They once brought prepared meters to my estate and took them back, they never returned to install them. 70% of the residents are on estimated billing. You're right. That no arress have been reported is mind boggling. Beyond making statements condemning the act, those guys weren't faceless, arrests should have been made by now, to deter others who're planning same.
