By Ogaga Ariemu The Nigerian National Petroleum Company Limited, NNPCL, has reduced the price of Premium Motor Spirit (petrol) across its retail outlets in the Federal Capital Territory, Abuja, DAILY POST reports. DAILY POST correspondents who visited NNPCL retail outlets observed that the petrol pump price was reduced from N1,060 to N1,040 per litre. This represents a reduction of N20. “The price was reduced to N1,040 per litre from N1,060 on Saturday morning,” a filling station attendant at the NNPCL retail outlet along Kubwa expressway told DAILY POST. A motorist, Ezekiel Njoku, confirmed the development to DAILY POST. “The reduction of N20 is significant. We need further fuel price reductions in the coming days,” he said. With the price cut, Nigerians will now buy petrol at N1,040 per litre at NNPCL filling stations, while prices remain within N1,115 per litre at other filling stations, depending on the location. This development comes barely three weeks after the state-owned Port Harcourt refinery began producing petroleum products in November 2024. The former Managing Director of NNPCL Retail, Prof. Billy Okoye, had earlier speculated that a fuel price reduction was imminent with the commencement of production at the Port Harcourt refinery. Transition process unclear but ‘we should dare to hope’ H A Hellyer, a senior associate fellow at the Royal United Services Institute, said now the situation is settling down on the ground in Syria, questions will turn to the political transition process and whether the disparate groups that make up the opposition can work together. “There was certainly coordination over the last week and before that in order to accomplish the advance that we’ve seen quite dramatically unfold,” he told Al Jazeera from Doha, Qatar. “The real questions are going to be: OK there’s going to be a transitional government, there’s going to be a transitional process – is everybody buying into that process straight away? How do you bring people in? How do you make sure the tent is wide enough so there aren’t spoilers from the outside?” Hellyer said any transition process will have to involve all of Syria’s minority communities, and that it was encouraging to see that large-scale disorder or major attacks on minorities have so far not taken place. “If people can perceive the transition going forward as one that takes on board all of these communities, and isn’t just for one or two, then that’s going to be positive for any eventual transition,” he said. “The problem in every transition from a dictatorial, autocratic, or authoritarian regime is that people don’t feel that they have buy-in into the process. David Umahi has claimed that those criticizing the reform of President Bola Tinubu were doing that out of jealousy and should be considered as enemies of Nigeria. He said this while assuring that the current reform embarked upon by President Tinubu will reposition the economy in good time. Umahi spoke on the sideline of an investigative public hearing by the Senate Committee on Works in Abuja on Friday, noting that the reform is understood to all those heading various sectors of the economy and they are all working towards actualising it. Speaking on the controversy surrounding the Lagos – Calabar coastal project, Umahi said the criticism is “borne out of envy and jealousy”. “Mr. President had this dream of making Nigeria better for the past 25 years as a governor and now God has given him the opportunity to serve the country and to actualize his dream so he has no choice than to perform” “It’s very rare for a president to agree to continue the whole project of his predecessor,” he said. By Ogaga Ariemu There are indications of a looming debt crisis as Nigeria’s external debt may rise to $45.1 billion by the end of 2024, with the Federal Government planning to secure additional external funding. This follows a report from the Debt Management Office (DMO), which revealed that the country’s external debt stock increased by $780 million in the second quarter of 2024, growing from $42.12 billion in March to $42.9 billion by June 2024. Last Thursday, the Federal Executive Council (FEC) approved a $2.2 billion external borrowing plan as part of the Federal Government’s 2024 Appropriation Act financing programme. Speaking on the fresh borrowing plan, the Minister of Finance, Wale Edun, during a briefing after the FEC meeting, stated that it comprises Eurobond and Sukuk offerings, valued at $1.7 billion and $500 million, respectively. He added that Nigeria’s ability to access the international capital market indicates acceptance and support for President Bola Ahmed Tinubu’s economic reforms. With the additional borrowing plan of $2.2 billion, the country’s external debt is projected to reach $45.1 billion by the end of 2024. However, the borrowing plans come at a time when Nigeria spent $3.58 billion servicing its foreign debt in the first nine months of 2024, a 39.77 percent increase from the $2.56 billion spent during the same period in 2023, according to data from the Central Bank of Nigeria. Recall that the DMO reported in October 2024 that Nigeria’s total debt stock had risen to N134.3 trillion by the end of June 2024. Tinubu will attend the Joint Arab-Islamic Summit, which will focus on the current situation in the Middle East. By Casmir Nwankwo The newly elected chairman of Ogbaru Local Government Area in Anambra State, Franklin Okechukwu Nwadialo, has been arrested by the FBI upon his arrival in Texas over an alleged $3.3 million romance scam. According to documents from the FBI circulated on social media, the charges, announced by U.S. Attorney Gorman, allege that Nwadialo orchestrated a romance scam targeting U.S. victims, defrauding them of over $3.3 million in total. According to the indictment, Nwadialo allegedly created multiple online personas, using them to fabricate personal crises and solicit financial assistance from unsuspecting victims. Gorman detailed several examples, stating that in 2020, Nwadialo claimed to be a military officer who had been fined $150,000 for revealing his location to one victim. Under this pretence, he convinced the victim to assist him in paying off the “fine,” ultimately defrauding the individual of approximately $2.4 million. In another instance, Nwadialo allegedly convinced a second victim in 2019 to help him move funds from U.S. bank accounts to accounts controlled by himself and his co-schemers, claiming that the transfer was necessary due to his father’s passing. This individual reportedly transferred at least $330,000. A third victim, believing that she was investing through Nwadialo, transferred $270,000 into a cryptocurrency account he controlled. Nwadialo is said to have manipulated this victim by convincing her that a check she had received from another individual represented profits from her investments. At his urging, she reinvested the funds into his account, unaware of the fraudulent scheme. In August 2020, Nwadialo allegedly targeted a fourth victim he had met on an online dating platform. He reportedly fabricated stories about family emergencies, including his father’s funeral expenses and his son’s school tuition, prompting the victim to send him at least $310,000. The indictment lists fourteen counts of wire fraud related to communications and the wiring of funds from these victims to accounts managed by Nwadialo and his co-schemers. Each count carries a potential sentence of up to twenty years in prison. Gorman emphasized that these charges are only allegations, noting that Nwadialo is presumed innocent until proven guilty in court. The FBI, which has been investigating the case, arrested Nwadialo upon his arrival in the United States. Assistant United States, Attorney Sok Jiang is leading the prosecution. The arrest has sparked significant concern in Anambra State, where Nwadialo’s recent election as Ogbaru LGA chairman had inspired optimism about new leadership. Daily Trust reports that Olakanle, popularly known as Tant’olorun, died four years after his predecessor, Babatunde Oke, passed away while in office in August, 2020. Olakanle, then Vice Chairman, stepped in after he was sworn in by Governor Babajide Sanwo-Olu. Lucky smiled on him as he was elected to serve a three-year tenure in 2021. He was among the 57 Chairmen sworn in by Sanwo-Olu on July 27, 2021, after the ruling All Progressives Congress (APC) swept the council polls. However, the LCDA boss reportedly died on Saturday after a brief illness at the age of 54. Sanwo-Olu Mourns Sanwo-Olu, in a condolence message signed by his Special Adviser (SA) on Media and Publicity, Gboyega Akosile, described Olakanle’s death as a colossal loss to Onigbongbo LCDA, the ruling APC, and Lagos State as a whole. The governor described him as a loyal party man, committed democrat, and public officer who had a deep understanding of local government administration and the political landscape. "On behalf of my family, the people, and the government of Lagos State Government, I extend my heartfelt condolences to the residents of Onigbongbo LCDA on the death of the council Chairman, Hon. Asari, who made the accusation in a viral video on social media, said Tinubu had betrayed him after working for his emergence as the Nigerian president in the 2023 elections. Dokubo claimed that he spent his money canvassing for votes for Tinubu during the 2023 presidential election, only to be abandoned. He, however, vowed to form an alliance with the Northern region and dump Tinubu ahead of the 2027 general elections. Dokubo recalled asking Nigerians to hold him accountable if Tinubu failed as president. He said, “I apologise to our fathers because they were not wrong in forming an alliance with the North, and as young men, we will now start that same alliance. Obi, a former governor of Anambra State, who took to X on Saturday to recount his ugly experience on road trips across the country, noted that he had consistently appealed for all tiers of government to prioritise the repair and completion of existing road infrastructure. He said this would be better than launching new projects that may not be completed anytime soon, thereby further adding to the growing list of abandoned road projects scattered all over the country. "The journey, which should normally take around three and a half hours, took us over seven hours. The route through Obollo Afor, Otukpa Branch, Ejule, and Anyigba was exhausting. “On the return trip, we took an alternate route via Ogugu and Enugu-Ezike, departing Kogi State around 2:00 p.m. and not arriving back until about 9:00 p.m. – all for a meeting that lasted just 30 minutes. This is my travel experience across the country this year. In the first quarter, I had cause to travel from Calabar to Uyo, a trip that should take about an hour, but it ended up taking four hours. “I travelled from Port Harcourt to Bayelsa, thinking I would use the East-West Road to Warri, but it became a treacherous journey. Warri to Benin was a similar experience. “In August, I travelled from Abuja to Kaduna, where I spent over two hours on the Kaduna bypass alone. “The Onitsha to Benin route was no different. So far, the President has visited Malabo, Equatorial Guinea; London, the United Kingdom (four times); Bissau, Guinea-Bissau (twice); Nairobi, Kenya; Porto Norvo, Benin Republic; The Hague, Netherlands; Pretoria, South Africa; Accra, Ghana; New Delhi, India; Abu Dhabi and Dubai in the United Arab Emirates; New York, the United States of America; Riyadh, Saudi Arabia (twice); Berlin, Germany; Addis Ababa, Ethiopia; Dakar, Senegal and Doha, Qatar. Meanwhile, Shettima has spent 56 days abroad, visiting 10 countries on 12 unique and recurrent trips. He has also accumulated over 93 flight hours. On Saturday, June 24, Tinubu departed Paris for London, the United Kingdom, for private talks with his predecessor, Muhammadu Buhari, spending three days. From July 8 to 10, he was in Guinea-Bissau to attend the 63rd Ordinary Session of the Authority of Heads of State and Government of the Economic Community of West African States, where he emerged as chairman of the regional bloc. In his capacity as Chairman of the ECOWAS authority, Tinubu was in Nairobi, Kenya, from July 15 – 17 for the fifth mid-year coordination meeting of the African Union, the Regional Economic Communities, the Regional Mechanisms, and the African Union Member States. The President began his foreign ceremonial engagements in the neighbouring Republic of Benin on August 1, 2023, when he attended the country’s 63rd independence anniversary. The President did not leave the country in October until November 9, 2023, when he arrived in Saudi Arabia to attend the Saudi-Africa Summit in Riyadh the next day. He departed Saudi Arabia on November 16 for his second ceremonial function, the 50th independence anniversary of the Republic of Guinea-Bissau. On November 18, he embarked on his third trip to Europe, where he attended the G20 Compact with Africa Conference hosted by German Chancellor Olaf Scholz in Berlin. The conference was held on November 20, after which Tinubu returned to Abuja six days later. A week after returning from Germany, he departed for Dubai, the UAE, to attend the COP28 Climate Summit and returned on December 5. He resumed travels on January 24, 2024, to Paris, where he spent 14 days on a private visit. He returned on February 6. On February 15, the President proceeded to Addis Ababa, Ethiopia, where he spent four days participating in the 37th Ordinary Session of the Assembly of the African Union Heads of State and Government. Doha, the Qatari capital, followed. Tinubu was in the Middle Eastern country from February 29 to March 4 for an official visit. On April 2, he joined other African leaders in Dakar, the Senegalese Capital, to inaugurate the country’s new and youngest President, Basirou Faye. From April 23 – 26, Tinubu was in the Netherlands for a state visit. Afterwards, he proceeded to Riyadh, the Saudi capital, to participate in the 2024 Special World Economic Forum on Global Collaboration, Growth, and Energy for Development from April 26 to 28. He proceeded to London on April 29, where he spent nine days before returning on May 8, after speculations on his whereabouts grew rife. On May 23, the President was in N’Djamena, the Republic of Chad, to attend the inauguration of President Idriss Déby Itno. From June 18 to 20, Tinubu visited Pretoria, South Africa, where he attended President Cyril Ramaphosa’s inauguration and held bilateral talks afterwards. He also spent three days, July 19 – 22, attending the 6th Mid-Year Coordination Meeting of the African Union in Accra, Ghana. The President was also in Malabo, Equatorial Guinea, for a three-day official visit from August 14-17. Tinubu embarked on his maiden flight on his newly acquired Airbus A330 luxury jet to Paris, France, the next day. He returned after four days to swear in the Chief Justice of Nigeria, Justice Kudirat Kekere-Ekun. The Nigerian leader resumed the junket on August 29 in Beijing, China, where he held bilateral talks with his Chinese counterpart, Xi Jinping. Afterward, he attended the Forum on China-Africa Cooperation. Tinubu departed China for the UK, where he spent seven days, and returned on September 14. On October 2, a day after attending the 64th Independence Day anniversary, Tinubu departed Abuja for the UK again for a two-week working leave. On the flight back to Rome from Belgium, the pontiff said countries cannot go "over the top" in using their military forces. "Even in war there is a morality to safeguard," he said. "War is immoral. But the rules of war give it some morality." Responding to a question during an in-flight press conference about Israel's latest strikes, the 87-year-old pope said: "Defence must always be proportionate to the attack. When there is something disproportionate, you see a tendency to dominate that goes beyond morality." Francis, as leader of the world's 1.4 billion Catholics, often makes calls for an end to violent conflicts, but is usually cautious about appearing to determine the aggressors. He has spoken more openly in recent weeks about Israel's military actions in its nearly year-long war against Hamas. Last week, the pope said Israeli airstrikes in Lebanon were "unacceptable" and urged the international community to do everything possible to halt the fighting. In a Sept. 28 press conference, he decried the deaths of Palestinian children in Israeli strikes in Gaza. This happened at the ongoing exercise to amend the 1999 Constitution which began with a two-day retreat organised by the Senate Committee on Constitution Review, in collaboration with the Policy and Legal Advocacy Centre (PLAC) in Kano. Speaking to journalists on the sideline of the event, some of the lawmakers from the region argued that their areas did not benefit from the system when it was practised. Their submissions were contrary to the positions held by their colleagues from the Southern part of the country. A ranking Senator from Bauchi Central Senatorial District, Abdul Ningi, told journalists that his people would never support the idea because they did not enjoy any form of development when the system of government was practised in the First Republic. Ningi said: “I have heard so much about regional government or federalism and I have heard people going about, canvassing for such ideas. “For a start, no matter how you see it, the current document (1999 Constitution) is still the grundnorm. It has also stipulated how it is going to be amended. “Having said that, it is also imperative to also know that it isn’t just enough for anybody to come and say he is the representative of one ethnic group or another at the National Assembly. "The question that arises is, when was this mandate canvassed? When was it received? You are a representative of a particular ethnic group in Nigeria, at what time were you given mandate to canvass that? “The only people that are given this mandate, to look at the Constitution and amend it are, of course, members of the National Assembly. “Therefore, it is important for those who go about selling these ideas, false ideas, in my opinion, that they are representatives of the people to let Nigerians know where they are coming from and on whose mandate and when was this mandate given to them. "We have seen how the regional government was operated in the past. My part of the country that I am representing didn’t enjoy the development of that socalled regional government that was based in Kaduna. “We aren’t going back there! I am speaking for my senatorial district. It is either the Nigerian federation or nothing. We can’t go along, my senatorial district will be satisfied independently with Nigeria, if that is what is required. “As far as regional government is concerned, my constituency, my people, aren’t for it. What we need is the reform of the current Federal Government structure and fiscal federalism because there is nothing like true federalism.” The Chairman, Senate Committee on Finance, Senator Sani Musa, advised Nigerians against mistaken the establishment of the Zonal development commission for regionalism. He said the various geopolitical zonal development commissions were strictly for the social and economic development of their areas. He said: “It is wrong of anybody to think that the development commissions being established for the six geopolitical zones is a plan towards regionalism. It is not. “Those who are advocating for it should come up with bills through their representatives in the National Assembly and test the popularity of their proposal.” Similarly, former Senate Leader, Ali Ndume, said the idea of true federalism was no longer fashionable because many countries in Africa had discarded it. He advocated the creation of strong institutions that would enhance good governance and curb corruption and insecurity. "When the government put these in place, there won’t be clamour for true federalism because there will be justice, equity and fairness in all the regions of the country,” he said. But the Chairman, Senate Committee on Tertiary Institutions and TetFund, Senator Muntari Dandutse, representing Katsina South Senatorial District, disagreed with the proponents of regional government. He said the essence of the ongoing retreat was to improve on the defects and anomalies discovered in the nation’s constitution over the years. He said: “We should not have myopic thinking about ourselves. There is no section of this country that is not blessed. “What is important is that we should have good governance, a credible and responsible accessibility of the resources that we have, because Nigeria is blessed. “We have all the comparative advantages that will move this country forward, unless of course we are serious and determined.” On their part, the Southern Senators described the agitation as a welcome development that would improve the economy, tackle insecurity and Fasttrack infrastructural development. The Senator representing Oyo North Senatorial District, Senator Abdulfatai Buhari, disagreed with those condemning the regional system of government. Buhari said: “Recall that the regions were able to harness their resources in the First Republic. We were able to harness all our resources. There was no dominance of a particular resource(s). “In those years, the North was known for the pyramid of groundnuts, the South West was known for cocoa. We should be able to do that. “When you make the centre less attractive you cut off corruption. You can’t wipe it off, but you can cut it off, because there is what is called, watch your team. People will watch their team within their locality or within their region. Asked whether the South West region has a specific agenda for the ongoing constitution review, he said it would be presented at the appropriate time. He said: “We don’t want to disclose that agenda yet but we have agreed among ourselves that the person that is going to present that is the Chairman of the South West Forum when the time comes. Gbogi Emmanuel, an All Progressives Congress (APC) chieftain in Ondo State, has resigned from the party, citing its failure to uphold democratic principles – fairness, equity, and impartiality. He expressed his disappointment in his resignation letter dated September 23, 2024, addressed to the Chairman of Ward 6, Akoko South West Local Government and obtained by SaharaReporters on Saturday. Emmanuel criticised the party for perpetuating poverty and misery among the masses, evident in the economic hardship plaguing the land.
