The funny thing about these cartels is that they are like hydra.

If you kill the boss of a violent cartel, his cartel will fragment into 2 or 3 even more violent groups. Over time at least one of those fragments will grow to become as big or even bigger than the original cartel while being far more violent.

At the end of the day it’s 1 step forward and 2 steps backward for the government.
