You shouldn't be in a hurry to apply for PSW. You should be hustling right now to get a sponsored role. PSW should be the last option if no job materialises and you can apply very close to your student visa expiry.
Actually now is a good time for job seekers as companies plan and start recruiting for the new year..

Get her to contact her school and make enquiries. Most likely the reason would be that all her results would need to be out and her degree awarded before she gets a go ahead to apply for PSW.

However, it's nothing to worry about, if your visa expires 23rd of Jan, you can still apply for PSW 22nd of Jan and remain in the country till its out. The university most likely knows this and would give her a go ahead before the visa expires but advice her to contact them.

she has been at their help center twice and they dont give her favourable answers and equally sent mails

Ah, why are you guys waiting for a link from the school? I believe the school would give her a document stating that she has graduated, which she has to request for as opposed to just waiting. She needs to apply for her visa before it expires and January is just around the corner. So waiting for the school to reach out is not a very productive approach please.

i got a mail from them telling me a decision has been made on monday
just waiting for TLS to send me a mail to pick up my passport

i have exceeded 3 weeks

this delay by UKVI Is not fair to be honest
did they imagine we would need our passport for other urgent things
like traveling for a work assignment or defend a proposal

I will be going to TLs center tomorrow to check in person, no harm in trying. I did my biometric 29th of June. My friend with his family got the collection mail exactly 16th day that is 3weeks and a day, he picked the passports with visa on Monday.

i went in person yesterday and was told it was not ready
infact the guy scanned and checked through all the passports
didnt see my own
Biometrics was june 28
