacrifices for your freedom become fair games to be murdered in cold blood? “Perhaps there is a disconnect between the younger and older generations of South Africans.

The older generation cannot sit back while the uninformed youths and some South African public officials in their quest for inordinate populism destroy what we collectively achieved over several decades of sacrifice and brotherliness,” the statement also read.

The Federal Inland Revenue Service (FIRS) has said it would impose Value Added Tax (VAT) on online transactions, local and international, with effective from January 2020. The Executive Chairman of FIRS, Mr Tunde Fowler, disclosed this at the African Tax Administration Forum (ATAF) Technical Workshop on VAT on Monday August 26, 2019 in Abuja. He said many countries had identified Nigeria as a good market for online businesses, so FIRS would explore the potential of generating revenue from online business transactions. Mr Fowler explained that “VAT remains the cash cow in most African countries, with an average VAT-to-total tax revenue rate of 31 percent,” arguing that the statistics was a validation of the need for Nigeria to streamline the administration of this tax. He added that VAT revenue was shared in the ratio of 15 percent to the Federal Government, 50 percent to state governments and 35 percent to local governments. In May 2018, FIRS wrote to all commercial banks requesting for a list of companies, partnerships and enterprises with a banking turnover of N1 billion and above. This, the Revenue boss said, was aimed at ascertaining those companies that are compliant with the tax laws and those that are not. Fowler, who is also the chairman of ATAF, said that the African tax outlook prompts questions such as “Why does VAT contribute 51 percent to total tax revenue in Senegal but only 17 per cent in Nigeria? Why is the ratio on VAT refunds at 49 percent in Zambia, but only one percent in The Gambia?” He, therefore, charged participants at the workshop to find answers to the questions and address the gaps in their countries to improve VAT collection.

Except for a Nigerian who does not operate a bank account, there already exist too many charges on online transactions. Some of such existing charges include, N52 for every fund transfer using a mobile application; N105 for every bill paid online to, for instance, subscribe to satellite television or prepaid electricity bill. There is also another N50 Stamp Duty charged on transactions. Also, banks make deductions from customers’ accounts in the name of monthly Account Maintenance. There is also N2.50 VAT deduction from customers’ accounts for using Point of Sale (POS) machines to make payments. Therefore, there are already multiple deductions from the bank accounts of Nigerians for online transactions. This gives the impression that it is an offence for Nigerians to use online platforms for transactions. The introduction of new VATs will amount to excessive burden on Nigerians who, given the several online charges they pay, are already overtaxed.

Recently, issues were raised about the fact that Stamp Duty deductions from bank accounts of Nigerians for online transactions had not been properly accounted for. Since the collection began a couple of years ago, the amount generated from Stamp Duty has not transparently featured as part of the country’s revenue. When put together what has been generated is enough to fund a substantial part of Nigeria’s annual budget.

For Nigerians who are on salary, the proposed VAT is another layer of burden. They pay income tax from their salaries; banks make the deductions mentioned above for transactions from their bank accounts, and this is happening at a time when the value of the Naira against the Dollar is very weak, inflation is at double digits, and the economy is contracting instead of expanding. Apparently, the ordinary Nigerian is being squeezed to an unbearable point. Even self-employed youths who are struggling to make a living from online businesses will be at a highly competitive disadvantage with other offline marketers and business owners.

Instead of placing more burden on Nigerians, we call FIRS to shelve the fresh VAT on online transactions, and rather concentrate on reining in wealthy Nigerians who pay little or no tax.

The governor of Plateau State, Simon Bako Lalong, has warned politicians to stop invading his home or office to lobby for appointments. Lalong, who spoke yesterday in Jos, while swearing in the Secretary to the State Government, Prof Danladi Atu and the Chief of Staff, Noel Dongjur, at the New Government House, Little Rayfield in Jos, said the list of commissioners had since been compiled and would soon be sent to the State House of Assembly.

“Don’t send traditional or religious leaders to me. I want to work with those that I know personally and I have compiled the list of my cabinet and ready to send it to the House of Assembly,” he said.

The governor also said he would appoint more women, youths and people with special needs into his cabinet, while warning all appointees to remember that no one, including himself was indispensable. “We will not tolerate anyone who undermines the government’s efforts or flagrantly disregards directives. Poor performance, dereliction of duty, nonchalant attitude or outright sabotage will not be tolerated,” he said.

He, however, expressed confidence that the appointees would bring their wealth of knowledge and vast experience to the running of government activities and programmes, and urging them to ensure that discipline was maintained.

The Federal Government has so far disbursed N60 million to 6,000 vulnerable women in Auyo Local Government Area of Jigawa under its Conditional Cash Transfer (CCT) scheme. Alhaji Sani Abdullahi, the Cash Transfer Unit’s Co-ordinator in the area, told the News Agency of Nigeria (NAN) in Auyo on Monday that each beneficiary received N10,000 as payment for the months of July and August. Abdullahi said the women were drawn from eight wards in the area including Auyo, Ayan, Gatafa, Gamafoi, Gamsarka, Kafur and Unik.

The co-ordinator, however, assured newly captured women in Tsidir, Auyakayi and Ayama wards, that they would receive the stipend soon after their payment cards were issued to them.

He listed the conditions for accessing the funds to include showing evidence of immunisation, antenatal attendance and environmental sanitation. He noted that the scheme had assisted several poor people in starting small scale businesses and becoming self-reliant.

News Agency of Nigeria (NAN) reports that the CCT was introduced in 2016 as part of President Muhammadu Buhari’s Social Investment Programme (SIP). The CCT involves the payment of N5,000 monthly, paid bi-monthly, to the poorest Nigerians, mostly in rural communities. NAN reports that other local government areas selected for the CCT in the state include Kaugama, Guri, Gwiwa, Jahun, Kiyawa, Miga, Roni and Taura. (NAN)
