Good morning, please I want someone to help me with information on this, a friend just joined one of the paramilitary (NIS) agencies with Accounting degree certificate (Level 08), he is a chartered accountant (ICAN), he qualifed before joining the service. I read it that he is supposed to start from level 9 or 10 base on public service rule.

The question now is, what are the steps to take or things to do to make that happen?
