1. It's recognizing the black market and legit helping to channel forex there.
2. The black market would get saturated at a point in time because no business man or woman would go there to source forex for business and the black marketers would not sell to the banks at the CBN rate
3. Naira in circulation would be mopped up at a point in time resulting in the dollarization of the economy (no one would want tk be paid in naira)
4. At the end of the day, beneficiaries would have no option but to exchange with the banks or hoard in their domiciliary accounts. This is my concern. |

(That is, to move goods to places like Ibadan and Abeokuta in western Nigeria, or to move goods to eastern Nigeria via the Lagos-Benin Expressway, or to move goods to the north of Nigeria). Fastest and logical route is through Ogun state. Epe-Ijebu ode expressway links both Ibadan and Ore expressway. |

The idea is okay but the deadline is unrealistic. I guess the aim is to improve security and identity verification.
However, phones get stolen and sims get misplaced. It is advisable to report these incidents to your mobile network provider to avoid any implication. |

naptu2: I think I need to explain a couple of things.
1) The refinery and in fact the entire Free Trade Zone is in Ibeju Lekki. Lekki (Phase 1 to Abraham Adesanya) is to the west of Ibeju Lekki, but all the goods that are going to go to and from the Free Trade Zone are going to be moved through the north (through Ogun), east (through Ondo) and south (through the Atlantic Ocean. Lekki Peninsula will not be significantly affected.
2) There are already facilities to move goods through the north and south of the Free Trade Zone. Dangote has built his port. There is already a road that links Epe and Ijebu Ode (in Ogun State) and there is already a lighter terminal in Epe on the Lagos Lagoon. Dangote also already has a jetty on the lagoon.
3) Ondo State, Ogun State and Lagos State are building roads to the north and east of the facility. Will they be ready before the refinery is ready? Maybe, maybe not, nobody knows, just as nobody knows if the refinery will be ready before the roads. Remember that the refinery was originally scheduled for completion in 2016, then 2018, then 2019, then 2020 and now 2021. Nobody knows if it will be ready by 2021.
4) What happened in Apapa is not a failure of planning, but rather an example of the indiscipline of Nigerians (both in and out of government).
This gridlock in Apapa did not exist when I was a kid in the '70s and '80s, so I had to ask myself what changed. I wrote this while trying to find an answer, but I need to include two things that I previously left out.
The reason that they stopped piping is because militants break open the pipelines at Arepo in Ikorodu and steal the product.
The railway system collapsed in the 1990s. C2000 Aliko Dangote made a proposal to lease vacant land at Apapa Port for his flour business. There was an outcry when he was given the land. People said that the government was favouring him. In order to appear impartial the government then gave some land at the port to Flour Mills of Nigeria. The problem is that the land that was given to Flour Mills contains a portion of the railway and they built their factory right over the railway line, so not trains could run from Ebute Metta to the port. The government is now demolition that factory as it constructs the new standard guage line. Very apt. |

saajus: Great question. They better run a rail line to his refinery. I doubt it. Rail is expensive and return on investment takes several years. Businessmen like Dangote, Otedola etc wouldn't be interested. |

Lekki is not overhyped...u cant afford it dont mean u should condemn it ...but if have the money, u will run to lekki...typical black man....condemning what they can't afford A typical oil refinery will also include provision for the storage of crude and finished products. |

naptu2: 1) Dangote Refinery is in Ibeju Lekki Local Government, while Lekki (Abraham Adesanya, Lekki Phase 1, etc.) are in Eti-Osa Local Government.
2) Eti-Osa Local Government will not be significantly affected by the refinery.
3) It will actually make Ibeju Lekki more attractive. Dangote Refinery is in the Lekki Free Trade Zone area and this area is mainly occupied by businesses and the refinery will attract more businesses.
4) Most of the goods from the Free Trade Zone area will not pass through Eti-Osa.
5) Ondo State Government is building an expressway from Araromi to Ibeju-Lekki in order to take advantage of the Free Trade Zone.
6) Ogun and Lagos State Governments are building an expressway from Ijebu to Ibeju-Lekki to take advantage of the Free Trade Zone area.
7) Dangote had already built his port in the area. A lot of the equipment for his refinery could not come through the Apapa Port and so he built his own port to handle them. Goods will be moved out of Lagos through that port.
8 ) The Lagos State Government is also building both a seaport and an airport in the area.
9) There will also be a jetty on the Lekki Lagoon through which goods will be moved to Ikorodu, Epe and other parts of Lagos by barges. You really trust the state governors to complete the road projects asap. |

However, Lagos is still having traffic issues with Apapa sea port and it's beyond the control of Presidency.
Will Apapa trucks disappear with the arrival of Lagos to Ibadan railway? Will Dangote oil tankers make Lekki unattractive? Will FG compel Dangote to use only shipping routes (Lekki to Apapa, Warri and Calabar)?
