Mixed reactions have trailed the proposed plan by the Federal Government to slam a five per cent Value Added Tax (VAT) on goods bought online. Experts told the News Agency of Nigeria (NAN) on Friday in Lagos, that the plan could discourage the growing digital economy, while some expressed worry that the revenue realised would not be properly utilised.

NAN reports that Mr Babatunde Fowler, the Chairman, Federal Inland Revenue Services (FIRS) had said that the government was considering a five per cent VAT for online purchases to raise revenue to fund the budget. Prof Sheriffdeen Tella, a Senior Economist at the Olabisi Onabanjo University, Ago-Iwoye, Ogun, said that the online space was still growing and taxing it now would discourage transactions. Tella urged the government to explore alternative ways of funding the budget.

In his opinion, Dr Chijioke Mgbame, Associate Professor, Accountancy Department, University of Benin said that slamming a five per cent VAT on online purchases was not abnormal. Mgbame, however, said that the greatest worry lay on the proper use of tax revenue for developmental purposes. “Nigerians are worried because they do not see the benefit for tax payment. “Some commodities like food stuff and children clothing should be exempted from tax,’’ Mgbame said.

The don noted that the structure of VAT was important and the welfare of the citizens should also be considered. Also, Dr Phillip Ujomu, Associate Professor, Department of Philosophy, Federal University, Wukari, noted that the tax regime for online transaction seemed to be a move toward inclusion and accountable e- activity. Ujomu, however, said that an area of concern could be the issue of multiple taxation at the latest local, State and Federal levels. “More so, there seems to be the issue of citizens not easily seeing the positive impact of previous taxes. “The truth is that Nigeria is struggling with its economy and is borrowing a lot to do basic things.

“So, taxing the people more is an easy avenue to earn more money from peoples’ labour,’’ Ujomu said. Also speaking, Mr Chinedu Bassey, the Programme Officer, Tax Justice and Financing for Development of the Civil Society Legislative and Advocacy Centre (CISLAC), said that the digital economy was not captured in the Nigerian tax net. Bassey said that it was necessary to bring them into the tax net first rather than “taxing them arbitrarily’’. “Incentive is not wrong. About 4.7 million Nigerian graduates have so far participated in the National Youth Service Corps (NYSC) scheme since its inception in 1973, the Director General (DG) of the scheme, Brigadier-General Shuaibu Ibrahim has said. Brig. Gen Ibrahim disclosed while giving the scheme’s scorecard in a media parley in Abuja yesterday.

The scheme has achieved so much in fostering unity and contributing to national development over the years, the NYSC DG told journalists. According to him, the educational development of the country has also been positively impacted by the presence of corps members as teachers in schools across the country. “Since inception, 4,664,804 Nigerians have participated in the NYSC scheme. The scheme has done a lot to foster unity and integration through the policy of posting of corps members to other states than their state of origin.

“Educational development of the country has been positively impacted through the posting of corps members to schools. “The level of literary has also been improved among the populace through the activities of the corps Mass Literary Group which has the mandate of reducing illiteracy, especially among adult non formal level to the barest minimum,’’ he said.

He also said that the NYSC has also contributed to strengthening healthcare delivery through posting of corps members to public hospitals as paramedics. He added that over one million corps members have also benefited from the scheme’s Skills Acquisition and Entrepreneurship Development (SAED). Ibrahim said the NYSC was determined to strengthen relationship with the media to maintain its positive visibility.

He has also vowed that no unqualified graduate and Nigerian will be mobilised to partake in the one year youth service scheme during his tenure. He said the deployment of ICT solutions in the scheme’s mobilisations process and existing collaboration with the West African Examination Council (WAEC) and Joint Admissions and Matriculation Board (JAMB) have enhanced the integrity of the process and reduced the incidences of fake corps members.

On the minimum wage increment for corps members, he said the process was ongoing and would be communicated to the public as soon as it was done. Mrs Adenike Adeyemi, NYSC’s Director of Press and Public Relations, said the NYSC had become a household name due to its relationship with the media

There is apprehension in the Federal Civil Service following the investigation of the Head of the Civil Service of the Federation (HoCSF), Mrs. Winifred Oyo-Ita, by the Economic and Financial Crimes Commission (EFCC), Daily Trust reports. Oyo-Ita is being investigated by the anti-graft commission over alleged N3bn contract scam, money laundering and stealing of government funds.

“The Head of Service was invited by the EFCC on Friday and held overnight until Saturday when she was released. Her phone, which is said to be key in the ongoing investigation, was however seized and is still with the investigators,” a source familiar with the matter told Daily Trust.
She has been in hospital since her release. An EFCC source told Daily Trust that the HoS had been on the radar of the anti-graft agency, adding that her aides and associates are also being monitored to unravel the full extent of the scam, as some of the contractors who paid money to her are suspected to be proxy companies linked to her. Already, the sum of N600m was found in the account of one of her aides and he could not defend it. The EFCC has blocked the account and has initiated the process of obtaining an interim forfeiture clause to seize the cash, it was learnt.

It was further gathered that the EFCC may prepare charges bordering on official misconduct and corruption against her once she is suspended from office. The anti-graft agency will also demand an interim forfeiture of the funds while the account has been blocked. When contacted yesterday, EFCC spokesman, Tony Orilade said, “At the point of investigation of any corruption case, it is not made a media issue. It is only when the investigation is concluded and charges are prepared and filed in court; that is when it becomes a public issue.” “At the point of the investigation, it is a tradition that we don’t go to the media.

To talk to you specifically on the issue you have raised? I don’t have a comment,” Orilade said. However, the Director, Communications, Office of the Head of the Civil Service of the Federation (OHoSCF), Mrs Wunmi Ogunmosunle, told Daily Trust that the HoS honoured the invitation of the acting EFCC Chairman, Ibrahim Magu and answered some questions. “It is not true that she was detained or hospitalised on account of the EFCC invitation.

She was on official leave on account of ill health,” Mrs Ogunmosunle and decline further comment. Daily Trust further learnt from other sources in OHoCSF that the HoS got wind of the plan to invite her by the EFCC and chose to go on the sick leave. “She was due to resume on Monday from her sick leave. The EFCC went to the villa to seek permission of the Presidency on the HoS case. It was then that madam (HoS) got wind of the plan to arrest or invite her for questioning.

I believe she asked for the leave because of that,” he said. He also admitted that the HoS was in the hospital even before the EFCC invitation and that it was wrong to link her hospital visit to the EFCC invitation. Another official said that the reported N600m traced to an official has nothing to do with HoS. According to him, the official was not in the OHoSCF but in the pension office and that it was discovered that the money was meant for beneficiaries of dead civil servants. He wondered why the official kept the money in his account.

Another source close to the HoS said the same pension fraud that made Mrs. Oyo-Ita to cross path with some politicians and top government officials is now being used to blackmail her. Daily Trust recalled that Mrs. Oyo-Ita recently denied reports that N16bn meant for Civil Servants Group Life Insurance Scheme (GLIS) was stolen in her office. Oyo-Ita while commenting on a report accusing her and others of stealing N16bn meant for GLIS, said that the allegation was false and should be disregarded.

More revelations likely – Ex perm secs Meanwhile, two former federal permanent secretaries told the Daily Trust yesterday that the investigation of the Head of Service (HoS) had unsettled forces in many ministries. The ex- permanent secretaries, who spoke in confidence, said there was tension in many ministries because if the probe persisted, many top officials including permanent secretaries may be affected. One of them said, “You know the Head of Service is responsible for posting of directors and so on. So if truly huge monies were found in accounts linked to her, she must have been aided by those she also assisted to get to position of authority.”

He said huge monies could not just find their way to certain accounts, saying they must have come through certain ways including contracts and kickbacks. According to him, appointment and posting of permanent secretaries had been compromised, and the resultant effect was lack of professionalism occasioned by shoddy deals. “Those permanent secretaries who climbed the top always service the ego of those who posted them to juicy ministries,” he said.

“But the fact is that now that the anti-graft agency has beamed its searchlight on the office of the HoS, there is apprehension in many places because it means accounts of many permanent secretaries and directors would have been investigated. You will hear a lot of revelations in the coming days,” he said. The second former permanent secretary said, “The truth is that there are issues relating to recruitment, promotion and posting processes in the civil service especially from the directorate level. “The so-called lobbying system has rubbished the civil service.

People pay huge monies to become permanent secretaries. They also pay a lot of money to be posted to what they called ‘juicy ministries’ and above all, when they get there, they do a lot of bad things to amass wealth, protect the seat and service those who worked the appointment for them,” he said.

On the way to revamp the civil service, he said, “appointment and promotion should be based on merit and competence. Any permanent secretary who knows he was appointed based on his pedigree will protect his hard earned reputation; he will not compromise and will also not be afraid of anybody.”

Kwara State Governorship Election Petition Tribunal has slated September 20 to give judgment in the petition filed by People’s Democratic Party (PDP) candidate Rasak Atunwa challenging the election of Governor AbdulRahman AbdulRazaq. Atunwa is challenging AbdulRazaq’s election on the grounds that the Governor had allegedly presented a forged secondary school certificate and was therefore not qualified to run for governor — a claim AbdulRazaq insisted was unfounded.

Respondents in the case are the Independent National Electoral Commission (INEC), AbdulRazaq, and the All Progressives Congress (APC). At the resumption of the hearing on Wednesday, counsel to Atunwa and the respondents spoke to and adopted their final written addresses before the three-man tribunal chaired by Justice Bassey Efiong. While Atunwa called on the tribunal to hold that Abdulrazaq was not qualified to run in the election, Abdulrazaq said the petitioner failed to prove the allegation of forgery while the West African Examination Council (WAEC), which the petition had subpoenaed, confirmed to the tribunal that the governor had sat its examination in 1976.

The respondents urged the tribunal to dismiss the petition. The PDP’s candidate, which had listed several witnesses for the case, only called the WAEC to testify in the matter. In its testimony, however, WAEC said Abdulrazaq wrote the exams and had his certificate issued to him as Razaq A.R., the same name he had used for the examination. WAEC, which was represented by Olorunsola Victor, a senior examination officer, also told the tribunal that at least 31 other candidates also had their names abbreviated in the same year.

A classmate of AbdulRazaq at the Kaduna Government College, Kabiru Yaro, who testified for the respondent, told the tribunal that the governor sat in front of him during the examination with serial number 119. The tribunal has reserved judgment in the case until September 20.

President Muhammadu Buhari has sympathized and commiserated with internally displaced persons (IDP’s) in eight local governments of Katsina state who were displaced by armed banditry. Buhari, who sympathized with the victims on Wednesday in Batsari Local Government Area of the state, said that the victims deserved sympathy from the government and other well-meaning Nigerians.

Buhari was at the camp to sympathise with the victims from Batsari, Safana, Danmusa, Kankara, Jibiya, Sabuwa, Faskari and Dandume local government areas. “I am here to sympathize with the entire people of the state over the unfortunate incidents that have been claiming lives of innocent people,” he said.

The president said that the bandits that have been killing people should not claim to be true Muslims. “Islam did not give individuals the right to kill others without following due process in the court of law. “The Federal and states government will do everything possible to eradicate all forms of insecurity in the nation as soldiers and police have been given all the necessary support by the government.

“We are doing our best to checkmate the activities of armed bandits and insurgents in the country.” Earlier, Gov. Aminu Masari of Katsina said: “We have assembled some of the victims, and their representative comprising their traditional, religious and community leader before the president.

“The communities living along the fringes of Rugu Forest across these eight LGA’s had to contend with series of recurring incidents of armed bandits,” he said. In his remarks, the Emir of Katsina, Alhaji Abdulmumini Kabir, called on the rural people not to hoard information’s about the bandits. Kabir advised the rural people to always pass information about the armed bandits to their traditional rulers or the security agencies for action. Eight local government areas of the state had been experiencing the activities of armed bandits and cattle rustlers for the past two years. (NAN)

Security has been beefed up in Kano metropolis, as Governor Abdullahi Umar Ganduje is expected to receive President of Guinea Conakry, Alpha Conde in Kano on Monday. President Conde is expected to visit Kano to celebrate Sallah with Governor Ganduje.

Our reporter observed that a combined team of armed policemen, civil defense, soldiers and DSS were stationed at strategic places within the state metropolis, especially around Malam Aminu Kano International Airport (MAKIA), Government House and Kofar Kudu, emir’s palace. Kano Emirate Council organised a special Hawan Daushe Durbar in honour of the president as part of this year’s Sallah celebrations. Also, security personnel were stationed along all the routes where president Conde was expected enroute to Kano State Government House and emir’s palace as well. His host, governor Ganduje and other top government officials would accompany him to Kofar Kudu, Kano emir’s palace around 4pm for the special durbar.

A source close to Kano State government confided in Daily Trust that governor Ganduje would personally attend the durbar in honor of Guinea Conakry’s president. It would be recalled that since his return as governor of the state during the last general election, Ganduje stopped attending durbars being organised by Kano emirate council due to misunderstanding between him and Emir Muhammad Sanusi ll.

Daily Trust recalled that during the Eid El Fitr, most of the durbars with exception of Hawan Idi, were suspended, courtesy of the misunderstanding between the two leaders. Although, the governor had resolved to attend the Hawan Daushe at Emir’s palace, he directed all district heads from other emirates to celebrate Hawan Daushe in their respective emirates.

Sokoto Governor Aminu Waziri Tambuwal and Sultan Muhammadu Sa’ad Abubakar have urged Nigerians to support the government and security agencies in their effort to end security challenges in the country. They made the calls yesterday in their separate Sallah messages.

Governor Tambuwal appealed to all Muslims to dedicate the period to supplications for peace and tranquillity in Nigeria. “We have already begun to witness signs of the acceptance of our prayers with the success of our initiatives at resolving security problems and restoring normalcy in our areas. Our administration shall sustain all efforts to cater to the wellbeing and development of the people,” he stated.

For his part, the Sultan pointed out that Islam prohibits unjustifiable killings of innocent souls. He noted that the government, security agencies and traditional rulers were assiduously working towards ensuring lasting peace in the country. “But this could not be achieved without the support of all and sundry,” he said He commended Governor Aminu Waziri Tambuwal for supporting traditional and religious leaders in the state.

President Muhammadu Buhari and the visiting Guinean President, Alpha Conde hosted corps members who are serving in Daura, Katsina State today. The corps members were hosted at the residence of President Buhari at the GRA area of Daura, as part of activities to mark the Eid-el-Kabir. Leader of the corps members, Aliyu Abdullahi, prayed for the president and the country. He commended the president for the fight against corruption and insecurity. Describing Daura, Katsina as peaceful, he said the NYSC promotes the spirit of oneness in the country.

Responding, Buhari thanked the corps members for the visit and described the NYSC scheme as the “ merger of the country”. “From Lagos, Port Harcourt and other parts of the country, you are at the end of the country. “This will make you to know this place and disabuse the minds of those who are not educated about the other side of the country. It is only the NYSC that is merging us together and of course, the police and soldiers,” he said.

Conde, in his remarks, urged the corps members to always promote the unity of the country. “First, you are Nigerians before you are from any other part of the country. So, promote the unity of the country regardless of your tribes,” he said through an interpreter. At the end of the ceremony, a presidential spokesperson, Garba Shehu announced the donation of two cows, 10 bags of rice and N250,000 to the corps members for the Sallah celebration by the president. Guinean President also donated two cows to the corps members.

Alhaji Hassan Bello is the Executive Secretary of the Nigerian Shippers Council. He spoke to Daily Trust Saturday on a variety of issues, including freeflow of traffic at key points of shipping, ports infrastructure in relation to transportation, and more. Excerpts: Daily Trust: The Apapa gridlock is legendary. What are the palliative measures being taken on that?

Hassan Bello: Ninety per cent of cargo coming through the ports are all concentrated on the port of Apapa and Tin Can. Now, because of population growth and so many other things, the infrastructure was not adequate, because they were not expanded, neither were they increased to handle the traffic. But we have hope now that we have the task force chaired by the Vice President. It has really cleared Apapa, and there is free movement and free flow of traffic. This is due to the Nigerian Ports Authority, which has created a modern traffic system call-up system which is manual now, but we hope by August or September it will be electronic. However, along the Oshodi/Tin Can axis, the road is bad and the Federal Government has awarded the contract, but there are a lot of impediments, especially with the raining season. But that too is being controlled.

The Nigerian Ports Authority has also given the lily pond as a truck park. So, all the trucks will park there and they are called to the ports only when they are needed. NPA is on top of the situation and that is why we are having the ease of traffic. Now we have the short term, medium and long term. We are concentrating on the short term, but even this has to be complimented by the medium, otherwise we would go back to square one, but I don’t think that would happen. The cost of transportation has come down in Lagos now. It was previously inflated because of the chaos. So, these are the short-term things.

The NPA, the task force and the Lagos State government have done very well. They are the key players. Lagos State government has shown tremendous goodwill in solving the problem of Apapa, so also the NPA and task force. Now, this is the short term. In the long and medium term, what we are trying to do is to create trailer parks and have a modern traffic system. We found out that every day there are 7,000 trucks in Apapa.

As I have said many times, what is needed is about 2,000 trucks. You have to limit the access, and not have trucks wandering and creating traffic jam. There is also the private sector, Dangote Flour Mills. Again, NPA has contributed in doing the roads that gets traffic out of Apapa.

So, this is the corporate social responsibility that should be encouraged. We must thank Dangote Flour Mills, and again NPA. NPA has gone beyond their statutory duties to solve the Apapa traffic issue. In the medium term, we need to institute that traffic management. It is just modern, and not rocket science. What we are saying is, if you don’t have business in Apapa, then you will not have access to it. The traffic must be staged. Our trailer park, opposite Tin Can, is also working now.

This has relatively reduced traffic congestion. But we have to be really careful about Oshodi, Mile 2, Tin Can axis. It is really bad because one part of the road is a total failure. The contractor is trying, but because of the rain and other geographical and situational impediments, it’s bad. Medium term, we want to get the containers evacuated to dry port. We now have a train bringing containers to Kaduna dry port.

This is another way of decongesting so the Kaduna man doesn’t have to go to Lagos with his rickety trailer. I’m happy to note the Nigerian Railway Corporation has made about five trips in the last one month or two. Activities in Kaduna has picked up, not only on import but more particularly on export. This is also medium term. By the time we sign an agreement in August with the dry port in Ibadan, it will mean that more goods will be taken there without being examined at the port. This will reduce congestion.

The ports in Tin Can and Apapa are being linked with the rail. This is significant because rail takes most of the volume, instead of the trailer. It is faster and cheaper. This is also fundamental. We predominantly do that on road and we have a new system of evacuating cargo, so why won’t we have problems? Now we have the rail doing the inland transport using the waterways to take cargo.

So, the approach is not only road. If you have the rail, road, then you have the inland waterways and the pipeline so that wet cargo or petroleum cargo is pumped outside Apapa. So, this Apapa problem will disappear. Again, long term, a new port at Lekki. Nigerian Ports Authority, China Harbour, and Lagos State government are building the Lekki Port. This will also solve the problem because the Lekki Port is a natural harbour and a deep-water port capable of taking large ships. This would mean that the Apapa problem would naturally disappear.

Then planning is important. We should plan even with the new port. Our population grows at 2.5% every year, so we should know and anticipate what is going to happen. I think the traffic in Apapa will be a thing of the past. Daily Trust: Let’s look at the acceptance level of the freight rates approved by Shippers Council. How is it? Bello: It is okay, but one thing is, these freight rates are not fixed. They are what is called indicative rates. We have worked with the unions and transport owners to come up with the indicative rates. The reason being that investors overseas must have certainty and predictability about transport rates.

So, what we do is to develop caps. If you want to transport goods from Minna to Port Harcourt, this is the indicated rate so they would plan. Otherwise, we can’t leave things the way they are. Everybody has indicative rates. They are sometimes determined by demand and supply, economic laws. All the same, we need to have those rates that plans will be based on. It is nothing new, and I am happy that they are gaining general acceptability. Investors and transporters have agonised over the lack of such rates. That is what Shippers Council is doing, but we are not fixing the rates.

DT: Is the proposed truck transit park getting desired traction or interest? Bello: Yes, there is tremendous interest. As a matter of fact, two are going to be advertised in Enugu and Lokoja. There has been international interest in the transit parks and we hope for investments. That is another significant contribution to the efficiency of transport system. If we have a sluggish transport system, we would have a sluggish economy. But if it is modern and efficient, the economy will grow.

Right now, the cost of transportation hovers around 30% to 40% of the cost of production when it should be less. If we have higher transportation cost, it would also affect inflation. We want the transport cost to reduce so Nigeria can compete in the world economy, especially with the trade agreement that is going to be operating very soon. We need a modern and efficient transport system.

The truck transit park is modern and technology driven. It will solve the problem of environmental degradation. It means there will be fast delivery of cargo. We can’t have someone spending ten days to get to Kano. Shippers Council will track what is happening and we will know where every trailer is. I call on investors to invest in this noble and profitable project of the truck transit park.

As over 2.5m Muslims worldwide converge on the plains of Arafat for the observance of the main Hajj rites on Saturday, the Chief Missioner of Nasrul Lahi-l- Fathi Society (NASFAT), Imam Abdul-Azeez Morufu Onike, has called on Nigerians home and abroad to seize the opportunity of the day, in seeking God’s intervention in some of the pains and ills bedeviling Nigeria and her citizens. Imam Onike who is leading over 500 international pilgrims under the Tafsan Tours and Travels in Saudi Arabia said the Arafat day marks “a very unique day in the life of every Muslim, whether on hajj or not.”

In a statement on Friday, Onike emphasized that the Arafat Day is a day of forgiveness and said Nigerians whether performing Hajj or not should wish their leaders well. Quoting Sheikh Ibrahim Hindy and some other Scholars and Ascetics, he said, “Of the greatest of sins is for one to attend ‘Arafah and then think that Allah has not forgiven him.”

He enjoined Nigerians that their attitude and conviction should be that of hope, adding that they should trust in God to assist those leading them. He prayed for Nigeria to overcome its many challenges. He reminded Muslims on the importance of the day of Arafat which he said cannot be over emphasised.

The leader of Islamic Movement in Nigeria (IMN), Sheikh Ibrahim Zakzaky and his wife Zeenat have started to process of obtaining a new international passport to enable them travel to India for medical treatment, Daily Trust learnt last night. A source said the passports of Zakzaky and his wife were burnt during the violence in Zaria which led to their arrest.

“Once they secure passports, they will obtain visas to fly out to India,” the source added. Meanwhile, the Department of State Services (DSS) said it is still working to comply with the court order granting Zakzaky leave to travel India for medical treatment. The spokesman of the DSS, Peter Afunanya told Daily Trust last night that “Relevant stakeholders are being liaised with for compliance.”

The Nigerian Stock Exchange (NSE) on Tuesday appointed International Award-Winning artist, Innocent Idibia’ popularly known as `Tuface or 2Baba` as its ‘Good Cause Ambassador’. Mr Oscar Onyema, NSE Chief Executive Officer said this at the unveiling of Tuface organised by the exchange in Lagos.

“Following the appointment, Tuface would lend his voice to raising awareness and mobilising support for the Corporate Social Responsibility and Sustainability initiatives of NSE geared toward achieving the United Nations Sustainable Development Goals (SDG) in Nigeria. “We are pleased to welcome Tuface Idibia as the first NSE Good Cause Ambassador.

“His focus on promoting social causes such as raising awareness on peace, the fight against fake drugs and various other ills that plague the Nigerian society through his music aligns with our commitment to creating sustainable value for our diverse stakeholders. “We run an inclusive Corporate Sustainability strategy that promotes market-based approach to environmental, social and governance imperatives among all stakeholders.

“The appointment of Tuface is aimed at inspiring accelerated progress toward the advancement of the SDGs,” Onyema said. Also speaking, Tuface said that he was honoured to join the NSE as a Good Cause Ambassador. “I have always used my music to inspire change in the world and this has been the focus of the campaigns I have supported over the years.

“I’m indeed delighted to be given the opportunity to serve in this capacity. I will like to assure all that I will be dedicated to the good cause of promoting sustainable development as championed by the Exchange,’’ he said. (NAN)
