Lagos - Two financial experts on Wednesday commended President Goodluck Jonathan for seeking amendment to the 2013 budget, particularly the National Assembly’s control of the Securities and Exchange Commission’s (SEC) expenditure.

They gave the commendation in separate interviews in Lagos.

Jonathan had on March 19, in separate letters to the two chambers of the National Assembly, sought an amendment to the N4.9 trillion 2013 national budget.

In the letters, the president said that the N4.9 trillion budget could “hamper” the works of the executive if it was implemented as passed by the lawmakers.

Jonathan also listed four controversial clauses in the budget which he urged the lawmakers to review and gave explanations for his request.

Among them is the clause directing the SEC not to spend any fund this year unless in a manner approved by the National Assembly.

Mr Lugard Aimiuwu, President, National Institute of Marketing of Nigeria (NIMN), said that the president’s action was a welcome development.

Aimiuwu said that the non allocation of fund in the 2013 budget to SEC was like making a law to target an individual and render the capital market impotent.

He said that the disagreement between the presidency and the lawmakers on the budget was healthy for national development.

The NIMN chief said that it was good for the nation’s economic development as long as they were based on issues and principles within optimal time-frame.

He said that the nation’s target of becoming one of the top 20 economies by 2020 might not be possible if the budget was not passed on time.

According to him, many countries start implementing their budgets at the beginning of every year.

Aimiuwu also said that the president’s rejection of quarterly briefing of the lawmakers by the accounting officers of Ministries, Departments and Agencies (MDAs) was a good development.

The president had expressed reservations about the demand by the National Assembly that the Accountant-General of the Federation should furnish it with budget releases on a quarterly basis.

“The MDAs should just post such on their Websites instead of the pre-World War Two method of physical briefing.

“Otherwise, officials will do nothing else but to brief, brief and brief. They may be invited for clarifications, if the need arises.

“We must decide whether we are running a presidential or parliamentary system of government,” he said.

In his reaction, Dr Austen Nweze, an economist, said that the posture of the lawmakers on the SEC was “myopic in nature and therefore not in the interest of the nation”.

Nweze, also a lecturer at Pan-African University, Lagos, said that the action was against the nation’s economic development, adding that Nigeria was bigger than any individual.

On the allocation of N273.52 billion for the Subsidy Reinvestment and Empowerment Programme (SURE-P) as part of the 2013 amendment, he advised that the money should be channelled properly.

He said that various states should use the allocation to develop infrastructure in their respective states.

According to him, this will in return boost the nation’s industrialisation drive.

The President’s letters, which accompanied the returned document, were addressed to the President of the Senate, David Mark, and the Speaker, House of Representatives, Aminu Tambuwal.

Jonathan said he was seeking an amendment to the document to enable him to improve the lives of Nigerians.

He said that certain clauses and provisions in the budget were in conflict with the principle of Separation of Powers. (NAN)

A case filed by a group of seven lawyers seeking an order of the court to compel the National Judicial Council (NJC)to reinstate suspended president of the appeal court Justice Ayo Salami has suffered defeat at the Federal High Court Abuja.

In his ruling on  the preliminary objection filed  by the Attorney General of the Federation, Mohammed Adoke and President GoodLuck Jonathan, Justice Adamu Bello  held that the group has not shown any locus standi since they have not been able to prove to the court how the suspension of Justice Salami is injurious to them.

He further held that based on the lack of locus, the court also lack jurisdiction to hear the suit.

The legal practitioners sought an order of the court to compel the NJC to implement the recommendation of its three man-committee headed by the Chief Justice of Nigeria, Mariam Aloma-Muktar  that the suspended president of the Appeal Court, Justice Ayo Salami be reinstated.

The group also asked the court  to declare  that in line with  the provisions of section 153 of the 1999 constitution President Good Luck Jonathan cannot exercise disciplinary powers over court of appeal justices and in particular Justice Ayo Salami.

Counsel to the plaintiffs however said the group will study the judgment before deciding on the next cause of action.

KANO—Governor of the Central Bank of Nigeria, CBN, Sanusi Lamido Sanusi, has commended Federal Government’s plan to build dry and perishable cargo terminal in Kano, adding that viable airports would contribute to the growth of the nation’s economy.

Mallam Sanusi said this, weekend, during the commissioning of the newly-remodelled international terminal at the Mallam Aminu Kano International Airport, Kano.

He said such a terminal would give farmers a direct link to both domestic and international market, where they would maximise earnings for their produce.

He said: “For me, as an economist and as the Governor of Central Bank of Nigeria, dry and perishable cargo terminal is the most important and visionary step that the Aviation Minister has taken.

“Airports are not just to carry human beings from Lagos to Kano. It is not just there to make travel easy and comfortable experience for individuals.

“Kano is an agricultural state. It used to contribute 60 percent of the total revenue of the northern region. The only way agriculture is going to come back is for farmers to be linked to the markets.

“I have had the benefit of looking through some tomato survey, feasibility study. There was somebody that I consulted and he said to me, ‘do you know that tomato actually costs more in Lagos and Port Harcourt than in London?’

“In other words, if a farmer can produce tomato in Kadawa and put it on a plane every morning in Kano to get to Lagos or Port Harcourt, he should earn more than you will get it in the supermarket in the UK.”

Sanusi commended the efforts of the Minister of Aviation, Stella Oduah, adding that if other Ministers had been working with the same commitment as Oduah, Nigeria would have been transformed.

“Many people have asked me, how come the Central Bank of Nigeria seems to be always constantly supporting aviation. The reason is that Central Bank of Nigeria supports public servants that are doing something. And the advantage of doing something is that people can like you or not like you; they may agree with you or not agree with you; they cannot take away from you what you have achieved. There is no one that can go to Kano airport or Kaduna airport or Enugu airport or Port Harcourt airport or Lagos airport and claim that things are not happening. ”

Sanusi described the planned cargo terminals as great opportunity for opening up entire population and linking them up to the markets, adding that the idea of dry and perishable cargo terminal recognises that airports are parts of the economic development of a nation.

“I will like to congratulate the Minister for having that vision. This is something that I am sure the people of Kano will welcome and would like to see actualised as quickly as possible.”

“For those who may believe that the Ministry of Aviation does not want international airlines to come to Kano, the question is, if the Ministry didn’t want international airlines to come to Kano, why would they be building an international terminal? So, building an international terminal will take as evidence of a commitment to encourage the airlines to come.”

The Action Congress of Nigeria (ACN) said President Goodluck Jonathan’s tactless show during his belated visit to Borno and Yobe States last week has worsened the Boko Haram insurgency that has killed and maimed hundreds of innocent people, especially in the two states.

In a statement issued in Lagos on Monday by its National Publicity Secretary, Alhaji Lai Mohammed, the party also said while the decision to grant amnesty to any person or group is the prerogative of the government, the argument advanced by the President for denying amnesty to Boko Haram members is as illogical as it is puerile.

It said for a President who has unwisely stayed away from the beleaguered part of the country for too long, last week’s visit only succeeded in inflicting additional pain and insults on the victims of the insurgency, who could have used a little dose of succour and empathy from their leader.

”There is no doubt that there has been an upsurge in attacks and killings since the President’s visit, with the clashes between the JTF and the insurgents leaving many dead, drive-by shooting in Kano claiming the lives of innocent people and the unfortunate killing of foreign hostages who were abducted last month in Bauchi.

”If this upsurge can be used as a barometer to measure the success or otherwise of the President’s visit, then one can only reach one conclusion: The visit is a total failure!” ACN said

The party also expressed shock at the way the President, openly displaying anger when what was needed was temperance, talked down on the people, who have suffered so much in the hands of Boko Haram, at his town hall meetings

It said the misplaced anger of the nation’s number one citizen, who virtually tongue-lashed the prominent citizens who spoke on behalf of their people at the town hall meeting, can only attract sympathy for the insurgents among the beleaguered population, thereby worsening the crisis.
”The President wanted to appear tough in dealing with the Boko Haram insurgents. There is no problem with that, except that he directed his anger at the wrong people, the same people who have been victimized by Boko Haram.
This is called double whammy,” the party said.

On the President’s argument that amnesty cannot be granted to ”ghosts”, ACN said he simply missed the mark.

”If the President claims that Boko Haram members are ghosts, who then are the members of Boko Haram that the JTF regularly claims to have arrested or killed? Does it mean the 52 Boko Haram members that the JTF claimed to have killed, in its latest press release dated March 9th 2013, are actually ghosts?

”What about the Boko Haram members that are being tried in court? Could the government have been trying ghosts?

And what about those Boko Haram members who were declared wanted last year? Are they also ghosts? Also, the government’s spokesmen have said publicly that the government is talking with Boko Haram through back-channels.
So the Jonathan Administration has indeed been talking to ghosts?

”Mr. President, there is nowhere in the world where insurgents have erected a headquarters building and put up a sign
to say ‘we are insurgents, come and get us.’ By their nature, insurgents don’t engage in a march past, displaying their
weapons. That is why intermediaries are used to reach out to them,” the party said.

ACN said while it strongly condemns the Boko Haram insurgents, their senseless killing of innocent people and attacks
on the security agents, it believes that the use of force is not the only option open to the government to end the crisis.

ABOUT three governors of the ruling Peoples Democratic Party (PDP) and former presidents of the country have agreed to fund the newly-formed All Progressives Congress (APC), just as the new party may likely face registration hurdles with the Independent National Electoral Commission (INEC) over its acronym, APC.

Sunday Tribune investigation revealed that though the governors and two former presidents had promised to fund the new party, they would still remain within the ruling party.

It was said this was part of the resolve of some PDP leaders, who were sympathetic to the cause of the newly-formed party, to redesign their support strategy instead of the reports linking them to the rumoured mass defection from the ruling party.

It was specifically reported that a Southern governor had pledged support for the new party while opting to remain within the PDP for safety reasons.

Another North-Central governor was said to have made a similar pledge under an anonymous cover, especially as his interest in real estate sector in Abuja was reported to be under threat.

A former Head of State and a former vice-president were also reported to have met leaders of the new party but with a resolution to financially support rather than join the new party. Two meetings were said to have been held with these two top leaders.

An APC source told Sunday Tribune that most sympathisers of the new party within the PDP were not willing to defect from the ruling party, adding that “reports of imminent defection to our party are not true.

“Most of them are afraid. They promise to support us but they are not ready to leave the PDP. They want to give us money but we are also afraid of them. We don’t want them to hijack the new party, “ the source said.

But the APC, it was revealed, was likely to face registration challenges as its acronym, APC, had been taken by another political party.

Inside sources within the APC told Sunday Tribune that reports from INEC indicated that another party, African Progressive Congress (APC) is already a registered political party which still subsists within the commission‘s registry.

Since another party is already bearing APC, the report indicated that INEC might refuse to register the newly-formed APC unless it changed its name to avoid conflict with the existing registered political party.

As of the time of filing this report, it was not clear who the leaders of the African Progressive Congress were and when the party was registered by the electoral body. The party is, however, not among those deregistered recently by INEC.

Further checks showed that the said African Progressive Congress was in existence all along though some APC insiders were already crying foul, accusing the ruling PDP of being the brain behind the plot.

A very furious APC source in Abuja told Sunday Tribune that “African Progressive Congress was newly-registered with the goal of denying the newly formed APC registration,” accusing the INEC of working in league with the PDP.

“You know General Buhari was right when he said INEC has merged with the PDP. We are seeing the sign now. There is a grand plot to deny us registration and we will resist all attempts in that direction,” the source said.

A Senior Advocate of Nigeria and a former Justice Minister, Prince Adetokunbo Kayode, however, fired back at the insinuations of PDP plotting to stop the new party, declaring that “APC and ADC are registered political parties long before now.

“Why must they shift their problem on PDP? They should have done their home work properly by checking INEC before announcing their name. APC and ADC have always been there as registered political parties. If they did not check with INEC, is that the fault of PDP? Kayode who is also a chieftain of the PDP asked.

The former minister who described APC as “a still-birth baby” said “we are not losing sleep over them and they should face their problem instead of blaming us for their woes.

Further investigations, however, showed that APC leaders are yet to officially approach INEC with their request for registration even though it was learnt that the doubt being raised about registration hurdles emanated from the report of the registration and liaison sub-committee of the party.

The sub-committee which submitted its report last Wednesday was reported to have made preliminary contact with INEC during which the existence of African Progressive Party was discovered. It is not clear yet what the APC leaders will do if INEC finally confirms the need for them to change the name of the new party.
