The Nigerian Labour Congress (NLC) has advised President Bola Tinubu to invite the leadership of the protests movement for discussions on their grievances, adding that millions of Nigerians are angry about the state of the national economy. Recently, security agencies have been hunting leaders and promoters of the upcoming nationwide protest, 'Day of Rage' against economic hardship in the country. The protest, tagged: #EndBadGovernanceInNigeria, which has been scheduled for August aims to address the country's governance challenges. The NLC in a statement issued on Monday, titled: "Mr. President Should Listen To The Cry Of The People," told President Tinubu that a situation where most Nigerian families are forced to eat one miserable meal a day and eating from the dustbin was now seen as luxury, demands serious intervention by government. The NLC in the statement signed by its President NLC, Joe Ajaero, said that the recent country living standards index assessment by the National Bureau of Statistics (NBS), established that about 133 million Nigerians live below extreme poverty lines, has collaborated the dire situation of the country. Ajaero also cited the International Rescue Committee (IRC) report which posits that in the first three quarters of 2024, about 32 million Nigerians have been exposed to acute hunger. "When this statistics is added to the millions that are being recruited into the armies of the unemployed and under-employed Nigerians, one can easily situate the hardship, pain, frustrations and despair that many Nigerians are going through right now. The truth is that Nigerians have been hard pushed and super pressed right against the walls of deep deprivation and acute want," he stated. "It is, therefore, condescending and dismissive to describe the daily brutish ordeal that Nigerians are going through as a sponsored political dissent," the NLC President stated. "Even if it is so, it is still within the confines of citizens’ rights to protest on political grounds. Just that the current unease in the country does not need political motivation to spark and splurge. "All that the hurting citizens demand from their government is a listening ear and an empathetic heart. Maybe, that is what the organisers of the protest are looking for given their continued notices on different social media platforms," he suggested. Ajaero explained that it would be very difficult to tell a Nigerian who has lost his or her job due to the current economic downturn to maintain their cool. "It is very tough to advise a nursing mother who is unsure where the next meal for her suckling child to be at ease. It is a herculean task to demand patience from a youth who has been out of school for the past six years without a job and is burdened with aged parents to cater for. "During this very difficult times, the right of Nigerians to complain must be fully respected. The Organised Labour movement led by the Nigeria Labour Congress has had cause in recent times to protest against the crushing suffering in the land brought about by the harsh economic policies of government including the astronomical hike in the price of refined petroleum products, the increase in the cost of electricity cum the unavailability of the same, the unconscientious raise and duplication of user access charges to most public utilities including hospital treatment, water, waste disposal and general spike in the cost of living. "It is the well-considered position of the Congress that bellicosity and hostility towards the protesters and other aggrieved Nigerians do not offer any tangible remedy either to the pain endured by the populace or the frustrations of having so little in a country where a few privileged persons are living in obscene luxury especially at the expense of the majority. "These are dire times. Nigerians are angry," NLC President reminded President Tinubu. "The times require government to “jaw jaw” and not “war war” with Nigerians. The truth is that you cannot smack a child and at the same time ask the child not to cry. Chukwudi Akasike and Daniel Adaji The United Nations has again predicted that 82 million Nigerians, about 64 per cent of the country’s population, may go hungry by 2030, calling on the government to tackle climate change, pest infestations, and other threats to agricultural productivity. The prediction comes in the wake of a persistent hike in food prices in the country. According to the National Bureau of Statistics, Nigeria’s food inflation rate hit a record high of 40.66 per cent in May 2024, surpassing the previous month’s 40.53 increase. This surge represents the largest year-on-year increase in food prices since records began in 1996. Historically, food inflation in Nigeria has averaged 13.42 per cent, with the lowest point of -17.50 per cent in January 2000. In 2023, the Food and Agriculture Organisation predicted that no fewer than 2.6 million Nigerians in Borno, Sokoto and Zamfara states, and the FCT may face a food crisis between June and August 2024. According to a government-led Cadre Harmonisé analysis released in March, 2024, approximately 4.8 million people in Borno, Adamawa and Yobe states are experiencing severe food insecurity, the highest level in seven years. Also, as Nigerian workers commemorated the 2024 May Day, Organised Labour expressed concern about the country’s rising food prices and fuel scarcity, saying that the current situation threatened the survival of workers. A Senior Advocate of Nigeria, Olisa Agbakoba, also recently warned that a hunger riot might soon break out in Nigeria, calling on the Federal Government to act fast. Speaking recently at the launch of CropWatch in Abuja, the Resident Humanitarian Coordinator of the Food and Agriculture Organisation, represented by one of the UN officials, Taofiq Braimoh, said, “The government of Nigeria, in collaboration with others, conducts an annual food security survey. This year’s results are alarming: approximately 22 million Nigerians will face food insecurity in 2023, and around 80-82 million are at risk of severe food insecurity by 2030. "Nigeria, like many countries, grapples with food insecurity, climate change, unreliable water patterns, pest infestations, and other threats to agricultural productivity. As an agrarian society, our farms’ success directly impacts food availability for our population. Leveraging technology is crucial to strengthening our agriculture sector and ensuring food security.” He stressed that satellite-based crop monitoring provided real-time data on crop conditions, enabling farmers and policymakers to make informed decisions and optimise agricultural practices. He noted that the technology could help expedite the accomplishment of sustainable development goals in food and agriculture. ‘Climate change fuelling high hunger rate’ An agricultural economist from the Centre for Agricultural Development and Sustainable Environment at the Federal University of Agriculture, Abeokuta, Tobi Awolope, attributed the high hunger rate in Nigeria to climate change, which has severely affected smallholder farmers, the main players in food production. Awolope, who spoke to our correspondent on Friday, noted that those farmers had a low adaptive capacity to cope with the effects of climate change, such as irregular rainfall patterns and lack of irrigation. "Climate change has reversed the progress towards achieving Sustainable Development Goals 1 and 2, which aim to eradicate poverty and hunger. Smallholder farmers are struggling to adapt to the changing climate, and this has led to declining food availability and rising prices,” she said. She emphasised the need for government support for farmers, including subsidising production inputs, and providing technology and irrigation assistance. “Farmers cannot mitigate the effects of climate change alone. The government needs to step in and support them to ensure food security,” she stated. Awolope also stressed the importance of utilising research recommendations to inform policy decisions, saying, “This is not the time to leave research output on the shelf. We need to use those recommendations to make informed decisions that will support our farmers and ensure food availability.” Transform agriculture with science, technology — Expert Meanwhile, the Director General of the National Space Research and Development Agency, Dr Adepoju Mathew, highlighted the importance of science, technology, and innovation in advancing agricultural development and food security. “The world population is projected to reach 9.5 billion by 2050, and food production must increase by 70 per cent to meet this demand. “Space science, technology, and innovation play a crucial role in transforming agriculture and enhancing food security,” he added. UN report reflects real situation— Farmers Speaking with Saturday PUNCH, the National Secretary of the All Farmers Association of Nigeria, Dr Yinusu Alidu, said the UN report should be taken seriously, noting that it reflects the real situation in the country. He said, “What the UN said is trending at the moment, because it reflects the real situation in the country. It is not magic; the UN is only gathering reports, and speaking to the current situation. They are using global warming, climate change, insecurity, and other factors to make the report. People like us on the field know already that the UN’s report is becoming real. "This is July and there is not enough rain yet. Weather forecast experts have predicted that there is going to be a drought. They predicted that there was going to be a short rain period, and that rain may not fall after August. They advised farmers to plant crops that will yield and mature fast. If not, the crops will be stunted and will not yield well. If people use conventional modes of planting, their farms will be affected by drought.” Alidu urged the government to act on the report to prevent a food crisis. He said, “It is the responsibility of the government to prevent a food crisis. The government should encourage irrigation farming systems. The government needs to create dams and channel waste water for farming purposes. Water is being wasted a lot. This is the right time for the government to be serious about off-season farming. Seventy per cent of crops grown in Nigeria are planted with direct rain; few people use irrigation systems. The government has a responsibility to make farming easy for farmers. They should support the irrigation system. "I don’t know why the government is taking a lackadaisical approach to farming. Maybe they believe they have the money to buy anything they want, regardless of the price, because they have money. What about the average Nigerian? I would only advise farmers to be smart and fast in farming.” ‘UN report reflection of govt failure’ Also speaking with our correspondent, the President of Integrated Agricultural Services, South-West, Mr Adeyemi Adejare, described the UN’s report as a pointer to the government’s failures in supporting agriculture and farmers. Adejare said Nigeria was already witnessing a shortage of food, saying only aggressive farming could help Nigeria out of the crisis. He said, “The only way to avert the UN’s prediction is to engage in aggressive farming, and get genuine support from the government. Nigeria is facing food insecurity already, so we can’t shy away from what the UN said. It is a pointer to the government’s failure to support agriculture. "The food industries and our farming system must reach a sustainable level to avert the prediction, and that requires a holistic approach. We need to discard the old farming, storing, and processing systems. Government at all levels must be genuinely committed to promoting agriculture. “The government must empower farmers and encourage mechanised farming for the youth. The government must also provide soft loans and subsidise farming inplements for genuine farmers.” Adejare noted that the UN report was correct, adding that the nation must take proactive actions to end food insecurity. He said, “The UN report is correct. Currently, it will take Nigeria 30 uninterrupted farming and harvesting seasons to achieve food security, because of the shortage we have already. “The government has not been fair to farmers. The northern farmers are enjoying little benefits from the government, but the South-West governors are not helping the farmers at all. Chukwudi Akasike and Olufemi Adediran Govs unfriendly, some states yet to pay N30, 000 approved five years ago – NLC States should be allowed to negotiate with workers, govs insist Organised Labour, including the Nigeria Labour Congress and the Trade Union Congress, has rejected the proposal of the Southern Governors’ Forum to decentralise minimum wage negotiations to state governments. The NLC condemned the proposal as “unfriendly and anti-worker”, noting that allowing states to determine their minimum wages would be detrimental to workers’ welfare. On Friday, The PUNCH had reported that the Southern Governors’ Forum sought for states to be allowed to negotiate the minimum wage for workers independently. At the end of a meeting held on Monday at the Ogun State Presidential Lodge in Abeokuta, the forum resolved that wages should be reflective of the cost of living. This was revealed in a communique issued from the meeting and signed by the newly-appointed Chairman of the forum, Governor Dapo Abiodun of Ogun State; and Vice-Chairman, Prof Charles Soludo of Anambra State. The meeting was attended by Governors Seyi Makinde of Oyo State; Babajide Sanwo-Olu of Lagos; Godwin Obaseki of Edo; Hope Uzodinma of Imo; Abiodun Oyebanji of Ekiti; Duoye Diri of Bayelsa; Ademola Adeleke of Osun; Umo Eno of Akwa Ibom; Siminalayi Fubara of Rivers; and Bassey Otu of Cross River. Other attendees included Governors Francis Nwifuru of Ebonyi State; Lucky Aiyedatiwa of Ondo; Peter Mbah of Enugu; Sheriff Oborevwori of Delta State; and Alex Otti of Abia State. “The forum discussed the minimum wage demanded by Labour and unanimously agreed that the minimum wage should be reflective of the cost of living, and that each state should be allowed to negotiate its minimum wage,” the communique stated. Meanwhile, the Presidency had on Monday appealed to Nigerians not to put unnecessary pressure on the President, assuring them that the Federal Government would transmit the proposed bill on the new minimum wage to the National Assembly once it was ready. The Special Adviser to the President on Information and Strategy, Bayo Onanuga, made the plea in a terse statement sent to The PUNCH on Thursday. “People should be patient,” he stated. While Organised Labour is adamant about its N250,000 minimum wage demand, the state governors said that paying even the N62,000 proposed by the Federal Government would plunge many states into debt. This was even as President Bola Tinubu demanded more time for consultation on Wednesday. Labour insists on national minimum wage Reacting to the proposal of the governors, the National Treasurer of the NLC, Akeem Ambali, in an interview with Saturday PUNCH, insisted that the governors had no power to negotiate the new minimum wage. He added that the governors were compelled by law to implement the new national minimum wage. Ambali advised the governors to stop trying to strong-arm the Federal Government and labour with their request to negotiate with labour individually, and rather focus on how they would implement the national minimum wage when it is approved. Ambali noted that it was regrettable that labour had to always resort to strike actions to get the government to yield to its demands. He asked the governors make public how much they earn, and subject it to negotiations. He said, “Traditionally, the minimum wage is a national issue; it is not a sub-national negotiation. That is the essence of the Minimum Wage Act, and the law is clear. Governors don’t have the power to negotiate the minimum wage. What they can only negotiate are other allowances, but the minimum wage is a social protection content, and it is not only applicable to Nigeria. "My advice for the governors is that they should prepare their balance sheet and look at how to implement the national minimum wage once it is approved. They should not stress themselves with the issue of negotiating with Labour on a state level. After all, we have seen what happened in Zamfara, where they refused to pay the current minimum wage (N30,000) until Labour issued an ultimatum, and they quickly started paying. Some states are still not paying the current minimum wage. We know what happened in Anambra, which is the state of the Vice Chairman of the Southern Governors’ Forum, Charles Soludo. When you look at all that, you will realise that some of them (governors) may not have good intentions. In fact, the majority of them are not labour-friendly and they are not pro-workers.” Ambali further urged President Bola Tinubu to go ahead and recommend the new minimum wage to the National Assembly after consultation with Organised Labour on the agreement. "It is a tripartite committee. Two are on the same page, because they are employers, and the two cumulatively amount to one, because they are both employees. It is only the employees that are agitating, because they are the ones that feel the pinch; they know where it hurts. Mr President should concentrate his energy on engaging Labour with realistic data and statistics, which can be obtained from the Federal Bureau of Statistics. How much does it take to feed a family in a month? We should be guided by that. Once we are able to do that and we are sincere about it, the president can then engage labour, and we will resolve this amicably,” he added. Speaking on the governors who were still defaulting, Ambali said, “While we commend those who are paying the minimum wage, we also condemn those who are not paying, because they are earning their own fantastic salaries. Maybe the option will eventually be to refer salary payment of governors to the minimum wage as well, so we can also put it up for debate by a committee. Once we are able to do that, nobody will have the effrontery to say they want to first negotiate with workers at the governors’ level” The labour leader also said it was looking as though the Organised Private Sector was being influenced by the government. He noted that when the negotiations began, the OPS stated that no one earned less than N93,000 in any private establishment. He stated that it was shocking that those same people now wanted to pay less than N70,000. He added, “This is because of the influence of some of the governors, who tried to cajole them to fall in line. Igbokwe said some people have resorted to witchcraft and “monitoring spirits” against Tinubu. He pointed out that Tinubu is being monitored to know if he would fall again or make mistakes anywhere he goes. Posting on his Facebook page, Igbokwe said such monitoring will continue for eight years. He wrote: “Some people have turned to monitoring spirits. They follow PBAT anywhere he goes to see if he will make mistakes, if he will fall down or if he will be received very well in any country he goes to. The American Airlines’ Chief Executive Officer, Robert Isom, has said that the removal of several Black passengers from a flight is unacceptable. Isom said this as the American Airlines placed an unspecified number of employees on leave following an incident in which several Black passengers were removed from a flight in Phoenix, allegedly due to a complaint about body odour. AP quoted Isom as saying, "I am incredibly disappointed by what happened on that flight and the breakdown of our procedures," adding, "It contradicts our values. ... We fell short of our commitments and failed our customers in this incident." Last month, three Black passengers sued the airline, alleging they were removed from the January flight because of racial discrimination. They claimed a white male flight attendant had complained about an unidentified passenger’s body odor. The men, who did not know each other and were seated separately, were among eight passengers—all the Black men on the flight—who were asked to leave the plane. The passengers demanded an explanation for their removal during a confrontation with airline personnel in the jet bridge. At least one man recorded the discussion, capturing an airline employee seemingly agreeing that they had been discriminated against, according to the lawsuit. After about an hour, they were allowed back on the plane. American Airlines did not disclose the number or roles of the employees placed on leave. But a spokesperson stated, "We are holding those involved accountable, including removing team members from service." Isom announced the formation of an advisory group to enhance the experience of Black customers, promote the reporting of discrimination, and improve diversity training to address bias and discrimination. He also mentioned speaking with the president of the NAACP about the incident, though the civil rights group did not respond to a request for comment. This is not the first time American Airlines has faced allegations of discrimination. In 2017, the NAACP issued a travel advisory for Black passengers flying with the airline due to multiple discrimination complaints. Many Nigerians have declared their support for the proposed bills by 35 members of the House of Representatives seeking a single term of six years for the president and state governors as well rotation of the presidency among the country’s six geopolitical zones and rotation of the governorship among the three senatorial districts in the state. A spokesperson for the lawmakers under the auspices of the Reformed-minded Legislators, Ikenga Ugochinyere, said the proposal would reduce cost of governance, unite the country, and ensure a seamless transition and unprecedented development. Throwing their weight behind the bill, Nigerians argued that if passed into law, the bills would end agitations, redefine the country’s democracy and bring peace and equity. Some citizens however dismissed the proposal saying a single six-year tenure was not the way out for many problems besetting the country and would not change anything. With the second term arrangement, you hear arguments that we started projects that we want to complete, but with a six-year single tenure system, you start a project, and any time you leave, the incoming administration will continue from where you stopped. The Commissioner for Justice and Attorney General of Gombe State, Zubairu Umar, in an interview with The PUNCH on Tuesday, confirmed that the 36 states were challenging the Supreme Court’s jurisdiction to hear the local governments’ fund case. The suit, filed by the Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN), is slated to commence on Thursday (tomorrow). A seven-man panel of the apex court led by Justice Garba Lawal, had on May 30, 2024, given the state attorneys-general, who are the defendants, seven days to file their defence. The court also ordered all the state AGs to be in court on the adjourned date. Lawal issued the order while ruling in the application for abridgement of time argued by Fagbemi. The apex court also directed the AGF to file his reply upon receipt of the governors’ defence within two days. In the suit, the Federal Government is seeking full autonomy for all local government councils in the country over alleged misconduct in the administration of local government councils. The government specifically prayed the court to issue an order prohibiting state governors from embarking on unilateral, arbitrary and unlawful dissolution of democratically elected local government leaders. Fagbemi urged the court to grant an order to withhold the funds meant for the local governments in such states that unlawfully dissolve democratically elected local government officials and run them through illegal transitional implementation committees. He also prayed the Supreme Court for an order to allow the monthly allocations of LGs to be directly paid to them from the Federation Account in line with the provisions of the Constitution as against the alleged unlawful joint accounts created by governors. But the states in their defence argued that the Supreme Court had no jurisdiction to entertain the suit. In a unanimous objection, the defendants faulted the AGF for instituting the case. Speaking to The PUNCH on the states’ grounds for objection on Tuesday, the Gombe AG, Umar, said, “What we are contending is that the Supreme Court has no jurisdiction to entertain the suit, as presently instituted.” The justice commissioner explained that all the states filed similar objections to the suit, adding that the applications would be heard on Thursday. He stated, “All the 36 states have filed similar objections. The Honourable Attorney-General of the Federation has yesterday (Monday) filed his response to the states’ preliminary objections. The processes will be heard by the Supreme Court at its next sitting. Umar questioned the legal grounds for the case, describing autonomy as a non-issue in his state, asserting that the LGAs had financial autonomy. “On the side of Gombe State, local government autonomy is a non-issue because our local government councils are democratically elected and independently manage their finances that go directly into their accounts. They enjoy unfettered financial autonomy,” he added. In the same manner, the Kwara State Government said it had asked the Supreme Court to dismiss the suit filed by the Federal Government seeking full autonomy for the 774 local government councils in the country. In the process filed at the apex court, the state contended that granting the reliefs sought by the Federal Government, “will further impoverish most Nigerians who are downtrodden in the local government areas.” The objection was contained in the counter-affidavit to the Originating Summons of the Federal Government filed by the Kwara State Attorney-General and Commissioner for Justice, Senior Ibrahim-Sulyman, and obtained by the News Agency of Nigeria on Tuesday. The Kwara State AG asked the apex court to dismiss the originating summons filed by the Federal Government and the reliefs sought, in the interest of justice. The Kwara AG, who is the 23rd defendant in the case, further said the agitation of the plaintiff regarding joint account “is grossly misconceived and a contradiction to the provisions of section 162 (6) and ( of the Constitution.’’ The section, according to the AG, provides that funds meant for the local governments “must be allocated to the state in a special statutory account and shall, in turn, be distributed to all the LGs in the state in such terms as may be prescribed by the state House of Assembly.” He also argued that the misconception of the Federal Government should be nipped in the bud because of an earlier apex court decision in a similar case between Abia State and the AGF. He referred to the subsisting judgment of the court delivered by a former Supreme Court Justice, Late Justice Nikki Tobi, in the case, which held: “The National Assembly cannot validly make a law permitting the direct allocation of funds to the local government councils. “Rather, such money must be allocated directly to the state, which shall in turn pay same into the state joint local government account vide section 162 (6) of the Constitution.” Ibrahim-Sulyman argued that, going by the decision of the court, the Federal Government in the present case “is turning itself into performing the function of the legislature.’’ He contended, “The ideal thing is for the plaintiff to ensure that a bill is sponsored for the amendment of the constitution or a new statute to that effect. ‘’The plaintiff cannot use the back door of the judiciary to import into our law what is not legislated upon by the National Assembly.” The AG added that contrary to the position of the plaintiff, there was no time Kwara State failed to disburse from the federation account funds meant for the local government. https://punchng.com/scourt-begins-sitting-as-states-counter-fg-on-lg-funds/

In his Democracy Day broadcast on Wednesday, the President also celebrated other heroes including Chief Anthony Enahoro, Chief Abraham Adesanya, Commodore Dan Suleiman, Chief Arthur Nwankwo, Chief Chukwuemeka Ezeife, Admiral Ndubuisi Kanu, Chief Frank Kokori, and Chief Bola Ige, and other eminent Nigerians who made great sacrifices for the restoration of democracy in the country. The President urged Nigerians to beware of elements who might want to undermine the current democratic dispensation. He acknowledged the economic hardships in the country and expressed his commitment to supporting the citizens. We must continue with that choice now,’’ he counselled. Tinubu, a former prominent member of the National Democratic Coalition, which fought for democracy, insisted that democracy is the best form of government, regardless of how complicated it might be. He asked Nigerians to be wary of elements who may want to exploit the current economic challenges to destroy the nation’s democracy. Tinubu warned, “As Nigerians, we must remind ourselves that no matter how complicated democracy may be, it is the best form of governance in the long run. We must also be aware that there are those among us who will try to exploit current challenges to undermine, if not destroy, this democracy for which so much has already been given. "These people do this not to make things better but to subject all other people and things to their control and dominance until the point that, if you are not counted among their elite, then your life will be small and no longer owned by you. This is the great battle of our day and the major reason we especially celebrate this Democracy Day.” As a beneficiary of the democratic struggle, the President stated that he is morally and constitutionally obligated to uphold and preserve this valuable form of governance. Pledging to do whatever is necessary to cement democracy as a way of life, he noted, “I stand uniquely placed in this regard. I was among those who took the risk to midwife the birth of our democracy. I am now a direct and obvious beneficiary of the fruits of those historic efforts. “As president of this nation, I am morally and constitutionally bound to preserve this precious form of governance. I vow to do my utmost best to protect your rights, freedoms, and liberties as citizens of Nigeria. "Even more than that, I pledge to do whatever is necessary to cement democracy as our way of life. He justified the necessity of the various reforms his administration has instituted, saying, “Our economy has been in desperate need of reform for decades. It has been unbalanced because it was built on the flawed foundation of over-reliance on revenues from the exploitation of oil. “The reforms we have initiated are intended to create a stronger, better foundation for future growth. There is no doubt the reforms have occasioned hardship. "Yet, they are necessary repairs required to fix the economy over the long run so that everyone has access to economic opportunity, fair pay and compensation for his endeavour and labour. “As we continue to reform the economy, I shall always listen to the people and will never turn my back on you.” Tinubu stated that his administration will soon submit an executive bill to the National Assembly to codify the agreements reached in the ongoing minimum wage negotiations between Organized Labour, the private sector, and the state and Federal governments, which have been prolonged for weeks. According to him, the bill will make the agreed terms part of the nation’s law for the next five years or less. He noted, “In this spirit, we have negotiated in good faith and with open arms with organized labour on a new national minimum wage. We shall soon send an executive bill to the National Assembly to enshrine what has been agreed upon as part of our law for the next five years or less. “In the face of labour’s call for a national strike, we did not seek to oppress or crack down on the workers as a dictatorial government would have done. We chose the path of cooperation over conflict. "No one was arrested or threatened. Instead, the labour leadership was invited to break bread and negotiate toward a good-faith resolution. “Reasoned discussion and principled compromise are hallmarks of democracy. According to the Business news platform, the assessment was done by some European officials who alleged that the Kremlin is doing so to add extra manpower using the tactics first deployed by the Wagner mercenary group. The report added that Russia has been threatening not to extend the visas of African students and young workers unless they agree to join the military, according to officials familiar with the matter. Moscow has also been enlisting convicts from its prisons while some Africans in Russia on work visas have been detained and forced to decide between deportation or fighting, one European official said. Some of those people had been able to bribe officials to stay in the country and still avoid military service, said the official, who, like other people cited, spoke on condition of anonymity. Russia’s practice of sending migrants and students into battle under duress dates back to earlier in the war, another European official said. Those troops suffer especially high casualty rates because they are increasingly deployed in risky offensive maneuvers to protect more highly trained units, the official added. A spokeswoman for the Russian Foreign Ministry didn’t respond to an email seeking comment. According to reports citing Ukrainian intelligence, Russia has engaged in a global recruitment drive to enlist foreign mercenaries in at least 21 countries, including several nations in Africa. Army recruitment campaigns offer lucrative signing bonuses and salaries for those who’ll join up as contract soldiers. Recruiters have also targeted migrants and students who previously looked for employment in Russia, and in some cases have lured others over with promises of lucrative work before forcing them to train and deploy to the front. Russia’s ability to mobilize far greater numbers of troops could become a significant factor in the war as President Vladimir Putin seeks to capitalize on a shift in momentum this year. For now though, his forces have been grinding forward only slowly in northeastern Ukraine and suffering heavy losses, despite a shortage of troops and ammunition on the Ukrainian side. The Russian military lost more than 1,200 people a day during May, according to the UK Ministry of Defence, its highest casualty rate of the war. Since the beginning of the invasion, Russia has seen some 500,000 personnel killed or wounded, the UK estimates. Bloomberg is unable to independently verify these figures. At a meeting with foreign media in St. Petersburg late Wednesday, Putin appeared to imply that about 10,000 Russian troops a month are being killed or wounded and that Ukrainian losses are five times higher. While the Kremlin has failed to achieve a breakthrough on the battlefield, it has stepped up a bombing campaign against Kharkiv, Ukraine’s second-largest city. Western officials say those attacks appear designed to make the city uninhabitable. As he seeks to maintain public support in Russia, Putin has so far resisted a full-scale mobilisation and Russia says it has been able to make up a significant share of its losses — in terms of numbers if not the standard of the troops — through a voluntary recruitment drive that has attracted tens of thousands of people. The government in Kathmandu said earlier this year that it is aware of about 400 young Nepali men who have been recruited by Russia but many more have likely signed up without the government knowing. India’s decision to stop recruiting Nepalese Gurkhas for its army, ending a 200-year-old tradition, may have encouraged Nepalis to look for work in Russia and elsewhere. By Baba Martins President Bola Ahmed Tinubu has declared that the last one year has been a challenging time for the country. The President said he has been working, retooling and rejigging the financial system to bring prosperity and relief to Nigerians. President Tinubu who made the remarks at the inauguration of engineering infrastructure in Guzape District Lot II, in Abuja on Tuesday stated that his administration is prioritizing people-focused development by providing essential infrastructure and amenities that will improve the quality of life of the people. The President also named two roads in the Guzape area of Abuja after Africa’s literary giant, Chinua Achebe, and Jp Clark following the recommendation and appeal by the Federal Capital Territory, Minister Nyesom Wike. President Tinubu said: “Minister Nyesom Wike has provided exceptional leadership at a trying time for the country. It has been a very challenging time for us in the country. We are still retooling and rejigging our financial system to bring prosperity and relief to the people of this country. "You have demonstrated the capacity to build a team, lead a team, and deliver on promises. I commend you. The President who hinted that government will compensate those affected by the project, added that, “To all of you here, to the District Head of Guzape, and the representatives, litigation is not the answer. Compensation is the answer. “Development that is focused on the people for economic prosperity and benefits is what we should pursue.” In his remarks, the Minister of FCT, Wike, explained that the contract initially awarded in 2003 at the cost of N14 billion was divided into Lots 1 and 2 to Messrs Dantata & Sawoe Construction Company Nigeria Limited and Messrs Gilmor Engineering Limited. The Minister disclosed that the development of the district, which covers 32km of road, had been fraught with litigations, which, however, did not deter the progress of the project.
