Denies Accepting Money From Governors

THE Federal Government has expressed disappointment with the slow pace of work at the Section ‘C’ end of the East-West Road being handled by Setraco Construction Nigeria Ltd.

Speaking when the National Good Governance Tour team visited the Trans Warri/Ode Itsekiri Road/Bridges project in Warri, being handled by the same contractor, the Minister of Information, Mr. Labaran Maku, accused the contractor of performing below expectation.

Accusing the firm of negligence, the minister said, “your complaints cannot be security, because there are other companies working on the road. We have seen significant progress in the work by RCC, but there is no activity at your sections.

The minister wondered how the contract, awarded to Setraco since 2007, at the cost of N27 billion, with a completion date of 2010, had covered only five kilometres, after the expiration of the deadline.

Meanwhile, as criticisms continue to trail the National Good Governance tour, Maku said the tour was a demonstration of government’s commitment to ensure that contracts awarded are executed for the benefit of Nigerians.

He dismissed reports that the tour, which had visited 14 states of the federation, have not collected money from any governor of the states visited.

“We have visited CPC, APGA and PDP states and none of the governors we have visited would tell you that I, Labaran Maku, or any person in my ministry, has written him to bring money.”

“We have been reading all sorts of stories. I have decided not to make any comment because I don’t want our attention to be distracted, but I know that no good programme would go without criticism,” he said.

Army engineers begin work on police college

Extensive renovation work has begun at the Police College, Ikeja, Lagos.

This puts to rest fears that President Goodluck Jonathan’s promise of action on the decrepit accommodation facilities in the college might take a long time to come to fruition.

Jonathan visited the college on January 18 and expressed surprise at the appalling state of the hostels.

He was, however, unhappy about a television report, which revealed the state of the institution.

Even though the President had promised immediate action on the college, some police cadets, who spoke with our correspondent one week after Jonathan’s visit, had said they doubted if the renovation would start any time soon.

But on Wednesday, when our correspondent visited the college, he counted about 15 hostel blocks being renovated simultaneously.

The old roofs, windows and doors of all the buildings have been dismantled and were being replaced by aluminium roofing sheets and sliding windows.

It was learnt that the renovation is being handled by the Nigerian Army Corps of Engineers.

The joy of the policemen and cadets in the college was obvious as some of them told our correspondent that the renovation would greatly enhance their wellbeing.

“We knew the hostels would be renovated but we just did not expect it to be this soon. It is a good thing anyway because we can now be proud of the college in which we are receiving training,” a cadet, who pleaded anonymity, said.

A policeman, who told our correspondent that he was previously staying in one of the buildings being renovated, explained that the windows of his own block had been fitted.

“I am not sure when we will move back in. We are currently accommodated temporarily in other buildings that are not being renovated,” he said.

It was learnt that the renovation started some days ago after the Federal Government awarded the contract to the Army.

Many soldiers were seen all around the project area.

The railway linking the economic powerhouse of Lagos and the conflict-hit north of Nigeria has reopened after more than 10 years. The BBC's Will Ross made the 31-hour train journey and asks whether the train line can help unite this divided country.

Nigeria's railways are making a comeback after virtually grinding to a halt.

The first sign of progress is the reopening of the long defunct rail link between Lagos in the south and Kano in the north.

"This is my first experience on a train since I was at school in the early 1990s. I heard about it through BBC Hausa service so I'm giving it a try," says a Lagos-based businessman, as the train rumbles along at a steady 45km/h (28mph).

"Credit to the government, although we need a better service," he says.

Another passenger shrugs at the 1,100km (685 mile) journey to see his relatives in Kano. He will have just more than a day with his family before having to catch the weekly return service.

"This is a development. I once spent five days travelling by train from Lagos to Kano. The engine would be removed from the train and it be taken for a service whilst we would stay on board," he says.

The state-owned Nigeria Railway Corporation says the rehabilitation of 1,126km of track has cost 24bn naira (£98m; $153m).

With a one-way ticket starting from 1,930 Naira (£7.50; $12), it is far cheaper and, some say, safer than travelling by road.

"Last year an armed robber attacked us on the road. There was shooting but thank God we escaped. I feel safe on the train," says passenger Bukola Ogunbanjo.

En route, we pass abandoned relics of the once thriving railways - rusty, dilapidated carriages and goods wagons as well as crumbling stations.

The first steam engine to have worked in northern Nigeria sits at Minna station in Niger state. It was built in Leeds in the UK in 1901.

At that time, the British colonial powers were keen to expand the railway mainly as a way to make money through agriculture and mineral exports.

Palm oil dominated. It was wanted as lubricant for the machines in Britain's factories whilst palm kernels were used to produce soaps and margarine.

Colonial reports show that 18 million gallons of palm oil were exported from southern Nigeria in 1908.

For the same year, the British colonial authorities budgeted £2m for expansion of the rail network.

By 1913, £6m worth of Nigerian palm tree products alone were being exported every year to Britain.

In order to harness the agricultural potential in the north, the railway was extended to Kano and Nguru.

Sir Bryan Sharwood-Smith was a young employee in the colonial administration in 1927 and gives this insight into the train journey north.

"We lurched and jolted onward, sleeping a little, but never for long, until daylight brought the twin blessings of a cool breeze and an attendant with early morning tea," he recalls in his book, But Always As Friends.

He helped supervise 500 locally recruited labourers constructing the railway in the north, and became the governor of northern Nigeria in the 1950s.

By the time of independence in 1960, Nigeria had about 3,500km of railway track.

That figure has barely changed in over half a century, although most of the track has been rendered redundant, as political turmoil and massive corruption have taken their toll.

There have been false starts but now the Nigerian government says a modern, extensive network is on the way.

"Policy flip-flops were the main reasons for the delays in sorting out the railways. As governments changed, their approaches to the same problem were sometimes markedly different and were not decisive," says transport infrastructure consultant Rowland Ataguba.

"But the last six years have witnessed the most concerted capital investment in the railways by the government in decades.

"Over $10bn has been committed to the railways in this period," says Mr Ataguba.

'Become friends'

Most of the contracts will go to Chinese firms. Last year, the government signed a $1.49bn contract with the state-owned China Civil Engineering Construction Corporation (CCECC) to build a railway between the commercial capital Lagos and Ibadan.

The train journey offers a real chance to see Nigeria's diverse landscape. After slicing through the hustle and bustle of Lagos, the landscape turns green and in some areas the thick bushes touch the sides of the carriages.

Each hour we head north it becomes drier and harsher.

The city of Kano is in the mostly Muslim north. With illiteracy high and poverty deep, it is fertile ground for the Islamist militant group, Boko Haram, which is seeking to establish an Islamic state in Nigeria.

The group has been blamed for the deaths of some 1,400 people in central and northern Nigeria since 2010.

On board I met 21-year-old Israel, a Christian from the south, heading to join the police academy.

"I really hope I can fight Boko Haram because I've noticed what they've done to so many families," he says.

The conflict has deepened the divide between the mostly Muslim north and largely Christian and animist south.

But in addition to boosting trade, some think this train can help unite Nigeria.

"I see all of us as passengers - Nigerians, northerners, southerners, Christians, Muslims. Everybody is the same - we are just one," says a man on his way to visit his family in Kano.

"Yoruba, Hausa and Igbo - with the help of the train we become friends."

The Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Lamorde and the Chairman of Zenon Oil and Gas Limited, Mr Femi Otedola are among the witnesses that will testify against, Farouk Lawan and Emenalo Boniface who are both standing trial for allegedly collecting a bribe of $500,000 from Otedola as an inducement to remove his company’s name from the companies indicted in the fuel subsidy scam.

In the proof of evidence filed in support of the charges, Lamorde will testify that Lawan came to his office sometime in April, 2012 and reported to him that there were some fuel marketers who wanted to bribe him.

The EFCC’s boss will also give evidence that he told Lawan that arrangement would be made to ensure that the marketers were arrested at the point of giving him the money and that Lawan should inform him as soon as he was ready.

He will further testify that Lawan did not return to him again but only called him three days later to inform him that the fuel marketers were no longer forthcoming.

“He will testify that the 1st accused person (Lawan) neither mentioned the names of the alleged bribe givers nor that he had earlier collected any money from any person”, the prosecution stated.

In his evidence, Otedola will testify that sometime in 2012 the House of Representatives committee investigating petroleum subsidy regime invited his company Zenon Petroleum and Gas Limited over allegation that it collected subsidy without importation.

He will also give evidence that his staff appeared before the committee and informed the committee that his company did not participate in the fuel subsidy regime, being a trading company with core competence in diesel.

The business man will further state that, Lawan called him on phone and demanded the sum of $3million from him so that the name of Zenon Petroleum and Gas would be removed from the House of Representatives Ad hoc Committee on Monitoring of subsidy regime’s report.

He will state that all efforts to persuade him that his company was not involved in the subsidy issue yielded no result.

Other evidence to be given by Otedola is: “That he eventually reported the matter of demand and extortion by the accused persons to the Department of State Security Service. That the accused persons subsequently collected a part payment of $620,000 from him at different times and that Boniface did not report the offer and acceptance of the monies to the ICPC or the police.”

Other witnesses are men of the Special Anti-Fraud Unit of the Inspector General of Police, Force Headquarters, Abuja, who investigated the allegations.

Both Lawan and Emenalo had pleaded not guilty to the allegations of demanding and receiving bribes and had been admitted to bail.

Justice Mudashiru Oniyangi admitted them on bail in  the sum of N10 million each with two sureties each in like sum.

The accused persons were ordered  to leave their travelling documents with the registrar of the court pending the conclusion of their trial.

The trial will resume on April 10.

Otedola had alleged that the Lawan-led ad hoc committee demanded $3 million out of which he paid $0.6 million as gratification in order to strike out the name of his company, Zenon Oil, from the list of indicted firm.

A FRESH vista was opened Tuesday in the controversy dogging suspended President of the Court of Appeal, Justice Ayo Isa Salami, over alleged communication with some leaders of the Action Congress of Nigeria (ACN), which allegedly led to his compromising some election matters.

The police Tuesday indicted the telecommunications giant for suppressing crucial evidence in the matter.

The indictment was contained in a copy of the report of police investigations into allegations of manipulation of the call data records relating to some phone lines allegedly belonging to Justice Salami and some ACN leaders.

Dated February 8, 2013 and titled “Police Investigation Report on A Case of Conspiracy, Forgery and Perversion of the course of Justice by MTN Nigeria Ltd,” the copy of the report signed by a Commissioner of Police, Ali Amodu, said that the police found that MTN failed to release some of the call data which would have helped to ascertain the discussion between Salami and the said politicians.

The police report agreed with Olagunsoye Oyinlola, whose petition to the Minister of Police Affairs alleged that the telecoms’ firm deliberately withheld components of the call data records of Justice Ayo Salami, Alhaji Tunji Ijaiya, Lai Mohammed and several other ACN chieftains to frustrate investigation.

Consequently, it recommended that “MTN Nigeria should be prosecuted for an attempt to suppress evidence in this case as provided by Section 167 ( of the Evidence Act.”

In part, the police report reads: “Request was made to MTN to furnish the particulars of the following subscriber numbers and the company responded thus: 08034004887 belongs to Justice Isa Ayo Salami; 08034240000 belongs to Bola Ahmed Tinubu (registered incidentally in the name of MTN Director, Tunde Folawiyo (Lagos State Governor); 08034010700 belongs to Alhaji Tunji Ijaiya.

“Matthew Okoromi, a Senior Subscriber Fraud Analyst in MTN’s employ, confirmed that the CDRs obtained by Area ‘G’ Command, Ogba, Lagos (which one Rotimi Odusola of MTN repudiated before the National Judicial Council’s Special Investigative Panel) actually emanated from the telecoms’ firm.

“Subscriber No. 08034010700 which belongs to Alhaji Tunji Ijaiya of 8, Aderemi Adeleye Road, GRA, Ilorin, appears to have been used as a link between 08034301111 (Lai Mohammed), 08034240000 and 08034004887 (Justice Isa Ayo Salami of Plot 11, New Bussa Close, Area 3, Garki, Abuja) as there was exchange of calls between Justice Ayo Salami and Alhaji Tunji Ijaiya on one hand and Tunji Ijaiya with the other mentioned subscribers on the other.

“While call logs earlier released to Area ‘G’ Command, Ogba, Lagos, spanned a period of five calendar months, MTN claimed its historical data storage capacity was limited only to three months. The report also highlighted the fact that incoming calls were missing from the call data records forwarded to both the SSS and NSA.”

THE Christian Association of Nigeria (CAN), Osun State chapter, on Monday, raised the alarm over the ban placed on the teaching of Christian Religious Studies in public schools established by muslim missionaries, saying the development was capable of triggering religious disharmony in the state.

In a communiqué issued and signed by the CAN chairman in the state, Evangelist Abraham Aladeseye and 37 other religious leaders in the state, a copy of which was made available to the Nigerian Tribune on Monday, the body cautioned the government to shun any policy that was retrogressive, which may eventually lead to chaos among the religious groups in Osun State.

It also urged the government to carry the association along in any Christian-related project that was being embarked by the state thus, dissociating self from the 200,000 capacity “Open Heaven Hall,” being planned by the government, contending that the project was not its priority for now.

According to the communiqué: “We are calling on the government to take urgent step to address the alleged ban of teaching of Christian Religious Studies in Muslims-established public schools in the state. Unless government takes immediate step to correct the anomaly, we will also stop the teaching if Islamic Religious Studies in Christian-established public schools.”

The Nigerian Army report on the attack at the Armed Forces and Command Staff College in Kaduna in November 2012 has indicted the former commander, Nigerian Army Corps of Infantry, Major General Mohammed Isah.

Major General Isah according to the Chief of Army Staff, Lieutenant General Azubike Ihejirika, was found wanting on negligence of duty even after getting reports of the attack at the college.

The chief of army staff reiterated that the former commander was not retired because of the attack but as a result of his attaining his retirement age, which is a fact in the army records that is also known to the general.

Two suicide bombs in November 2012 hit a church inside a military barracks of the Armed Forces Command and Staff College, in Jaji, Kaduna state, killing 11 people and injuring 30 others.

The Defence Headquarters (DHQ) subsequently removed two top military officials from their posts at the college. The affected officials were Air Vice Marshal Ibrahim Kure, the Commandant of the Armed Forces Command and Staff College, and Major General Mohammed Isa, Commander, Nigerian Army Corps of Infantry, Jaji.

Twelve people, including polio vaccinators, have been killed in two shootings at health centres in northern Nigeria, witnesses have told the BBC.

In the first attack in Kano four polio vaccinators were shot dead by gunmen who drove up on a motor tricycle.

Thirty minutes later gunmen opened fire on women waiting with their children in Hotoro, outside Kano city.

In 2003, northern Nigeria's Muslim leaders opposed polio vaccinations, claiming they could cause infertility.

Kano banned motorbikes from carrying passengers after a recent attack on the prominent Muslim leader, the emir of Kano.

Residents told the BBC's Yusuf Yakasai in Kano that those injured in the shooting at the health centre there had been taken to hospital.

It is not clear if health workers were among the casualties in Hotoro, where gunmen also approached using a motor tricycle.

Analysts believe the attack last month on the emir of Kano may have been the work of the militant Islamist group Boko Haram.

The group - whose name translates as "Western education is forbidden" - says it is fighting to overthrow the government and impose Sharia.

It has been blamed for the deaths of some 1,400 people in central and northern Nigeria since 2010.

Nigeria is one of only three countries where polio is still endemic.

APC's manifesto hasn't been released, their ideology is yet to be released and i don't even think INEC has registered them. (for a party to be registered, their manifesto and logo must have been submitted to INEC). so it's not yet time for all these back and forth arguments.
