The police in Jos on Tuesday arrested four cattle herders; Hamisu Mohammed, 18, Rayanu Mohammed, 15, Mustapha Yunusa, 15, and Abbas Salisu, 17, for allegedly raping four female minors.

The suspects, all of Manger Village in Bokkos Local Government Area of Plateau, are being held for rape at the state Criminal Investigation Division.

The charge sheet said, the suspects in the course of tending to their flock in the bush, accosted the sisters who were on their way home and raped them.

According to the statement from one of the victims, she said; she and her 3 sisters were walking home when the ‘Fulani’ boys accosted them and threatened them with sticks.

She said when they tried to resist them; the boys beat them with the sticks, injured them and later took turns to rape all of them.

She added that after the rape, she and her sisters ran to a nearby Village called Luwapam and raised alarm after which the boys got arrested by villagers.

The suspects, in their statement to the police, admitted to raping the sisters, stating that they all conspired to rape the girls.

One of the suspects, Hamisu Mohammed, stated in his statement, that they were ‘sexually charged’ on sighting the girls and so immediately resorted to raping them as there was nothing they could do at that moment to ease their urge.

The police prosecutor, Insp. E.A Inegbenoise, who confirmed the arrest, said that the suspects had already been charged and would soon appear in court.

The Minister of Niger Delta Affairs, Sen Godswill Akpabi is insisting that having taken higher national responsibilities as a minister, he cannot be a candidate in the Akwa Ibom South West senatorial election rerun ordered by the Court of Appeal, Calabar, to be conducted only in Essien Udim local government area.

But the Independent National Electoral Commission (INEC) in Akwa Ibom State has told him that it was too late to withdraw from the race.

In a press release signed by Anietie Ekong, his chief press secretary, Akpabio said he declared his full support for a former member of the House of Representatives, Hon Ekperikpe Ekpo, whom his party, the APC had picked as his replacement, having emerged as the runner up in the primaries, and urged his supporters and the people of Essien Udim to massively vote for him.

“The APC had through the National Chairman, Comrade Adams Aliyu Oshiomhole and the then acting National Secretary, Hon Victor T. Giadom in compliance with the requirement for 45 days notice to be given for the substitution of candidates, written to the chairman of INEC, to submit the name of Hon Ekpo as a replacement for Senator Akpabio in the election. This was acknowledged by INEC.

“Having withdrawn from the contest to face higher national responsibilities, we caution political jobbers to desist forthwith from their planned smear campaigns against Senator Akpabio and unnecessarily heating up the polity.

“The Minister of Niger Delta Affairs, Senator Akpabio will have no choice than to invoke the full weight of the law against anyone who engages in any plot to smear his name through sponsored or fabricated petitions. A word is enough for the wise,” the release said.

Akpabio reiterated his fear and that of his party, the APC, of the state resident electoral commissioner, Mr Mike Igini, whom they alleged would not be fair in the coming rerun election.

“We have no faith in Igini’s impartiality as an unbiased and independent umpire. Igini is a compromised official and avowed enemy of APC. We are distraught and doubtful of a change of posture and therefore cautious to go into a fresh election while Igini remains the state REC. Only a foolish survivor would ask the same hired assassin to extract the bullet from his body.”

But the REC, Mr Igini while speaking on a radio station in Uyo last Saturday, said APC could neither withdraw nor substitute Akpabio in the January 25 senatorial rerun election.

Igini insisted that Akpabio’s name was going to be on the ballot since the time given for the substitution of candidates elapsed since October last year.

Ahead of his plans to realize the 2020 revenue target of N8.5 trillion, the Executive Chairman of the newly constituted board of the Federal Inland Revenue Service (FIRS), Muhammadu Nami, has begun implementing a massive reorganisation blueprint that has seen the transfer of over 100 staff, cutting across various cadres, especially directors.

The move did not totally come as a surprise, however, to many because Nami, shortly after his inaugural speech on January 16, hinted of his plans to restructure the Service as encapsulated in his 13-point agenda.

The shake-up, it was gathered, was to move staff to meet fresh challenges, bring their creativity to bear, break new grounds and eventually eliminate redundancy occasioned by monotonous work pattern.

“I think it’s a normal process and procedure for a new boss to move staff around and put them where he feels they can function optimally once he studies the staff organogram. It is rare for a new boss to inherit and adopt the template his predecessor operated with, especially when he wants to up the ante and achieve higher targets.

“This is one agency that is self-assessing. If you’re doing well, the revenue figures are there to amplify that and if not, it also shows. The head is at liberty to cobble the agency the way he deems fit within the law to realize set objectives. Fowler did it. The one before him did it. It’s about assembling a team of like minds to achieve results. N8.5 trillion as revenue target is no minced meat. It’s a tall order in an economy like ours with all its challenges.

“To me, it should be expected. It is normal”, a senior staff told Daily Sun.

Part of the massive shake-up at the FIRS saw some directors move up the ladder, while one was relieved of his duties and a fresh one injected into the Service.

Daily Sun learnt that those affected include: Aishiekh Maidugu, Director, Planning Reporting and Statistics, now the Special Assistant, Special Duties, to the Executive Chairman; Femi Oluwaniyi, Director Debt Management, now Transition Lead, Domestic Taxes Group and the Coordinating Director, Compliance Enforcement Group, Cyriacus Ekechi, who became the Transition Lead Compliance Support Group.

Others are Kudu Mohammed, Assistant Director, Project Management Office (e-Services), now Special Advisor to the Executive Chairman – a position said to have been occupied by the former Acting Chairman, Abiodun Aina, before he became Coordinating Director, Domestic Taxes Group and Abdullahi Ismaila, Special Assistant Service and Communication to the FIRS Chairman.

A circular authored by the Director Human Capital Management Department, Victor Ekundayo, dated December 31, 2019, said the five along with the executive chairman will constitute the Interim Management Team.

Others are Victor Ekundayo of Human Capital Department, who moved to the Career and Skills Development Department; Innocent Ohagwa of the Special Tax Audit Lagos, who replaced Mr Ekundayo; Gbolaga Oshiga formerly of Abia, Ebonyi, Enugu, who moved to Revenue House Abuja as Director Tax Audit; Mohammed Abubakar, formerly Coordinating Director, Tax Appeal Tribunal who is now Secretary, Joint Tax Board, JTB.

The former Secretary JTB, Oseni Elamah, a former Chairman, Edo State Internal Revenue Service, and a key JTB figure in pre and post-Tunde Fowler years got no alternative posting.

Sanni Dahiru, an Assistant Director at the State Coordinator’s Office, in charge of Kogi, FCT and Nasarawa, replaced Mohammed Abubakar. From Kano, Pam Davou, a Director, and State Coordinator in charge of Kano, Katsina and Jigawa States, was asked to come in as Director, Collections at the Headquarters. Najim Ajila, the former Director, Audit replaced Mr Oluwaniyi in Debt Collection, while Joel Ogohi, a Deputy Director, replaced Mr Oshiga as State Coordinator, Abia, Ebonyi, Enugu States.

Others moved include: David Ogedemgbe, Head Large Tax Audit, who became State Coordinator, Lagos Island; Shetimma, Tamadi, a Deputy Director from the office of the State Coordinator, Benue Kaduna and Niger, became State Coordinator for the states; Lucky Obodoekeh Chukwu, Deputy Director, Head Oil and Gas ( Downstream) became Head, Large Tax Audit; Umar Aminu Galadanchi of Large Tax Office, Kano became the State Coordinator Kano, Jigawa and Katsina States; Muazu Garba, Assistant Director, Training School, became State Coordinator, Oil and Gas (Downstream); Etsu Mohammmed Madami, State Coordinator, Kebbi Sokoto and Zamfara moved to Borno, Plateau, Bauchi and Yobe in the same position; Peter Alfred, Assistant Director, Large Tax Office in Lagos, is now Head Special Tax Audit Lagos; Yerima Silas, Assistant Director, Large Tax Office Lagos ( Non-Oil) moved to Kano to head the Large Tax Audit Office.

Four other managers were also moved. Adebayo Kayode, Director Investigations, was moved to Special Investigations Department, while Idris Ndanusa, a fresh Director was hired and posted to Internal Affairs Department, Chukwuemeka Obiagwu, formerly of Enforcement Department is now in the Enforcement Unit, Office of the Executive Chairman, Ozavize Winfrul, a Deputy Director of the Compliance unit in the Chairman’s office moves to Compliance Research, Simon Kato a Deputy Director and Special Assistant, Office of the Chairman moved to Domestic Taxes Group, Group, Odekunle John Oluwatoyin, an Assistant Director and former Chief of Staff to the former Executive Chairman was transferred to Enforcement Unit in the Office of the Transition Lead Enforcement and Compliance Group, Maupatin Olatundun, formerly the Special Adviser to the Executive Chairman was moved to Tax Audit Department; Olufemi Akinfala, formerly Head, Research and Development Department was moved to Planning Research and Statistics Department; Oyebanji Matthew, Deputy Director Special Tax Audit, Lagos, became Tax Controller Oil and Gas, Lagos, while Muazu Garba, an Assistant Director, Tax Controller Oil and Gas (Downstream) was moved to Tax Investigation Department.

Orebanjo Adebola an Assistant Director at Relationship Management Unit, Lagos was moved to Large Tax Office, Non-Oil, and Aniko Emmanuel was also moved to Large Tax Oil and Gas.

Two other Assistant Directors: Oluwa Ameenat Badmus and Oluola Adedayo were moved from Relationship Management Unit to State Coordinator’s office, while most staff of the Relationship Management Unit were not spared.

On January 16, the Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed, while inaugurating the new board of FIRS reminded the Chairman and his team that being members of a country’s tax administration comes with huge responsibilities, especially meeting set targets to justify their appointments.

She challenged the new board to churn out new ideas and strategies that will improve the country’s tax administration.

Responding, the new Chairman of the FIRS board, Mr Muhammed Nami, in his inaugural speech assured the Finance Minister that he would bring his experience and expertise to bear in his new portfolio, even as he called on other members of the board to give him the necessary support needed to meet set targets.

Nami announced the 13-point priority areas the new board will address in his first 100 days in office, including capacity building for the FIRS staff, building new enforcement strategies, restructuring and reposting audit functions, review of structures and corporate strategic retreats.

Others are overhauling critical infrastructure, repositioning of the large and medium taxpayers offices, among others.

The Federal High Court, Abuja, on Monday, dismissed a suit filed by Natasha Akpoti, Social Democratic Party (SDP)’s candidate in the Nov. 16 governorship election in Kogi, against the Governor, Yahaya Bello, for lacking in locus standi.

Justice Inyang Ekwo, who delivered the judgement, held that the alleged offence was criminal and not a civil case which could be instituted by an individual.

The judge, therefore, declared that the plaintiff had no legal right to institute the case.

The News Agency of Nigeria (NAN) reports that Justice Ekwo had, on Dec. 6, 2019, fixed Jan. 20 to deliver a judgment in the suit seeking Gov. Bello’s disqualification over alleged double registration as a voter.

Everywhere I go, they use Obafemi Awolowo as reference of and for all things. They point to his morality. They celebrate his achievements. They speak glowingly about him. They talk about him in awe. They have turned him into a god. No discussion ever takes place on any matter without him being referenced. Awo this, Awo that! Awo this, Awo that!

I am tired of hearing his name. I am just tired of it. Before you say anything, they would bring up his name. Before you do anything, they would bring up his name. What is the big deal about him anyway? What has he done that I have not done better?

He founded Nigerian Tribune, I founded my own newspapers, too. I even have magazines published in some of my stables, which he never did.

Okay, Awo brought television to Africa. I know he did it first. But he only did it for the Western Region then. But I own a network of several television stations. I believe they are not even giving me enough respect for surpassing him.

Someone had told me that Awo built housing estates in Bodija, Ibadan, and Ikeja in Lagos. As landlord of Lagos State, I personally own more than the two estates put together. I also have properties outside Nigeria and in choice parts of the world.

Simply because Awo brought Redifusion to Africa, they are also crediting him with the first radio station in Nigeria. Every time I hear that, I just laugh out loud. Do you know how many radio stations I own? I don't have to say out the number. I don't want to give the impression that I am proud.

Every time they would talk about Awo's free education program. Who needs that free education any more? There are many like me, who never even attended any known primary school, but we are smart enough to achieve all we want to achieve.

They are also fond of talking about free medical care of Awo.In a situation where I could get fantastic health services from India, Germany, UK or elsewhere, why take on the headaches of free medical care?

One of my advisers informed me that Awo introduced minimum wage in the old Western Region. Well, we could congratulate him for that. There was no need for me to do something like that when I was in office.

Liberty Stadium? There is nothing special about that except that it was the first one. I had three famous ones in my jurisdiction. Though, I did not build any. I didn't have to. I had three great ones. Everybody knows them and I don't have to name them.

Another adviser of mine told me to write a book. He had called my attention that Awo wrote about 15 books or so. I didn't and still don't see any need for that. I have many intellectual goons, who could write for me or write about me. I have delegated that responsibility. Delegating responsibility is a hallmark of a great leader like me.

What I dislike most is that they talk about Awo as if he is special. I don't think so. I have done many things he was never able to do. I have organised a coalition that removed an incumbent president from office. Was Awo able to do that? He did not even come any close.

I have installed governors. I have installed senators. I have installed my relatives in several positions. Many of my friends and loyalists are in various juicy positions. My daughter, my in-laws are beneficiaries of my clout and political genius. Awo never had those skills. He could not do any of that.

I have even selected a vice president for Nigeria. Yes, I have done that. Did Awo ever do that? Was he that smart? I don't want to sound as if I am boasting. I am a political genius. Awo is not close to me in any way. Let's just forget it. You know I am a very humble person.

Then they try to belittle me all of the time. They claim no one knows my primary school's address. That they searched for it they could no find it. I just laughed. The point is that I am the smartest politician in the history of Nigeria.

Others complain that I claimed that I attended Government College, Ibadan. They are upset that I couldn't remember the year I attended or remember the name of my principal. Some of them were even asking me to name any of my classmates. What has all that got to do with my greatness?

Many of them even accused me of forging my university certificate. Some of them call me "Mr Chicago," out of malice. The bottom line is that I was in Chicago. No one could deny that. It is not my fault that Awo never had the good fortune to be in Chicago like me. People are just jealous of my achievement.

When all is said and done, they look around on what to say about me, they would raise the issue of drug peddling. They call me so many names. I was never convicted of any drug crime anywhere on the surface of the earth. I have never been jailed anywhere for any reason. But Awo was jailed anyway, whether politically motivated or not.

Look, I am greater than Awo. There is no question about it. Some people don't like this idea. But there is nothing they could do about it. When in 2023, I become the President of Nigeria, it would cement my greatness over Awo because it goes without saying that he was never the president of Nigeria.

I am the greatest political gladiator in the history of the Yorùbá race. I am the greatest star ever, in the firmament Oòduà land politics. I am the greatest political strategist in Nigerian history. It would amount to unfairness to even put Oduduwa over and above me, not to speak of Obafemi Awolowo.

I am greater than Obafemi Awolowo.

President Muhammadu Buhari has directed Abubakar Malami, attorney-general of the federation, to handle the case of Ibrahim Ibrahim, a Nigerian cleric on death row in Saudi Arabia.

Buhari gave the directive after Bello Mutawalle, governor of Zamfara, prevailed on him to see to the release of Ibrahim, an indigene of Zamfara.

According to a statement by Zailani Bappa, media aide to Mutawalle, Ibrahim was wrongly placed on the death row for charges bothering on drug trafficking.

“Governor Matawalle yesterday met with President Muhammadu Buhari and appealed on behalf of Ibrahim Ibrahim whose judgement was scheduled for next week, on charges of drug trafficking,” the statement read.

“Ibrahim, an Islamic cleric, was wrongly arrested in Saudi Arabia and arraigned before the court but could not sufficiently prove his case due to lack of a lawyer. He was earlier cleared by two lower courts in Jedda for lack of evidence on the part of the prosecution.

“However, the prosecution appealed against him in Makkah where he was expected to have a lawyer or risk execution judgement.

“To this end, President Muhammadu Buhari has already directed the Minister of of Justice, Abubakar Malami, to handle the matter appropriately in order to save the innocent life of Ibrahim Ibrahim.”

In April, Saudi authorities released Zainab Aliyu, a student of Bayero University, Kano (BUK) following the intervention of the Federal government.

Aliyu had been arrested and detained for drug trafficking but the government of Saudi Arabia investigated the case and set her free after discovering that she was a victim.

Lesotho’s prime minister has bowed to pressure to step down over evidence allegedly linking him to the murder of his estranged wife, the ruling party said Thursday.
Senior members of the All Basotho Convention (ABC) party have accused Thomas Thabane of hampering investigations into the killing.

They called for his resignation last week.

In June 2017, unidentified assailants gunned down his wife, Lipolelo Thabane, 58, on the outskirts of Lesotho’s capital Maseru, two days before her husband’s inauguration.

The brutal murder was brought back into the limelight last week by a letter from Lesotho’s police chief Holomo Molibeli.

It claimed that communication records from the day of the crime picked up Thabane’s mobile phone number.

The letter — dated December 23, 2019 — became public in court documents filed by Molibeli after Thabane tried to suspend him over a separate matter.

“Mr Thabane has already made known his decision to resign to the cabinet in its seating on Tuesday,” ABC spokesman Montoeli Masoetsa told AFP on Thursday.

He said the next step for the party was to appoint a replacement, which would then need to be approved by parliament.

“There is no exact date in place as to when Thabane shall step down but it’s going to be soon,” Masoetsa added.

Lipolelo’s murder sent shock waves through the tiny poverty-stricken nation, which is entirely ringed by South Africa.

At the time his estranged wife was killed Thabane, now 80 years old, had been embroiled in bitter divorce proceedings with her.

Meanwhile, police have been unable to trace Thabane’s current wife, Maesaiah Thabane, since she failed to appear for questioning on January 10.

A court has issued a warrant for her arrest, which she unsuccessfully appealed.

Other high-profile figures have since also been summoned to provide information on the case, including the minister of water affairs and the government secretary.

“Government cannot be above (the) law,” Communications Minister Thesele Maseribane told reporters in Maseru.

“We would like to see her (Maesaiah Thabane) back home and go to the courts like everybody else.”

The Peoples Democratic Party (PDP) has knocked the panel of Supreme Court justices that delivered judgment in the Imo State governorship election.

The party asked for a review and reversal of the judgment and called on the Chief Justice of Nigeria (CJN), Justice Tanko Muhammad to step down.

At a media conference on Thursday, addressed by the National Chairman of the PDP, Prince Uche Secondus, the party asked the six other justices that delivered judgment on the Imo case to recuse themselves from the remaining election petition cases pending before the apex court.

Other governorship election petition cases pending before the apex court and in which the PDP is involved, are those of Sokoto, Adamawa, Bauchi, Benue, Plateau and Kano states.

Describing the verdict in the Imo case as recipe for crisis, Secondus said the judgement was a miscarriage of justice and a coup against the PDP and the people of Imo state.

The party chairman said, “That the Supreme Court, as presently constituted under Justice Mohammed Tanko, has become heavily compromised; lost its credibility and is now annexed to execute ignoble agenda of the APC-led Federal Government against the Nigerian people.

“That the judgment of the Supreme Court voiding the lawful election of Hon. Emeka Ihedioha (who scored 276,404 votes) and awarding fictitious votes to declare Hope Uzodimma of the APC, who scored 96, 458 votes as governor of Imo state, is highly irrational, unfounded, a provocative product of executive manipulation and a recipe for crisis, which should not be allowed to stand.

“With the verdict, the Supreme Court executed a coup against the PDP and the people of Imo state as well as other Nigerians, and such must not be allowed to have a place in our democracy”.

Querying the validity of the judgment, the party pointed out that the 127,209 votes added to the votes of the APC candidate, Hope Uzodinma by the apex court could not be justified.

Secondus said the added votes to the APC candidate shot the total votes cast at the election above the number of accredited voters, as contained in the record of the Independent National Electoral Commission (INEC).

According to him, while the INEC figure of accredited voters stood at 823,743, the apex court, through its judgment, shot the number to 950,952, which the party said was in excess of accredited voters in the election.

The party also queried the allotment of the entire votes in the disputed 388 polling units, saying that going by INEC records, election did not take place in those polling units as a result of violence and other disruptive activities on election day.

“The so-called results from the 388 polling units were rightfully rejected, in line with several decisions of the Supreme Court, by the Tribunal and Court of Appeal as it was merely dumped on the tribunal in a Ghana Must Go bag, by a policeman who had no mandate of the police to testify at the Tribunal.

“The Tribunal did not even open the Ghana Must Go bags as there was no basis to do so. It is one of the great wonders of the world how the Supreme Court opened the bag, counted the results and added them to only the APC Candidate.

“What is more perplexing is the fact that INEC produced a schedule of reasons why results were not produced from the 388 units.

“Indeed election did not even take place in most of the units for one reason or another, like violence, etc and so no result could possibly be obtained from those units. The results were not merely rejected or cancelled by INEC.

“None of the candidates or their counsel, except perhaps APC, as we speak, are aware of the number of votes scored by each party from the 388 polling units. The Tribunal or Court of Appeal did not mention or ascribe any figure from the units to any party in their decisions.

“In fact, in the cross examination of the APC candidate, Sen. Hope Uzodinma, he could not read any figure from the ‘Oluwole’ results. He said that the figures were not clear. And so it beats our imagination where the Supreme Court conjured and manufactured the figures it used in declaring Uzodinma/APC as duly elected”, Secondus added.

The party raised questions as to the propriety of the apex court to formulate and allocate votes as election results where such votes were not certified by INEC as required by law.

Knocking the apex court further, Secondus said, “The fact is that, the Supreme Court, as presently constituted under Justice Tanko, has lost its credibility and no longer commands the respect and confidence of Nigerians.

“If the people no longer repose confidence in the Supreme Court, then our democracy, national cohesion and stability are at great risk.

“The constitution of the panel that heard the appeal itself was a product of drama. The panel was changed three times and any judge that showed signs of not agreeing to murder democracy, in this case, was promptly removed by the CJN.
The result had to be unanimous to satisfy the script of rationality.

“But can any judge who sat on that panel go home and sleep well? Can any judge who sat on that panel face his Creator and swear that impartial justice was done? We think not.

“We had intelligence before the verdict on the Imo governorship that the hierarchy of APC had decided that they must use the Supreme Court to capture the states won and controlled by the PDP such as Imo, Sokoto, Bauchi, Adamawa and Benue.

“Can the PDP rightly trust the impartiality and independence of the panel headed by Justice Tanko Mohammed, the CJN, to adjudicate on the remaining cases involving the PDP like Kano, Sokoto, Benue, Bauchi, Adamawa, Plateau and others?

“Is the same fate awaiting the Governors of these states that are controlled by the PDP and other states like Kano where the PDP clearly won and was robbed?

“Should Justice Tanko Mohammed and his colleagues on the Imo Governorship Panel not recuse themselves from the remaining cases involving PDP?

“The PDP firmly holds that if the flawed judgment of the Supreme Court on Imo governorship election is allowed to stand, it would be a recipe for anarchy, chaos and constitutional crisis not only in Imo state but in the entire country.

“Our party has it in good authority that Justice Tanko and his panel are working on instruction from certain forces in the Presidency to use the Supreme Court to take over states lawfully won by the PDP and award them to the APC.

“The PDP, therefore, advises Justice Tanko not to allow himself to be used to push our nation to the path of anarchy and constitutional crisis as any further attempt to subvert justice in the pending petitions on Sokoto, Bauchi, Benue, Adamawa as well as Kano and Plateau states will be firmly and vehemently resisted.

“In other to avoid an imminent breakdown of law and order, the PDP demands that Justice Tanko Mohammed immediately steps down as CJN and chairman of the National Judicial Council as Nigerians have lost confidence in him and a Supreme Court under his leadership.

The crisis in the All Progressives Congress (APC) took a new dimension on Tuesday following the announcement of Arch. Waziri Bulama as the new National Secretary by the National Working Committee(NWC) of the party.

The meeting of the NWC was stormy as the National Vice Chairman North East, Comrade Salihu Mustapha insisted the announcement should not be made after a motion to name Bulama was reportedly moved by the National Legal Adviser, Barrister Ogala.

The incident created tension, leading to a shouting match during the meeting.

Mustapha, who stormed out of the meeting, however, told reporters that Oshiomhole was not qualified to preside over the NWC meeting following a court order on his suspension by the party in his state.

A former director-general of the State Security Service, Afakirya A. Gadzama has been appointed as the chairman of the Governing Board of the National Institute for Security Studies (NISS).

His new appointment was conveyed in a letter from the Office of the Secretary to the Government of the Federation dated January 2, 2020.

The appointment was approved by President Muhammadu Buhari with effect from December 16, 2019 for an initial term of four years in line with Section 4 of the National Institute for Security Studies (Establishment Act), 2019.

The letter, with reference SGF.2/S.9/C.3/10, was signed by the Secretary to the Government of the Federation (SGF), Boss Mustapha.

Gadzama started his career in the National Security Organisation as a Principal Officer in 1984 and rose through the ranks of the NSO and the subsequent State Security Service, which was created out of the NSO when it was dissolved.

The Economic and Financial Crimes Commission (EFCC) has frozen the bank accounts of Shehu Sani, a former senator from Kaduna state, his aide alleges.

In a statement on Sunday, Suleiman Ahmed, senior special adviser to Sani, also said the former lawmaker was “forced to declare his assets”.

The EFCC had arrested Sani for allegedly demanding money from Sani Dauda, owner of ASD Motors, to bribe Ibrahim Magu, acting chairman of the anti-graft agency, so as to influence an investigation.

Although the former lawmaker denied the allegation, the anti-graft agency insisted he had questions to answer on the matter.

In the statement, Sani’s aide accused the EFCC of bias in his principal’s case, and he listed 11 questions for the agency to answer.

He wondered why the anti-graft agency has not detained Sani’s accuser “who admitted to giving bribe” and why it has not invited “Alhaji Samaila Isa Funtua who was mentioned in the frame up against Shehu Sani?”

“Mr. Orilade, what is the connection between allegations of extortion of $25,000 and then searching his residence, blocking his accounts and forcing him to declare his assets?” he asked the EFCC.

The other questions Sani’s aide posed to the EFCC in the statement are:

A former Commissioner for Finance in Kogi State, Chief Joseph Molemodile has been reported dead.

This is coming barely 48 hours after the death of the vice-chairman of Kogi West chapter of the Peoples Democratic Party, Chief Kola Ojo, who slumped and died on Tuesday while playing Tennis.

It was learnt that Molemodile, the pioneer legal adviser of the All Progressives Congress in Kogi, died in the early hours of Thursday in his Jos, Plateau State residence.

In a statement issued, on Friday, by the Special Adviser to the Governor on Information and Communication Strategy, Kingsley Fanwo, he confirmed the death.

The statement read: “He brought a lot Of innovations and financial engineering to bear on the management of the state’s finances and continued to render selfless services to the State and humanity even long after leaving Office.

The United States on Friday rejected a request by Iraq to start talks on pulling out its 5,200 troops, notching up the discord after Washington killed a top Iranian general in Baghdad.

Angry at an attack seen as violating Iraqi sovereignty and enmeshing the country again in war, Iraq’s caretaker prime minister asked Secretary of State Mike Pompeo late Thursday to send a delegation to begin withdrawal arrangements.

The State Department said it was ready for “a conversation” — but not about removing troops.

“At this time, any delegation sent to Iraq would be dedicated to discussing how to best recommit to our strategic partnership — not to discuss troop withdrawal, but our right, appropriate force posture in the Middle East,” State Department spokeswoman Morgan Ortagus said in a statement.

Calling the United States “a force for good,” she said: “We want to be a friend and partner to a sovereign, prosperous and stable Iraq.”

President Donald Trump has described the 2003 US invasion of Iraq as a mistake and in the past criticized US troop deployments, in Iraq and elsewhere, as wasteful.

Nonetheless, he has responded angrily to Iraqi efforts to expel US troops, even threatening sanctions on a country promoted as a US partner.

Pompeo, speaking to reporters, said that US troops’ mission in Iraq was “very clear” — training local forces and fighting the Islamic State extremist group.

“As times change and we get to a place where we can deliver up on what I believe, and the president believes, is our right structure, with fewer resources dedicated to that mission, we will do so,” he said.

– Iraqis take to streets –
Iraqi leaders were infuriated by the US drone strike at Baghdad’s airport that killed Iran’s most prominent general, Qasem Soleimani, on January 3 and parliament voted on Sunday to rescind an invitation to foreign troops.

Caretaker prime minister Adel Abdel Mahdi, in his call to Pompeo, “requested that delegates be sent to Iraq to set the mechanisms to implement parliament’s decision for the secure withdrawal of (foreign) forces from Iraq,” Abdel Mahdi’s office said in a statement.

But Abdel Mahdi is in a weak position, staying in power in an acting capacity more than a month after resigning in the face of massive demonstrations.

Protests resumed Friday across the country, with protesters denouncing the influence both of the United States and Iran.

“Screw Iran! Screw America!” protesters cried out in the capital’s iconic Tahrir Square, still lined with tents and stalls set up three months ago.

Fearing their movement would be eclipsed by war, Iraqi activists posted calls on social media in recent days for the mass protest on Friday, which marked the inverse date, 10/1, of the first rallies on October 1, or 1/10.

Protesters in the Shiite holy city of Karbala clashed overnight with security forces and others were arrested in Basra on Friday.

“By relaunching the protests, we’re showing our commitment to the demands of the October revolution: that our leaders stop monopolizing our country’s resources,” said Haydar Kazem, protesting in Nasiriyah.

– Proxy battleground –
The US invasion that overthrew dictator Saddam Hussein set off bloodshed across the country and allowed growing influence of Saddam’s nemesis Iran which, like Iraq, has a Shiite Muslim majority.

Former president Barack Obama ordered a withdrawal from Iraq but US troops were invited back in 2014 to fight the surge of the extremist Islamic State group.

But under Trump, Iraq has increasingly become a proxy battleground between the United States and Iran, which has also battled the Islamic State group.

Iranian-backed Iraqi Shiite militias have fired rockets at US forces as Trump tries to strangle Iran through sweeping sanctions, which the administration again bolstered on Friday.

Seeking to boost international support of his actions against Iran, Trump has called for NATO — the alliance of Western nations which he has often described as free-riders — to play a greater role in the Middle East.

The request baffled many observers, who wondered what Trump had in mind. He has been seeking to wind down the nearly two-decade US deployment, led by NATO, in Afghanistan.

Pompeo, without further details, said a NATO delegation was holding talks on Friday in Washington on “burden-sharing in the region.”

I have made my statement and provided all my facts against their package of lies and I demand the EFCC to make public all the sheets of our statements and supporting documents for the world to see. ”

My detention is unfair, unjust, prearranged and politically motivated. ”

Alhaji Sani Dauda and his hidden sponsors have not been able to provide any proof of their allegations. I’m unjustly incarcerated on the ground of an arranged two page petition backed with no evidential or documentary proof. ”

President Muhammadu Buhari on Thursday, in Abuja, said Federal Government will give more attention to improving personnel and infrastructure of universities to produce quality graduates, assuring that education will, henceforth, be a top priority in development goals of the country.

President Buhari, who received leadership of Academic Staff Union of Universities (ASUU) led by Prof. Biodun Ogunyemi at the State House, said effective and efficient operations of universities will go a long way in improving the economy, especially with focus on science and technology.

The President urged members of ASUU to assist the Federal Government in realising the target of improved education and credible certificates by complying with ongoing verification and validation of human resources in the universities, which will guarantee optimum output.

“The future of the country depends on quality education and our certificates must be credible to inspire confidence,’’ he said.

President Buhari said constitutional provisions should be carefully studied and adhered to for more harmonious relationships, and standards that will promote efficiency.

The President directed the Ministry of Education to put in more effort in ensuring that Nigerian universities are properly funded, with adequate infrastructure and staffing.

In her remarks at the meeting, the Minister of Finance, Budget and National Planning, Zainab Ahmed, said out of the 137,016 academic and non-academic staff members of the universities, 96,090 have been enrolled in the Integrated Payment and Personnel Information System (IPPIS), urging ASUU to encourage the remaining 40,926 members to comply with the process.

She said a desk has been opened in the Office of the Accountant General of the Federation for registration of university staff, assuring that peculiarities of the tertiary institutions will be accommodated.

The Minister pointed out that many anomalies were discovered in the university structures that have contributed to the increased cost burden, which include staff working and earning pay in more than one university, contract staff on payroll of the government, tax reductions on PAYEE and multiple employments.

Ahmed said some universities had rushed to recruit more staff before the IPPIS registration commenced, which was then detected.

“While it is clear that ASUU has peculiarities, it should be recognised and rightly accommodated, and the allowances will be made, and not leaving the university out of IPPIS because of the peculiarities,’’ she added.

Secretary to the Government of the Federation, Boss Mustapha, urged ASUU to comply with IPPIS in national interest as his office was already in the process of streamlining all issues of human resources in government.

In his remarks, the President of ASUU, Prof. Ogunyemi said the educational sector needed more Federal Government attention, noting that implementation of agreements over the years will go a long way in improving the quality of education in the universities.

Prof. Ogunyemi said: “Nigerian universities can make meaningful contributions to addressing the challenges of the country (economy, security and corruption) if given the opportunities. Appropriate funding level, competitive conditions of service, university autonomy and academic freedom are critical to creating such an atmosphere.

“With adequate and effective education, particularly university education, Nigerians will be less susceptible to manipulation, our economy will grow and problems of insecurity and corruption will be drastically reduced,’’ he said.

The ASUU President said Nigeria could learn from countries like China, Malaysia and Singapore that have encouraged universities to drive their educational development through tripartite linkages of government, industries and universities called Triple Helix Principle.

On IPPIS and university operations, Prof. Ogunyemi said the Federal Government’s Visitor initiative to the universities, at least once in five years, was the best guarantee for monitoring accountability processes that include internal and external audit processes.

The ASUU President said the IPPIS will be a “disruptive intrusion’’, adding: “IPPIS violates the laws of the federation, violates university statutes, and violates agreements between the Federal Government and ASUU.’’

“The Government should welcome ASUU’s ongoing innovation of a robust system of human resource management and compensation, called the University Transparency and Accountability Solution, which will address peculiarities of universities and end inappropriate recruitments.’’

The Minister of Education, Adamu Adamu and Labour and Employment , Dr Chris Ngige, assured that the Federal Government was committed to improving the educational sector, promising to work closely with ASUU.

He also declared that the attacks were the start of a series of attacks across the region, Al Jazeera reports.

Hajizadeh, the head of the Revolutionary Guards Aerospace Force, also said the “appropriate revenge” for the US killing of Qassem Soleimani was to expel US forces from the Middle East.

He also said Iran had hundreds of missiles at the ready and when Tehran launched missiles on Wednesday it had used “cyber attacks to disable (US) plane and drone navigation systems.”

Iran had on Wednesday launched over 15 missiles on US targets in Iraq in retaliation to the death of Qassem Soleimani, who was buried on Tuesday.

It further issued another warning that any US retaliation to the missile attacks in Baghdad would lead to an all-out war in the Middle East.

On Tuesday, Buhari overruled Mamman on the suspension of Damilola Ogunbiyi as the Managing Director of the Rural Electrification Agency (REA).

Ogunbiyi, had before btye minister’s action, tendered her resignation to take up a job as the UN special representative for sustainable energy and CEO of Sustainable Energy for All (SEforAll).

Ministry workers had accused Mamman of moving against top staff of the agency as though he was on a vendetta mission.

Its Chairman, Gbenga Adebayo, lamented that some states have seen telecoms sector as cash cow that should milked, adding that they come with very spurious taxes, charges and levies.

But this threat is coming barely 72 hours after the Minister of Communications and Digital Economy, Isa Pantami said he has written to state governors to comply with the national economic council’s (NEC) resolution on the Right of Way.

The RoW charge is the levy paid to state governments for laying of optic fibre on state roads.

At present, the cost of RoW on federal roads is N142 per linear metre.

The 14 states, however, increased RoW fees from between N300-N500 per linear metre to between N3,000-N6,000 per linear metre.

The new management of the Lagos State Infrastructure Maintenance and Regulatory Agency (LASIMRA) increased RoW fee from N500 per linear meter to N5,000 per linear metre.

A single telecoms operator needs RoW covering thousands of kilometres.

The Special Adviser on Innovation and Technology to Lagos State governor, Tubosun Alake, in an interview said: “The issue of Right of Way has always been a challenge between state governments and telecoms operators who seek permission on RoW to expand their networks and infrastructure.

“There is this belief surrounding the telecoms sector that state governments see the telecoms sector as a cash-cow that they should milk dry, but that is not the thinking of government.

“In Lagos, the government sees telecoms as a critical source of infrastructure for the state, which needs smart regulation so that telecoms operators do not take undue advantage of the citizens, hence the need for balancing.

“The Lagos state government, through its agency, LASIMRA, has been equipped to enforce regulation and compliance of telecoms mast installation and digging of roads for the laying of fibre cables by telecoms operators.

“With the new management of LASIMRA, I believe they will grant RoW to telecoms operators to enable them to expand their networks and infrastructure in such a way that it will not hinder network expansion that will address poor service quality, and at the same time, it will not inconvenience the citizens that are expected to benefit from the telecoms services.”

Telcos across the country have previously blamed the poor service experience of subscribers on the refusal of federal and state agencies to grant RoW licence to lay more fibre optic cables in cities.

Carriers said they had envisaged heavy surge during the festive seasons and had long requested for RoW licence that would enable them to expand their networks by laying more broadband fibre optic cables.

They, however, stated that their request was rejected by the various government agencies, forcing them to maintain the available network that is not sufficient to manage the peak periods.

The states which hiked the levy are Lagos, Kano, Anambra, Ondo, Cross River, Kogi, Osun, Kaduna, Enugu, Adamawa, Ebonyi, Imo, Kebbi and Gombe.

Defence officials call letter about preparations for a US military withdrawal from Iraq 'a mistake'.

The United States has no plans to pull out militarily from Iraq, Defense Secretary Mark Esper told Pentagon reporters on Monday, following reports of a US military letter about preparations for a withdrawal.

"There's been no decision whatsoever to leave Iraq," Esper said, when asked about the letter, adding there had also been no plans issued to prepare to leave.

"There's been no decision made to leave Iraq. Period," he told reporters.

The letter, cited by news agencies and US media, was sent to Iraqi military by US Marine Corps Brigadier General William H Seely III, commanding general of Task Force Iraq, the US-led military coalition against ISIL.

A top US general told reporters that the letter was a poorly worded draft document meant to only underscore increased movement of forces.

"Poorly worded, implies withdrawal. That's not what's happening," US Army General Mark Milley, chairman of the Joint Chiefs of Staff, told a group of reporters, stressing there was no withdrawal being planned.

"This was a mistake from McKenzie," Milley told reporters, referring to US Central Command commander General Frank McKenzie.

"The long and short of it is: It's an honest mistake by people trying to do the right things in highly dynamic situations, etc. It should not have been sent," he said, adding that the unsigned document was a draft sent to get input from Iraqi officials.

"It (the draft letter) was sent over to some key Iraqi military guys in order to get things coordinated for air movements, etc. Then it went from that guy's hands to another guy's hands and then it went to your hands. Now, it's a kerfuffle."

Esper added the US was still committed to countering ISIL in Iraq, alongside US allies and partners.

The reports came a day after the Iraqi parliament urged the government to expel foreign troops following the US killing of Iranian general Qassem Soleimani in Baghdad.

Iraqi caretaker Prime Minister Adel Abdul Mahdi told the US ambassador to Baghdad on Monday that both countries needed to implement the resolution, the premier's office said in a statement.

The US military has said there are about 5,000 US troops in Iraq.

A soldier with name tag; Blessed Olodi, from the Engineer Construction Regiment (ECR) military base in Ede went berserk, killed one of his colleagues and one other person.

The soldier was said to have stabbed his colleague and a woman, identified as Mrs Iyabo.

A source told Daily Trust that the remains of the deceased have been deposited at the morgue of the Obafemi Awolowo University Teaching Hospital.

The residents of Ede community said the soldier suddenly unleashed violence on people on January 2 and that his wife and four others, including a lance corporal were also wounded in the attack.

The victims, said to be severely injured, are receiving treatment at the intensive care unit of the hospital.

According to eyewitnesses, the soldier was eventually disarmed and detained by a team of soldiers. It was gathered that the soldier was on a medical leave from the 17 Field Engineer Regiment operating in the North-East.

Olodi was said to have attended a course at the Nigerian Army School of Military Engineers, Makurdi, before returning to Ede. When contacted, the Police Public Relations Officer for Osun State Police Command, Folasade Odoro, said she was busy.

Also, the police spokesperson didn’t reply a text message sent to her by Daily Trust correspondent afterwards.

Police Command in Kano has arrested a 30-year-old housewife, Hauwa Lawal, for allegedly pushing her co-wife Zuwaira Sani, 35 and her 18-month-old son into a well.

The Police Public Relations Officer, DSP Abdullahi Haruna, confirmed the arrest in an interview with News Agency of Nigeria (NAN) on Sunday in Kano.

Haruna said the police received a report on Friday that Lawal of Rurum village in Rano Local Government Area of the state, had pushed her co-wife and baby into a well.

“The suspect had a misunderstanding with the victim in the process they started fighting in the house.

The suspect pushed her rival along with her 18-month-old son, Mustafa Gambo, whom she was backing into a well situated in their house.’’

He said the Commissioner of Police in the state, Mr Habu Sani-Ahmadu, ordered the tracking down and arrest of the fleeing suspect within 24 hours.

“Operation Puff-Adder, swung into action and arrested the suspect on Saturday at about 1:17 a.m.

“The victims were removed from the well and were rushed to Rano Hospital where Sani was confirmed dead, while her son is alive and has been discharged from the hospital. The suspect confessed to the crime,’’ the PPRO said.

The PPRO said that the case had been transferred to the State Criminal Investigation and Intelligence Department for investigation.

"Once investigation is completed the suspect would be charged to court,’’ Haruna said.

The Iraqi parliament on Sunday backed a resolution urging Prime Minister Adel Abdul-Mahdi to rescind Iraq’s invitation to U.S. forces.

President Trump threatened Iraq with sanctions and a bill for billions of dollars if the U.S. is forced to withdraw its troops from the nation after the Iraqi parliament, responding to a U.S. airstrike that killed a powerful Iranian general on its soil, voted in favor of expelling American forces.

The nonbinding resolution—passed Sunday with the backing of Shiite politicians—urges Prime Minister Adel Abdul-Mahdi to rescind Iraq’s invitation to U.S. forces that helped rescue the country after Islamic State overran about one third of its territory in 2014.

Mr. Abdul-Mahdi called on lawmakers to back the resolution, but it wasn’t clear how he would proceed. He resigned as prime minister last year and has since presided over a caretaker government.

Mr. Trump balked at leaving Iraq without reimbursement.

“We have a very extraordinarily expensive air base that’s there. It cost billions of dollars to build,” Mr. Trump said on Air Force One as he returned to Washington from Florida. “We’re not leaving unless they pay us back for it.”

Unless the U.S. exits Iraq on a “very friendly basis,” Mr. Trump said, the U.S. “will charge them sanctions like they’ve never seen before ever.”

Mr. Trump also repeated his threat that the U.S. could target Iranian cultural sites if tensions between the two countries escalate further.

“They’re allowed to kill our people,” he said. “They’re allowed to torture and maim our people. They’re allowed to use roadside bombs and blow up our people. And we’re not allowed to touch their cultural sites? It doesn’t work that way.”

The vote in Iraq’s parliament showed how the backlash against Maj. Gen. Qassem Soleimani’s killing is weighing on relations between the U.S. and Iraq, pushing the Baghdad government into closer alignment with Tehran. It throws further doubt on the future of the 5,000 U.S. troops in Iraq and the campaign against Islamic State at a time the militants are seeking to regroup.

Mr. Abdul-Mahdi and politicians said the U.S. had violated Iraq’s sovereignty with its strikes targeting Gen. Soleimani, the architect of deadly Iranian shadow wars throughout the Middle East, and top Iraqi paramilitary commander Abu Mahdi al-Mohandes.

Lawmakers during and after the session chanted: “Out, out, occupier! No, no to America! No, no to Israel!”

The exact process by which the U.S. would be asked to leave was murky. In a call with the French foreign minister after the vote, Mr. Abdul-Mahdi said Iraqi officials and experts were preparing a memorandum on the legal and procedural steps to implement the resolution.
