Works and housing minister, Babatunde Fashola, has alerted members of the public to a fake Facebook account opened in his name and warned people against falling prey to the antics of the scammers behind it.

Fashola, in a statement by Mr Hakeen Bello, his Special Adviser on Communications, said that the fake account, which had his name and picture, was opened by scammers. The statement was made available to the News Agency of Nigeria (NAN), on Sunday in Abuja.

“The minister has, on several occasions in the past, disclaimed such fake accounts,” the statement said, and reiterated that Fashola’s verified Facebook account remained @BABATUNDEFASHOLA. It said that the latest fake account set up in the former Lagos State Governor’s name claimed that the Federal Government was giving out the sum of N700,000 to youths and young adults to enable them pay school fees, set up businesses and invest in businesses, among others.

Bello quoted the minister as describing the activities of the scammers as “unfortunate”, wondering why people still fall prey to the scammers “in spite of repeated warnings and disclaimers”. The statement said that the warning became necessary in view of the increasing activities of the scammers.

It advised members of the public to always clarify with the appropriate agencies of government before engaging in any dealing with people purportedly working for them. It also urged people to report to the law enforcement agencies so that those involved in the nefarious acts could be brought to justice. (NAN)

This is coming at a time that almost the same technology, Project Aquila 2, which has been in existence, has failed to prevent fuel smuggling, diversion and ease payment of marketers.Controversy is trailing the federal government approval of N17 billion to be spent on a technology that will track movement of refined petroleum products, investigations by Daily Trust have shown.

The new technology is being implemented by the Petroleum Equalisation Fund Management Board, PEF(MB), an intervention agency experts said, has overstayed its functions with the failure of the equalization scheme.

The Federal Executive Council (FEC) in August last year approved N17 billion for the PEF(MB) to supervise the installation of a technology that will track refined petroleum product movement from vessels that come into Nigeria up until the products are discharged into trucks and then delivered to retail outlets.

The new technology called Downstream Automated Fuel Management Information System (DAFMIS) will, among others, mount sensors on fuel trucks which will generate near real time data about the origin and destination of the petroleum products. But multiple sources in the PEF(MB), Ministry of Petroleum Resources, and the downstream oil sector told our reporters that what was presented as N17bn to the FEC was almost the same technology solution called “Aquila 2”, an electronic loading and delivery system for petroleum products that was being test run by the agency at the cost of about N3bn.

The insiders said Aquila 2’s scope went beyond just tracking movement of petroleum product to also determine consumption pattern. One of the sources, who spoke to our reporter in confidence, said the PEF began implementing Aquila 2 in 2017 at about 13 filling stations across the country before it was controversially jettisoned for DAFMIS, “a project ten times the cost of Aquila 2.”

Another source said the amount approved for the DAFMIS project is outrageous with a lot of “unrelated IT and network infrastructure upgrade included in the scope of the DAFMIS so as to bloat the cost.” Details from a PEF(MB) 2016 budget document seen by Daily Trust show that N3bn out of the agency’s total budget of N7.169bn for 2016 was budgeted for “Design and testing of Aquila 2 solution.”

An insider said even in the agency’s 2017 budget, the same N3billion was budgeted “for the upgrade of current infrastructure and building of Aquila 2” and that “Everything Aquila 2 was not up to N3billion!” The source said the DAFMIS project is being executed in a clandestine manner without any transparency. Daily Trust attempts to obtain details on the new technology from PEF was not successful. “To date, nobody has seen the details of the new solution. Only the few people have details of what encompasses the over N16 billion solution that was taken to FEC for approval,” the source said.

Old wine in a new bottle It is not clear how the DAFMIS differs from Aquila 2 which the agency denied ever existed. But officials at the petroleum ministry have officially confirmed to Daily Trust the existence of Aquila 2 despite several denials by PEF officials. Request to the PEF for further information on the Aquila 2 and a breakdown of the N17bn cost to deploy the DAFMAS solution, has not been replied as at press time.

But investigations by the newspaper revealed that in 2011, the PEF(MB) launched the Aquila project to monitor the loading and delivery of petroleum products in all depots across the country and consequently speed up processing and payments of marketers’ claims.

The Comptroller-General of Nigeria Immigration Service (NIS), Muhammad Babandede, has said that those involved or indicted for internet frauds, financial and other crimes abroad would no longer have easy access to the country due to the NIS collaboration with the International Criminal Police Organization (INTERPOL) He said this on Thursday in Abuja at the August edition of the Lunch Time Reform Seminar organised by the Bureau of Public Service Reforms (BPSR).

This is as the CG said he once disguised as a cleaner at one of the nation’s airport to see the conduct of officers and men of the NIS.

He said this largely impact on the reforms carried out in the organisation as he saw things for himself and thanked the Federal Airports Authority of Nigeria (FAAN) management for their support.

According to him, the NIS has gotten access to Interpol database information and that this would enable the NIS to track and prevent any criminal wanted globally from entering or doing business in Nigeria. “We are able to now access the database of the INTERPOL and by this those 77 or other Nigerians, would not be able to sneak into the country under whatever disguise and if they do, they would be arrested. It is even possible in some instances to wait for them to come so that they can be arrested,” he said.

He also said that the National Identification Number (NIN) is compulsory for Nigerian to obtain and renew their passports and that the NIS is evolving the Migrant Identification Number (MIN) for regularized migrants in the country to boost security.

The Director General (DG), BPSR, Mr. Ibrahim Dasuki Arabi, said that NIS has implemented most of the recommendations by BPSR which has translated into improvement in quality of service delivered by the organisation. According to him, the essence of the seminar was to share experiences, expose participants to internationally accepted best practices and equip each other to be better placed in driving reforms in various Ministries, Departments and Agencies (MDAs). He said it was now more obvious that traditional government structures and systems were no longer suitable to meet the demands, desires and challenges of complex global economies.

He said that to effectively accomplish targets, day-to-day government business should no longer rely on conventional approaches but used the modern and international best practices.

Edo State Governor Godwin Obaseki has said that in the first six months of 2019, the nation lost about 22 million barrels of its crude oil production to oil theft.

He said if nothing was done to curtail the ugly trend, the figure could double by the end of the year. Obaseki, who is the Chairman of the Ad-hoc Committee of the National Economic Council on Crude Oil Theft, Prevention and Control, made the call at a meeting of stakeholders which held on Thursday at the NNPC Towers. He said the twin menace of oil theft and pipeline vandalism were beginning to pose a threat to the national economy.

The governor called on stakeholders to join forces and work towards eradicating the menace of crude oil theft that is currently on the upward swing in the country. A press release by NNPC spokesman, Mr. Ndu Ughamadu, stated that the corporation was excited that the menace of oil theft and its twin-evil of pipeline vandalism are receiving attention at the highest level of governance in the country.

The meeting had in attendance the group Managing director of NNPC, Mallam Mele Kyari, and representatives of the governors of Delta, Bayelsa, Ondo, Cross River, Akwa Ibom and Rivers States. Also in attendance were representatives of the Police, Navy, Army, Civil Defense and the International Oil Companies (IOCs) and some indigenous operators.

It would be recalled that in its June 2019 NNPC Monthly Financial and Operations Report (MFOR) released recently, the corporation announced a staggering 77 percent rise in the cases of oil pipeline vandalism across its network of pipeline infrastructure. According to the report, 106 pipeline points were breached, representing an alarming increase from the 60 points vandalized in May 2019.

The three students of the Ahmadu Bello University (ABU) who were abducted by gunmen along the Abuja- Kaduna highway on Monday evening have been released.

They are Fatima Jalingo, Maryam Bello and Umar Sagir all final year students of the university. The Kaduna State police command confirmed the release of the abducted students.

Police public relations officer, DSP Yakubu Sabo in a statement, Wednesday evening, said “The three ABU students involved in the incident of 26th August 2019 along Kaduna Abuja road have been released today and they were reunited with their families accordingly. Until today, they were the three victims left in captivity.”

The Management of Ahmadu Bello University (ABU) had earlier confirmed the abduction. A statement issued by the university’s Director of Public Affairs, Dr. Ismai’l Shehu read that, “three students of the Faculty of Law were kidnapped on the Kaduna-Abuja Expressway. “But efforts are being made by the university, and parents of the affected students to secure their immediate release,” he had said.

The identities of the other persons abducted with the students were however not disclosed. The Kaduna State Police Command in its account of the incident said at about 6:50pm on Monday, armed men in military uniform intercepted some commuters along Kaduna-Abuja Expressway and opened fire on the vehicles and in the process kidnapped six persons.

A gang of three Nigerian women are facing trial in Dubai, United Arab Emirates for allegedly luring an Iraqi man to their apartment, beating him up and stealing Dh57,000 (N5.6m or $15,517.59). The Nigerian women, aged 30, 33 and 34, were charged with robbery. A verdict is expected later this month.

The 45-year-old Iraqi victim arrived in Dubai in January of this year and got to know a woman, who he thought was a Swedish student, through a dating app.

After they spoke on the phone, they agreed to meet at her apartment in Al Quoz, but when the victim arrived he was met by a group of African women who attacked him. “The apartment door opened and five African women dragged me inside and physically abused me,” the Iraqi man told the court in Dubai. The Nigerian women slapped him and asked for money.

He gave them Dh1,600 to let him go, but they searched his pockets and found Dh55,975.

“They were so happy when they found this amount of cash that they stopped searching me,” he said. “I was terrified that they would kill me so I pretended to have breathing problems so they would let me go,” he added. The defendants allowed him to leave but he alerted the building’s security and kept waiting in front of the apartment. When Dubai Police arrived, the defendants jumped out of the window to escape.

An Emirati police officer, who responded to the call, said “The women escaped and we chased them on foot. We arrested three of them and the victim identified them before taking them to Bur Dubai police station.” Meanwhile, Dubai Public Prosecution charged the Iraqi victim with soliciting prostitution. He was fined Dh5,000 and deported.

The Minister of Transportation, Mr. Rotimi Amaechi, on Friday, resumed inspection of the Lagos-Ibadan Standard Gauge Rail Project, saying the project was slowed down because of funding.

Amaechi, who started the inspection from Ebute Metta Lagos to Apapa station before proceeding to Ibadan which is the final destination of the 157-kilometer project, said the project had barely progressed from where he left it on May 29 when the cabinet was dissolved.

He however, said the slow pace of work was largely due to funding because the contractor had submitted various Interim Payment Certificates (IPCs) to the Ministry to process payment from the China Exim Bank but only the Minister can sign the IPCs.

He promised to sign the IPCs immediately he resumes in the office by Monday to enable the contractor, the China Civil Engineering and Construction Corporation (CCECC), process their payment. Amaechi, who was joined on inspection by the Chairman of the Nigeria Railway Corporation (NRC), Mall. Ibrahim Al-Hassan and the NRC MD, Engr. Fidet Okhiria, said the Federal Government was also owing compensation on land acquisition which would be processed in earnest.

As the project progresses, he disclosed that the CCECC had been advised to do the groundbreaking ceremonies for the University of Transportation in Daura, Katsina State and factory for the manufacture of wagons, coaches and locomotives at Kajola, Ogun State between September and October. The university is expected to engineer manpower development in railway while the factory would ensure transfer of skills and technology apart from reducing imports of raw materials for the various railway projects under the FG’s rail modernization initiative.

The Minister also disclosed that there would be construction of about 16 under-passes and over-passes within Lagos to ease vehicular movement when the speed train begins to run. Daily Trust recalls that the contractor had finished the double track laying from Iju in Lagos to the end of the project which is kilometer 157 in Moniya Ibadan.

Last Sunday was another sad day for many communities in Katsina State following the invasion of their homes by bandits who killed many people and inflicted life threatening injuries on others. Several others were kidnapped, just as livestock were rustled. The worst affected villages were Tsayau (Jibia LGA), Dantakuri and Barza (Danmusa LGA) and Zakka (Safana LGA).

They are among the eight most affected local governments by banditry, being border villages to the dreaded Rugu Forest that harbours the bandits.

During the Sunday attack, no fewer than 17 people were reported killed- four at Tsayau, 11 at Dantakuri and two at Barza while four were kidnapped at Zakka village.

The attacks took place between 5pm and midnight according to residents with kidnapping, wanton destruction of property and rustling of large numbers of animals. Tsayau residents after the attack, took three of the corpses to the palace of the Emir of Katsina, Abdulmumini Kabir Usman, to protest the killings. But the emir was absent, and some palace officials pleaded with the protesters to take the corpses to the morgue.

They were buried the next day. The police said in Tsayau village, at about 15:30hours, a group of armed bandits invaded and seized four cows. The acting spokesman of the state police command, ASP Anas Gezawa said: “The villagers mobilized and followed the bandits in to the forest, ostensibly to recover the cows, but the bandits killed four of the villagers and escaped into the thick mountainous forest.” Similarly, the Chairman of Danmusa LGA, Sanusi Dangi Abbas, confirmed the killing of 11 persons at Dantakuri village and one at Barza while one was injured.

Victims speak Residents of Tsayau who went to the palace of the emir identified those killed as Buhari Musa, Surajo Lawal, Abdullahi Rabe and Kabiru Yahaya (a Nigerien) “This is the third time they attacked us, it took the intervention of the Nigerien Army to rescue us, they brought out the corpses and took one of their nationals, Kabiru Yahaya, with them,” a source said. Another villager in Barza said the bandits must have hidden in nearby farms only to appear suddenly. “They killed our chief imam, Malam Atiku Abdullahi and shot one Kabir Mageresa and took away his motorcycle,” he said.

Previous attacks On July 6, three villages-Dan Sabau, Pawwa and Makera, all of Kankara LGA were attacked. The residents put the deaths at eight but the police said only six civilians were killed. Many animals were rustled. A police officer was killed when the bandits laid ambush on security personnel who came for rescue. In Kirtawa village of Safana LGA, 10 people died while five were injured.

Five vehicles and four motorcycles were set ablaze with an unspecified number of cows rustled by the hoodlums. It was estimated that close to 300 bandits on motorcycles armed with dangerous weapons invaded the village and later laid ambush on security personnel.

The hoodlums shot the tires of the police Armoured Personnel Vehicle and injured one soldier and a Civil Defence operative. On July 22, Zango village in Kankara was attacked with over 20 deaths recorded. The attack was carried by more than 200 bandits on motorcycles, dressed in army camouflage.

The Police in Ado-Ekiti, on Friday, arraigned a 32-year-old man, Ojo Owoeye, before an Ado-Ekiti Chief Magistrates’ Court for sexually abusing and impregnating a 16-year-old secondary school student. The defendant, whose house address was not given, is facing a charge of alleged sexual abuse.

The Police Prosecutor, Insp. Johnson Okunade, told the court that the defendant committed the offence sometime in May, in Ado-Ekiti. A He alleged that the defendant, in the said month, sexually abused and impregnated the secondary school student. Okunade told the court that the offence contravened Section 4 of the Ekiti State Gender-based Violence (Prohibition) Law, 2011. The News Agency of Nigeria (NAN) reports that the defendant, however, pleaded not guilty to the charge.

The defence counsel, Mr Ojo Abioye, told the court that his client would take responsibility for the pregnancy and prayed the court to grant him bail. The Chief Magistrate, Mr Aderopo Adegboye, acquiesced to Abioye’s plea and granted the defendant bail in the sum of N20,000 and two sureties in like sum. He adjourned the case until Sept. 18 for further hearing. (NAN)

Normalcy has returned to Gubio and Magumeri local government areas in northern part of Borno State after an attack by Boko Haram insurgents that lasted for several hours, Daily Trust reports. The insurgents loyal to Islamic State in West Africa Province (ISWAP), in their hundreds, attacked Gubio, Magumeri and adjoining hamlets.

They burnt residential homes, schools, offices, looted food items and killed a member of the Civilian Joint Task Force (CJTF), sources confirmed to Daily Trust. The development reportedly forced hundreds of people including women and children to flee to safety. But military and civilian officials said yesterday that following operations by troops, the terrorists had retreated while the locals that fled had gone back to their homes.

The Nigerian Army, through the Theatre Command of the Operation Lafiya Dole, said yesterday that its troops had successfully repelled the attacks at Gubio and Magumeri local government areas. Army spokesman at the Command, Col. Ado Isa, in a statement in Maiduguri yesterday said: “The attention of the Nigerian Army in the Theatre of Operation Lafiya Dole has been drawn to reports on various media platforms indicating attack on Gubio and Magumeri communities in Borno State at about 1735hrs of Wednesday the 21st of August, 2019.

“To avoid further misinformation that could create unnecessary tension, the Theatre Command wishes to state that the attack was targeted at Nigerian Army troops deployed in the areas to enable the terrorists gain access to shops in the market in the towns to loot food items and other logistics.

The attack was however repelled by the troops,” he said. “Consequently, due to fierce exchange of fire, the terrorists were forced to withdraw in disarray from the town resulting to damages on buildings and property along their route of withdrawal. “There was no casualty on the security force (troops) and no loss or damage to own equipment as wrongly insinuated on social media. However, a vigilante sadly lost his life in a cross fire.” He also said that some civilians in the area sustained various degrees of injuries.

“Peace has so far been restored in the communities with residents going about their lawful businesses,” he said. Also, the caretaker chairman of Gubio LG, Zanna Modu, told journalists in Maiduguri that the insurgents looted food items, razed houses and public buildings. “It is unfortunate that few days after the insurgents attack; another element of the terrorists infiltrated the town at about 6:00 pm on Wednesday. “I am in Maiduguri on official engagement and I received calls over the attack, they withdrew after causing serious damage,” he said.

Also, Usman Zanna, a member of the House of Representatives (Gubio-Magumeri-Kaga Federal Constituency), said the insurgents torched Magumeri council headquarters, public buildings and houses in the area. Zanna said many people were displaced due to the destruction of their homes by the insurgents. He noted that the insurgents took advantage of troop’s withdrawal from the affected areas to unleash mayhem on ‘vulnerable communities.’ “The situation is calm; people returned to their homes on Thursday,” he said.

Why Boko Haram fighters are hitting communities Credible security sources told the Daily Trust last night that the two factions of the Boko Haram, including those loyal to ISWAP and those loyal to Abubakar Shekau, were having access to communities because of a new strategy introduced by the military high command. “The top command has resorted to what they called ‘supercamps’ and from all indications it is not working,” one of the sources said.

“Supercamps entail collapsing smaller military formations together to have a big command with more troops and munitions. We’re more or less going back to the pre-2015 phenomenon when you have fewer but stronger formations that could not be overrun easily. “But for some reasons, the method was jettisoned in the past but we are reviving it… This is bad because it gives the terrorists the luxury of nearly free movement through various communities,” he said. Asked to explain the essence of the supercamps, he said “It is simply due to lack of or in some cases inadequate equipment.

Therefore, instead of piecemeal deployment, those behind the initiative feel it is better to concentrate in a place and carry out patrols.” Another source with knowledge of military operations in the North East said the implication is bad for the populace and the military. “This is because we lack sufficient and reliable mobility to take the war to terrorists from the supercamps when there is an attack on any community,” he said.

According to him, “Our communication is inefficient…We mostly rely on mobile phones and signals are not available in some locations especially in the northern fringes of the Lake Chad. We do not have adequate air surveillance over the gaps within the theatre.” Areas affected areas Local sources told the Daily Trust yesterday that the whole 10 local government areas in northern Borno are affected by activities of the Boko Haram.

A community leader said seven local government areas including Abadam, Kukawa, Guzamala, Nganzai, Marte, Magumeri Gubio have “significant presence of the terrorists.” According to him, “It will not be wrong to say the insurgents control at least 70 per cent of the locations I mentioned. The military only have presence in Mobbar, Monguno and Kaga and this is aiding movement of the Boko Haram fighters.” Another community leader said the Shekau faction is also visible along the Sambisa area, including locations around Bama, Konduga, Damboa, Gwoza, parts of Chibok among others.

“It means that Boko Haram either controls/looms large in many LGAs even though they have not occupied LG headquarters,” he said. Restriction of movements Locals told the Daily Trust that the fresh challenge had further made movements of people very difficult. “None of the major roads leading to Maiduguri is freely accesible,” said Moosa Ismail, a driver at Tashar Kano in Maiduguri.

“Populace move with escorts and after approval by the military. Even today (yesterday), army engineers had to clear planted IEDs along Maiduguri – Bama road,” he said. Col Elemele was killed in the last attack in Jakana,” he said. According to him, no civilian can move without escort along Maiduguri-Damboa-Biu; Maiduguri-Bama-Gwoza; Maiduguri-Mafa-Ngala-Cameroun/Chad; Maiduguri- Monguno-Baga; and Maiduguri-Gubio-Damasak-Niger Republic.

Popularly known as the First Port Harcourt Central Mosque, the oldest mosque in Rivers State, located at Victoria Street in Port Harcourt, is a meeting point for the northern community resident in Rivers State. The mosque, established in 1964, had in the past hosted prominent northern leaders who had worshipped there during their professional sojourn in Rivers State or during a visit.

Upgraded and presently undergoing total renovation, the Mosque was the worship centre for late General Sani Abacha when he was Commander of the 2 Amphibious Brigade in 1977.

Also, Col. Musa Shehu was said to have been using the Mosque as his worship center when he was the Military Administrator of Rivers State between 1996 and 1997.

Col. Dauda Musa Komo is not a Muslim but sources close to the Mosque told our correspondent that some of the subordinates of the ex military officer who were Muslims worshipped at the Mosque when he held sway as the Military Administrator of Rivers State. President Muhammadu Buhari was also said to have worshipped in the mosque during his visit to Port Harcourt in 1999 and 2003.The mosque is a beehive of activities every Friday during the Jumat service.

The Federal Government has said that the acts of misconduct exhibited by El-zakzaky was what necessitated his repatriation. Permanent Secretary, Ministry of Information and Culture, Grace Isu Gekpe disclosed this in a statement issued to newsmen in Abuja on Friday.

She said El-Zakzaky displayed total disrespect and complete loss of decorum for international procedures while in India. She also noted that he initiated contacts with a team of lawyers led by Ali Zia Kabir Chaudary and Gunjan Singh in that country. The statement added that El-Zakzaky also contacted some Non-Governmental Organizations, such as the Islamic Human Rights Commission (IHRC) and other Shiite groups with the aim to seek asylum and eventually relocate to another country. The statement also noted that El-Zakzaky’s actions in India demonstrated malicious intents that were capable of embarrassing the Governments of Nigeria and India.

“With total disrespect and complete loss of decorum for international procedures while in India, he initiated contacts with a team of lawyers led by Ali Zia Kabir Chaudary and Gunjan Singh in that country. He also contacted some Non-Governmental Organizations (NGOs), such as the Islamic Human Rights Commission (IHRC) and other Shiite groups. His aim was to seek asylum and eventually relocate to another country,” Mrs Gekpe said in the statement.

“It is important to note that if an Indian court had granted El-zakzaky asylum or leave to travel to another country, it would have violated the Nigerian court order that granted him permission to travel for medical treatment. However, he used the opportunity of being in India to attempt to internationalise his cause by mobilising the Rights groups.”

“Even most unfortunate and rather embarrassing as earlier stated, was his quest to be relocated to a 5-Star hotel to receive visitors instead of being admitted in the hospital as a sick person he claimed to be” it added. The statement further adds that inspite of his misconduct, “El-Zakzaky’s spouse went further to antagonise the Indian and Nigerian security agents and accused the latter of killing her children.

These acts were aimed at winning international sympathy as well as disparaging the Nigerian Government.” “Having subordinated the quest for medical treatment to other ulterior motives, it became obvious that El-Zakzaky was focused on realising some sinister motives thus the decision to return him to Nigeria”.
