Siince the bill increase by 20% we have it as 100+20=120%
From the second statement,quality reduce by 15%=100-15=85%.It shows it vary inversely since it's a reduction in quality when there is increase we now have both relating by

120/100 inversely proportional to 85/100 which is 120/100=1/85/100 which when rearranged we have 120/100=100/85 by cross multiplying,we have 120*85/10000 =10200/10000 =102/100 which means a increase by 2,that is,100-102=2%.which means 2/100=1/50 (D)
