Persecute - to pursue with harassing or oppressive treatment, especially because of religious or political beliefs, ethnic or racial origin, gender identity, or sexual orientation..

Prosecute - to institute legal proceedings against (a person) or to seek to enforce or obtain by legal process.or to conduct criminal proceedings in court against.

APC will not persecute the outgoing government but will prosecute anyone that they prove has stolen funds....

You sound a lil bit like u are new in the POLITICAL SCENE of Nigeria,just like u figured out the difference btw those two words,that's the same way the would continue changing & modifying terms and words till it serves their course right
