By Damilola Aina A renewed clash has emerged between the Nigerian National Petroleum Company Limited and Periscope Consulting, the audit firm hired by the Nigeria Governors’ Forum to examine an alleged under remittance of oil revenue totalling $42.37bn (about N12.91tn) to the Federation Account between 2011 and 2017. The dispute, revived by fresh submissions from both sides, has forced the Federation Account Allocation Committee to mandate a joint reconciliation session to determine the true state of remittances and resolve the long-running impasse. This was disclosed in the Federation Account Allocation Committee’s post-mortem review for November 2025, which detailed fresh exchanges between both parties over the alleged unremitted fund. The document was obtained by our correspondent on Tuesday. Recall that in October, The PUNCH reported an extension of the ongoing probe and reconciliation of payments made by revenue-generating agencies, including the Nigerian National Petroleum Company Limited, to December 2024, following unresolved discrepancies in remittances. It also examined allegations that NNPC Limited failed to remit $42.37bn (about N12.9tn) in oil revenue to the Federation Account during the 2011–2017 period. The review follows findings by Periscope Consulting, a firm engaged by the Nigeria Governors’ Forum, which had earlier accused the state oil company of withholding crude oil proceeds and other statutory revenues due to the Federation Account during the period. But in the new document, the FAAC Sub-Committee confirmed that NNPCL had formally rejected the audit findings, insisting that no outstanding revenue is owed to the Federation Account for the period under review. The national oil company maintained that all crude oil proceeds and associated earnings were fully accounted for, disputing Periscope’s claims of significant underpayment. But Periscope Consulting flatly disagreed with NNPC Limited’s defence, maintaining that its audit uncovered substantial gaps in remittances and that the alleged $42.37bn shortfall remained unresolved. The report read, “UPDATE ON NNPC’S ALLEGED UNDER REMITTANCES TO FEDERATION ACCOUNT OF $42,373,896,555.00. “NNPC Limited submitted their response regarding $42,373,896,555.00 under remittance to the Federation Account as contained in the report of Periscope Consulting. Recall that Periscope Consulting was the Consultant engaged by the Governors’ Forum to examine NNPC Limited under remittance to the Federation Account. "NNPC Limited responded that all revenues due to the Federation have been properly accounted for and no outstanding amounts for the period under review.” This disagreement has pushed both sides into a stalemate, with the consultants accusing the oil company of providing explanations that do not reconcile with the audited data. The FAAC sub-committee, noting the conflicting positions, directed that NNPCL and Periscope Consulting must meet jointly to harmonise records and “close out” the matter. It added that the reconciliation process remains ongoing. “Responding, Periscope Consulting disagreed with NNPCL’s position; hence, the Sub-Committee directed that there should be a joint meeting with the two parties to close out on the issue. This assignment is work in progress,” it added. The controversy marks the latest chapter in a prolonged dispute between state governments and the national oil company over transparency in oil revenue flows. In February 2025, FAAC suspended its monthly meeting due to a dispute between state governments and NNPC Limited over outstanding remittances. The dispute over an estimated N1.7tn in revenues raised concerns over potential delays in revenue disbursement to states, which rely on FAAC allocations for budgetary commitments. The Governors’ Forum commissioned Periscope Consulting amid complaints that NNPCL’s remittance practices, including handling of crude sales, domestic allocation, subsidy deductions, and JV cash calls, were opaque and inconsistent with expected inflows. With oil receipts forming the backbone of FAAC disbursements, any alleged shortfall threatens state and local government finances, already strained by rising inflation and shrinking real revenue. NNPC Limited, now operating as a limited liability company under the Petroleum Industry Act, has consistently defended its processes, claiming improved accountability and asserting that independent audits often misinterpret commercial and regulatory procedures governing its operations. The latest face-off underscores deepening mistrust on both sides and places renewed pressure on FAAC to reconcile the books in the interest of fiscal stability. Commenting on the issue, renowned Professor Emeritus of Petroleum Economics, Wumi Iledare, said the alleged $42.37bn under-remittance recorded between 2011 and 2017 reflects long-standing flaws in Nigeria’s pre–Petroleum Industry Act regime. According to him, the former Nigerian National Petroleum Corporation operated with overlapping roles that made revenue reconciliation cumbersome and frequently disputed. By : Owede Agbajileke The Federal Government is said to have secured the release of 100 schoolchildren abducted from St. Mary’s Private Catholic Primary and Secondary School, Papiri, in Agwara Local Government Area, Niger State. The development comes two weeks after bandits attacked the school, abducting 315 people, comprising 303 students and 12 teachers. It was gathered that with the release of 100 pupils, 153 pupils and 12 teachers are still held captive. Although details of the release are still sketchy as of the time of filing this report, The Guardian could not independently confirm if ransom was paid or if they were released unconditionally. However, sources confirmed that the rescued pupils are currently receiving medical evaluation and will be reunited with their families after debriefing. Efforts to get the reaction of the Spokesperson, Federal Ministry of Education, Folasade Boriowo, as of 9:03 pm on Sunday, proved abortive, as she said she was in a meeting and would call back later. Recall that the Christian Association of Nigeria announced that 50 of the kidnapped school pupils escaped some hours after their kidnapping and were “reunited with their parents.” A BBC Pidgin team, however, reported that the 50 children were part of those who fled during the initial attack and returned independently, rather than escaping from captivity. Parents who spoke to the BBC said young children were among those taken. One woman said two of her sister’s children, aged six and 13, were missing. She added that local residents informed soldiers that “the children were close by,” following reports that a vehicle used by the attackers broke down. The attack in Niger State occurred just days after gunmen abducted 25 students from a girls’ secondary school in Kebbi and kidnapped worshippers from a church in Kwara. She made the statement in Ile-Ife, Osun State, during an event marking the 10th coronation anniversary of the Ooni of Ife, Oba Adeyeye Ogunwusi, where she was conferred with the chieftaincy title of Yeye-Asiwaju of Ile Oodua. Solomon Odeniyi, Stephen Angbulu and Imoleayo Oyedeyi Details have emerged on the reason behind the sudden resignation of a former Minister of Defence, Badaru Abubakar, after two years in office. Badaru resigned his position on Monday, citing health concerns. In his place, President Bola Tinubu swore in a former Chief of Defence Staff, General Christopher Musa (retd.) as the new Minister of Defence. Announcing Badaru’s resignation, the Special Adviser on Information and Strategy to the President, Bayo Onanuga, said in a statement that the former minister stepped down on account of “poor health.” However, findings by Saturday PUNCH showed that the former minister was compelled to resign following a protracted cold war between him and the Minister of State for Defence, Bello Matawalle, a rift that had been carefully kept away from the media for months. Badaru was appointed on August 21, 2023, months after completing his two term tenure as Jigawa State governor. His appointment reportedly rested on his administrative credentials and regional influence in the North West, a region grappling with escalating banditry and insurgency. After being sworn in alongside other ministers, Badaru was said to have prioritised military modernisation, intelligence reforms and counter terrorism operations. Tinubu also appointed Matawalle on the same day to support Badaru, the senior minister, in executing defence policies. However, in recent weeks, the two men came under intense public scrutiny following the resurgence of bandit and terror attacks, which prompted Tinubu to declare a nationwide security emergency. The worsening insecurity snowballed into mass abductions of schoolchildren, with dozens of pupils and students kidnapped across several northern states. The student kidnappings heightened pressure on the former defence minister, with some analysts calling for his removal on the grounds that he was failing to lead the ministry effectively. The security crisis also renewed global scrutiny of Nigeria’s security posture, especially from the Trump administration which, in late October, re-designated Nigeria as a Country of Particular Concern over the alleged mass killing of Christians. Amid mounting public outrage, the defence minister tendered his resignation on December 1. In separate interviews with Saturday PUNCH, credible military sources within the defence ministry said Badaru’s long-running animosity with Matawalle, rather than health concerns, ultimately forced him out. An official of the ministry, who requested anonymity because he was not authorised to speak publicly, said the two ministers maintained a cordial appearance in public but had a “frosty relationship” behind the scenes. “Matawalle and Badaru had a frosty relationship for most of the period he was minister, although they appeared cool with each other in public. But it is a known fact here that they had something against themselves,” the official said. According to him, the tension affected some aspects of the ministry’s work, including media coordination. “This affected some of their work. Even as a journalist, does the media unit look coordinated to you? Was this how it was being run before they came? “Pairing the two together as ministers is something that ought not to have happened in the first place,” he added. Another military source said it was believed that Matawale had a strong relationship with the presidency and was becoming domineering within the ministry. The source noted that some party leaders within the All Progressives Congress considered Matawale as a political asset for the current administration, particularly within the north-western parts of the country. “Matawale is from Zamfara State, and he has a very strong political presence in the state. The APC leaders see him as an asset for the 2027 election. So, they’re always on his side. He has the political backing and connection. “But Badaru is weak, politically. The presidency does not actually reckon with him when it comes to power play and politics,” the source explained. Calls for Matawalle’s resignation Since Badaru resigned last week, some Nigerians, including activists and political commentators have amplified calls for Matawalle’s removal as Minister of State for Defence over the country’s security crisis. Matawalle, a former Zamfara State governor, has faced periodic calls to step down, particularly from opponents in his home state. In September 2024, Zamfara Governor Dauda Lawal publicly urged him to resign over alleged links to bandit groups, allegations Matawalle has repeatedly denied. At the time, Lawal demanded that the minister cleared his name or resign. Earlier, a petition by the APC Akida Forum also asked authorities to suspend Matawalle pending investigations into claims of collusion with criminal networks. In November 2025, the Good Governance and Accountability Monitoring Group asked the President to fire the minister, accusing him of “complicity” and “poor performance” as insecurity persisted. Despite the clamour, officials within the ministry said Matawalle might retain his office amid shakeups in the security establishment in the past two months. Also, officials in the Presidency, who confided in our correspondent, said Matawalle was appointed as part of a broader, coordinated response to banditry. They cited his recent assignment to Kebbi State after the abduction of 24 students from Government Girls Comprehensive Secondary School, Maga, where a joint operation led to the girls’ release. Meanwhile, Matawalle was notably absent on Friday when Gen. Musa (retd.) formally assumed office at the Ministry of Defence, Abuja. There was no official explanation for his absence as of press time. Musa, who was sworn in on Thursday by President Tinubu, arrived at the ministry to a reception dominated by the service chiefs, the permanent secretary and other senior officials. Musa to review theatre commands The new defence minister announced that one of his first actions in office would be a comprehensive review of all theatre commands and inter-service operational structures across the country. Musa spoke on Friday while addressing officials of the Ministry of Defence during his maiden briefing on assumption of office. The former Chief of Defence Staff said the review was necessary to strengthen jointness among the services, close operational gaps and ensure strategic alignment between policy and field operations. The minister also stressed that welfare would be treated as a strategic priority, not an administrative task. He listed prompt payment of allowances, timely issuance of kits, improved accommodation, quality medical care and support for families of fallen heroes as areas that would receive urgent attention. Musa said, “We must also confront a critical truth: welfare is not administrative; it is strategic. Morale is a force multiplier. Our personnel must receive their kits on time. Their operational allowances must be paid promptly. "Accommodation, medical care, and support for injured personnel and families of the fallen must be priorities. Those on the frontlines watch how we treat their colleagues. If they feel abandoned, they cannot give their best. Anyone who risks his or her life for Nigeria deserves nothing but utmost respect.” Musa said Nigeria could no longer afford disjointed or siloed security operations, emphasising that effective collaboration among the Army, Navy, Air Force and other security agencies was the only path to lasting success. According to him, the ministry under his leadership would be guided by three pillars—operational effectiveness, unified action and strategic foresight. "The threats we face are complex, but our spirit is stronger. No individual and no single service can achieve success alone. We must work as one Nigeria,” Musa added. Musa promised zero tolerance for corruption, indiscipline and inefficiency within the ministry, noting that professionalism and integrity would define his tenure. "I expect the highest standards of professionalism, integrity, and urgency. We do not have time to waste. We must respect human rights, avoid mistakes where possible, and when they occur, correct them decisively. I will always welcome candid advice and robust debate, but once a decision is made, we must move as one team.” He also pledged to deepen the use of technology, intelligence and data-driven planning in defence operations while strengthening partnerships with allies and domestic security agencies. “I am not here to preside. I am here to lead, to work and to deliver,” he declared. Kwara State Governor, AbdulRahman AbdulRazaq, has announced the release of 38 abducted worshippers of the Christ Apostolic Church (CAC), Eruku, in the Ekiti Local Government Area of the state. The victims, who were kidnapped during a recent attack on the church, regained their freedom on Sunday after days of what the Governor described as intense collaboration among security agencies and government authorities. Governor AbdulRazaq attributed the successful rescue operation to what he called President Bola Tinubu’s “hands-on approach,” saying the President personally led efforts to secure the release of the abducted persons. He disclosed that President Tinubu cancelled his scheduled trip to the G20 meeting in South Africa to focus on security breaches in Kwara and Kebbi States, adding that the President also ordered increased security deployments to the affected areas. Despite a shabby start to the main qualifying series, the Super Eagles managed to make it into the playoffs. Eric Chelle’s men saw off Gabon easily in the semi-final, powered by a fantastic brace from Victor Osimhen. In the final against the Democratic Republic of Congo, Nigeria took an early lead, after Frank Onyeka’s shot was deflected in. The Leopards levelled before the break. But the most decisive thing that happened was Osimhen being subbed off with a hamstring injury. Everything went downhill for the Eagles from there. Although they pushed their luck to the penalty shoot-out, they ultimately lost out 4-3 and DR Congo clinched the African ticket. So, who is to blame – the players, Chelle or the Nigeria Football Federation (NFF)? “I think all parties have different reasons why they can get the blame,” Wale Agbede, a renowned sports broadcaster, told DAILY POST. “But at this point in time, I feel the players deserve a lot more blame than anybody else. “Just because having scaled through so many hurdles and issues, I don’t think the players showed they really wanted this ticket enough. “The players haven’t played with the level of commitment and grit that was required from the start of the qualifiers. "Don’t forget that they had four points from the first five games – and three of them were at home. It was absolutely embarrassing. The qualifying series was in shambles from the get-go. “And during these times, there was nothing about bonuses or whatever. “Nonetheless, we are not talking about home-based players who haven’t seen dollars for the first time. We are talking about players whose match bonuses (with Nigeria) is the kind of money they spend on clothes in Milan or Paris. "So, I don’t buy this idea that they need these bonuses to be able to win games in Africa.” Ever since the DR Congo game, Nigerian football fans have been calling for heads to roll. The outrage has become quite a familiar one. And usually, nothing happens. Or will it be different this time around? "Maybe a few players in the squad will be axed. I don’t know. I think these players are over-pampered,” Agbede said. “AFCON is in one month. I doubt that the manager will take drastic actions. “But left to me, William Troost-Ekong should be banished from the team. To be a leader and act in the way he behaved in Morocco is embarrassing. He is not fit to lead that team. “With regards to the administrators, just to be clear, the NFF going into these playoffs was not owing the players match bonuses. So leave all those talks about they are owing them since 2018 or whatever. “The NSC verbally promises these players special bonuses and they got there and were asking for that bonus. “Maybe the NFF is owing Gernot Rohr, Finidi George or Chelle. I don’t know. But I don’t see heads rolling.” One of the popular calls has been for the NFF to be disbanded. But Agbede adds: “When people talk about disbanding the NFF, they always point to Goodluck Jonathan disbanding the NFF during his time. “This is not a disbanding problem. Our society at large in Nigeria is dysfunctional, which means the NFF is definitely going to be dysfunctional. "Because other aspects of government and administration are riddled with corruption and ineptitude. “So, what is to say that when they disband this current NFF, whatever setup is created is still not going to be a cacophony of corrupt Nigerians coming together to get their cut of the national cake in football? “I think there needs to be a clean-up. But we can easily say that about other ministries, parastatals, etc. “I doubt the government will disband the NFF. Inept people are not going to do anything about inept people.
