Since the partial removal of fuel subsidy by the Federal Government seven months ago, a whopping N248.85bn has been shared by the three tiers of government under the Subsidy Re-investment and Empowerment Programme.

The money shared was savings made from the partial fuel subsidy removal.

The amount, our correspondent gathered, was based on the budgeted monthly provision of N35.55bn credited to the SURE-P account by the Federation Account Allocation Committee.

Of the N248.44bn, the Federal Government got N105bn, representing a monthly allocation of N15bn for the seven months; while the balance of N143.55bn was shared by the states and local governments.

A breakdown of the N35.55bn shared by the states in July revealed that Akwa Ibom got the highest amount of N1.83bn; while Rivers got N1.46bn; Delta, N1.40bn; and Bayelsa, N1.09bn.

Abia got N364.9m; Adamawa, N393.3m; Anambra, N394.08m; Bauchi, N456.52m; Benue, N439.43m; Borno, N494m; Cross River, N389.13m; Ebonyi N285.76m; Edo N446.3m; and Ekiti, N301.1m.

Others are Enugu, N347.1m; Gombe, N297.42m; Imo, N469.75m; Jigawa, N454.62m; Kaduna, N504.13m; Kano, N718.6m; Katsina, N535.7m; Kebbi, N390.29m; Kogi, N395.9m; Kwara, N335.93m; Lagos, N540.48m; and Nassarawa, N296.6m.

The Minister of State for Finance, Dr. Yerima Ngama, had said the states and local governments would not receive their share until they opened separate accounts for the fund.

This, he noted, would enable the Federal Government to track how the fund was being used.

He said, “The subsidy re-investment fund is supposed to be paid to the states and local governments separately into a special account that they should open and we expect them to also forward to the ministry the programmes that they intend to use the subsidy re-investment fund for in order to alleviate the condition of our people.

“But every state is free to determine what it wants to do with its subsidy re-investment fund. It doesn’t have to be what the Federal Government is doing, but you can come and complement what the Federal Government is doing in your own state. So, the distribution will be made separately so that we will be able to hold people completely accountable.”

Findings, however, revealed that the majority of the states in a bid to begin the implementation programme, had been responding to the directive.

For instance, Governor Patrick Yakowa of Kaduna State last week inaugurated a committee for the implementation of the programme.

The SURE programme provides for the implementation of short-term social welfare schemes to alleviate the impact of subsidy removal on Nigerians.

Some of these are the construction, completion and rehabilitation of rail, refineries, key federal highways, hydro stations, information technology and water projects.

The programme will also fund mass transit, public works, training for unskilled youths and social services to reduce high maternal and infant mortality rates.

It is being managed by the SURE-P committee headed by Dr. Christopher Kolade.

The committee is saddled with the responsibility of “mitigating the immediate impact of the removal of fuel subsidy and accelerate economic growth through investment in critically needed infrastructure.”

Of the Federal Government share of the SURE-P fund, it was learnt that N21.7bn had already been set aside for the construction of the East-West road.

The recent strong performance by the Nigerian equities market, following the decision by the Federal Government to bail out highly indebted stockbrokers, has raised the profile of the market with the Nigerian bourse outshining Kenya in terms of Year-to-Date (YTD) return. 

Analysis by experts at FBN Capital Limited on the YTD performance of the Nigerian Stock Exchange (NSE) and its counterpart in Kenya showed that the NSE was the laggard for most of the year until mid-September, then succumbed to profit-taking and has recovered strongly in the past 10 days to lead its rival by close to eight percentage points in terms of YTD gains.

Their investigation also revealed that offshore investors are driving both markets, “And sentiment has favoured the more liquid frontier exchanges.”

According to the experts, “Nairobi has by far been the more diverse exchange in terms of sectoral composition. It also has a strong sub-regional story to sell: the near-captive market that Kenyan business enjoys across East Africa.

“That said, Nigeria has the higher growth and growth potential. The slowdown has trimmed its GDP growth to about 6.5 per cent y/y but the impact of the global headwinds has been restrained. The banks are the favoured segment in Nigeria, given the Assets Management Corporation of Nigeria (AMCON) effect on the industry and the attractive book values.”

Meanwhile, the rush by investors to take profits after several days of consistent gains impacted the market negatively yesterday, as most market indicators closed in red.

Analysis of trading results released by the NSE showed that the Exchange’s benchmark All-Share Index or ASI depreciated by 193 points or 0.69 per cent to c.ose at 27, 492.89 points from 27, 685.54 points last Friday. Also, the market capitalisation of listed equities declined by N62 billion or 0.70 per cent to close at N8.784 billion from N8.846 billion last Friday.

The banking sector remained the most active in terms of the volume of transactions per sector. It led the equities sector with a total of 169.79 million ordinary shares valued at N2.18 billion made in 1,804 deals.

The volume of shares sold in the banking sector was largely driven by the activity in the shares of Zenith Bank Plc, United Bank for Africa Plc, Guaranty Trust Bank Plc and Fidelity Bank Plc.

THE Chairman of the Osun State Implementation Commiittee on Subsidy Re-Investment  Empowerment Programme (SURE-P), Dr Bayo Faforiji, on Sunday,  allegedly accused Governor Rauf Aregbesola of distancing his government from the Federal Government’s intervention scheme packaged to stem poverty in the state.

  He described as unimpressive the posture of the governor to the kick-off of the programme, which was recently inaugurated by Vice President Namadi Sambo in Abuja, as part of measures to cushion the effects of the January, 2012 hike in the prices of petroleum products in the country.

In a statement issued by the communication officer of SURE-P in Osun, Mr.Tewogbade Latona, a copy of which was made available to the Nigerian Tribune in Osogbo, on Sunday, Faforiji debunked the allegation that application forms for the programme in the state were given only to the Peoples Democratic Party (PDP) members.

The SURE-P boss stated: “the negative attitude of the state government is uncalled for. Even after several weeks, the nominees of Governor Aregebsola in the committee have not been forwarded.”

He lamented that there had not been any positive response from the state government for the committee to discharge its responsibilities effectively, stressing that the main task of the state implementation committee of SURE-P was to ensure that the programme was effectively implemented  in the state.

But, the state chapter of the Action Congresss of Nigeria (ACN), in a statement signed by its director of media and publicy, Mr Kunle Oyatomi, had alleged that the beneficiaries of the programme were only the PDP members in the state, insisting that SURE-P had largely been politicised.

Faforiji, who charged all state governors, irrespective of party affiliation, to accord the programme priority attention, said, “such gesture was germane to the successful implementation of the intervention programmes in the respective states.”

stressing that the laudable objectives of the programme was to reduce the impact of partial removal of fuel subsidy on the poor and the vulnerable, through the creation of temporary employment opportunities.

According to him, “Some states are not giving SURE-P enough public awareness in their domain yet they draw huge amount of money every month from the proceeds from the subsidy removal. Some states deliberately kept mute about the gains accruing from partial fuel subsidy removal. THE Food and Agriculture Organisation (FAO) has lauded Nigeria’s efforts to achieve self-sufficiency in rice production by 2015.

FAO projected that the increased rice output in Nigeria and Ghana, global rice production for 2012 would outpace consumption in 2012/13, resulting in an upward revision of five million tonnes in 2013 closing inventories.

FAO, in its recent report, said: “Compared to last year, world rice carryover stocks are expected to rise by seven per cent, or 10 million tonnes, to a new high of almost 170 tonnes, marking the eighth consecutive year of stock accumulation. As a result, the world rice stock-to-use ratio is forecast to rise from 33.6 per cent in 2012 to 35.5 per cent in 2013.”

A significant achievement of the Rice Transformation Agenda is the creation of awareness of the investment opportunities in the rice sub-sector. Large rice farms are springing nationwide with many having their own mills and clusters of outgrowers. Today, we have 14 integrated mills operating fully by the private sector. Another 11 large mills are under installation or rehabilitation and are expected to come under full operation by March 2013.

Meanwhile, the Executive Director of Agricultural and Rural Management Training Institute (ARMTI), Ilorin Mr Samuel Afolayan has canvassed more incentives to Nigerian youths to encourage them to adopt farming as a profession.

Plans e-registration of members
Stakeholders from the Peoples Democratic Party (PDP) have accused President Goodluck Jonathan-led Federal Government and the national leadership of the PDP of poor reward system to members is poor.

Rising from a three-day retreat, where it reviewed the activities of the party, the stakeholders argued that the presidency and the party were not doing enough to reward members given their contributions to the party.
Specifically, they decried the appointments of ‘technocrats’ who do not understand the PDP philosophy and manifesto as ministers, as well as into other key government appointments.

Also, the stakeholders at the retreat advised the National Working Committee (NWC) of the party to commence the e-registration of members of the party, so as to remove the party from the clutches of money bags, god fathers, as veritable way of ensuring internal democracy within the party.

Participants at the retreat were said to have accused President Jonathan of appointing members of the Federal Executive Council (FEC) members, who were not members of the party, in the name of technocrats.
One of the participants from Ebonyi State openly complained against the appointment of the Minister of Health, stating that he was not a member of the party and does not associate with the PDP family in the state.
It was in apparent reference to the complaints, that PDP in the retreat communiqué signed by the National Organising Secretary, Abubakar Mustapha, and the National Publicity Secretary, Olisa Metu, said: “The party must encourage loyalty and hard work through incentives, patronages, merit awards, letters of commendation among others.”
As a measure to enhance internal democracy, the retreat called for the use of e-registration in registering members of the party.
According to the communiqué, “the retreat notes that there is no alternative to internal party democracy. To enhance this therefore, it recommends, as a matter of urgency, the introduction of e-registration and computerisation of party membership. This will ensure transparency in party electoral processes.”
This may pitch the NWC of the party with the governors elected on the platform of PDP, who are vehemently opposed to the e-registration.
The retreat noted the strategic importance of the offices of organisation and publicity secretaries at all levels as vital for the progress and success of PDP and government policies and programmes.  It challenges all to rise up to the serial distortion of the achievements of PDP led governments by the opposition.

In this regard, the communiqué of the retreat also urged members of the PDP to show more interest in the management of the media, stating that members must engage in wide publicity and propagation of its policies, programmes and achievements to enhance greater understanding by the citizenry.
The retreat urges PDP leaders and all members to tap the full advantage of the social media such as face book, twitter, etc to combat negative perception as well as sell the agenda of the party.

Indications emerged at the weekend that the N170 billion meant for disbursement to workers of the Power Holding Company of Nigeria (PHCN) as settlement benefits to cover gratuities and pension of workers as agreed by both parties in negotiation for the transfer of ownership of the PHCN successor companies to their eventual owners is ready.

The Federal Government and the labour unions in PHCN finally resolved lingering issues that were threatening the progress of the power reform programme when they struck a deal late on the thorny issues of severance pay and pension for electricity workers after a late Tuesday night meeting at the office of the Secretary to the Government of the Federation (SGF) in Abuja.

But speaking Saturday at the fifth national power summit organised by the Federal Ministry of Power in Lagos, the Permanent Secretary at the ministry, Dr. Dere Awosika disclosed that the funds for the settlement were ready and the Bureau of Public Enterprises (BPE) was already working out total cost.

Awosika explained that letters notifying the workers to forward details of their Retirement Savings Account (RSA) for onward transfers of their benefits will be issued out to the workers within next week.

She also hinted that training was being organised by the Federal Government for top officials of the successor companies on labour issues and modalities for winding up before the eventual hand over to the preferred bidders, adding that a consensus on the date to wind up the companies would have to be reached.

“The senior officials are going to be trained to be equipped to provide needed leadership and direction to the labour in the sector. It will equip them to be able to negotiate employment terms  with the new owners. We need to have a consensus on the winding up date for hand over to the new owners (preferred bidders),” Awosika said.

Also in her presentation, former permanent secretary in the Ministry of Labour and a member of the Federal Government negotiation team with the labour unions, Dr Timi Agary said the agreement reached last week provided that 20 percent of all accrued benefits are to be paid to the workers as gratuity while 25 percent of all accrued benefit are to be paid as pension.

Agary stated that the Federal Government would soon approach the National Pension Commission (PenCom) for a forbearance package to be able to pay staff of the utility company their pension, adding that the 2004 Pension Act provides that only workers who opened their RSA before 2007 are eligible for pensions but that a clause provides for a forbearance granted by the PenCom.

She urged Chief Executive Officers (CEOs) of the successor companies to stop rejecting staff posted from the headquarters to their stations considering that the Multi Year Tariff Order (MYTO-2) did not make provision for their salaries.

She said: “I plead with the CEOs to accept the headquarters staffs that are on transfer to them to allow them access the pension. They will find it difficult to get their salaries if you refuse to accept them.”

Agary further warned the preferred bidders who are expected to take ownership of firms not to be averse to labour unions, saying the Nigeria laws provide for a vibrant labour unionism.
