Politics › CBN Refunds N17bn To Customers Over Illegal Transactions by kurt09(op): 3:30am On Sep 23, 2014
The Director, Consumer Protection Department of
Nigeria’s apex bank, Central Bank of Nigeria (CBN),
Mallam Usman Dutse, has revealed that the CBN has
recovered the sum of N17 billion illegal deductions
and excess charges on Customer’s account by
commercial Banks.
He said the amount, which was recovered during a
period of one year, has been refunded to customers.
Dutse, who spoke in Calabar, Monday at the
commencement of a one week consumer public
enlightenment and sensitisation programme, said
since the upgrade of the consumer protection unit in
the bank to a department in 2012, over 5,500
complaints have been lodged by customers which led
to the directive by the CBN after investigation for the
money to be refunded to the customers.
Represented by Hajia Kadija Hassim, Dutse advised
customers to always confirm their bank statements
and any anomaly discovered should be swiftly taken
up with the bank and if no effort is made to address
the complaint, the matter should be reported to the
Consumer protection Unit in the Central Bank for
immediate action to be taken.
“Banks have been given one month within which to
address any complaint by any customer and in the
case of ATM transaction within the same bank, the
issue should be resolved within two hours and in the
event that the bank fails to do so, the customer
should report to the Consumer Protection
Department in the Central Bank in any state,” he
said.
He added that the customer was entitled to
international banking standard and anything below
that should not be accepted, as Nigeria is part of the
international economic standard.
“The economic meltdown that affected the world
economic system also affected Nigeria therefore
bank customers in Nigeria should no longer be
treated anyhow but fairly treated by the banks”.
Mallam Dutse disclosed that the aim of the one-
week public enlightenment campaign is to acquaint
the public with the knowledge of basic financial
issues so that they can have confidence in the
banking system which will lead to the attainment of
the objective of building a safe, sound and stable
financial system in the country.
“There will be talk shops on radio stations, road
shows along major roads and markets and workshops
to enlighten the people on the workings of the
financial system in the country and the efforts being
made to improve it”. He added. http://www.tribune.com.ng/news/news-headlines/item/16751-cbn-refunds-n17bn-to-customers-over-illegal-transactions
Politics › S’court Upholds Obiano’s Victory As Ngige Loses Appeals by kurt09(op): 3:07am On Sep 23, 2014
The Supreme Court on Monday
dismissed three separate appeals
challenging the victory of Governor
Willy Obiano of Anambra State in
the main and supplementary
governorship elections held on
November 15, 17 and 30, 2013.
In three unanimous judgments, the
apex court dismissed the separate
appeals filed by the candidate of
the All Progressives Congress, Dr.
Chris Ngige, the Peoples Democratic
Party and another one by its
candidate, Chief Tony Nwoye.
The seven-man panel of the
Supreme Court held that the
appellants “failed woefully” to
discharge the burden of proof
placed on them by proving that the
election was conducted without
substantial compliance with the
Electoral Act.
The court dismissed all the grounds
of their appeal including allegation
that there was massive
disenfranchisement of voters and
that Obiano was not qualified to
stand for the election on the basis
that he had engaged in double voter
registration.
Justice Kumai Akaahs, who delivered
the lead judgment in Ngige’s
appeal, held that, “Having resolved
the three issues against the
appellant in favour of the
respondents, without further ado,
we came to the following conclusion
that the appellant did not prove the
criminal allegation of double or
multiple registrations against the
25th respondent (Obiano) let alone
to prove beyond reasonable doubt.
“On the evidence adduced before
the tribunal, the 25th respondent
was qualified to contest the
Anambra State governorship
election. Indeed the appellant’s
allegations of corrupt practices of
non-compliance with the provisions
of the Electoral Act were not proved
in the first place let alone showing
that ground that it substantially
affected the outcome of the
election pursuant to provisions of
Section 139(1) of the Electoral Act.
“The appellant having failed
woefully to demonstrate why this
court should interfere with the
concurrent findings of facts of the
two lower courts, in the final
analysis, this appeal is hereby
dismissed in its entirety.”
Both Justices Kayode Ariwoola and
John Okoro, who delivered the lead
judgments in the separate appeals
filed by Nwoye and the PDP, also
dismissed the various appeals on
the grounds that they lacked merit.
The same set of justices who sat on
the three appeals concurred with
the lead judgments.
The appellants had filed their
various appeals to the Supreme
Court, challenging the July 26, 2014
judgment of the Court of Appeal,
Enugu Division, affirming the earlier
verdict of the Governorship/
Legislative Elections Petitions
Tribunal in Awka.
The tribunal had upheld the result
by the Independent National
Electoral Commission declaring
Obiano as the winner of the
election. www.punchng.com/news/scourt-upholds-obianos-victory-as-ngige-loses-appeals/

Politics › Heritage Acquires Enterprise Bank by kurt09(op): 11:00am On Sep 12, 2014
After a long-
drawn-out battle for the acquisition of
Enterprise Bank Limited,
Heritage Investment Services Limited (HISL), a subsidiary of
HeritageBank PLC, has finally acquired the
nationalised financial
bank for an
undisclosed sum. A senior official at Heritage Bank who did not want to be named confirmed to TheCable that HISL had
completed the
acquisition of
Enterprise bank and now owns 100 percent stake of the bank. Although the amount of money paid for the acquisition was
not disclosed, the sale of SME-focused
Enterprise Bank is worth billions of Naira. HISL acquisition of Enterprise Bank was sponsored by
Heritage Banking
Company Limited. This reportvalidatesa a
statement released by
the Asset Management Corporation of
Nigeria (AMCON) on
Thursday identifying HISL as the preferred
bidder and Fidelity Bank as the reserved bidder for the Enterprise Bank bid. In financial terms, the reserved bidder takes over the acquisition of the bank if the highest bidder cannot meet
payment and other regulatory consideration, which includes the Share Purchase Agreement (SPA). The acquisition process of Enterprise Bank started with interest shown by 24 parties cutting across local and international bidders. The bidders were eventually cut down to seven, two of which eventually dropped out of the bidding process. Fidelity Bank Plc, Skye Bank Plc and Heritage Bank were among the five shortlisted banks contending to
buy Enterprise Bank. Formerly known as Spring Bank,Enterprise Bank was one of the three nationalised banks created after the 2009 banking crisis. The other banks were Bank PHB and Afribank, which are now known as Keystone Bank and Mainstreet Bank respectively. While AMCON completed the
sale of Keystone Bank this year, it is set to complete the acquisition process of Mainstreet Bank by October 31, 2014. The Enterprise Bank bidding process was coordinated for AMCON by Citigroup Global Markets Limited and Vetiva Capital Management Limited

Sports › Official: NFF Postpones Elections by kurt09(op): 5:36pm On Aug 21, 2014
The Nigeria Football
Federation have
officially declared that the much anticipated
election of new
executives for the body will not hold on the initially advertised
August 26, 2014 date. A statement from Ademola Olajire the media officer for the
NFF stated that an
earlier directive by the Chairman of NFF Electoral Committee,Mr. Amoni Biambo, to the effect that elections into the NFF Executive Committee will hold at the General Assembly of Tuesday, 26th August, 2014 should be discountenanced. “The statement must have been made in error. As far as the NFF is concerned, there will be no elections at the General Assembly of Tuesday, 26th August. There is a proposal that we are taking to the General Assembly (the supreme body of Nigeria football) for consideration and approval, with regards to the elections. “It is for the NFF and the General Assembly to propose the date for elections, not that of the Electoral Committee, which was put in place by the General Assembly,” NFF General Secretary,Barr. Musa Amadu, said on Thursday. Amadu gave an hint that the proposal to be taken before the General Assembly on Tuesday will see to the elections being conducted not later than two weeks after the assembly, on the advice of world governing body, FIFA. “The elections will definitely take place in early September, 2014. All hands are on deck to ensure that we hold the elections not later than two weeks after the Congress on Tuesday, to usher in a new Executive Committee of NFF. “What the NFF is concerned with, even before a similar advice by FIFA, is to ensure an open and transparent process that will guarantee a level – playing field for everyone. Every person eligible to purchase form and contest the elections should be able to do so, and the process must be one that dovetails into credible, free and fair elections, that will stand the test of time, devoid of challenges by aggrieved persons that will affect the smooth running of the NFF by the incoming Executive Committee.” The NFF scribe also made it clear that the persons who will be in Warri for Tuesday’s General Assembly will be the same delegates who were at the November 2013 General Assembly in the same city, except where there have been changes that comply with the Statutes. “For example, the unbanning of Chief Taiwo Ogunjobi and Mr. Chidi Ofor Okenwa means these persons will represent Osun and Enugu States respectively, as Chairmen of their State FA. Other than these two, the roll –call remains the same.”www..com/official-nff-postpones-elections

Politics › Revealed:Real Reason Why Ribadu defected to PDP by kurt09(op):
Former chairman of the Economic and Financial Crimes Commission (EFCC), Malam Nuhu Ribadu, decided to join the Peoples Democratic Party (PDP) because he felt like an “orphan” in the All Progressives Congress (APC), confidants of the retired police officer have told TheCable. On July 31, 2014, TheCable broke the story on the pressure on Ribadu to run for governorship in Adamawa State on the platform of PDP. The former anti-graft czar complained to friends privately that the impeachment of Vice Admiral Murtala Nyako as governor had effectively destroyed Adamawa APC as all key politicians had defected to PDP, leaving Ribadu and former Vice-President Atiku Abubakar as the only big names in the opposition party. “Earlier, Ribadu had
been advised by Asiwaju Bola Tinubu and Chief Bisi Akande to go for governorship in Adamawa ─ a clearmessage that he should not give the presidential ticket a shot again,” a Ribadu associate told The Cable. This, the source said, was a clearpointer to the fact that Ribadu was no longer “highly regarded by the APC hierarchy at the national level”. At the state level, Ribadu had never been comfortable being in the same party with Atiku, whom he indicted on corruption charges in 2006 when he was EFCC chairman and Atiku was vice-president to President Olusegun Obasanjo. The courts later cleared Atiku of any wrongdoing. “If
Ribadu decided to stay back in APC, it would be difficult for him to work with Atiku whose political calculations no one can ever be certain about,” the source added, revealing that Ribadu worked “day and night” to help Nyako escape impeachment while Atiku“did not lift a finger until it was too late”. Ribadu surprised many political analysts in 2010 when he joined the Action Congress of Nigeria (ACN, now part of APC) to contest for the 2011 presidential election against President Goodluck Jonathan of the PDP. However, he only won in Osun State out of the states under the control of ACN in what many alleged was a betrayal by the ACN leaders who were said to have struck a secret deal with Jonathan before the poll. “Nuhu took it on his chin then, hoping that 2011 was a good introduction to politics for him. But recent events in APC have demonstrated to him that he is no longer wanted in the
party,” the associate said. There are also bigger calculations about 2019 ─when presidency is expected to return to the north if Jonathan contests and is re-elected next year. Ribadu could be in the frame then.

Politics › Lagos Ebola Patients Neglected, Critically Ill –relatives, Colleagues by kurt09(op): 1:34am On Aug 15, 2014
Relatives and associates of the female medical doctor and other health workers who contracted the Ebola Virus Disease from the late Liberian-American, Patrick Sawyer, share the gloomy experiences of the victims with TEMITAYO FAMUTIMI and AFEEZ HANAFI.

"Go there yourself and witness firsthand the condition under which they are being taken care of,” Dr. Helen Boyo-Ekwueme charged at one of the journalists inquiring about the welfare of the health workers battling with Ebola, at the Infectious Diseases Hospital, Yaba, Lagos.

The atmosphere was tense. Relatives and professional colleagues of the female medical doctor and other health workers, who contracted the disease from the late Liberian- American, Patrick Sawyer, had gathered to brief journalists at a press conference which held in Ikoyi, Lagos. Boyo-Ekwueme, a pathologist, and one of the concerned relatives kept on laying emphasis on the fact that the female medical doctor must not be left to die.

Noting that the press conference was not called to trade blames with the Federal Government or the Lagos State Government, she painted a picture of utter neglect of the female doctor and her medical colleagues who have been placed in isolation at the IDH. The pathologist who claimed to have been to the IDH in company with other family members and professional colleagues alleged that the Ebola patients were not been properly looked after. Arguing that proper basic treatment and immune boosting drugs that can be of help to the patients were generally lacking, she concluded that only “international help” could make them live a little longer.

She lamented, “We are not fighting anybody. We are simply giving voice to the voiceless. Those people in isolation at the IDH cannot voice out these concerns. Let them have basic treatment. It
shouldn’t be as if we just stood there and abandon them and watch them die one by one. “They are human beings. That female doctor is a patriotic Nigerian and she needs to be helped. You people (journalists) should go there and see the surroundings where they are being treated. You would wonder if these are human beings who still have relatives. “They are just being left on their own. Nobody is counselling them. They are just there as if they have been forgotten. We should remember that they didn’t ask to contract Ebola and it can happen to anybody. We are appealing for international help for these health workers.”

Spokesperson for the group of seven concerned family members and colleagues of the Ebola victims, Dr. Ladi Okuboyejo, buttressed Boyo-Ekwueme’s claims stating that people including medical personnel deployed were now running away from the ailing victims. Explaining that the Ebola outbreak was beyond the capacity of the scary Nigerian physicians, Okuboyejo insisted that the conditions under which the Ebola victims were being looked after was appalling. Okuboyejo, a medical practitioner, stated that there was a dearth of requisite drugs and basic medical supplies needed by the victims adding that the poor general sanitary condition of the isolation facility was despicable.

“If a health facility doesn’t have light, doesn’t have water and the sanitary system is not working properly then we have got a problem. Now the patients are critically ill and their condition is getting worse by day. People, including some medical personnel, are now running away from them.

“The reality is that the disease is beyond our capacity to handle in this country. The international
community needs to rise up to our aid. The victims are not being properly treated. Forget that the Nigeria Medical Association is on strike, we cannot handle it,” he stated.

But as the concerned associates of the Ebola victims lamented the state of affairs with their loves ones at the press conference, a close family source confided in one of our correspondents that the American doctor had been the one personally footing the bill for the purchase of basic medical supplies for the victims. The family source who preferred anonymity stated that a long list of medical and general need items presented to the authorities by the foreign physician had yet to be supplied.

“Where is the $12m the Federal Government said it released to fight Ebola. Remember that the matron and the ECOWAS protocol officer are already dead. Do they want all of them to start dying one after the other,” the source added.

As they took turns to address journalists, another immediate family member of one of the patients, Deji Akinyanju, drew the microphones to himself and began his own round of lamentation. Akinyanju who declined to name her ailing relative, stated that the feedbacks he has got from the isolation centre showed that the Ebola victims’ health was fast deteriorating. He alleged that the Nigerian physicians working with the American WHO expert were those with little or no experience in managing the highly contagious disease. With a note of disappointment in his voice, Akinyanju, who said he had been visiting his critically ill relative at the IDH stated, that the WHO expert have also highlighted the need for more experienced hands to help salvage what remains of the health of the isolated health workers.

“There is a need for more medical personnel that will help look after them. Certain immune booster could also have been easily given to them. We are just concerned family members. But from what we have seen we think more can be done to help them,” Akinyanju said.

When contacted, the Lagos State Commissioner for Health, Dr. Jide Idris, was unavailable for comments. His telephone line rang out when one of our correspondent
contacted him. Also, a text message sent to him, was not replied to as at press time on Thursday.

An experimental
drug for treatment of Ebola has been developed by a Nigerian in diaspora and will arrive the country today, health
minister Onyebuchi
Chukwu has said. The drug, called “Nanosilver”, can now be used following the approval by the World Health Organisation (WHO) that experimental treatments are ethical in the case of the Ebola pandemic. The Nigerian government authorised the use of experimental drugs on Wednesday. The US sent ZMapp, another experimental drug, to Liberia on Wednesday, while Canada has decided to donate 1,000 vaccines to the affected countries.

The federal government has saved about N160 billion through the Integrated Personnel and Payroll Information System, IPPIS. That money could have been stolen by corrupt civil servants through the ghost workers syndrome, the Accountant General of the Federation, AGF, Mr. Jonah Otunla, has disclosed.
“We have IPPIS which has helped save personnel cost. In fact as at December 2013 we have saved about N160 billion,” he said.
Addressing members of the Association of National Accountants of Nigeria, ANAN, at their Mandatory Continuing Professional Development, in Abuja, yesterday, he declared that the Federal Government reform initiatives to ensure a transparent payroll system would be pursued with vigour.
There had been a subtle opposition to the exercise by unscrupulous workers in some Ministries, Departments and Agencies, MDAs, but Mr. Otunla, had insisted that e ghosts workers must be eliminated.
