A former presidential candidate and chieftain of the All Progressives Congress (APC), Mr Gbenga Olawepo-Hashim on Saturday emerged one of the delegates to forthcoming national convention of the party. At the party’s local area council congress for Bwari Area Council, Olawepo-Hashim was unanimously elected along with the newly returned chairman, Ali Shere and two others. Governor Nyesom Wike signing, on August 19, of The Open Rearing and Grazing Prohibition Law No 5 of 2021 of Rivers State meant the activation of enforcement of the state ban on open grazing. The Governor on the occasion said it was inimical to development and peace for any state to condone opening grazing of cattle. Cattle rearing, he noted, is agricultural business and the law, which has specified ranching, is so intended in order to stem clash between herdsmen who go to destroy farmland, crops, and having problems with farmers that lead to fighting and killing of themselves. “It is no longer a story. All of us know what our people have suffered in terms of this open grazing. Today, all Nigerians have come to accept the reality that open grazing is no longer fashionable. Even our brothers in the north have agreed that it is no longer fashionable,” he emphasized. The State Attorney General and Commissioner for Justice, Prof Zacchaeus Adangor (SAN), said the law became imperative because it was impossible for the State to enforce the resolution of the Southern Nigeria Governors Forum on the ban on open rearing and grazing of livestock without an enabling law. “You will all recall that on May 11,2021, the Southern Nigeria Governors Forum met in Asaba and adopted series of resolutions, most critical being that open rearing and grazing of cattle will remain banned throughout Southern Nigeria. His excellency, Governor of Rivers State was part of that meeting. “But we realised that we don’t have any extant law criminalising or prohibiting open grazing. And so it has become necessary for the office of the Attorney General of Rivers state to propose a bill for consideration by the State Executive Council.” With the law now in force, Adangor said, it has, “criminalised, prohibited open rearing or grazing of livestock in Rivers state. If you look at that bill, it is divided into four parts. “First part deals with objectives of the bill; that is what the bill intends to achieve and then also deals with the establishment of the state and local government livestock and ranch administration and control committees.” Prof. Adangor explained that livestock rearing activities will only be permitted within the precinct of a ranch and such ranch would have been certified by the State government. He added, The second part deals with establishment of ranches and issuance of ranching permit. Third parts deals with prohibition of open rearing and grazing of livestock offences and penalties therefor. “The final part of the bill deals with miscellaneous provisions including power to arrest, detain and impound trespassing livestock and the jurisdiction of the court to try offences. “In summary with the law, no person is allowed to openly graze livestock in Rivers State, except within the confines of a ranch. And to establish a ranch you must apply to the state committee for approval. And that committee having regard to the guidelines it is going to issue, may or may not issue approval to establish a ranch.” Police keep mum However, one concern over effective enforcement of the new Rivers law against open grazing is the ominous silence of the state Police command. The apparent dilemma of the force is how well they will enforce same against President Muhammadu Buhari’s apparent opposition to the law. Confronted with the basic question, the Police, Rivers Command, under Commissioner of Police, CP, Friday Eboka, has not offered a word as to whose order they would obey, the Open Rearing and Grazing Prohibition Law No 5 of 2021 of Rivers state or President Buhari’s dissent to the development. TOYOTA Nigeria Limited has unveiled the all-new Toyota Starlet into the Nigerian market, just as Toyota Nigeria is preparing to mark its 25 years of doing business in Nigeria. The new Starlet was unveiled before the motoring press and Toyota dealers who took time to assess the new star. This was followed by a test drive by the journalists at the expansive Toyota premises. The Leader of INRI Evangelical Spiritual Church, Primate Elijah Ayodele, on Wednesday encouraged Governor Samuel Ortom of Benue State to stay strong amid his travails with the federal government over his recent comments on President Muhammadu Buhari’s administration. Primate Ayodele assured Ortom that God is with him and as such should stay strong in the face of challenges. The clergyman noted that the governor has lots of battles to face, adding that his colleagues will join the federal government to fight him. He urged the governor to be in the right standing with God so that he can win the battles. Ortom had severally attacked the president, describing him as the worst when it comes to security. The presidency responded to the governor’s attack by calling him names while defending President Muhammadu Buhari. Following the development, Primate Ayodele offered his opinion on the matter saying governor Ortom was fighting a just cause but that the government hates the truth. In a statement by his Media Office, the clergyman warned the governor to be careful of his movement and continue fighting for his people because God will vindicate him. He said: ‘’Governor Samuel Ortom is walking through tough times in his state. The House of Representatives on Wednesday uncovered the sum of N10 billion belonging to Nigeria Customs Service (NCS) trapped in five banks operating in the country. Chairman, House Committee on Customs and Excise, Hon. Leke Abejide who presided over the investigative hearing on the trapped fund which was attended by management teams of the banks threatened that the House will take punitive measures against the bank if they fail to remit the money to the government. He further disclosed that the House may be forced to ask the Central Bank of Nigeria (CBN) to deduct the money directly from the source, adding that the Federal Ministry of Finance and Nigeria Customs Service to delist the banks from the list of banks collecting Customs duties if they failed to pay the amount. He said: “we have already checked five banks and we discovered N10 billion outstanding against them. We have given each of the banks the opportunity to come and defend themselves against what we found out. “We are working with the Minister of Finance on this and we have agreed on what to do. We have also informed the Central Bank of Nigeria and the EFCC is aware of this. “We have invited you to tell us what you are disputing in the amount we discovered against you and submit all necessary documents to clear your name. Where you are unable to do that to our satisfaction, please come with the cheque of what you are owing.” Hon. Abejide who accused two of the banks of failing to make outright disclosure in their communications to the Committee explained that the Committee through its consultants had to make extra efforts to unearth the actual amount of money standing against them. He alleged that the records presented to the Committee by a bank did not include records of another bank which they took over, saying “when you bought the bank, you took over both the assets and liabilities. So, you have to supply us with all the documents we need, including records from the bank within seven days. “We have been on this assignment for about a year now, it is because of COVID-19 that we could not do much last year but we are determined to finish it before the end of 2021. “The assignment is so important because the major issue confronting Nigeria today is inadequate revenue and this is as a result of leakages everywhere. “We are going to make sure that any money belonging to the Nigerian Customs Service (NCS) that have not been given to them or that is being delayed or used for business is recovered, we are determined. “We have not done much, we have only checked five banks and we have discovered N10.6 billion,’’ he said. Hon. Abejide however threatened noted that: “If you fail to do that, we will have no option than to ask the Nigeria Customs Service and the Federal Ministry of Finance to remove you from the list of collecting. You must also provide us monthly reconciliation, proof of remittances to Customs.” While accusing some of the banks of being involved in sharp practices, the lawmaker alleged that the affected banks have developed certain internal software through which they remit money to the Customs, with a view to shortchange government. In his presentation, the representative of one of the banks, Mr Haruna Musa and other representatives who spoke at the session denied that they were owing to the Customs any money due to either under-remittance, non-remittance or late remittance of revenue. Mr Musa, however, said that the bank could not provide the committee with hard copies of documents covering the period when the bank documents were burnt but assured that they will provide the committee with electronic records covering the period. Also speaking, the representative of another bank, Mr Kola Adeleke who denied the allegation argued that the bank has done lots of internal reconciliation and discovered that the money being listed against them have actually been paid. In the same vein, the representative of one of the banks, Mr Korode Adenowo observed that there was a misconception in the entire process of documentation because there was no exit meeting with the consultants. On his part, the representative of another bank, Mr Nasiru Mohammed who posited that the Bank has paid all the revenue accruing to Nigeria Customs Service, stressed the need to initiate another reconciliation process with the consultants. He pledged that the Bank will not hesitate to pay whatever balance that will be against them. To this end, Hon.
