The best change I love the senate to push for is REGIONAL governments. Dissolve the central dominance to empower each region with option of secession for any of them. Each state should rightfully be independent and any of them can decide to dissociate from any region subject to a supportive referendum from such state. Any can decide to associate with another region （of course, subject to a supportive referendum）and most importantly, subject to a welcome acceptance from the region courted. Otherwise, the state can be rejected and might have to be drawn back into the old parent region.
