AMOTEKUN:
(A Clarion Call for South-East to Adopt "Enugu Forest Guards" model for Regional Security).

By:
Henry Nnanna Okeke, Esq. 10/01/2020.

*The question is "Should the South East not have South East Forest Guards Network or "Amaefula" Operation?*

Security and Welfare of the people remains the primary purpose of Government as enshrined in section 14(2) of the 1999 Constitution. Primarily, this means that security and welfare of the people is at the center of the entire concept of Government.

*Amotekun Operation *

In a bid to unanimously combat Insecurity in the region, the South West States of Nigeria officially launched a security formation code named "Operation Amotekun" on January 9th, 2020.

Amotekun Operation as a child of necessity is a regional effort birthed to assist the conventional police force in crime control and prevention.
Legally, Amotekun Operation is a larger scale compliance to section 20 of the Administration of Criminal Justice Act 2015. According to section 20 ACJA, "A private person may arrest a suspect in Nigeria who in his presence commits an offence, or whom he reasonably suspects of having committed an offence for which the police is entitled to arrest without a warrant."

Therefore, the Western Nigeria Security Network (WNSN) otherwise know as “Amotekun” is a lawful innovation by the Governors Rotimi Akeredolu (Ondo) Seyi Makinde (Oyo), Gboyega Oyetola (Osun), Babajide Sanwo-Olu (Lagos) , Kayode Fayemi (Ekiti) and Dapo Abiodun (Ogun).

*Enugu Forest Guards*

Enugu State Government under the able leadership of Governor Ifeanyi Ugwuanyi have demonstrated absolute commitment towards security, safety and welfare of the people. Evidently, the Governor of Enugu State understands the primary purpose of government when he boldly introduced and adequately funded the Enugu State Forest Guards and other security approaches that has brought tremendous security confidence to Enugu State residents and her visitors.

The Forest Guards initiative of Governor Ifeanyi Ugwuanyi administration is the first of it kind in Nigeria. Through a transparent recruitment process by the DSS, adequate funding by the Governor, operational formation and synergy with the Police, Air Force and other security agencies, the Enugu State Forest Guards initiative is today a success story worthy of emulation.

* South East State's Collaboration*

Although the Governors of the South East have met severally at the Enugu Government House to chat a road map for security of the region, there is now need for "walking the talk".

The peculiar forestation of the South East States ordinarily calls for regional security efforts. A careful study of the region and her security issues have revealed that the forests have routes to and fro each State. For instance, local hunters in the olden days could move from Awgu forest in Enugu State to Okigwe forest in Imo State within hours. Oji River forest in Enugu State has a route to and fro Awka forest in Anambra state. From Amechi Idodo - Nkalagu Forest is connecting Ebonyi and Enugu State. The proximity of our forests and the mode of operations of criminal elements in the region obviously requires a holistic adoption of the Enugu State Forest Guards model.

Call it South East Forest Guards or " Operation Amaefula", a regional effort to secure our people and their farmland is highly recommended at this juncture. This is more so when we consider the fact that criminal elements in the South West Forests will certainly relocate to safer forests as Amotekun Operation kicks off in essence.

Therefore, this is a clarion call for the people and government of South East States of Abia, Anambra, Ebonyi, and Imo State to urgently adopt and expand the Governor Ifeanyi Ugwuanyi's already successful Forest Guards initiative for maximum security of the South East region. This is imperative in view of the likelihood of metamorphosis of our current federal police to state/regional police. The South West is deliberately prepared for the restructuring of our national security apparatus hence the birth of Western Nigeria Security Network (WNSN) otherwise known as "Amotekun Operation".

*The question remains, Should the South East not have South East Forest Guards Network otherwise known as "Amaefula" Operation?*

Following the different news dished out from different angles today concerning 2023 where Goodluck Jonathan was forced to issue a statement through his Personal assistant " that he was not under compulsion to contest and Tinubu had to issue another state after meeting with Buhari about 2023 one is coerced to simulate how the 2023 election will election and contest will likely Play out among the 2 southern Gladiators

Goodluck Ebele Azikiwe Jonathan
GCFR, GCON is a Nigerian politician who served as the President of Nigeria from 2010 to 2015. Prior to that, he served as Vice-President of Nigeria from 2007 to 2010 and as Governor of Bayelsa State from 2005 to 2007.

Bola Ahmed Adekunle Tinubu
is a Nigerian politician who was elected senator for the Lagos West Constituency in Lagos State, Nigeria in 1993. The election was just prior to a military take-over in December 1993

This is the former East vs former West

Jonathan is likely to choose his Vice from the North west and will likely secure the votes of the South East , South South parts of the Middle Belt and parts of the North East while his popular Vice president will secure the North west

Tinubu is believed to have the South west in hsi grip depending on where he chooses his vice , he might secure votes from the core North parts of middle belt and parts of the Borno and Yobe

The Minister of Labour and Employment , Dr
Chris Ngige , has enjoined the Igbo to show
mass presence in the All Progressives
Congress .

He said the APC was the easiest political
platform the South -East geopolitical zone
could use to ascend to the presidency of the
country .

This was coming a day after a close ally of
the President, Major General Muhammadu
Buhari ( retd . ) , Mallam Ismaila Funtua , said
any Igbo who wanted to be President
should join the ruling APC.

Funtua , who featured on Arise Television ’ s
The Morning Show on Saturday , had said ,
“They ( Igbo ) should belong. They should
join the party . They want to do things on
their own and because they are Igbos , we
should dash them the president ? That was
the reason I asked : is it ‘ Turn By Turn
Nigeria Limited ’?”

“If the Igbo want to be President, then they
must belong. If you don ’ t belong, then you
can ’ t be the President . That is the issue and
we have seen it with MKO Abiola of blessed
memory. He went out of his way , he

Voicing the same opinion , Ngige , while
speaking with APC members on Sunday in
Alor, Idemili South Local Government Area
of Anambra State , said Buhari had shown
enough goodwill to the South -East that the
area should support him by showing heavy
presence in the APC.

The minister had on the occasion shared
3, 700 bags of rice , grinding machines ,
generators, sewing machines to party
members at various levels in the state .
Cash and food were also shared on the
occasion .

Ngige vowed that the APC would take over
Anambra State in the 2021 governorship
poll as a pilot demonstration of
overwhelming acceptance of the party in
the zone .

He said , “ The roads which my
administration constructed in 2004 are what
people are still using today . The All
Progressives Grand Alliance has failed us.
2021 is my last fight.

They beg for everything, they beg for Biafra, they beg for presidency and they even beg Niger Delta to join them in Biafra, what is the desperation about?
I personally will never vote for a criminal to become the president of this country so please stop begging because we know you are all criminals.

2023: "Nigerians Should Support The Emergence Of Nigerian President of Igbo Extraction" - Igbo Leaders

Igbo Leaders have asked other ethnic nationalities and zones to support the emergence of a Nigerian President of Igbo extraction in 2023.

The leaders noted that this should be as a matter of justice, equity and fairness because in the history of Nigerian democracy, the Igbo who are one of the tripod of the country has not produced a President.

The Igbo Leaders made this known in a communique issued after the 5th World Igbo Summit held from January 2, to January 4, 2020 at Gregory University, Uturu, Abia State.

Igbere TV gathered that the event was attended by eminent sons and daughters of Ala Igbo.

Among those in attendance were Chief John Nnia Nwodo, the President-General, Ohanaeze Ndigbo, Navy Commordore Ebitu Ukiwe(Rtd), former Chief of General Staff, Senator Anyim Pius Anyim, former Senate President and Secretary to the Federal Government, His Excellency, Ambassador George Obiozor, former Ambassador to the United States of America, His Excellency, Chief Chukwuemeka Ezeife, former Governor ofAnambra State, His Excellency, Prof Okwesilieze Nwodo, former Governor of Enugu State, Prof Chinedu Nebo former Minister of Power and Vice-Chancellor, University of Nigeria, Nsukka and Federal University Oye Ekiti, Mazi Sam Ohuabunwa, President, Pharmaceutical Society of Nigeria etc.
The keynote address was delivered by His Excellency, Ambassador Humphrey Orjako, former Permanent Representative of Nigeria to United Nations and other International
organizations at Geneva and Ambassador to Switzerland.

The Summit noted as follows;

1. For Nigeria’s survival, the country has to chose from three options:
i. To retain the dysfunctional status quo
ii. To balkanize the country through a rash of successions
iii. Reset or restructure the country to its federal origin
2. The Igbo have cause to lead the campaign for a restructured Nigeria.
3. That the restructuring process should start with the restructuring of the social, cultural,
political and economic systems of Alaigbo
4. The need for future Igbo generations to internalize our own narrative of how we got
where we are and where we wish to go.
5. In the history of Nigerian democracy, the Igbo who are one of the tripod of the
country has not produced a President.
6. The urgent need to resume the outreach programme to other ethnic nationalities and
zones of the country with a view to achieving support for the Nigerian President of Igbo extraction and restructuring of Nigeria.
In view of the foregoing, the Summit resolved as follows;
1. Ndi Igbo should pursue both restructuring of Nigeria and emergence of Nigerian
President of Igbo extraction as both are not mutually exclusive
2. Other ethnic nationalities and zones, should as a matter of justice, equity and fairness,
support the emergence of a Nigerian President of Igbo extraction in 2023.
3. The leadership of all political parties, should as a matter of justice, equity and fairness,
cede the nomination of their Presidential candidates to the South-East.
4. That the President-General should in consultation with Ime-obi constitute a Pan-Igbo organizing Committee to develop and pursue a sustainable strategic plan of action for the “handshake outreach” across Nigeria.
5. The handshake programme should cumulate in a grand finale during which the harmonized positions of the alliance zones would be adopted and publicized as a basis of a joint bill of the people to the National Assembly to pass into law and use as a document for convoking a national conference for restructuring.
6. The alliance zones would use the harmonized positions to commence the arduous task of lobbying and working with politicians, political parties, interest groups and other stakeholders to come on board the movement for restructured Nigeria.
7. On its part, Ohaneze Ndigbo will sustain a vigorous publicity, press campaigns,
sustained education and mobilization of the electorates and encourage peaceful mass
rallies in support of the restructuring project.
8. In pursuit of these demands and rights, all these resolutions will be done in accordance
with the principles of municipal and international laws and best practices.
9. The Summit thanked Gregory University, Uturu and the Conveners for their immense
contributions and service to the Igbo nation.
