Only 40 of 491 projects completed
The Federal Government is to begin an inspection of all power projects site across the country from this March, warning that it might sanction contractors found to be delaying in the delivery of  projects.

This follows the poor execution and delivery rates of power projects by contractors, as only about 40 out of 491 contracts so far awarded had been completed.

To this end, Vice President Namadi Sambo, said he will send out a crack team of project monitoring group by from this month, to ascertain the level of work at the sites and to take far-reaching decisions if necessary,

Mr. James Olotu, the Managing Director, Niger Delta Power Holding Company Limited, NDPHC, promoters of the National Independent Power projects, NIPP, disclosed this during the commissioning of three new 15 MVA sub-stations and switchgears panel in Yaba, Orile-Coker and Kirikiri sub-stations in Lagos.
He said there are currently about 491 power projects across the country, while about 40 of the projects had been completed.

He however added that some of the others yet to be completed have reached advanced stages of completion and would be completed before the end of the year.

He disclosed that the Federal Government set a target of June this year for the completion of all distribution projects, while all transmission projects and about 99 per cent of all generation projects are expected to be completed by the end of the year.

Accordingly, he said the project monitoring team will visit all the projects sites, so that actions can be taken on the spot if we find that the contractors are not meeting up with target given to them.

He, however, noted that the government is not compromising quality for speed, saying that while emphasis is placed on speedy completion, it is also ensuring that the projects are done to international standards.

He said, “While doing this, we are aware that it is also important that the delivery should be known to be actually effective and qualitative, not delivery that is fast and then as we move back and go away after commissioning, they say something has broken down. That is fraud. We want the contractors to deliver quality work.

“But the time for delay is over. No more delay again on this project. Every contractor has no excuse on why they should not deliver on their project.”

On the issue of supply of gas to the power stations, Olotu said all stakeholders in the power sector are working together to ensure that the challenges facing steady power supply, especially availability of gas, is dealt with.

Also speaking, Mr. Oladele Amoda, Chief Operating Officer, Eko Electricity Distribution Company, said with the addition of the new 15 MVA 33KVA/11 KVA sub-stations at New Yaba, Orile-Coker and Kirkiri sub-stations, the total capacity at Yaba has improved to 45 MVA, Orile-Coker has improved to 30 MVA 11 KVA while Kirikiri has risen to 30 MVA 33KVA.

He said the installation of the sub-stations and switchgears will help minimize load shedding and tackle the issue of epileptic power supply.

He said the new equipments were strategic, especially as they cater for the need of strategic areas of the state, areas, adding that the benefiting communities have started feeling the impact of the projects in terms of improved power supply.

KPMG: Nigeria Among World’s Four Major Investment Destinations

Nigeria has been ranked as one of the four major investment destinations and growth areas in the world.

According to KPMG, one of the world’s foremost audit, financial and tax advisory firms, Nigeria’s newfound status followed the disappointing returns recorded by the BRICS, with the exception of China.

BRIC was the term coined by Goldman Sachs’ economist, Jim O’Neill in 2001, to symbolise the emerging global economic powerhouses of Brazil, Russia, India and China. The term was later expanded to BRICS to accommodate South Africa.

However, KPMG at the weekend, said the poor regulatory environment, slower than expected growth prospects and disappointment returns on investment recorded by the BRICS, with the exception of China, has worked in the favour of Mexico, Indonesia, Nigeria and Turkey which have been termed the MINTs, as well as the ASEAN (Association of South East Asian Nations) region, now considered the new destinations for global capital and investors.

Global Chairman, KPMG International, Mr. Michael Andrew, who was on his first visit to the country last week, told reporters in Lagos that Nigeria and the other countries among the MINTs have attracted increasing investment offers and enquiries through the services of KPMG, amongst others investment and financial advisories, with the view of taking advantage of the high rates of return on investment.

According to him, with the exception of China, international investors have found the Brazilian, Russian, Indian and South African economies disappointing in the last few years and are looking for safe havens with better returns for their investments.

“The offers for the MINTs are intense and we are getting a huge amount of enquiries about these countries. People want to know how to do business in these countries, how to access the markets and how to take advantage of the long-term growth that is coming.

“If you are a CEO and you are sitting in London, New York or Frankfurt, because the market is growing and the cash inflow to these markets, the markets are putting pressure on the CEOs to try and find new markets where they can find growth.

“Particularly, companies in consumer markets such as financial services, food and energy are the ones that they are really focused on in these emerging economies,” he said.

Andrew, who spoke alongside the National Senior Partner, KPMG Professional Services, Mr. Seyi Bickersteth, and Partner, Management Consulting, KPMG Professional Services, Joseph Tegbe, said the international investors are interested in investing in the Nigerian capital market and could later move to the real and other sectors of the economy.

He said: “Initially they are going to move into the stock market, then they will move into the property market, then they will start to move into the real sector in economies such as Nigeria.

“So everyone is watching where this cash goes, but the real question is what are the factors that will actually drive this growth?”   

Elaborating on the determining factors, Andrew said: “People are looking for a growing middle class, they are looking for a predictable regulatory environment, and they are looking for stable and transparent corporate governance structures.
“In the last few weeks, I have been to Mexico, Indonesia, India and then Nigeria, and their similarities are remarkable – between those economies and this one are the ones attracting a lot of interest.

“In the last few years, we have talked about the BRICS being the area of focus. But if you talk to international investors, their views will be that the BRICS, with the exception of China, have been quite disappointing.
“So they have found it difficult to invest in these countries, their regulatory environment is unpredictable and they have not been able to get good returns on their investments.

“As such, people are now focused on the MINTs – Mexico, Indonesia, Nigeria and Turkey. They are the four countries that international investors are really focused on for growth and investment.”

Bickersteth while fielding questions on the power reform and recent sale of successor companies of Power Holding Companies of Nigeria (PHCN), gave a pass mark to the Federal Government on the exercise.

He said: “The process is being handled by someone for whom I have a lot of respect for – Mr. Atedo Peterside. The process has been very transparent.

“However, you are not going to satisfy everybody in this particular deal, so my own opinion is that we must move forward. We need to move forward because if we don’t we are going to have a real problem in the power sector.”

Stressing that it has been shown quite clearly that the public sector cannot deliver the amount of electricity that the country needs to form the industrial base in the country, he observed that Nigeria needs the resources and the expertise of the private sector.

“On the overall basis, the power reform programme is something that I welcome; the process has been fair and the valuation, from what I understand, has been fair. So let’s move on and deliver the power objective that we say we want to deliver,” he submitted.

Ghanaian President John Dramani Mahama has admonished the Coordinating Minister for the Economy and Minister of Finance Dr. Ngozi Okonjo-Iweala to work closely with her Ghanaian counterpart, Mr. Seth Terkper, and compare notes regularly on the economies of both countries.

Mahama, who handed down the admonition when Okonjo-Iweala paid him a courtesy visit at the State House in Accra, said both countries needed to cooperate on finance and economic matters among others.

The president, who applauded Okonjo-Iweala’s reforms in the management of Nigeria’s finances and economy, said her patriotic disposition, which compelled her to leave her plum position as managing director of the World Bank, was paying off as Nigeria was the better for it.

According to him, while himself and other Africans were saddened by her departure from the Breton Woods institution, as “we love to have a sister like you in the World Bank,” they were glad to see the positive contributions of the minister to the Nigerian economy.
Mahama noted that Ghana and Nigeria needed to share a lot in common, stressing that while Nigeria had moved positively in many of its economic reform programmes, Ghana was hamstrung by some macro-economic challenges.

On regional integration, Mahama said it holds the key to Africa’s growth, regretting that the Francophone, Anglophone divide had been a major drawback.

The Ghanaian leader noted that trade integration would immensely help the West Africa sub-region in particular and the region in general.

Speaking earlier during a visit to her Ghanaian counterpart Terkper,  Okonjo-Iweala congratulated Ghana for joining the league of oil producing countries, admonishing the country to learn from the mistakes of others, and enact positive laws that would make it maximally harness and benefit from its oil wealth.

The minister disclosed that Nigeria was vigorously pursuing an aggressive economic reforms drive, noting that in spite of daunting challenges, the macro-economic indicators have been looking positive.

Okonjo-Iweala pointed out that the Nigerian government was desirous of achieving an inclusive growth by watching its human indicators, judiciously managing the nation’s resources, and addressing inequality.

The minister stated that among the challenges confronting Nigeria were how to address the huge domestic debt problem, job creation and fiscal deficit, adding that workable solutions had been explored and provided to address them.

She disclosed that, for instance, a sinking fund had been set up to tackle the problem of domestic debt while a deliberate policy had been put in place to progressively drive down fiscal deficit.

The minister added that power sector and other reforms were being pursued by the President Goodluck Jonathan administration relentlessly.

The Ghanaian Finance Minister said one of the challenges facing the country was how to achieve macro-economic stability, adding that the administration was desirous of bringing macro-economic stability on track.

According to him, interest rate was high while education and health account for about 80 per cent of the nation’s budget.

The judge presiding over the sentencing of Henry Okah in the Johannesburg High Court, Neels Claassen has postponed the case again to the 18th, 19th, and 20th of March.

Although the judge had said he would not allow any other postponement, he said he had to do this in order to give Mr. Okah’s new legal team time to get used to the notes left by the old legal team.

The new team led by Gerrit Miller requested for the time following the withdrawal of the former team led by Lucky Multulanla.

The prosecution described the request as a ploy to delay the delivery of justice but Judge Claassen went ahead to grant the plea because, as he said, he didn’t want to force the new team.

If the hearing had held today, witnesses from Nigeria and the United States would have testified in a bid to mitigate the sentencing of terror suspect, Henry Okah following the request of his former attorney, Mr. Multulanla at his last appearance on the 1st of February, to give witnesses time to get to South Africa to testify.

Mr. Okah intended calling at least five people to testify.

He was found guilty in January of 13 counts of terrorism, including engaging in terrorist activities, conspiracy to engage in terrorist activities, and delivering, placing, and detonating an explosive device.

The charges related to two car bombs in Abuja, Nigeria, in which 12 people were killed and 36 injured on October 1, 2010, the anniversary of the Nigeria’s independence, and another two explosions in the southern Nigerian city of Warri, earlier in March 2010.

I agree with PDP on this one. Its so unfortunate that Fashola is trying to play politics with development. I don't see any reason why Fashola should be opposed to an exercise that seeks to review performance of govts at all levels and showcase what govt is doing with taxpayers money.

Maku's tour is the best thing that has happened to public information management in a long while. I can hardly think of any other programme that promotes accountability and deepens democracy more than this tour.

It is a peer review mechanism of sorts. The town hall meeting concept of it brings an interesting dimension for public engagement.
I understand that the so called 120 delegates are mainly journalists representing several media houses and civil society groups.
It is therefore unfair to describe a fact finding assessment tour by these calibre of people as a jamboree

The People’s Democratic Party (PDP), Lagos State Chapter on Wednesday faulted Gov. Babatunde Fashola's position on the National Good Governance Tour, describing it as hypocritical.

The party said that the governor’s rejection of the team on good governance tour was an attempt to hide the state's ``shortcomings’’.

The PDP said in a statement signed by its Publicity Secretary, Mr Taofik Gani that Fashola was only playing to the gallery, pointing out that he (Fashola) and other governors had endorsed the tour.

``The same governor who has condemned the good governance tour is currently on tour of project sites in the state.

``Honestly, the attitude can be described that of kettle calling pot black.

``Lagos State Government has no moral right to criticise the tour; it has been celebrating every 100 days in office since 2007 wasting public funds,’’ the party said.

The News Agency of Nigeria (NAN), reports that Fashola had on Feb. 26, while marking his 2,100 days in office, said that Lagos would not welcome the team.

According to him, ``a government does not need a good governance tour to showcase its projects as good projects can be seen by the people.’’

The National Good Governance Tour, led by the Minister of Information, Mr Labaran Maku, was inaugurated on Sept. 20, 2012.

The tour has so taken them to all the South-South states and some states in the North

MAIDUGURI, Nigeria — Witnesses say several bombs have exploded in a northeastern Nigeria city which is hosting a meeting of opposition political parties.

The blasts happened Thursday afternoon in the city of Maiduguri, long under assault by a radical Islamic sect known as Boko Haram. A security official said he believed some soldiers were killed in the blasts, but did not have any other information. The official spoke on condition of anonymity as he was not authorized to speak to journalists.

The All Progressives Congress, a recently announced amalgam of opposition parties in Nigeria, was holding a meeting Thursday in the city that had drawn powerful politicians.

Meanwhile, police in the eastern state of Taraba said foreigners working for a construction company escaped a kidnapping attempt Wednesday night that killed two police officers.
