A pregnant cow will be executed for crossing from her European Union farm in Bulgaria into the non-EU Serbia illegally.

Daily Mail reports that Penka, a pregnant red cow who is due in around three months’ time, wandered westwards away from her herd near the village of Kopilovtsi, straying over the border into non-EU Serbia.

Two weeks later, she was returned to her owner, Ivan Haralampiev, by a farmer over the frontier.


However, Bulgarian officials said the animal must be put down because of strict EU rules.

Penka will now be executed because she didn’t have the proper paperwork — despite being given a clean bill of health by Serbian vets.

“She had left the borders of the EU and cannot be imported back into the European Union,” Haralampiev told public BNT Television Thursday as he pleaded for his cow to be saved.


“A vet comes and orders it to be immediately culled!”

The farmer also lamented how the cow was able to saunter over the border unchecked in the first place. “How come nobody attempted to stop it?” he said.

Although Serbian vets have written a statement saying Penka was in a perfect condition and fit to return home, Bulgarian authorities said she should be put down without delay.

Officials said it was not in their powers to save Penka from the EU regulations.

The International Monetary Fund on Monday expressed concern over Nigeria’s capacity to repay its debts and stressed the need for the Federal Government to mobilise more revenues domestically.

The Washington-based fund, at the public presentation of the Spring 2018 Issue of the Regional Economic Outlook for Sub-Saharan Africa, said the public debt in the region was on the rise.



IMF Senior Resident Representative and Mission Chief for Nigeria, Amine Mati, said, “The number of countries in debt distress has increased. From six countries in 2014 to eight in 2015, to 10 in 2016, and today 15 countries. These are low-income economies.

“Now, I know the question that is going to come from here is: Where is Nigeria? Nigeria is not considered a low-income economy. Nigeria’s debt stock figure, which is 20 to 23 per cent of Gross Domestic Product, is still quite low by any standard. The issue is capacity to repay the debts. So, interest payment to revenue is an issue.”

On the need to ramp up domestic revenue mobilisation, Mati put Nigeria’s total revenue at six per cent of GDP.

“There is a lot that can be done to increase revenue very quickly,” he said.

Noting that Value Added Tax rate had been quite low in Nigeria, he said doubling the compliance on VAT from 25 to 50 per cent would increase the VAT ratio from 0.9 per cent of GDP to close to two per cent.

Nigeria’s debt stood at N21.73tn as of December 31, 2017, compared to N12.12tn as of June 30, 2015, according to the Debt Management Office.

The DMO had said the composition of the debt stock as of the end of 2017 showed that external debt was 26.64 per cent of the portfolio, up from 20.04 per cent in 2016, while the domestic debt was 73.36 per cent, down from 79.96 per cent in 2016.

The Director-General, DMO, Patience Oniha, in her remarks at the event, said the government had been working aggressively to shore up revenues as well as reduce borrowing costs.



“The debt service is a function of the interest that you pay on those borrowings as well as your revenue. The critical part is that revenue has been low relative to the size of the GDP. So that has to go up,” she said in an interview on the sidelines of the event.

According to her, there is an aggressive drive to raise revenues through the Voluntary Assets and Income Declaration scheme.

Oniha said, “What are we doing on debt service? The new debt management strategy, which we started implementing last year, seeks to moderate the growth of interest expense by shifting some of the borrowing externally.

“If we were borrowing on the domestic market, last year we would be borrowing at about 16 to 17 per cent and early on the year, 18 per cent. But we went to the international market. So rather than borrow that $4.8bn that we borrowed in the international market in the domestic market, we borrowed at below eight per cent. If we raised the money in the domestic market, we would have had to pay those high rates.”

The DMO DG said the government saved over N70bn from, estimated on a per annum basis, from that exercise.

“We are still borrowing because there are provisions for borrowing in the budget. But in terms of how much it cost us to borrow, we are working actively on reducing that and reducing the refinancing risk that we had with Treasury bills every 90 days, every six months.”

Hello Nigerians and NL Members, I want your Candid advice regarding a used car that i bought.

My neighbour was doing well before he got married few years ago and he started having one problems to another.



He had a car that he approached me to buy because we live in the same flat and i obliged and bought the car out of pity because i cant trust my money as i don’t know if he will be able to pay me back to avoid misunderstand with a good neighbour .

After i bought the car, I started dropping my kids and his own kids off to school before heading to work with my own car or the one i bought from him ( 2 cars) . Since i have two cars now he usually borrow the car he sold to me to go anywhere he wants to go and i don’t compalin because i understood his predicaments and i dont care how he uses the car because the car was once his car too.

To fast farward it, He is too egoism and over pride to the extent that he can use his mouth to cut down an Iroko tree.

He went about telling people that I AM HIS DRIVER and That he is the one feeding me and my wife because people sees me with his former car that i bought from him, even the teachers from his children’s school now refers me as a Driver because he told them that am that am his Driver.

He calls them that his driver will come and pick the children late sometimes if i did not catch up picking my kids and his from school.

What should i do to arrest this image tarnishing? I am really not happy as people now Refers me as his Driver. Despite my far appearance from and ordinary paid drivers. (Madam or Oga Drivers).

According to the journalist, the traditional practice is presently ongoing in a remote part of Cross River State South South Nigeria where, young girls are being sold out for a kind of marriage known as, "The Money Marriage" and the victim, Money Woman.

The practice which is as old as tradition itself is carried out without the consent of the girl who in most cases, is sold out to clear debts owed by a family relation even before her birth.

At each of the communities visited, victims of the Money Marriage through the help of the missionary were quick to share with Channels Television their experiences as Money Women or Money wives.

The Money Woman practice according to tribes in becheve is a status thing and a show of pride as there is virtually no family in Becheve that is not without a Money Woman.

The victims are most times used to settle debts owed by her relatives and when her husband dies, his next-of-kin marries her and if the girl-wife dies without giving birth to children, her parents are obligated to bring a replacement in accordance with customary demands.

In cases where a money woman gets pregnant by another man, the husband hold claims of the children and if the woman eventually gives birth to a baby girl, she is in turn sold out to a willing buyer without her consent.

‘Money Wives’ are not allowed the right to education and in every sale, the girl’s opinion is not sought. She is the bread winner.

Victims of this marriage are sold for as low as Ten Thousand Naira, few goats and pigs, tubers of yam, depending on the man's bargain power.

The buyer determines what he does with the money woman even if he uses her for ritual purposes.

Once a girl is sold out for Money Marriage, she is considered dead by her own immediate family and warned never to return back irrespective of how she is being treated by her husband or his relatives.
