The United states has issued a new bill into law to address the threat posed by Boko Haram terrorists in the North-East.

According to Premium Times, an analysis of factors that have helped Boko Haram fester and recruit must come to grips with issues of poor socio-economic environment and access to justice in Nigeria’s north-east, the United States said.

The U.S. issued the position in a new law, S. 1632 – ‘An Act to require a regional strategy to address the threat posed by Boko Haram’ – signed last week by outgoing American President, Barack Obama.

Part of the US law reads: “It is the sense of the Congress that lack of economic opportunity and access to education, justice and other social services contribute to the ability of Boko Haram to radicalize and recruit individuals.”

According to the law, the counter-terrorism strategy must follow “a means for assisting Nigeria, and as appropriate, the Multinational Joint Task Force (MNJTF) to combat Boko Haram, to counter violent extremism, including efforts to address the underlying factors shown to contribute to the ability of Boko Haram to radicalize and recruit individuals.”

The law also provides for plans to enhance the capacity of Nigeria’s MNJTF partner nations to investigate and prosecute human right abuses by security forces; promote respect for the rule of law within the military; and prevent corruption.

The U.S. law provides that the American government should, “pursuant to existing authorities and restrictions”, help enhance the military capacity of Nigeria and partner nations, including Chad, Niger and Cameroon, to combat Boko Haram.

It also provides that Nigeria should be helped in terms of “long-term capacity to enhance security for schools such that children are safer and girls seeking education are protected, and to combat gender-based violence and inequality.”

The strategies, the law provides, should form elements of a five-year plan to be submitted to U.S. Congress within 180 days by the Secretary of State and Secretary of Defense.

Then, the Director of the US National Intelligence should assess “the willingness and capacity” of Nigeria and regional partners to implement the plan and submit a report on the assessment to Congress, the law further provides.

Specifically, the law seeks assessment of Nigeria’s readiness to address socio-economic factors that help Boko Haram fester and “legitimate grievances” of populations affected by the group.

Although the law provides that the U.S. should militarily assist Nigeria and her regional partners, there is no specific provision to sell arms to Nigeria.

To address the problems provoked by Boko Haram and combat the terrorism with lasting measures, Nigeria’s government and the country’s neighbours must “accept and address the legitimate grievances of vulnerable populations affected by Boko Haram,” said the U.S., in evolving strategies to help Nigeria combat the terrorist group through the new law.
In another development, the US has announced plans to fight poverty in Nigeria through the provision of about N71.5 billion additional developmental assistance to support the five-year $2.3bn agreement signed with the federal government in 2015.

The US ambassador to Nigeria, Stuart Symington, made the announcement in a statement issued to newsmen on Tuesday, December 20.

The support would be given through the United States Agency for International Development (USAID) and is intended to help Nigeria reduce extreme poverty by stimulating inclusive economic growth, promote healthier, more-educated population, and strengthen good governance.

Two female suicide bombers died in a failed attempt to invade Maiduguri.

According to the Police Public Relations Officer (PPRO) of the Borno Police Command, Victor Isuku, the suicide bombers were halted at the outskirt of Maiduguri.

Isuku, in a text message, stated that: “At About 2030hrs yesterday (Sunday), two female suicide bombers were halted to stop for routine check at Geleri village which is about 5km to Muna Garage, an outskirt of Maiduguri.
“One of the suicide bombers detonated the IED strapped to her body killing her and her accomplice whose IED vest did not explode. Three residents of the area were however injured.

“The command’s EOD unit rushed to the scene to render the unexploded IED safe. The area has been secured and normalcy restored.”

Leader of the deadly Boko Haram terrorist group, Abubakar Shekau may have been captured by ‘king of hunters’ around Gafa Mountain in Borno State.
According to reports by Daily Sun, there has been speculation about Shakau’s capture for over a week.
An highly placed source quoted in the report revealed that troops of the Nigerian Army fighting in the area had surround the Gafa Mountain area last week over intelligence report that top Boko Haram leaders were hiding there.

Recall that severally, the Nigerian military had pronounced Shekau either arrested or killed only for the Boko Haram leader to bounce back alive, with YouTube video releases.
The Nigerian Army, earlier this year had announced the death of three key commanders of the extremist Boko Haram sect. The army said the terrorists were killed in a major air strike on their location in the dreaded Sambisa Forest.

Also, on May 12, 2014, the DSS, through its former spokesperson, Marilyn Ogar, insisted that the man in the videos released by the sect was not the real Shekau.
“Boko Haram has become a franchise; anybody can assume and lay claim to any name. What I know is that the original Abubakar Shekau is dead; the person claiming to be the national leader now is not the original Abubakar Shekau,” She had stated.

Ibrahim Maisule who served as an ambassador during the administration of Olusegun Obasanjo has blamed the former president for what he described as the disastrous administration of Goodluck Jonathan.

In an interview with Vanguard, Maisule lashed out at Obasanjo for installing Jonathan as president as said Jonathan’s emergence was a sort of compensation for people from the south south region.

He described Jonathan as politically inexperienced which was why a lot of embezzlement and misappropriation of fund took place during his presidential administration.

He said: “To start with, it is unconstitutional and a travesty of democracy, if, for any reason, one man, in a country of 180 million people, is allowed to install the country’s leaders. However, this has happened a couple of times in our recent history as a democratic country as Obasanjo, as a former military Head of State and former civilian President, has played a more than casual role in the emergence of former Presidents. The result, however, is that the country is worse for it, because Obasanjo, in exercising this influence, has not been guided by the best interest of the country.

“Obasanjo was instrumental to the emergence of former President Goodluck Jonathan as Yar’Adua’s successor. It was Obasanjo that ensured that Jonathan was catapulted to the exalted position of the Vice President. Before then, Jonathan was deputy governor of Bayelsa State. “Obasanjo ensured the elevation of the inexperienced Jonathan as a political favour done to the people of the South-South from where the country derived huge chunk of its national revenue.

“However, you would expect that if selecting Jonathan was for the benefit of the Niger Delta people, it would have been appropriate if the opinion leaders of the area were consulted and allowed to make an input. Rather, in his usual all-knowing manner, Obasanjo acted unilaterally and foisted a reluctant leader on a big and complex country like Nigeria. The rest like we all know is history.

“The impact of Jonathan five years leadership on the economy of Nigeria and the alleged looting of national revenue and corruption under his watch, going by the exposure by the Muhammadu Buhari government, shows that, as Nigeria’s leader, Jonathan was a disaster, for which Obasanjo should be blamed.

“It is important that the Nigerian people endeavour to take their political destiny in their own hands and reject the meddlesomeness of Obasanjo as the nation looks forward to the 2019 general elections.

What did we get from all those Obasanjo chose for us? His meddlesome in our national politics has brought us to where we’ve found ourselves.

“All Nigerian presidents since Obasanjo’s exit 10 years ago have had his imprimatur. And what have we gotten from all of that except pain, hardship, stagflation, recession, hunger and starvation? Therefore, he should not be allowed or encouraged to select future leaders for the country, if we, as a people, are to escape from the recurring cycle of regret and failure which has been the lot of our political experience.”

A report credited to Dr Joe Nworgu, the secretary general of the Ohanaeze Ndigbo that every Igbo adult supports the agitation for Biafra has been rebuffed by another chieftain of the group.

In an interview with The Sun, Osita Okechukwu, another chieftain of the pro-Igbo group, noted that contrary to Nworgu's claims that the marginalisation of the Igbos worsened under incumbent president Muhammadu Buhari, it reigned supreme during ex-president Goodluck Jonathan's tenure and he also spoke on the Igbo agitation for Biafra, saying that the majority of the Igbo still cherish their acceptability in Nigeria. Excerpt:

Ohaneze Ndigbo through its Secretary General, Dr. Joe Nworgu last week said that Igbo adults are unhappy just like the youths who are agitating for Biafra because of the continued marginalization of Ndigbo which has exacerbated under Buhari, as an Igbo adult and member of Ohaneze do you agree with him?

For the avoidance of doubt, from my brief analysis of the actions of Dr Joe Nworgu, my in-law and big brother, in particular, he should apologize to Ndigbo for not only sustaining the marginalization of Ndigbo, but reaping from it. Did he harvest the plumb and eminent position held in Ohanaeze, either to fix federal roads: Arochukwu – Umuahia, Umuahia – Uyo-Calabar, Port Harcourt – Enugu, Enugu- Onitsha roads etc. May I ask, is it possible that Dr Nworgu and co after voting for Jonathan in 2011 and Ndigbo collectively did not benefit from the action as our roads and infrastructure collapsed; called for votes for Jonathan again in 2015, and canvassed heavily, to the extent of accusing Buhari of going to Islamise Nigeria, without stomach infrastructure; what was their agenda?

But are you not happy that President Goodluck Jonathan did not marginalise Ndigbo?

As a social democrat, one will always thank God when our prosperity is enhanced, for life in abundance has always been my prayers for humanity, talk less of my people. My take is that selfishness breeds discontent and hunger. And hungry people listen more to propaganda of hate, with little patience to know where and how the hunger started. Therefore, our marginalization, despair and despondency were reinforced during these days of plenty as few Igbo became millionaires while the majority became poorer and unwittingly prepared to absorb the story of marginalization.

As a member of the Ohanaeze Ndigbo, how will you rate the Chief Gary Igariwey and Dr Joe Nworgu tenure as they leave office in January?

Chief Gary Igariwey and Dr Joe Nworgu regime as President General and Secretary General of Ohanaeze Ndigbo respectively like every regime in every clime or organisation has its merits and demerits. On the merit side, they had harmonious relationship with both states and federal governments, especially that of former President Goodluck Jonathan and his wife. It was during their tenure that Ndigbo were in the mainstream like the days when the Great Zik chartered the trajectory of Igbo politics, except that the benefits went to only the few appointed.

To be exact, we then had a Secretary to Government of the Federation in the person of Senator Anyim Pius Anyim; Minister of Finance and Coordinator of the Economy, in the person of Dr (Mrs) Ngozi Okonjo-Iweala; Deputy Senate President and Deputy Speaker, in the persons of distinguished Senator Ike Ekweremadu and Hon. Emeka Ihedioha and co; respectively. We had then ministers of power in the persons of Profs Barth Nnaji and Chinedu Nebo, chairman of works in both houses of the National Assembly and uncountable perquisites.  It was a glorious era; however, the generality of Ndigbo did not benefit commensurately as critical infrastructure in Igbo land collapsed and investment exited out of the region, leading to gross unemployment, hunger, despair and regrettably increased agitation for Biafra.

As their tenure runs out in January, what are the options?

My own position is that Ohanaeze Ndigbo should elect a new leadership that will emulate the political tactics of the Great Zik, not one that preaches hate, alienates Ndigbo from the psych of other ethnic nationalities. Otherwise how can Nworgu brand President Muhammadu Buhari as an Igbo hater?  Let me with the available space erase some of his heinous propaganda of Buhari, a man who on November 7, wrote to Ohanaeze Ndigbo, seeking for dialogue on the way forward. I delivered the letter to Nworgu and because of his predetermined deal with Jonathan, he never even acknowledged the letter, nor was a dialogue held with Buhari, against my advice that they should draw a checklist of Ndigbo and hand over to Jonathan and Buhari, from which they will make a decision on our behalf.

Let’s return to Buhari being anti-Igbo, how would explain Dr Nworgu’s claim that Buhari humiliated Ekwueme after the military coup of 1984 by committing him to prison while he treated Alhaji Shehu Shagari with kid’s gloves?

I’m happy that our elder statesman, former Vice President, Dr Alex Ekwueme, the Ide of Ndigbo is alive and can state the true position. Contrary to the propaganda of ethnic merchants, Ide was given all the candour required of an elder statesman. The current Emir of Gwandu, then Major Jokolo led the team which arrested him and he took care of Ide, as against the hate message of Dr Nworgu. This made Ekwueme to date to maintain a cordial relationship with Jokolo to the extent that Ide attended his coronation at Gwandu.

Okay, Nworgu also said that Buhari marginalized the South-East in the execution of PTF projects when he was at the head of the agency, was this not bad?

New York – The U.S. Government has put a 25 million dollars offer on Islamic State leader Abu Bakr al-Baghdadi, an increase from the initial 10 million dollars.

The U.S. Government announced the new reward in a statement issued by the Department of State.

“The U.S. Department of State’s Rewards for Justice Program is increasing to 25 million dollars its reward offer for information leading to the location, arrest, or conviction of the Islamic State of Iraq and the Levant (ISIL) leader Abu Bakr al-Baghdadi, also known as Ibrahim ‘Awwad Ibrahim ‘Ali al-Badri, also known as Abu Du’a.

“This represents a significant increase from the previous reward offer of 10 million dollars announced in October 2011.”

The statement said in recent years, ISIL has gained the allegiance of jihadist groups and radicalised individuals around the world, and has inspired attacks in the U.S.

“Under Al-Baghdadi, ISIL has been responsible for the deaths of thousands of civilians in the Middle East, including the brutal murder of numerous civilian hostages from Japan, the United Kingdom, and the United States.

In 2011, the Department of State designated Abu Bakr al-Baghdadi as a Specially Designated Global Terrorist under Executive Order 13224.

Al-Baghdadi was also added to the UN Security Council ISIL (Da’esh) and al-Qaida Sanctions Committee in 2011.

Al-Baghdadi was the leader of al-Qa’ida in Iraq (AQI), which subsequently morphed into ISIL.

Supporters of Zimbabwe’s President Robert Mugabe chanting “tongai, tongai baba” (rule, rule father) endorsed on Saturday the 92-year-old leader for a 2018 election run.

The endorsement, which is likely to result in his 36-year rule being extended, was greeted with thunderous applause by thousands of party faithful attending the ruling ZANU-PF’s annual conference.

Mugabe accepted dressed in a green floral jacket bearing his own portrait and a map of Zimbabwe.

The veteran leader has held power since independence from British colonial rule in 1980 and has always avoided naming a successor or laying out plans to retire.

He once quipped that he would rule until he turned 100.

The conference, held in the southeastern town of Masvingo, expressed “its support to the president and first secretary comrade Robert Mugabe as the sole candidate for the forthcoming 2018 elections”, deputy secretary Eunice Sandi Moyo said.

The absence of a clear successor to Mugabe has sparked infighting including verbal exchanges on social media in recent weeks between factions angling for his position.

Accepting his endorsement, Mugabe called for unity.

“We agreed that conflicts should end. Infighting should end. The party ideology should be followed,” he said.

Mugabe, who has been dogged by rumours of poor health and is usually animated during lengthy political addresses, spoke slowly during his short acceptance speech.

– ‘Rule forever’ –

He stressed that discipline among party members should be maintained and that “leaders should be respected”.

“Let us be one. We are one family, the family of ZANU-PF, bound together by the fact of understanding between its members,” he said.

Large portraits of a younger Mugabe were displayed around a huge marquee where the conference was held, with the majority of about 9,000 delegates donning shirts emblazoned with their leader’s face.

“We want President Mugabe to rule forever and ever because of his clear leadership,” one elated delegate, Janet Mazviwanza, told AFP.

Despite his popularity within the party ranks, Mugabe this year faced unprecedented calls for him to step down, including a series of rare public protests over his failure to turn the ailing economy around.


The 92-year-old Zimbabwean President, Robert Mugabe, on Thursday in Harare maintained that even though is party would choose a successor, he planned to contest the next election in 2018.
Critical cash shortages prompted the government at the end of November to introduce the much disliked ‘bond notes’ — equivalent to the US dollar.

Zimbabwe abandoned its own dollar currency in 2009 after hyperinflation hit 500 billion percent rendering it unusable.

Unemployment in the country is currently at about 90 percent, and thousands of companies have closed in the last three years.

Among the protest groups at rallies in recent months have been university graduates who wore their caps and gowns to show their anger at the lack of jobs.

The street protests led police to ban demonstrations in the capital Harare, with some activists arrested.

Zimbabwe’s cash-strapped government has on several occasions failed to pay the salaries of civil servants on time, and workers have this month been informed that they will only get their pay in January.

During the five-day ZANU-PF conference, the party raised concern at the abuse of social media and the national flag.

Recently the Zimbabwean flag has been used as a symbol of political defiance by protesters and social activists who challenged Mugabe’s government.

Early this year, #ThisFlag social media movement led by Pastor Evan Mawarire saw a wave of internet activism, as people expressed anger at the growing economic meltdown.

“There are however some concerns about the use of social media at a time when political parties are preparing for 2018 elections,” read a report by the party central committee.

“This phenomenon has been worsened by people who want to create chaos and destabilise the country.”
