The Attorney-General and Minister of Justice, Abubakar Malami, yesterday met with Nigeria’s legal team in London over the $9.6bn debt judgment against Nigeria arising from the 20-year Gas Supply Processing Agreement entered into in 2010 with Process and Industrial Developments Ltd. A statement from his media office said the minister and his team had a meeting with Nigeria’s local and international legal team in the High Commission in London where briefings from the teams in Nigeria and UK were received. Malami said the meeting was “for the purpose of developing strategies targeted at setting aside the award granted P&ID.

“We had series of press sensitisation engagements with Reuters and Financial Times among others, where we elaborated on the antecedence relating to the contract and entertained questions from the media,” he said. Other officials that travelled with Malami were the Inspector-General of Police Mohammed Adamu, CBN Governor Godwin Emefiele, Minister of Information Lai Mohammed and Acting EFCC Chairman Ibrahim Magu.

The family of the late Military Head of State, Gen. Sani Abachi on Monday reacted to statement credited to the former Attorney General and Minister of Justice, Mohammed Adoke, over the controversial Malabu oil deal. A statement by Mohammed Sani Abacha said the family would not have respond to what they described as Adoke’s baseless allegations against them but for the fact that he has chosen the path of falsehood.

The Abachas said Adoke cannot run away from his shadow over the Malabu deal. “Abacha family has been drawn to the publications in newspapers thereof containing excerpts of the publication of the former Attorney General of the Federation and Minister of Justice, Mohammed Adoke SAN in his book ‘Burden of Service – Reminiscences of Nigeria’s Former Attorney General’ wherein he tried shamelessly to find exit from the necessity to render account for his tenure as Attorney General and Minister of Justice by drawing the Abacha family into predicament.

“It is pathetic that Mohammed Adoke SAN lives in self-exile as a way of running away from his shadow and the need to render account to the nation he claimed to have served with integrity and meritoriously. “We would as a family, not have been concerned about his self-exile but for the fact that Mohammed Adoke SAN, the Saint lives in exile and is casting aspersion on Abacha family as being responsible for the fact that the Nigerian Government wants him to render account,” the statement said. The Abacha family said any reasonable person who has served in public office must know of the elementary fact that he could be called upon as a matter of right of the nation he served to render account of his stewardship.

According to him, in blaming the Abacha family, Adoke alleged that the Abacha family decided to go to court and make claims on the OPL 245 otherwise known as Malabu because the Abacha family has sympathizers in the Muhammadu Buhari Government. He said it is unfortunate that the former Chief Law Officer of the Federation can be this cheap with his statement. He said the family is not in court over OPL 245 but the legal entity, Malabu Oil and Gas Ltd, is in court over OPL 245 as distinct and separate from the Abacha family.

“How cheaper can it get for a former Chief Law Officer to think and say that for Malabu Oil and Gas Ltd to seek justice through the constitutional, legal and judicial process requires the Abacha family having influence or sympathizers in Muhammadu Buhari’s Government and a conducive political environment,” it wrote.

The family said the company, Malabu Oil and Gas Ltd has consistently engaged the legal judicial process to seek redress under previous administration. He said, “For example, Malabu went to court in suit no. FHC/ABJ/CS/420/2003 against the Federal Government of Nigeria over the revocation of the license of OPL 245 during the administration of President Obasanjo and which case ended in an out-of-court settlement at the Court of Appeal in Appeal No. CA/A/99/M/06 in which OPL245 was restored to Malabu Oil and Gas Ltd by the administration of President Obasanjo.

“It was under the Administration of President Jonathan in which Adoke SAN served as the Attorney General and Minister of Justice that the said out-of-court settlement was actualized through the restoration of the license OPL245 to Malabu under the hand of the then Honourable Minister of Petroleum Resources after the legal advice of Adoke SAN. “It is therefore unfortunate and totally false for Adoke SAN, a former Chief Law Officer of the Federation to have been quoted or credited as saying that: “for the eight years that President Obasanjo was in power, the Abacha’s never came out to make a claim to OPL245. They never tried it under President Yar’adua. Under President Jonathan, they never came out boldly to assert any claim.”

The Aliko Dangote Foundation is set to empower 106,000 women across four states in the north with N1.1 billion. Towards achieving this women empowerment scheme, ADF has already commenced the iden-tification of eligible beneficiaries, towards the implementation of the programme across these states.

The foundation will empower 23,000 women in Sokoto, 34,000 women in Katsina, 21,000 women in Kebbi and 28,000 women in Zamfara. The programme is a N10bn programme that targets 1million indigent and vulnerable women. It was launched in Kano State in 2011 and is being systematically rolled out nationwide to cover the 774 local government areas of the country. So far, 334,500 women and youths have benefitted from the programme across Kano, Jigawa, Kogi, Adamawa, Borno, Yobe, Lagos, Nasarawa and Niger states. The Dangote Micro-grants is one of the empowerment programmes of Aliko Dangote Foundation.

It provides disadvantaged women, and from time to time disadva-ntaged youth, with a one-time N10,000.00 cash grant to boost their household income generation. This, according to ADF, will help reduce their vulnerability and meet their livelihood needs. As far as possible, participants also receive training tailored to bolster their income-generating activities which are critical for the welfare of millions of Nigerians.

The Nigeria Extractive Industries Transparency Initiative (NEITI) said that N28.58 trillion was remitted to the Federation Account between 2012 and 2016, from mineral revenues, non-mineral revenues and Value Added Tax (VAT). NEITI disclosed this on its latest Fiscal Allocation and Statutory Disbursement (FASD) Audit report for the period 2012-2016, released in Abuja, on Sunday.

NEITI noted that apart from remittances to the Federation Account, the audit tracked statutory allocations and their applications with specific focus on nine states, four interventionist agencies, and five special funds. The statement was signed by its Director of Communications and Advocacy, Dr. Orji Ogbonnaya Orji. The nine states covered were Rivers, Bayelsa, Akwa Ibom, Nasarawa, Delta, Ondo, Imo, Kano and Gombe.

It also listed the Federal agencies as Niger Delta Development Commission,( NDDC), Petroleum Technology Development Fund,( PTDF), Tertiary Education Trust Fund, (TETFUND); and Petroleum Products Pricing Regulatory Agency, (PPPRA). It further identified the special funds as Natural Resources Development Fund (NRDF); Petroleum Equalisation Fund PEF); Excess Crude Account, ECA; Ecological Fund, EF, and Stabilisation Fund, (SF). Giving a breakdown of the N28.58 trillion remitted to the Federation Account, NEITI noted that mineral source contributed highest sum of N18.15 trillion, after deductions for joint venture cash calls and subsidy claims.

This represented 64 per cent of the total earnings, followed by non-mineral source N6.68 trillion, representing 23 per cent, while value-added tax, VAT, was put at N3.73 trillion, representing 13 per cent. (NAN)

Armed bandits operating in different parts of the country have ended the lives of more Nigerians than the dreaded Boko Haram terrorist group and other violent criminal gangs in the last nine months. Boko Haram, which has killed tens of thousands of Nigerians in its 10-year-old insurgency, used to be in the lead on the tally of killings by violent groups.

The terrorist organisation once captured and held on to Nigerian territories in Borno, Yobe and Adamawa states, declaring them as part of an Islamic Caliphate, under which communities were subjected to the group’s harsh interpretation of the Islamic law. The sect, once ranked the world’s deadliest terrorist group by the Global Terrorism Index (a report published annually by the Institute for Economics and Peace) has been in decline since 2014.

Boko Haram was flushed out of the local governments under its rule by Nigerian security forces into the fringes of Sambisa Forest and Lake Chad, from where the group has continued to launch ‘isolated’ attacks on military and civilian targets. Both military and civilians have come under renewed attacks by the Boko Haram terrorists this year, with recent media reports showing that they were better armed than ever and had acquired sophisticated drones capable of giving them an edge in their war against Nigeria.

But a review of newspaper reports from January to September show that bandits, who also operate in the northern part of the country, have pushed Boko Haram to a second position when it comes to killing more Nigerians.

While Boko Haram killed 370, representing 18.97 per cent of 1,950 Nigerians killed by violent groups, bandits killed twice as much, with a toll of 875 to their name, which is equivalent to 44.87 per cent. Cultists, armed robbers, kidnappers and other groups ended the lives of 705 (36.15 percent) in parts of the country. Bandits have, in the last few years, run aggressive campaigns of killings and pillaging in mostly rural communities in parts of Zamfara, Kastina, Kaduna, and are now spilling into Sokoto, Kebbi and Niger states.

The cases reviewed show that armed bandit activities claimed the highest number of lives within the period under review, as a total of 875 killings were recorded between January and September. A monthly breakdown shows that 168 deaths relating to banditry were recorded in June, 163 in May while 151 deaths were recorded in April.

Similarly, the month of August recorded 59 deaths, 159 in February and 110 in March. The months of January recorded 29 killings relating to armed bandits, while 36 were recorded in September. Zamfara State recorded the highest number of attacks by bandits, leading to the killing of 145 people, followed by Kaduna with 253 while Katsina recorded 207 deaths.

Boko Haram activities claimed the second highest number of lives between January and September, totalling 370 in the North-East states of Borno, Adamawa and Yobe. While Borno topped the death toll with 335, Adamawa followed with 31 deaths and Yobe State, four deaths. A monthly breakdown of the Boko Haram-related killings indicates that the month of August recorded the highest number of deaths, amounting to 82 while 60 killings were recorded in June.

Also, 51 deaths were recorded in April, 44 in August, 39 in February, 38 in May, 25 in January while March and September recorded 6 and 24 deaths, respectively. Deaths attributed to cultists amounted to 172 while those caused by the activities of other gunmen were put at 112. Killings caused by armed robbers were put at 42 while those caused by herdsmen were 29. Six deaths were recorded as a result of kidnapping.

A monthly breakdown of killings arising from the activities of armed robbers, bandits, cultists, gunmen, herdsmen, hoodlums, kidnappers and armed militia showed that the highest number of 300 deaths were recorded in February, 267 killings in May, 265 in June while 232 killings were recorded in April. Similarly, 199 deaths were recorded in August, 165 in March while January and September recorded 52 and 21 killings, respectively. More deaths than reported here may have been recorded during the period covered because not all casualty figures get reported in the media. How they spilled blood In Zamfara, many were killed and buried in mass graves before the ceasefire deal between the state government and bandits that has helped restore peace in the state.

From Ajia and Wonaka in Birnin Magaji Local Government, to Kayayi village in Shinkafi Local Government; from Yan Taskuwa to Kucheri; from Tungar Kolo to all the Kara markets in Zamfara, the bandits had left sorrow, tears and blood in their wake. In one of the attacks recorded on March 4, 2019, no fewer than 30 people were killed by the bandits who raided Kware village of Shinkafi Local Government area in Zamfara. Riding on motorcycles, gunmen reportedly attacked the sleepy village on the fateful Sunday night, opening fire on residents and burning homes. Three days earlier, armed bandits had reportedly killed 32 vigilante group members at a checkpoint set up by locals in the same area.

The vigilantes were part of a militia force providing security for traders in the area, as besieged communities took security into their own hands. But killings in Nigeria in the recent past have not been restricted to armed banditry. Elsewhere in Borno State, at least 65 people were killed during an attack in July this year by the Boko Haram terror group in the North-East state during a burial rite.

The motorbike-riding members of the terrorist organisation reportedly opened fire on dozens of villagers during a burial in Badu village of Nganzai Local Government area in Borno State. The chairman of Ngazai Local Government, Mohammad Bulama, was quoted as saying that the insurgents came on a reprisal mission, attacking mourners at a graveyard in the area, killing over 60 persons and injuring 11 others.

In another incident recorded in Borno State, three Nigerian soldiers were killed during a gun battle with insurgents in a village on the outskirts of Borno State capital, Maiduguri, on Thursday, August 15, according to reports. The militants, believed to be from the Islamic State, West Africa Province faction of Boko Haram, were said to have attacked a military location in Molai village, near Mammanti, Maiduguri the Borno State capital.

Earlier in June, no fewer than 13 people were reported to have been killed and houses burnt in two separate attacks in Ardo Kola and Donga local government areas of Taraba State by suspected herdsmen. Among the victims, six were said to have been killed at Ardo Kola Local Government Area, near Jalingo when armed herdsmen invaded the village on the fateful day, while seven were reportedly killed in an ambush at the border between Wukari and Donga local government areas.

In another round of bloodbath, residents of Alasiya in Abraham Adesanya Estate area, in the Eti-Osa Local Government Area of Lagos State, were thrown into panic in April as a suspected clash by rival cults left five people dead.
