The Federal Ministry of Agriculture and Rural Development (FMARD) in partnership with the International Fund for Agricultural Development (IFAD) of the United Nations is desirous of using part of the Credit to engage the services of individuals for the FGN / IFAD-VCDP (VCDP AF1) for the management and implementation of the programme in the nine (9) participating states of Anambra, Benue, Ebonyi, Enugu, Kogi, Nassrawa, Taraba, Niger, and Ogun.

Consequently, Expression of Interest (EOI) is hereby solicited from suitably qualified and interested candidates to participate in the FGN / IFAD Value Chain Development Programme (YCDP AF1) within the capacity below:



Job Title: Agriculture Officer
Location: Abuja

Report: Directly to the Agricultural Production Advisor.



Background:
The Federal Government of Nigeria (FGN) is implementing a three-year IFAD-assisted Value Chain Development Programme Additional Financing (VCDP AFi), as a follow-up to the successful six (6) – year Value Chain Development Programme (VCDP), in nine (9) participating states (Anambra, Benue, Ebonyi, Enugu, Kogi, Nasarawa, Taraba, Niger and Ogun).

The Programme’s goal is: “Rural Poverty reduced, food security increased and accelerated economic growth achieved.” The VCDP which was approved for an IFAD loan of USD744 million in 2012, aimed to directly improve the livelihood of approximately 17,480 households (15,000 small holder farmers, 1,680 processors and 800 traders) and to benefit indirectly approximately 22,000 households.

In 2018, IFAI) approved an Additional Financing (AF1) of IUSD 89.1 million to: (i) expand VCDP activities to three (3) new states – Enugu, Kogi, and Nasarawa – and to a total of 57 meal Government Areas (LOAs) from 30 LGAs at the Mid-term Review (MTR) of VCDP in the entire nine states; and (ii) support the mainstreaming of issues that were not considered at the design of VCDP consistent with national and IFAl) policies; climate-smart agricultural practices; conflict mitigation as the conflict increases between farmers and herdsmen for land resources; nutrition and financial inclusion.

The VCDP -AF1 focuses on enhancing the productivity and profitability of smallholder farmers (who cultivate not more than 5ha of land under rice/cassava) and small/medium scale agro-processors (with a processing capacity of an average of 2MT/day for cassava and 4MT/day for rice) by improving their access to markets, and capacity to increase yield as well as add value to locally produced raw materials through improved processing and packaging. The programme is being implemented through three mutually reinforcing components; Agricultural Market Development, Smallholder Productivity Enhancement and Programme Management and Coordination.



Details of the Contract: Two-year contract, renewable based on satisfactory performance acceptable to FGN and IFAD.

Details: The Agricultural Officer (AO) will work under the direct supervision of the Agricultural Production Advisor (APA)

Main Responsibility: The Agriculture Officer will be assisting the Agricultural Production Advisor in the overall management of the activities related to productivity improvement of smallholder farmers, in close collaboration with the State Agricultural Production Officer.

Specific Duties:

a) Work directly under the Agricultural Production Advisor (APA) with the Extension Service providers in training farmers in various aspects of crop varieties, agronomic practices, climate resilience, post-harvest, and market orientation technologies.

b) Assist in promoting and disseminating sustainable Agricultural practices through the Farmer Field Business School (FFBS) approach and on-the-spot extension visits under the guidance and Coordination of the APA. Assist the Programme’s Community seed producers to establish seed multiplication systems comprising farms and seed cleaning and conditioning centers (Seedlaboratories).

c) Assist in setting up the overall distribution scheme of certified seeds/stems of improved varieties, fertilizers and herbicides as well as of equipment at State and LGA levels.

d) Assist in the collation of State progress reports and contribute to the drafting of periodic project progress reports with the Agricultural Production Advisor (APA).

e) Provide guidance to NGO/Service providers hired to implement the activities.

f) Oversee the overall process of selection of target Farmers Organizations and beneficiaries in close collaboration with the Rural Institutions and Gender Mainstreaming Officer.

g) Carry out any other functions assigned him/her by the Agricultural Production Advisor (APA).

Qualification and Work Experience:

1) First Degree in Agricultural Science, Agricultural Production, Agronomy, Crop Science, Horticulture.

2) A minimum of 5 years post-qualification experience in addition to at least years in the implementation of productivity enhancement projects using participatory approaches in Extension services and gender msinstreasning.

3) Proven experience and record in the field of project implementation of productivity projects.

4) Excellent writing and communication skills in the English language.

5) Must be computer literate and conversant with the use of simple computer packages.

6) Good knowledge/experience of rural development challenges and dynamics.

Background
The Federal Republic of Nigeria, through the Department of Climate Change in the Federal Ministry of Environment, submitted a Readiness Proposal to the Green Climate Fund (GCF) for a project to build capacity to advance National Adaptation Plan (NAP) process in Nigeria. The Proposal has been approved with the UN Environment as the Delivery Partner for the project, with the role of supporting and overseeing the project implementation.

The project entitled “Strengthening Nigeria’s Capacity to Advance the NAP Process” will be implemented by a small project team headed by a National Coordinator. The new NAP project will support multi-sectoral, medium- to long-term adaptation planning and budgeting in Nigeria and promote the integration of climate change adaptation aspects into development planning processes and policies. Systems for developing and sharing climate risk and vulnerability information will be reinforced, and sustainable financing mechanisms for climate change adaptation initiatives are set to be developed.

The Paris Agreement (2015) in its global goal on adaptation (Article 7) brought new elements and dimension to the climate change adaptation. Namely, enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change. with a view to contributing to sustainable development and ensuring an adequate adaptation response in the context of the global temperature limit of less than 2°C. The UNFCCC’s Least Developed Expert Group (LEG) on adaptation released Guidelines for National Adaptation Plans (December 2012). Furthermore, the Green Climate Fund (GCF) has issued guidance on adaptation planning approaches.



Job Description

Keep the accounting records of the project;

General Requirements For Nigeria Police Recruitment 2020
Applicants must have passion for a career in the Nigeria police force and must satisfy the following general requirements
a. Applicants shall be of Nigerian origin by birth and possess Nation Identity Number (NIN)

b. Applicants must possess a minimum of 5 credit in not more than 2 sittings in WASSCE/NECO/GCE/NABTEB with credit passes in English and mathematics

c. Applicants must be aged between 17-25 years

d. Applicants must be medically, physically and psychologically fit and must not be less tha 1.67m tall for male and 1.64m tall for femal

e. Applicants must not have less than 86cm (34inches) expanded chest measurement (for male only)

f. Female applicants must not be pregnant at the time of recruitment

g. Applicants must be free from any pecuniary embarrassment

h. Applicants must print their completed online forms, guarantor forms and submit same at the examination/ screening and recruitment centres

Applicants that meet the requirements from the online registration would be invited for physical screening at all state commands, including FCT command from 24th August, 2020 to 30th August, 2020
The names of successful candidates will be published in the National Newspapers on 14th September, 2020 and other platform
A candidate who is suffering from any one of the underlisted abnormalities or deformities shall not be accepted for enlistment into the Nigeria Police Force
a. impediment in speech

b. Gross malformation of teeth or jaw preventing proper mastication of food

c. Knock knees

d. Bow legs

e. Bent knees, i.e knees which can not be straightened when standing at attention

f. Deformed hands which can not perform the full functions of the hand

g. Defective eyesight or squints eyes

h. Amputation of any part of the body

d. BioData and Contact Page: Fill your surname, first name and middle name in identical terms with your BVN information

e. Education and Programme Page: Kindly indicate if you have received education or not. The N-Power programme is open to all.

i. The N-Teach and N-Health sub-programmes are however open to only graduates.

N-POWER VOLUNTEER CORPS
The N-Power Volunteer Corps is the post-tertiary engagement initiative for Nigerians between 18 and 35. It is a paid volunteering programme of a 2-year duration. The graduates will undertake their primary tasks in identified public services within their proximate communities.

All N-Power Volunteers are entitled to computing devices that will contain information necessary for their specific engagement, as well as information for their continuous training and development.
