How will a sensible security operative open fire on students?

I was watching the Hong Kong protest recently on Aljazeera where protesters were throwing fire at security operatives but in return the security operatives used blue water I have forgotten the actual name of the liquid to disperse the protesters so as to prevent a violent protest and no single individual or security operative was lost.

But here in Ekiti State security operives killing students to protect a supposed first lady that the students are showing there grievances to
