I am going to answer them in reverse order:

God has ALREADY offered forgiveness for all our sins, serial or not, whether or not we are remorseful. He did this when he sent His Son to die for us. That is why Jesus said "It is finished", and not "It will be finished when they repent". This means that before we commit those 'serial' sins, we are already offered forgiveness. However, not everyone will repent and ACCEPT this already existing offer of forgiveness.

Example: A man (or woman) commits adultery every day, and each day asks for forgiveness, only to go back to the very same sin the next day. The fact the he keeps committing this sin demonstrates that he has not truly repented. But even in this state of non-repentance, the forgiveness offered at the death on the cross still applies to this person, the sun still shines and the rain still pours on him, and on the day he TRULY repents, he is free from hell, which is the punishment for all who sin and reject God's forgiveness. Of course, if he never truly repents, he will die in sin and go to hell, for not truly repenting.

I believe that forgiveness means 'not holding a grudge against someone for wrongs they have done us".
God expects us to offer forgiveness, in our hearts, to those who wrong us - whether or not they repent, and whether or not they are serial offenders. This simply means that regardless of the frequency or nature of their sin, we should not hold a grudge against anyone.

Example: Your work colleague is constantly undermining your efforts and making you look bad. This has gone on for two years. One day, you're driving past and you see him at the side of the road, his car having broken down. You are in a position to give him a lift. You could decide to ignore him, because of what he has been doing, or you could decide to give him a lift, overlooking his evil deeds (i.e. refuse to bear a grudge or 'pay him back' for what he has done).

Of course, this doesn't mean that you should not be smart and look after your own job / career. At any opportunity that you can, to expose to the management team, what this evil colleague has been doing to you, you should do so. It doesn't mean that you haven't forgiven him - it simply means that you are taking the right steps to prevent him from hurting your job.

We are all required to forgive unconditionally, but that doesn't mean we shouldn't take steps to move 'serial offenders' out of a position where they can harm us (provided that the steps we are taking to do this do not contradict God's laws).
