President Muhammadu Buhari is currently meeting with governors on the platform of the All Progressives Congress (APC) in the State House.

The meeting, which started at about 3pm, was believed to have been called as a prelude to the scheduled National Executive Council (NEC) meeting of the party, which is expected to hold on Tuesday (tomorrow).

The Nation was unable to lay hold on to agenda for the meeting as at the time of filing this report, it was learned that it might be a meeting for ironing out plans and agreeing on positions.

Of the twenty members of the Progressive Governors’ Forum (PGF), which is the platform on which APC governors converge, 16 were cited interning the meeting.

Those seen entering the President’s office included: Bornu, Lagos, Ogun, Edo, Kebbi, Jigawa, Osun, Imo, Gombe, Niger, Kastsina, Plateau, Ondo, Kano, Kwara, Nassarawa governors.

Those yet to arrive were: Kaduna, Ekiti, Yobe and Kogi governors.

A Sokoto High Court has restrained the All Progressives Congress (APC) from electing or appointing Mallam Lanre Issa-Onilu or any member into its top position except through a National Convention.

This is coming just a few hours before the scheduled emergency National Executive Committee meeting of the All Progressives Congress (APC).

Inuwa Abdulkadir, National Vice Chairman (North West) of the APC is currently in court for challenging the appointment of the APC National Publicity Secretary, Mallam Lanre Issa-Onilu, claiming that the appointment was not done in accordance with the provisions of the APC Constitution.

The party’s NWC also recently announced the appointments of former Oyo State Governor, Abiola Ajimobi, and three others as national officers of the party.

The interim order which was granted by Justice Mohammed Mohammed was in respect to a case instituted by Abdulkadir, who is the Plaintiff; against the APC, Mallam Lanre Issa Onilu, and INEC who are listed as first, second and third defendants.

The plaintiff urged the court to grant the following prayers:

“An order of interim injunction, restraining the defendants or any other organ of the 1st defendant from appointing or electing 2nd defendant or any member of the 1st defendant in a substantive capacity or whatsoever save and except through a National Convention in accordance with the constitution of the 1st defendant pending the hearing and determination of the motion on notice on SS/ M. 106/ 2020 now pending before this court.

“An order of interim injunction, restraining the defendants or any other organ of the 1st defendant except the National Convention from appointing, electing or ratifying the appointment of 2nd defendant or any member of the 1st defendant into the National Executive committee except in compliance with the 1st defendant’s constitution as well as in accordance with the provisions of section 233 (1) of the Constitution of the Federal Republic of Nigeria 1999 (as amended) pending the hearing and determination of the motion on notice on SS/M. 106/ 2020 now before this court.

“And for any further orders that the court will deem fit to make in the circumstance.”

Crime6 Soldiers Killed In Boko Haram Ambush In Banki, Borno State by Kwanza(op): 9:48am On Mar 16, 2020
Suspected members of the Boko Haram on Sunday morning ambushed Nigerian troops in Banki area of Borno State killing six soldiers.

Military sources confirmed that the attack occurred close to Banki junction.

PREMIUM TIMES is withholding the identities of the slain soldiers to allow the army brief the families. However, the victims, members of the 151 Task Force battalion, include two sergeants, two lance corporals and two privates.

“We lost six soldiers to Boko Haram terrorists this morning. The guys came unexpectedly with sophisticated weapons,” an army officer in Borno said, asking not to be named for fear of victimisation.

Banki is 130 km southeast of Maiduguri, the Borno state capital. Apart from the original residents, the community also houses some 45,000 people displaced by the Boko Haram violence.

When contacted on the attack, the army spokesperson Sagir Musa said he has no information about it.

“I don’t know what you want me to confirm because as I speak to you I’m not in Nigeria. I’m on course in London. Thank you,” he said.

Sunday’s attack in Banki is the latest in a string of attacks by the terror group on Borno communities.

The Boko Haram insurgency in Northern Nigeria has caused over 30,000 deaths and displaced millions of others, mainly in Adamawa, Borno and Yobe states, according to the United Nations.

The Nigerian military has been able to limit the activities of the terror group to the three North-eastern states. However, the group is still able to carry out attacks on civilian and military targets in those three states.

Senegal's President Macky Sall on Saturday ordered all schools and universities closed for the next three weeks and religious festivals cancelled in response to a coronavirus outbreak that has infected 24 people in the past two weeks.

Senegal is the first sub-Saharan African country to close its schools, according to a list compiled by U.N. cultural agency UNESCO. As of Friday, 39 countries had closed schools nationwide, affecting over 420 million children and youths, UNESCO said.

Since Thursday, 17 contacts of a man who returned from Italy to the city of Touba, which was scheduled to host a religious festival later this month, have tested positive. The man's two-year-old baby was one of three new confirmed cases on Saturday, the health ministry said.

"With the appearance of a hotbed of community transmission in Touba, I instructed the government (to adopt) a contingency plan to prevent the propagation of the epidemic," Sall said after a meeting with his advisers.

He added that the army would help build mobile hospitals.

Senegal has confirmed the second most coronavirus cases in sub-Saharan Africa, behind South Africa, which has reported 38.

The region did not record its first case until Feb. 28 in Nigeria, but there are now dozens of cases across at least 16 countries. Rwanda and Namibia both announced their first cases on Saturday.

The Presidium of the DFL Deutsche Fußball Liga discussed the effects of the corona virus on the Bundesliga and Bundesliga 2 matches in a special session today.

As a result of this exchange, the DFL Presidium proposes to the General Assembly meeting next Monday to suspend the game operations of both leagues from next Tuesday through April 2, including the end of the international break.

The goal is still to end the season by summer - from a sporting point of view, but especially because an early end of the season could have existential consequences for some clubs. During the international break, all the clubs should take a decision on how to proceed, taking into account the knowledge that is then available, for example with regard to the international game calendar.

With a view to the coming weekend, both the DFL and clubs will continue to work closely with the Federal Ministry of Health and the local health authorities at the respective stadium locations of the Bundesliga and 2. Bundesliga.

The health of the entire population, and thus of all football fans as well as all players in the Bundesliga and Bundesliga 2, is a top priority. The match between FC Erzgebirge Aue and SV Sandhausen, on the other hand, is taking place as planned, despite the fact that reports have been divergent in the meantime. The health department of the Erzgebirge district confirmed to the DFL that it can be held without visiting the stadium.

HealthBREAKING: Kenya Bans Public Events After Confirming First Coronavirus Case by Kwanza(op): 9:31am On Mar 13, 2020
Kenya has banned all major public events after confirming its first case of the new coronavirus, in a woman who had returned to Kenya from the United States, the health minister said on Friday.

Mutahi Kagwe told a news conference the government had suspended all public gatherings, sporting events, open-air religious meetings and "all events that are of a huge public nature".

He said schools would remain open but all inter-school events would be suspended.

Kagwe said the woman with the virus had been diagnosed on the night of March 12, after traveling home via London on March 5.

Kenya, which is dependent on imports from China and other Asian countries, has already started to feel the impact of the coronavirus pandemic with disruptions to the supply chain.

Kagwe warned traders that "This is not the time to make abnormal profits by charging abnormal prices".

EducationASUU: Strike Continues, As FG Gives Condition To Accommodate ASUU’s UTAS by Kwanza(op): 8:43pm On Mar 12, 2020
The ongoing two-week warning strike embarked upon by the Academic Staff Union of University (ASUU) continues as the Federal Government gave conditions to integrate the University Transparency Accountability Solution (UTAS) being proposed by the Union into the government’s Integrated Payroll and Personnel Information System (IPPIS).

The Minister of Labour and Employment, Dr. Chris Ngige, revealed this on Thursday after a four-hour technical session between both parties.

The meeting ended at 7:30pm. However, both the federal government and ASUU teams did not reveal the terms of conditions reached during the meeting.

The two parties are expected to reconvene next Monday or Tuesday after further consultations by both parties.

Meanwhile, ASUU President, Prof. Biodun Ogunyemi, in his remarks, said the National Executive Committee of the union would review the conditions set for the integration of UTAS into the IPPIS, a decision based on the commitment of the Federal Government.

Daily Trust reports that the Union had on Monday declared a two-week warning strike over non-payment of salaries of lecturers who failed to enrolled in the Federal Government’s Integrated Personnel and Payroll Information System (IPPIS).

This is coming a day after the government through the Labour minister, Dr Ngige, described the ongoing ASUU warning strike as “illegal.”

It could be recalled that the House of Representatives had also on Wednesday resolved to intervene in the ongoing ASUU strike.

The House also invited Ministers of Education as well as that of Labour and Employment on the issue.

A Divisional Police Officer (DPO) in Obudu Local Government Area of Cross River State, Mr Gabriel Amawu has been shot dead in Obudu Local Government Area of the State.

The victim, DAILY POST gathered was shot dead on Tuesday night when some youths and students from the Federal College of Education suspected to be cultists were arrested and taken to the station.

Sources hinted that other students and youths mobilized in large number, besieged the station and the Police in an effort to dispersed the crowd shot into the air but nobody could ascertain which of the bullets killed the DPO as it was also alleged that the students and youths equally shot.

Mr Amawu, a Deputy Superintendent of Police who is also from Obudu which is also the Local Government of the Governor of Cross River State, Benedict Ayade, met his death at the Police Station.

A witness who declined giving his name alleged that when the large crowd invaded the station, there was a rowdy session which led to a Police officer discharging his weapon in the air but said, “It is still unclear how Mr. Amawu whom initially, report said was shot in the head, was killed.”

When contacted, the Police Public Relations Officer (PPRO) Deputy Superintendent of Police in Calabar, Irene Ugbo said she was aware of the incident, noting that in-depth investigation was being carried out.

“I am aware of the shooting of a Divisional Police Officer in Obudu Local Government Area of Cross River State on Tuesday night. A suspected cultist was arrested, and he was taken to the station and the students of that area went to the station, and started protesting with a view to rescuing their people. In the process, the Police tried to discharge the crowd.

“We don’t really know what happened or transpired, who released the bullet; was it from the students or the Police? We are investigating to ascertain the bullet that killed him. This morning, we have deployed some men to the area because we are having some threats from the community.

“Very soon, we will know what actually happened but there are some many angles to it. We have some of the students in our custody already. The youths and students should remain in camp pending detailed investigations which has commenced,” she stated.

The National Working Committee (NWC) of the ruling All Progressives Congress (APC) yesterday met behind closed doors with the suspended National Chairman of the party, Adams Oshiomhole, conspicuously absent.

The Guardian learnt that the March 17, 2020 emergency National Executive Committee (NEC) meeting, billed to be attended by President Muhammadu Buhari, topped the agenda of the issues discussed at the parley.

Meanwhile, the party’s state chairmen forum appeared to be divided on the issue of the suspension order slammed on Oshiomhole.

Publicity Secretary of the forum, Mr. Lawal Liman, dissociated himself from what he termed “the fraudulent vote of confidence” passed on Oshiomhole by the forum’s Chairman, Ali Bukar Dalori and Secretary, Dr. Ben Nwoye, on Monday.

He said that it was untrue that state chairmen actually met in Abuja and endorsed Oshiomhole’s continuous stay in office.

He said that he had been inundated with calls by some chairmen to find out the veracity of the statement.

Liman, who enjoined party members to wait for the outcome of pending court cases on the issue of Oshiomhole’s suspension, expressed optimism that the crisis rocking the party would soon be resolved.

He said: “I want to confirm to my colleagues that there was no meeting held and there was no statement issued to pass a vote of confidence on the national chairman.

“All issues would be resolved at the next NEC meeting and, hopefully, we will hold a meeting of the forum before the said NEC meeting. We will not, in any way, bring the name of the forum to disrepute by doing what will take away our credibility.”

The administrative crisis rocking the All Progressives Congress (APC) deepened on Tuesday as the party’s Forum of State Chairmen denied passing a vote of confidence endorsing the continuation of Adams Oshiomhole as the party’s national chairman.

The forum, in a statement issued by its publicity secretary, Lawal Liman, revealed that the members had, however, scheduled a meeting to harmonise their thought before the March 17 emergency National Executive Committee (NEC) meeting.

The other faction of the forum had on Monday, passed a vote of confidence on the embattled national chairman through a statement allegedly signed by the forum’s chairman, Ali Bukar Dalori and the secretary, Dr. Ben Nwoye.

However, dismissing the confidence vote, the publicity secretary dissociated the forum from the fraudulent vote of confidence on the suspended APC national chairman, Oshiomhole.

Insisting that there was no such decision reached by the forum, the spokesperson argued that the house never met to decide on such a sensitive issue.

He said that they will meet before the NEC meeting, scheduled for next week, Tuesday, March 17, 2020, frowning that some members of the forum had been calling to find out the veracity of the statement as soon as they saw the statement.

“l have told them that no such thing happened and that they should disregard the statement.

“We had agreed, in the past, that nobody should issue a statement, in the name of the forum, if the chairmen did not meet and accept the release of such a statement,” Liman said.

On the court order suspending the APC national chairman, Liman said that they would enjoin all party members to wait for the outcome of the court cases.

He further charged members to exercise patience, with the hope that the crisis, in the party, would soon be resolved.

“l want to confirm to my colleagues that there was no meeting held and there was no statement issued to pass a vote of confidence on the national chairman.

“All issues would be resolved at the next NEC meeting and, hopefully, we will hold a meeting of the forum before the said NEC meeting.

“We will not, in any way, bring the name of the forum to disrepute by doing what will take away our credibility,” he said.

Daily Trust has reliably gathered that Nasarawa State government has decided to relocate the deposed Emir of Kano, Muhammadu Sanusi II, to Awe Local Government Area (LGA) from Loko village in Nasarawa LGA.

Daily Trust gathered that the deposed emir was relocated because Loko is a very remote area in the state.

The Emir is currently at the Nasarawa State Government House in preparation for movement to Awe LGA. The deposed Emir was initially banished to Opanda town in Toto Local Government Area of Nasarawa State.

A source, who preferred anonymity, had told Daily Trust exclusively that: “Actually, the deposed emir was scheduled to be exiled from Kano to Opanda town in Toto Local Government but there was a change of decision at the last minute.

“Notable Nigerians like the Emir of Lafia, Justice Sidi Bage (rtd) personally met Governor Abdullahi Sule and requested for a change of location. “Others who called the governor were Alhaji Aliko Dangote and General Aliyu Gusau amongst others,” the source said.

Sanusi’s removal
Emir Sanusi was dethroned over disrespect to the office of the governor and other government agencies.

The Secretary to the State Government, Alhaji Usman Alhaji, said the emir’s action violated the part 3 section A-E of Kano state law, hence the removal.

He said the removal was in line with consultation with relevant stakeholders. Emir Sanusi was taken to Nasarawa state from his palace around 4:30pm yesterday.

“It took us several hours to remove the emir from the palace,” a security personnel told Daily Trust on Monday.

A source who preferred anonymity told Daily Trust exclusively that, “Actually, the deposed emir was scheduled to be exiled from Kano to Opanda town in Toto Local Government but there was a change of decision at the last minute.

“Notable Nigerians like the Emir of Lafia, Justice Sidi Bage (rtd) personally met Governor Abdullahi Sule and requested for a change of location.

Others who called the governor were Alhaji Aliko Dangote and General Aliyu Gusau amongst others,” the source said.

It was learnt that Governor Sule agreed that the deposed emir be exiled in Loko which looks better than the initial place that the former emir was to be taken to.

Loko town is inhabited by Fulani. When contacted, the chairman of Nasarawa Local Government Area, Muhammad Otto said, “I have not been informed on the exile of the deposed emir.”

It could be recalled that the deposed Emir of Gwandu in Kebbi State, Alhaji Al-Mustapha Haruna Jokola, was exiled to Obi Local Government of Nasarawa State when he was dethroned.

The PUNCH reports that Giadom stepped into the secretariat at 10:55 am amidst tight security.

His entry into the party’s complex was strictly controlled as security officials at the main entrance checked in essential staff, journalists, amongst others from an authorised list.

Those on the list were handed tags before being allowed in.

Victor Gaidom, acting national secretary of the All Progressives Congress (APC), says he has been directing activities of the party in the absence of key officials.

Gaidom said this while commenting on the crisis rocking the ruling party.

A federal high court in Abuja had asked Adams Oshiomhole to step aside as national chairman pending the determination of a suit filed against him.

Gaidom, who had told reporters that the party would comply with the court order, later issued a notice of the national executive committee (NEC) of the party.

But in a statement, Lanre Issa-Onilu, APC spokesman; and Babatunde Ogala, APC national legal adviser, tackled Gaidom, describing his action as illegal.

Gaidom, however, maintained his stand, saying since the party’s constitution gives him the powers to hold sway.

“For the purpose of clarity and putting the issue in proper perspective, I wish to state that the decision to call for an emergency National Executive Committee meeting for March 17, 2020 was taken in strict compliance with the constitution of the party,” he said.

“It is on record that the erstwhile National Chairman, Mr. Adams Oshiomhole, has been suspended by a court of competent jurisdiction. The two deputy national chairmen are no longer in office.

“The next most senior party office should be the secretary-general of the party. But as we all know, the erstwhile national secretary in the person of Hon. Mai Mala Buni is now the Executive Governor of Yobe state. Hence, as the acting national secretary, I have the constitutional power to steer activities of our great party.

“This is the power I exercised on March 6 and March 7. 2020, calling for an emergency National Executive Committee (meeting) of our great party in line with Article 25 (B) (ii) of the constitution of our great party.”

A Federal High Court in Kano has restrained Kano State Public Complaints and Anti-Corruption Commission from investigating Emir of Kano, Malam Muhammadu Sanusi ll.

Emir Sanusi dragged the commission to court and sought for an order to restrain it from investigating him over alleged land racketeering to the tune of N2. 2bn.

Other parties in the suit include, Kano state Governor, Dr Abdullahi Umar Ganduje, Chairman of Kano State Public Complaint and Anti-Corruption Commission, Barrister Muhuyi Magaji Rimingado and the state Attorney General, Barrister Ibrahim Mukhtar.

The commission had on Thursday insisted that it would investigate Emir Sanusi over alleged sale of landed properties belonging to Kano emirate.

Chairman of the commission, Barrister Muhuyi Magaji Rimingado, during a press conference on Thursday, said the commission had extended an invitation to the emir to appear before it on Monday, March 9, 2020 by 10:00am.

However, solicitors to the emir, Dikko & Mahmoud in its suit prayed for an interim injunction from the Court, restraining the commission from investigating the first class traditional ruler.

The presiding judge, Justice Lewis Allagoa ordered the commission and its Chairman, Barrister Rimingado to maintain the status quo in the interim pending the determination of the case filed before it by the emir.

The order, dated March 6, 202 and signed by Justice Allagoa, a copy of which was obtained by Daily Trust reads in parts: “The status quo be maintained in the interim pending the hearing and determination of the originating motion”. Justice Allagoa then adjourned the case till March 18, 2020 for hearing.

The emir in his prayers, requested for an interim injunction restraining the 1st and 2nd respondents (Commission and its Chairman) from investigating the affairs of the applicant pending the hearing of the originating motion.

An order of interim injunction for the maintenance of the status quo pending the hearing and determination of the originating motion. Contacted, Barrister Rimingado said the commission would honour the court by appearing before it on March 18, 2020.

“The commission will ask the court of law to compel the emir to appear before it. Because as far as the commission is concerned, the court did not stop it from continuing with its investigation.

The status quo is subject to interpretation,” he said The governor of the state has been at loggerhead with Emir Sanusi and many see the fresh probe as a continuation of the initial crisis that led to the creation of additional four new emirates in the state.

This is not the first time the emir and the Kano Emirate are coming under probe since Malam Muhammadu Sanusi ll, ascended the throne in 2014.

The Kano anti-graft agency investigated the emir over what it called “questionable” expenditure to the tune of N 4 billion but the probe was later suspended.

It could be recalled that a Federal High Court sitting in Kano had last month quashed the report of the commission that indicted the Emir over an allegation of N3.4 billion fraud from the Emirate Council fund.

The Vatican said on Friday that a patient in its health services had tested positive for the coronavirus, the first in the tiny, walled city state surrounded by Rome.

The discovery brought the epidemic to the heart of the capital of Italy, the worst-hit European country. The death toll in Italy, where the virus has hit mostly in the north, stood at 148 on Thursday.

A Vatican spokesman said the case was diagnosed on Thursday and that services in Vatican clinics had been suspended to sanitize the areas.

Most Vatican employees who use its health services live in Italy on the other side of the border with the 108-acre city state.

Bruni gave no details on whether the person who tested positive was such an employee or among the relatively few clergy or guards who live inside its walls.

The Vatican has said Pope Francis, who cancelled a Lent retreat for the first time in his papacy, is suffering only from a cold that is "without symptoms related to other pathologies."

The Ekiti chapter of the All Progressives Congress (APC), on Thursday, rejected the appointment of a former Governor of Oyo State, Sen. Abiola Ajimobi, as the new Deputy National Chairman (South) of the party.

The party, in a statement issued in Ado-Ekiti by its Publicity Secretary, Mr Ade Ajayi, also described as null and void the decision of the National Working Committee (NWC) on the matter.

Ajimobi on Wednesday was named by the NWC of the party as a replacement for Adeniyi Adebayo, who is now the minister of industries.

“Our attention has been drawn to a statement purportedly signed and released by the National Publicity Secretary of our great party, Mallam Lanre Issa-Onilu, on March 4, in which he announced the nomination of former Oyo State Governor, Sen. Isiaka Ajimobi as the Deputy National Chairman (South), among other vacant positions.

“We wish to categorically state here that the statement is a fraudulent assertion.

“We recall that the South-West caucus of the party met in Lagos on Jan. 31 and mandated its state chairmen and other members of the caucus to meet and decide on the matter.

“The South-West caucus of the party met accordingly on Feb. 4 at Osogbo, the Osun State capital and it was inconclusive

“How can the party now issue a statement on March 4 that a decision was taken on Jan. 14?

“As far as the Ekiti APC is concerned, our nominee for the vacant position of the Deputy Vice Chairman (South) is Sen. Gbenga Aluko and we have not ceded our right to the position,” the statement said.

The party said that it was unfortunate that the NWC could still go ahead to usurp the position of NEC, which it said, was the only body empowered by the party’s constitution to ratify nomination of candidates.

“We recall that the same NWC wrote to the leadership of the South-West caucus sometimes in February to forward the name of their nominees to fill the vacant position.

“How come then that the decision for ratification was taken on January 14? Meanwhile, one should ask: whose prerogative is it to ratify the nomination? Is it that of NWC or NEC?

“From the provisions of the APC constitution, it is clear that only NEC can ratify such nominations. Suffice, therefore, to say that the purported ratification by NWC of

Ajimobi’s nomination is an effort in futility,” it said.

The party also recalled that an aggrieved aspirant to the contentious vacant position had instituted an action at the Federal High Court in Ado-Ekiti, praying against any nomination or announcement of anyone to fill the vacant position, pending the determination of the suit.

According to it, all the parties to the suit have been duly served, including the office of the National Chairman.

“Issues have also been joined by parties, meaning that the principle of lis pendis is already in place.

“For anyone to go ahead to take any decision or action while the matter is pending before a court of competent jurisdiction will not only amount to overreaching the court, but contempt and nullity of the purported action and decision.

“Whatever decision taken during the pendency of the matter is also a nullity,” the party said.

It added that having considered the whole issues, it was clear that the position of deputy national chairman (south) of APC was still vacant and whatever nomination and announcement that might have been made was nothing more than a nullity and an exercise futility.

The Independent National Electoral Commission (INEC) said on Thursday that with the proposed reform of the electoral Act, the 2019 election may be the last “mainly manual” election in Nigeria.

Chairman of INEC, Prof. Mahmood Yakubu said this is achievable with the support of the National Assembly, tasking the lawmakers to expedite action on the amendment of the electoral Act.

He spoke in Lagos during the opening of a two day retreat with the National Assembly Committees on Electoral Matters.

The retreat was declared open by the Deputy President of the Senate, Senator Ovie Omo Agege with members of the Senate and House of Representatives Committees on Electoral Matters in attendance.

The Chairman said part of the proposed reform in the electoral system was to deepen the deployment of technology in elections in addition to the existing electronic voters register and accreditation.

He said, “It is time for a new legislation to remove all encumbrances to further deployment of technology in the electoral process, especially in the accreditation of voters and transmission of election results.

“Sections 49 and 67 of the draft Bill deal with these twin issues. These sections will be thoroughly discussed at this retreat. Working with the National Assembly, it is our hope that the 2019 general election will be the last mainly manual election in Nigeria.”

He said the expeditious passage of the Electoral Act amendment is critical to the preparations for the next general elections.

“Where the passage of the Bill is delayed, it will affect the formulation of regulations and guidelines as well as the review and publication of the manual necessary for the training of ad-hoc staff for elections because both documents draw from the legal framework.”

Deputy Senate President said, “Without question, the 9th National Assembly is firmly committed to electoral reform. We recognise across party lines that it is in our nation’s best interest to work together to strengthen our electoral laws and, consequently, better protect this very important and consequential democracy on the African continent.”

Chairman, Senate Committee on Electoral Matters, Senator Kabir Gaya said the ongoing amendment into the electoral Act was to, among others, “reduce election litigation predicated on unlawful exclusion of candidates; create room for introduction of other technological devices such as the card reader, among others; to enhance and improve the integrity of the electoral process.”

Chairman, House Committee on Electoral Matters, Hon. Aisha Jibril Duku reiterated that while there was an improvement in the last election, much still needed to be done to address the “glaring irregularities” which usually come to the fore at the end of every election.

The Kano Public Complaints and Anti Corruption Commission was said to have given the Emir a 24-hour ultimatum within which he must appear to defend himself on alleged corruption charges

The ultimatum, however, elapses today, 5th of March 2020.

Emir Sanusi is to answer questions over alleged misappropriating N3.4 billion by the Kano Emirate Council under his watch.

Though the Emir did not officially speak on the invitation, an impeccable source within the Palace confirmed that the Emir had actually received a letter from the anti-graft Commission to that effect.

When asked whether Emir Sanusi will be willing to honour the invitation, he said, “that I may not confirm to you, but you know that Emir Sanusi is a law-abiding leader.

“He has not discussed the development with anyone of us, but I believe he may honour the invitation in person or send a senior palace Chief who is capable of standing for him.”

However, several calls put across to the Chairman of the Commission to explain in details the issues in contest, did not yield results as he could not be reached on phone.

But an insider in the commission confirmed the invitation, saying that the Emir was given 24 hours to appear before the Commission, “and I can assure you that there is no going back on the probe against him and the emirate council on the issue of alleged misappropriation of public funds.”

[sub][/sub]Plot to dethrone the emir of Kano Muhammadu Sanusi II gathered momentum this week as the Kano State Public Complaints and Anti-Corruption Commission invited the monarch over fresh allegations of N2.2 billion land scam.

The Kano State House of Assembly has also launched probe on the emir’s alleged violation of “culture and tradition”, following a receipt of petition from a “concerned group”.

The traditional ruler is expected to appear before the commission on Thursday to answer some questions over alleged violation of the provisions of Sections 22, 23 and 26 of the commission.

This is contained in the invitation letter dated March 2, 2020, signed by the commission’s Executive chairman, Muhuyi Magaji Rimingado, and made available to newsmen in Kano on Wednesday.

“This Commission is investigating an alleged violation of the provision of Sections 22, 23 and 26 of the Kano State Public Complaints and Anti-Corruption Commission Law 2008 (as amended) in the management of land reserved as ‘GANDUN SARKI’ spread all over the state,” the letter read in part.

A copy of the letter was stamped acknowledging receipt by the office of the Emir.

Usman Bello, the commission’s Director of Special Assignment/Communication Adviser, also confirmed the development to journalists in Kano on Wednesday.

Mr Bello disclosed that the investigation was triggered by some whistle blowers.

The director said Section 31 of the law establishing the commission empowered it to initiate such investigation and ordered any invitee to appear before it to defend him/herself from any allegation.

He said in the course of investigation the commission was made to understand that a company, Country Wide House Ltd, served as a corporate vehicle to allegedly launder N520 million as proceed of 20 Hectares of land at Darmanawa II.

According to him, the land in question, which was under formally Right of Occupancy CON-RES-2016-503, was illegally sold to Messrs Family Home Fund Limited at the alleged instance of the Emir of Kano (Sanusi ll).

He said investigation also revealed that all the alleged illegal transactions for the sales of the landed properties at Darmanawa, Hotoro and Bubbugaje belonging to the Emirate was done by the trio of Shehu Muhammad Dankadai (Sarkin Shanu), Sarki Abdullahi Ibrahim (Makaman Kano) and Mustapha Kawu Yahaya (Dan Isan
Lapai) based on the alleged instruction of the Emir.

The spokesman explained that the trio were invited in the spirit of fair hearing and they visited the commission on several occasions to provide useful information.

“Investigation further reveals that some of the proceeds of the sales remitted to the Emirate Council Bank Account can be traced to the companies of interest by His Highness,” he emphasised.

Mr Bello said the Emir was also alleged to have ordered for the payment of N175 million to Messrs Apple Integrated Resources as facilitation fee for the agreement of provision for side and services at Darmanawa 33.4 Hectares by Messrs City Scape Ltd, which was against the decision of the Emirate Council of June 8, 2016.

“A (2016) 4th Meeting which rejected such move of payment to the company, which now investigation confirmed that has never participated in any dealing with the City Scape arrangement with Ado Bayero Royal City Trust Fund,” he said.

According to him, some senior councillors in the Emirate cooperated with the commission and facilitated the current probe.

He said it was based on the foregoing and in compliance with the spirit of fair hearing the commission requested the monarch to come forward for clarification on Thursday (March 5, 2020) at 11 a.m.

NAN recalls that a Federal High Court sitting in Kano had last month quashed the report of the commission that indicted the Emir over an allegation of N3.4 billion fraud from the Emirate Council fund.

Voiding the action of the commission, the court held that the fundamental human right of Sanusi II was violated because he was not given Fair hearing.

The court said the failure of the commission to invite the Emir to defend himself against the allegations nullified any step taken or recommendation made by the commission.

Meanwhile, there are two pending cases before the Kano State High Court over the N3.4 billion fraud allegations against the emir being investigated by the commission.

An FCT High Court in Jabi suspended Adams Oshiomhole as the national chairman of the All Progressives Congress (APC) earlier on Wednesday.

Justice Danlami Senchi ordered Oshiomhole to stop parading himself as the chairman of the party pending the determination of the substantive suit, which is seeking his perpetual removal as the APC chairman.

The court’s order followed a motion on notice filed on January 16 by Comrade Mustapha Salihu, the APC National Vice Chairman for North East; Anselm Ojezua, the party’s Edo State chairman; and four others.

HIGHLIGHTS OF THE MOTION

-They asked the court through their lawyer, Oluwole Afolabi, for an order of interlocutory injunction restraining Oshiomhole (1st respondent) “from continuing to parade himself or performing any function as the National Chairman of the 2nd respondent (APC) or representing the 2nd respondent in any capacity pending the hearing and determination of the substantive suit.”

They also asked for an order of interlocutory injunction restraining APC from recognising or continuing to recognise Oshiomhole as its National Chairman “including giving effect to any of his decisions or according him any privilege/benefit accruing to its National Chairman pending the hearing and determination of the substantive suit.”

Also, they asked for “an order of interlocutory injunction restraining the 2nd respondent from permitting or continuing to permit the 1st respondent to function as its National Chairman including representing the 2nd respondent at any engagement or allowing him access to the office of Chairman of the 2nd respondent pending the hearing and determination of the substantive suit.”

More so, they asked the court to order the IGP and SSS “to deploy their staff, agents and operatives to prevent the 1st respondent from continuing to occupy the office of the National Chairman of the 2nd respondent and from having access to the said office pending the hearing and determination of the substantive suit.”

Adopting processes on the motion on Monday, Afolabi told the court that the essence of the motion was to preserve the res (subject matter) of the substantive suit.
