The core job of the Government in a Capitalist society is to regulate, and regulatory/enforcement agencies such as NAFDAC, NCC, EFCC, etc cannot be sold.

Strategically speaking, it could be a huge mistake and dangerous for a nation to sell 100% stake in its national oil company (like NNPC) outrightly to private hands.
This is why no single member of OPEC has done that. Countries like Saudi, Qatar, UAE, Brasil, Kuwait, Russia, etc all have some significant share in their national oil companies, even though the majority share may go to private investors.

If it is absolutely impossible or very difficult for govt to operate and manage these assets, why not find credible partners and lease these assets over some years e.g. 20,30,50 years instead of outright sale?.
The intervening lease period would afford govt the opportunity to assess how well the new managers are operating the assets and use the information to make further decisions. Why just sell off outrightly?
