They would have made an exception for Arafat if they deemed him a Head of State, but they used the caveat in the book to deny him visa based on his role in PLO. The only role they acknowledge him of at that time. If Palestine was recognized as a country, he would have been granted visa. Ask yourself why Mahmoud Ahmadinejad of Iran was given visa despite his known links to terrorism? You don't want to spit in the face of a globally recognized state which Palestine wasn't and still isn't. Get a clue.

USA is one of the countries that does not recognize Palestine's statehood. So as far as USA is concerned, Arafat wasn't a valid President or Head of state, so they denied him visa.

USA has no such inhibitions with Nigeria's statehood. So if you vote Atiku in, he'll be issued a diplomatic visa. QED
