Politics / We Are Ready For Kogi State Supplementary Elections – INEC by Jowanonline(m): 10:15am On Nov 27, 2019
The Independent National Electoral Commission, INEC, has said it is ready for the supplementary election into Kogi West Senatorial District and Ajaokuta Federal Constituency seats both in Kogi State.

Kogi State Resident Electoral Commissioner, REC, Prof. James Apam made this known on Tuesday in Lokoja and disclosed that the supplementary election would hold in 75 polling units in the two affected areas.

Giving the breakdown at a stakeholders meeting, Apam said the elections will be held in 53 polling units in Kogi West, and 22 polling units in Ajaokuta Federal Constituency.

“In Kogi West what we did was to apply the ‘Margin of Lead Principle’, which stipulates that when the differences in the margin between the leading candidate and runner up is not up to the number of cancelled votes, a supplementary election will be held in those areas.

“The leading party (APC) is leading with 22,000 votes while the registered voters in cancelled areas is 45,767; hence the need for the supplementary election.

“For Ajaokuta federal constituency, the Appeal court asked us to conduct election in those 22 polling units within 60 days, because the Presiding officers did not sign the result sheets for the election in those areas; and the 60 days had almost elapsed.”

Apam; however. said close to 200 INEC officers (staff and ad-hoc) will be in charge of the elections; stressing that university professors will still be used as collation officers both at the wards and local government area collations centres.

However, many of the stakeholders indicted the police and political class for what they described as show of shame in the last governorship election. They said the police failed the Kogi people in the last election and urged the security personnel to brace up in order to forestall a re-occurrence in the Saturday elections.

Politics / APC Chieftain Remanded In Prison Over Inciting Social Media Posts Against PDP by Jowanonline(m): 10:06am On Nov 27, 2019
A Gusau Upper Shariah Court 1, on Tuesday, November 26th remanded a chieftain of All Progressives Congress (APC) in the state, Alhaji Ibrahim Danmaliki.

The defendant was arraigned on charges of defamation and incitement. Justice Hadi Sani, ordered the defendant to be remanded in a correctional facility and adjourned the case until December 12, for the continuation of the hearing.

The State Attorney-General, Ibrahim Haruna, who arraigned the defendant, told the court that the defendant allegedly defamed the state Governor in a November 16th publication on social media.

Haruna alleged that the defendant also through the same medium, incited members of the public against the Peoples Democratic Party (PDP)-led administration in the state. He said the offences contravened Sections 287 and 142 of the Shariah Penal Code.

Haruna urged the court not to grant the defendant bail until the next adjourned date to guard against future occurrence. The defendant, a former commissioner in the state pleaded not guilty to the charges. The defence counsel, Bello Umar, however, asked for a copy of the charges after the court refused his bail application.

Politics / Just In:senate Bill Recognising Males As Rape Victims Passes 2nd Reading by Jowanonline(m): 9:53am On Nov 27, 2019
A bill recognising seeking to remove gender restrictions in cases of rape has passed 2nd reading at the senate. If the bill is passed, males will be formally recognized as victims of rape, when applicable.

The bill, which seeks an amendment to the criminal code act, 2004, also seeks to delete the statute of limitation in cases of defilement.

The bill was sponsored by Oluremi Tinubu, senator representing Lagos central, The Cable reports.

Tinubu is seeking the removal of gender restrictions on rape offences as well as a proposal of stiffer penalties for kidnapping.

In her lead debate on the bill, the senator objected to the provision of section 218 of the criminal code which states that

“anyone who has unlawful carnal knowledge of a girl under the age of thirteen or attempts same is guilty of felony and liable to life imprisonment or fourteen years imprisonment, respectively.”

According to her, prosecution of an offender under the section constitutes a limitation that should be extended as against the act’s provision which allows for only two months after the offence is committed.

“This is untenable in a country where investigations often take longer than two months”, Tinubu said.

“Considering the shortage of police personnel, relative to our population as prescribed by international standards, the two months limitation is unlikely to be met at all.

“With the development and innovation in forensic technology and the accessibility or otherwise of such infrastructure in Nigeria, rushed investigations with a view to commencing prosecutions within a two month period leave a possibility of a huge margin for error.”

The bill also seeks an amendment to section 221 of the criminal code which provides that “where a person has or attempts carnal knowledge of a girl being of or above the age of thirteen and under the age sixteen, an ‘idiot or slowpoke’, he shall be liable to imprisonment for a period of two years provided that the prosecution is commenced within two months after the offence is committed.”

The senator described the criminal code act which defines rape as an offence against women as “grievous”, saying it perpetrates the socio-cultural belief that men do not need to consent to sexual acts.

The lawmaker said “there are incidents of non-consensual sex perpetrated against the male gender”.

Foreign Affairs / Helicopter Collision Kills 13 French Soldiers Who Were About To Attack Mali by Jowanonline(m): 8:06pm On Nov 26, 2019
The French military has just suffered perhaps one of its heaviest death tolls in decades with the loss of 13 soldiers when two helicopters crashed in Mali.

The helicopters apparently collided at low altitude while preparing to attack a group of jihadists, who were being tracked by French commandos, the French general staff said on Tuesday.

All those on board, including six officers and six non-commissioned officers, were killed in the crash, which took place at about 6:40 p.m (1840 GMT). The troops were part of Operation Barkhane, a 4,500-strong French force which backs up local military in the Sahel region against Islamist extremists.

“These thirteen heros had only one goal: to protect us,” French President Emmanuel Macron wrote on Twitter. French troops have been posted in Mali since 2013, when they helped restore government control over the north of the country.

The region had fallen to al-Qaeda-associated militants in the aftermath of a local uprising and a military coup the previous year. Malian President Ibrahim Aboubacar Keita too paid tribute to the dead soldiers.

“They died for Mali, they died for the Sahel, they died for liberty and they died for the people,” Keita said in a statement. The French are now also operating from bases in Niger and Chad against Islamist militant groups, who are currently active across the Sahel region.

Monday’s operation took place in the Liptako area, in the troubled “tri-border region” where Mali, Burkina Faso and Niger meet. The French military said their commandos had been operating on the ground in the area for several days. Hours before the incident, they picked up the trail of a group of jihadists, who were in a pick-up truck and on motorbikes.

Helicopters and warplanes were called in to back up the mission. A Cougar helicopter, carrying six mountain commandos and a mission commander, joined the force to coordinate the action and to be prepared to “extract” a person from the ground, the general staff said. However, it crashed into a Tigre helicopter “while manoeuvring to prepare engagement of the enemy,” and the two helicopters crashed to the ground a short distance apart, killing all on board.

As of Tuesday morning, large numbers of Operation Barkhane forces were in place for rescue operations and to secure the area, the military said. The incident comes weeks after 53 Malian soldiers and a civilian were killed in a suspected jihadist attack on a military post in the north of the country. According to newspaper Le Figaro, 23 French soldiers in total had died in Mali as of Nov. 10.

Politics / Higher Revenue, Reduced Fuel Usage, Rice Production Are Gains Of Border Closure by Jowanonline(m): 7:51pm On Nov 25, 2019
The Federal Government has listed higher import revenue, lower domestic fuel consumption and increased rice production by local farmers among the gains of the closure of the country's land borders in four geo-political zones of the country.

The Minister of Information and Culture, Lai Mohammed, announced the gains when he visited the Seme Border on Monday, along with Minister of Foreign Affairs Geoffrey Onyeama; Minister of Interior Rauf Aregbesola, Minister of State for Finance, Budget and
National Planning Clement Agba, National Security Adviser Babagana Monguno and the Comptroller General of the Nigerian Immigration Service Muhammed Babandede

He said since the closure, the monthly import revenue has increased by 15%, instead of dropping as expected in many quarters, while the local consumption of fuel has dropped by 30%, apparently due to reduced smuggling of the products to neighbouring countries

Alhaji Mohammed also said the closure has so far curbed the smuggling of foreign rice into the country, in addition to other prohibited items.

''There has been an enhanced production and milling of Nigerian rice. Patronage of Nigerian rice has also increased and farmers are expanding their farms as well as engaging more hands'' he said.

The Minister put the value of items seized since the closure at over N3,500,000,000, listing such items as including 38,743 of 50kg bags of parboiled foreign rice, 514 vehicles, 1,012 drums filled with PMS, 5,400 Jerrycans of vegetable oil, 346 motorcycles, 10,553 Jerrycans of PMS and 136 bags of NPK fertilizer used for making explosives.

He also said 296 illegal immigrants have been arrested.

''It is important to note that 95 percent of illicit drugs and weapons that are being used for acts of terrorism and kidnapping in Nigeria today come in through our porous borders. However, since this partial closure, these acts have been drastically reduced. Our conclusion is that the arms and ammunition these terrorists and criminal elements
were using no longer gain access into the country. In addition, the importation of the drugs which affect the well-being of Nigerians have equally been reduced,'' he said

He said Benin and Niger are not yet doing enough to ameliorate the challenges that led to the border closure, adding that the magnitude of seizures and the number of illegal immigrants recorded in the last two weeks alone confirm this assertion..

''As we speak, we have ships loaded with rice waiting to discharge (in Benin) and the target market is Nigeria (for Christmas). We have (MV Africana Jacana with 40,000 metric tons of rice, MV Zilos with 20,000 mts and MV Sam Jarguar with 45,000 MTS and others,''Lai Mohammed said.

He said the border closure would not have occurred if Nigeria's neighbours had complied with the various MOUs as well as the ECOWAS transit protocols, including the ECOWAS Trade Liberalization Scheme (ETLS).

''Discussions on doing legitimate trade between Nigeria on one hand and Benin and Niger on the other, started in 2005. The discussions have led to MOUs in 2005, 2014, 2015, 2016, 2017 and 2018, all designed to facilitating free movement of goods manufactured in their respective countries and work out the modalities through the Ministers of Trade of both countries for the realization of this objectives.

''It worth noting that there has never been legitimate transit trade between Nigeria and the two countries (Benin and Niger) For clarity, the ECOWAS protocol on transit demands that when a transit container berths at a seaport, the receiving country is mandated to escort same without tampering with the seal to the border of the destination country. Unfortunately, experience has shown that our neighbours do not comply with this protocol.

''Rather, they break the seals of containers at their ports and trans-load goods destined for Nigeria from the original container to trucks. In most cases five containers loaded onto one truck and duty paid as one truck. This improper trans-loading of transit goods makes
it impossible to properly examine such goods, resulting in importation of illicit goods, including arms and ammunition, without being detected. Because goods are not examined, mis-classification and resultant loss of revenue become the ultimate consequence of this
illegitimate transit trade'' Mohammed said

He said Exercise Swift Response, the joint border security exercise which was launched 20 Aug. 2019, has provided a unique platform for the various participating agencies to jointly operate, thereby strengthening inter-agency collaboration and reducing animosity.

Commander of the Brigade, Brig. -Gen. Musa Etsu-Ndagi who paraded the suspect before newsmen said he was arrested by operatives of Crocodile Smile and will be handed over to the National Drug Law Enforcement Agency (NDLEA) for further investigation.

“The exercise is now yielding result; the suspect was arrested by the Operation Crocodile Smile troop and he confessed to committing the crime.”

“I strongly advise drug dealers to desist from trading in substances of this nature because these are substances that actually exacerbate crime in the society.
