It is a pity Ojukwu is no longer around for him to apologize to his people for leading them to a point of no return, because of his selfish interest.
For many years, the story making the rounds was that it was Murtala Muhammed that ordered the soldiers to fire in Asaba. Who is this Ibrahim, again?? shocked shocked huh In fact it was said that Murtala Muhammed gave direct orders during the event. Read it all here: http://www.nigeriavillagesquare.com/articles/lawrence-chinedu-nwobu/remembering-murtala-muhammed-the-butcher-of-asaba.html

So when did the story change?

As seen above, most of the top largest oil firms in the world with the highest revenues, have an engineer at the helm of affairs. The few that do not have an engineering background, often took over from an engineer who had probably laid the ground work for the growth of the oil firm.

Dr Ibe Kachikwu's appointment: Major Conflict of Interest
This appointment clearly demonstrates that the Buhari administration is “actively” or even worse “unwittingly” serving American interests.
While many Nigerian Easterners may be happy that an “Igbo man” is appointed to a top position by Buhari, nobody realizes that Ibe Kachikwu’s nomination was demanded by the US as a condition for their “assistance” in locating Nigerian funds embezzled by the Jonathan administration.

The new NNPC bow is a Nigerian-American CIA operative, and an Exon Mobile board member.Does Buhari know what “conflict of interest” means? How can an agent of a foreign oil corporation be appointed managing director of the State oil Company? Such an appointment is treasonous and illegal!

According to a source close to Exon Mobile, Ibe Kachikwu‘s nomination is aimed at accelerating the privatization process of NNPC, that Exxon Mobile is actually interested in acquiring. https://www.nairaland.com/2502258/president-buhari-nnpc-md-kachikwu/3#36616726
Er... I think the correct term is 'treasonable', not 'treasonous'. undecided

But your final comment gives a lot of food for thought. You mean ExxonMobil is interested in acquiring NNPC's assets, if the corporation is eventually broken up ??! huh huh Is this true?

You don't say!! shocked shocked This kind of comment is depressing, though. Most of the cases where state owned enterprises have been split or unbundled have never ended up being in the public interest. Just take a look at NEPA, which was unbundled into GENCOs, DISCOs, TCN, ECN, NERC, NBET etc. Too many bodies & too much confusion. You are unsure where each one's job begins and where such functions, end.

Has it made the power sector more efficient or has it increased the output of power? Last time I checked, power generation was still under 4,500MW. undecided

The undertakers have truly arrived in NNPC. May God have mercy on us all.

Ask those in the oil and gas industry, they will tell you that Kachikwu is even more corrupt than the past Petroleum Minister. I have about 3 transactions we are working on where himself and his previous employer ExxonMobil have perpetuated fraudulent practices. Another wrong choice to head NNPC.
Talking about fraudulent practices that ExxonMobil Africa carried out in the past, please read this report;

ExxonMobil: Tiger or Turtle on Social Responsibility?

Exxon seems scared of releasing information about its operations and their environmental consequences: company publications and official statements on environmental issues are amazingly sparse in number considering the size and importance of the company. Exxon apparently wants to guard against making any commitments that it might not be able to keep or that could be misused by the company’s ‘enemies’. By promising little or nothing, the company can hardly be accused of not fulfilling its promises at a later stage. (Estrada, et al. 1997:108)

Angola has been wracked by civil war between the government and the National Union for the Total Independence of Angola (UNITA). The conflict was fuelled by the sale of diamonds by UNITA and oil by the government. Angola is known for poor governance, lack of press freedom, transparency, accountability, rule of law as well as protection of human rights. In 1998, when oil prices slumped, the government used about $870 million generated from signature bonus payments on oil exploration and offshore deepwater concessions to pay for its weapons purchases.

According to the Angolan foreign minister, these funds were earmarked ‘for the war effort’ (HRW,2001b). Exxon, BP Amoco and Elf were the main sources of such funds. These companies play a dominant role in relevant blocks and new rounds of bidding for offshore concession blocks are expected to attract record sums of cash down-payments from the multinational oil companies.

Human Rights Watch and Global Witness have argued that oil companies are not transparent about their payments to the Angolan government or the state-owned company Sonangol.

BP was the first company to recognise that its involvement in Angola could be problematic and from 1997 has commissioned an annual independent social assessment of its impact in Angola. In 2000, BP decided to publish key financial data on its Angola operations (Christiansen, 2002).

By contrast, ExxonMobil has not spoken publicly about potential problematic aspects of its activities in Angola. According to Lee Raymond, head of ExxonMobil, the company has scrupulously observed its contract confidentiality agreement with the government, although he is ‘not sure’ the governance record of Angola’s leaders is satisfactory. He claims that disclosing a government’s revenue could be seen as influencing how it is spent, which would not be a proper role for private companies. ExxonMobil has also been criticised in connection with the ExxonMobil-led construction of a pipeline from Chad to Cameroon (see below). NGOs claim that the project will damage the environment and have negative social and economic consequences.

Shell had to take all the blame for the Brent Spar incident even though this was a joint 50/50 venture between Shell and Exxon. According to Grolin (1998:216), Exxon ‘ducked its head and left it to Shell to take the heat’ while the Brent Spar conflict lasted.

Finally, Mobil has been challenged over its role in Nigeria and Kazakhstan. In 1998, shareholders pressed the company to review its investments in Nigeria, in light of the human rights situation. Mobil finally undertook to raise two cases of detainment with the Nigerian government (HRW, 1999).

Sorry Grandpa, you just proved that your mental acuity has been on a steep decline since you entered your dotage.

NB: Applauding the fact that Kachikwu was Vice-Chair in Mobil means nothing, until you give us a breakdown of what the job description entails, and how his duties added value to the technical projects on the field. The scale of Mobil's operations in Nigeria are less than a tenth of what they handle worldwide. So being Vice Chair of Mobil or its African operations is not something that should make anyone trip. I have checked all Mobil's facilities in-country, and it does not include epileptic refineries, cross-country pipelines, LPG production plants (I stand to be corrected on this one), CNG processing plants/stations etc, which are comparable to assets that NNPC has nationwide;

You are using analogies that are not the same scenario with the context.
1. There is a difference between the Group Managing Director and an Asset Manager or an Operations Manager.
2. Your second argument is baseless. Kachikwu is there representing an entity and not himself, so saying he opposed the PIB, is ridiculous. Besides, he laid an argument which you failed to comment on, analyze or rebut.....
Bros, the analogies are in perfect tandem with the context, oh!

No one is comparing a GMD to an asset manager or an operations manager. We are comparing knowledge and technical expertise in specific situations. undecided

Yes, Kachikwu is representing an entity... and my comment stating that he was opposed to PIB, was supported by a publication that quoted him verbatim, and the links to that online source was also given. So would his beliefs change overnight, now that he has suddenly been made GMD? huh Unlikely.

Oya, come for tutorial so I can educate you. You won't be charged much! Read this article:

“The most critical player in the current petrol scarcity riddle that is undermining the economy is the Federal Government. Helped by a compromised National Assembly, the government has turned the NNPC into a goldmine for slush funds, bleeding the country of huge revenues. With an approval from the National Assembly, NNPC took a loan of $1.6 billion in 2012 for the TAM of the refineries, but the facilities remain comatose. There is nothing so far to show for the repairs, which the government had said would raise capacity utilisation to 90 per cent. Obviously, it is better to privatise the refineries but another question will be that, won’t they transfer ownership from public to themselves?” http://nationalmirroronline.net/new/beyond-refineries-privatisation/
Now why would NNPC take a loan of $6 billion to fix the ailing refineries if they are not part owners of such refineries? Are they a bank?

You can also read this part:

NNPC REFINERY PORT HARCOURT
! In 1978, Federal Government acquired the remaining 40% equity of Shell and BP in NPRC. Name changed to NNPC Refinery Port Harcourt.
! New Organizational structure established by NNPC ,Chief Executive Officer ‘s title changed to Managing Director and reported to GM Refineries, NNPC Corporate Headquarters.
! Major policy and operational strategy changes occurred to bring Refinery Management under NNPC Corporate Supervision.
! Bureaucratic style of Management was entrenched – Refinery became a cost centre for NNPC Operations, supplying all its products to PPMS for sales, marketing and distribution....

THE PROBLEMS OF NIGERIAN REFINERIES
The problems are presented as follows: Inadequate Funding and Autonomy

1. Managing Directors’ inability to secure adequate working capital from the NNPC Corporate Headquarters.
2. Managing Directors’ inability to exercise full autonomy to commit the required funds, as necessary to procure chemicals, and catalysts, equipment, spare parts, other plant consumables and contract out services from suppliers and experts. This is due to very low limits of financial authority from the NNPC Corporate Headquarters.
3. The bureaucratic process of approvals, which in some instances required as many as 27 signatures to get critical maintenance spend signed off. These problems originated from the centralisation of powers at the NNPC Corporate Headquarters in Lagos and later in Abuja , away from the refineries’ operations. These problems affect all activities of the refineries directly or indirectly in varying degree of severity.
! The approval processes do not have time limits. They may take a long (up to 6months) or relatively short time (within a few weeks).....

Bros your argument is flatly wrong
1. There is a difference between technical capacity and Leadership capacity. Having both is a big plus, but having the former alone does not qualify you for leadership of a company not to talk of NNPC
2. Petroleum Engineering and Commercial aptitude are what you pick on your way up. If you're in a good organisation and you're identified as top talent and prepared for leadership, you would have been put to a packaged rotation program that will take you round the various aspects of the Oil and Gas value chain, from technical to commercial. This will give you the basic requirements needed to lead the business. The mistake many people make is that because it's Oil and Gas, an Engineer should lead. Truth is, those with the deeper knowledge and insight will properly define the business from the value perspective and tell you that the business is about creating value from crude sales, as such engineers are just a part of the critical requirements.
3. The former MD of Shell in Nigeria, Mutiu Sunmonu, had a first class in Computer Science.......... need I say more

I believe the wisdom in bringing Ibe-Kachikwu is to have a change in paradigm, someone from the private sector to reinvigorate and re-engineer NNPC; a clear departure from the politicians and career NNPC civil servants.......
Chai! I cannot believe you said this.... . Petroleum Engineering and Commercial aptitude are what you pick on your way up??! shocked shocked

ROFLMAO cheesy grin grin

I can understand how management expertise may be picked up, but petroleum engineering...huh! shocked Ye gods! shocked Please share how it is picked up oh!

Let someone excuse me here!

YOUR SHALLOW POST BETRAYS YOUR IGNORANCE OF WHAT NNPC NEED AT THIS TIME. MAY BE YOU DON'T EVEN KNOW WHAT NNPC IS, IN THE FIRST PLACE.

NNPC IS NOT AN OIL PRODUCING COMPANY WHICH REQUIRES A PETROLEUM OR TO BE MORE SPECIFIC, A RESERVOIR ENGINEER TO MANAGE A DAMAGED COMPLEX AND DEPLETED RESERVOIR USING ENHANCED OIL RECOVERY TECHNIQUES WITH THE OBJECTIVE OF INCREASING ULTIMATE RECOVERY AND OPTIMIZE PRODUCTION VOLUMES. THAT IS THE TASK OF OPERATING COMPANIES LIKE NPDC, SHELL, TOTAL, EXXONMOBIL, CONOIL, CHEVRON, SEPLAT, LEKOIL AND MANY OTHERS.

FROM THE SKETCHY PROFILE OF THE NEW GMD, HE IS SIMPLY A ROUND PEG IN A ROUND HOLE. I MEAN A PERFECT APPOINTEE WHO HAS WHAT IT TAKES TO LEAD NNPC IN ITS TRANSITION TO A VIABLE ENTITY FIT TO PLAY A CENTRAL ROLE IN THE NIGERIAN ECONOMY.

MOST PROBLEMS OF NNPC ARE THOSE OF ADMINISTRATION, DISREGARD FOR EXTANT LAWS, CRIMINAL CONTRACTING, OPAQUE SYSTEM RESULTING TO OUTRIGHT THEFT OF GOVERNMENT REVENUES. THESE ARE FAR DISCONNECTED FROM OPERATIONAL OR ENGINEERING CHALLENGES.
Goodness! Your ignorance knows no bounds!! NNPC has upstream, midstream and downstream assets, joint ventures and production companies. Tell me how a lawyer would perform better than an experienced geologist or a versatile experienced petroleum engineer with technical expertise in these areas. Everything is not about grammar, oh! That part you spooled about reservoir engineer, sounds like you copied and pasted it from a source. For your info., NNPC has production companies in its kitty.

Ever heard of NPDC? or Nigerian Gas Company (NGC) ? Or the several flow stations and JV oil production facilities where it owns a stake? So you think the Shell, Mobil, Agip, Lekoil would NOT shaft you or give you the short end of the stick because you are in a partnership to develop an oil well? How sad! These are the same companies that cannot give a clear picture of what they produce at their terminals each month, but they are quick to shout about the millions of barrels lost to oil theft!

You think your compliance lawyer Kachikwu will stop the disregard for extant laws? Something he could NOT even do in ExxonMobil? Do you know how many regulations were broken by ExxonMobil over the past few years with your candidate at the helm? Even in NNPC, breaches of the laws are done with active connivance of the legal advisers and government people, oh. Some of the projects where government dashes out huge money, do you realise that such funds come directly from NNPC coffers and the GMDs cannot say no??! shocked shocked

Administration is not rocket science, I hope you know. There are several eminently qualified Igbo engineers that are good administrators. undecided

Your reference to a so-called opaque system of contracting is baffling. Which opaque system? Most of the equipment in the oil and gas industry were obtained from Original Equipment Manufacturers (OEM), so some of the tenders cannot be thrown open to every Ajala, Emeka and Ibrahim as they would need to go back to the OEMs to get the replacement parts or units. angry Apart from that Nigerian tendering processes in the oil and gas industry went online about 5 years ago in order to boost transparency. Ever heard of NipeX?

Changes in oil & gas bid tendering system:

In an analysis gleaned from Rigzone.com, it was gathered that changes to the oil and gas industry bids tendering processes actually changed on the 1st January 2010 when the pre-qualification stage was modified to require pre-registration in a re-worked online system for all suppliers prior to bid submission.

The online tendering site is expected to simplify supplier selection, as well as the contract approval process and the procurement process between multinational oil and gas exploration and production companies and the Nigerian National Petroleum Corporation (NNPC).
It would be recalled that the changes in the oil and gas bid tendering processes was initiated by the NNPC which created an online electronic center in 2005 to stream-line the contracting process in Nigeria.

The electronic centre metamorphosed into the Nigerian Petroleum Exchange (NipeX), a virtual community that links buyers and suppliers. The NipeX has increasingly played a role in the tender process and has become a hub of tendering in the oil and gas industry.
Last year, the NNPC issued a directive urging industry to take note that from the beginning of 2010, all tenders within the National Petroleum Investment and Management Services (NAPIMS) must be processed through the NipeX portal. Since then, all manual submissions of contracting documents for approval have not been entertained leaving very little room for under hand dealings.

At the moment, all contracting documents go through the NipeX portal, an indication that all suppliers of goods and services in the Nigerian oil and gas industry must register to be eligible to participate in new opportunities.
Checks revealed that the introduction of NipeX has updated the pre-qualification stage of the three-step tendering process with the online registration, application, and processing system; leaving the rest of the bidding process intact.

Only registered and pre-qualified companies can submit rigs or services for a job after paying a registration fee of $200, and a filling out a brief application. There is also a Joint Qualification System (JQS) in place which identifies pre-qualified suppliers in NipeX based on certain criteria.

To qualify, the NipeX Joint Qualification System (NJQS) team must first audit the company, in part to ensure Nigerian content. A prequalification audit conducted by NAPIMS and Achilles (NipeX) includes a mandatory visit to the supplier’s site or facility.
If the audit is successful, the company is qualified for up to two years. Suppliers cannot register and become qualified after the tender starts, thus it is important to register early to avoid missing out on future requirements.

I guess the New GMD will be some sort of reciever who will maximise the value of NNPC by restructuring and eventually spilting it as well as selling off or closing down unprofitable and moribund divisions. He will then be replaced by operations oreinted people who will run the day to day affairs of the split NNPC.

If that is PMB's plan for Kachikwu, than kudos to him. No better person to finally put the nail in NNPC's coffin than Kachikwu but if he is there to continue to run NNPC then we all are on a very long thing!.

Actually, there is no section of NNPC that is unprofitable. They have only had a number of bad managers in sensitive posts, and the rubbish started when people from outside the system were brought in as heads of dept in some subsidiaries. Those outsiders were political appointees that lacked expertise in the areas they had been posted to manage. So what do you expect would happen?

My brother your head dey there. You know to the uninitiated, once you are in oil industry automatically you can occupy any position. This like deja vu. Exactly the sentiments some of us expressed when the immediate past minister was appointed on account of being a director of external affairs at Shell. An architect by training who never even got involved in managing any oil and gas delivery or related project or facility. Now Baba has brought a lawyer, whose broad based understanding of the industry is at best limited. What is wrong with these people really?

Is like appointing a lawyer, who had a long career working in health institution as Chief Medical Director of a hospital. No doubt he is a technocrat, but is he fit for the job....i seriously doubt. Too bad really.
Thank you, jare! People find it difficult to understand such basic issues. I remember once while supervising logistic operations at a gas field, at the discharge point we noticed that water was leaking from the gas turbine, where gas was being fed into the unit.

My boss who was a petroleum engineer immediately called up the head of field operations and barked: "which of your wells is producing water?!!" They couldn't tell stories to him, because he knew his onions. Sharp, sharp the guys on the field had to do something to address the situation. Can you imagine if my boss had been a lawyer?

Na plenty memo dem go dey still carry up and down, dey find cause of the problem until dem tire! grin

Meanwhile, this same Kachikwu is against the Petroleum Industry Bill (PIB). Read all about it here:

On the Petroleum Industry Bill pending before the National Assembly, Dr. Kachikwu said IOC’s do not have a problem with proposing a bill to guide the industry, but cautioned that the present fiscal terms of the bill are not workable for oil companies, due largely to the excessive powers given to the Minister of Petroleum Resources, the logistics challenges with the Nigerian Navy, the Ministry, militant activities, hostilities against expatriate and the MEND threats
http://scannewsnigeria.com/news/iocs-blame-fg-over-gas-flaring/
Kindly note that IOCs have been against the PIB for like forever o! Kindly note that he did not even provide solutions that could make it work.

Bros, yes he is eminently qualified as a general counsel, not as the head of an organisation that requires technical expertise in addition to managerial ability, like NNPC.

There are several Igbo engineers excelling in various oil companies that have carried out great projects in the oil sector both at home and abroad. PMB should have looked in their direction.

It seems he did not learn from the mistakes of the past administration that appointed Diezani, from Shell.

Lol. Fashola is. Do you have any idea how much Akwa-Ibom collects from the FG? Compare that to the state population. Then compare it to Lagos population and ask yourself if you are being fair.
Nah, don't compare what is being collected from the federal govt. Please compare total revenue from both the federal govt and internally generated revenue (IGR).

Lagos earns far more than Akwa Ibom, when you look at it from that angle. With the number of ports, commercial establishments, ready sources of tax that Lagos has, Fashola should have done more but his greedy godfather took the lion share of the state's entitlements.

Ex-governor Lamido of Jigawa State is another good performer. Peter Obi of Anambra should also be commended.
