As long as a Nigerian doctors passes all required exams, he or she can apply for a job in the Uk.
This does not break the rules.
This is a case study.
A nurse or doctor from Nigeria applies to work in the NHS unassisted. He is interviewed by the trust and deemed successful for the post, subsequently travelling to the UK on receipt of his visa. This activity did not include any active recruitment therefore does not contravene the code of practice

You got it right sir, its not a new news and thats why its easier for a nurse to get employed in UK than a doctor. A friend who is a consultant in a federal hospital here in Nigeria is unable to live with his wife who got employed in Uk. because he cannot be employed there and so he chose to be visiting his family there every 4 months.
