[According to eye witnesses the fatal accident occurred while the buses packed on the express to drop off and pick passengers.]

What lead to commercial buses dropping and picking of passengers on the express road?

Who should take the blame here?
Is it the druck driver who lost control(can happen to any motorist),

ABUJA— Chief of Army Staff, Lt. General Tukur Buratai, has ordered the military trial of two Major Generals of the Nigerian Army for what military sources said were offences contrary to service discipline.

The senior officers are Major General Ibrahim Sani, former Chief of Army Transformation and Innovation Centre and Major General Patrick Falola, former Commandant, 68 Military Hospital, Yaba, Lagos. He was also the Commander, Armed Forces Hospital, Kano.

Inaugurating the Special Military Court Martial at the Mogadishu Cantonment, yesterday, in Abuja, President of the court, Air Vice Marshal James Gbum, who is the Chief of Policy and Plans (COPP) at NAF Headquarters, noted that the senior officers would be tried pursuant to a convening order emanating from the office of the Chief of Army Staff, adding that the powers of the court were derived from the Armed Forces Act.

AVM Gbum listed other members of the Special Court Martial as Air Vice Marshal Iya Abdullahi, who is the Chief of Training and Operations at NAF Headquarters; Rear Admiral Peter Agba, a former Chief of Naval Transformation, Surgeon Rear Admiral Edwin Elechukwu and the Judge Advocate, Colonel Saeed Musa.

Navy Captain Chris Anushiem is the Defence Counsel for Major-General Ibrahim Sani, while retired Wing Commander Enokela is the defence counsel for Major General Falola. Lieutenant Colonel Ukpe Ukpe is the prosecution witness for the Nigerian Army.

Speaking shortly after members of the special court were inaugurated, defence counsel, Navy Capt. Anushiem, drew the attention of the President of the court, AVM Gbum, to the fact that his two clients, Major General Sani and himself had not been served with copies of the charge sheet spelling out the offences committed, list of evidence or list of witnesses which could lead to an ambush when General Sani’s case begin.

He then requested the president of the court to direct the prosecution to provide the defence counsel of both accused the convening order, accompanied with the charge sheet, list of witnesses and list of evidence to enable them prepare adequately for their defence.

Air Vice Marshal Gbum, subsequently, directed the prosecution to provide the documents to the defence counsel not later than 24 hours before the arraignment of the senior officers.

The case was adjourned till Monday by 9 am at Mogadishu cantonment.

Vanguard gathered that this is the first time since the advent of democracy in 1999, that senior officers of the ranks of two-star Generals are facing court-martial in the Nigerian Military.

Previously, the military authorities preferred retiring compulsorily such officers, than putting them on trial.

During the tenure of the former Chief of Army staff, Lt. General KTJ Minimah, the highest ranked officer to face military court martials were Brigadiers Generals over issues of indiscipline, loss of command and alleged cowardice associated with Boko Haram terrorism.

ABUJA —FOR the third time, the 2016 Appropriation Bill has been returned as President Muhammadu Buhari was said to have picked holes in the re-worked budget and returned it to the National Assembly for further legislative work.

It was reliably gathered that the re-worked budget was sent to the President at about 1.15 am, yesterday, but was returned to the National Assembly at about noon, yesterday.

It was also gathered that principal officers and members of the review committee from both legislative chambers met, yesterday, at about 3.20pm till about 5.30pm in the Senate wing to reconsider the observations made by the President on the budget.

Vanguard’s attempts to get some of the principal officers and the review committee members to confirm or deny the story proved abortive as some of them switched off their phones, while those whose phones were active ignored calls and refused to respond to text messages.

A source close to the committee confirmed that the budget was actually submitted to the President but that he refused to touch it due to some issues he was not comfortable with.

He said: “The budget got to the State House at about 1.10 am and Mr. President went through it early this morning (yesterday) and still had some issues with some of the figures.

“I cannot tell you exactly what it was but I think the insertions made by the lawmakers were not significantly altered.

“You know the lawmakers had moved some allocations for key projects that are dear to the President to other areas, especially to their constituency projects.

“Of course, they have changed some but I believe Mr. President is not satisfied with the reconciliation they made. I think this is one of the reasons it was returned.”

He also disclosed that the President would assent to the budget today should the lawmakers make all the corrections and transmit the document to him tonight (last night).

He said: “I can assure you, Mr. President is desirous to sign the budget because he is aware and has acknowledged that Nigerians are going through hardship. So, if the budget is cleaned up this night and sent to him, he will sign it as soon as possible. That I know very well.”

Further probe into the matter revealed that the N500 million diversion of funds to constituency projects is “what is giving the president headache.”

A lawmaker, who is not a member of the review committee but a member of the standing committee on appropriation, told Vanguard in confidence that the “President wants a situation where the insertions should be reduced to about N50 million before he will sign the budget.”

The reviewed copy, which was sent yesterday morning did not cut substantially from the N500 million.

At press time, the review committee meeting was still ongoing as the members struggled to ensure that all the observations of the President are put in order before presentation.

Pastor preached about tithing in church today, and after sermon, he asked all salary earners (private and public) to stand.
To my utmost perplexity, he (the Pastor) directed the Secretary to start writing their NAMES and their MONTHLY SALARIES respectively.
Will he start coercing them to pay tithes to him personally based on their monthly salaries or what? Is it compulsory for a Pastor to know his members' salaries? What does he want to do with it?
These are some of the questions that ran through my mind in church then. Till this moment, I seem not to know his intention until next week. I wonder what churches are turning to these days.

Does anyone have an idea of what he will likely do with their names and monthly salaries?

Governor Adams Oshiomhole of Edo State on Sunday announced a new minimum wage of N25,000 with effect from May 1, 2016 for workers.

Oshiomhole who was addressing a rally organised by the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC), to mark this year’s Workers’ Day at the Samuel Ogbemudia Stadium in Benin, announced the increment from the present N18, 000 minimum.

“With effect from today, the new minimum wage for government workers shall now be N25,000, and the new minimum wage ‎will cut across board”, the former trade union leader said.

The workers who before the announcement had expressed dissatisfaction over their poor welfare jumped for joy and happily marched in appreciation of the new minimum wage as announced by the Governor.

Earlier in their respective speeches, the Chairman of NLC, Comrade Emma Ademokun and his TUC counterpart, Comrade Ohue Marshal, had expressed concern over a number of problems affecting Nigerians.

Some of them are the persistent scarcity of petroleum product, epileptic power supply and illegal electricity tariff increase.

They also mentioned spiralling increase in cost of living, insecurity, kidnapping, rampaging herdsmen, Boko Haram, irregular payment of salaries resulting in accumulation of arrears, growing rate of unemployment with the attendant social vices‎.

The Workers’ Day rally was however marred with low turn out of workers.

The new wage minimum wage comes at a time no fewer than 27 states in Nigeria are finding it difficult to pay workers.

“…I approached the President and the governors that we defer the loan deductions from the Federation Accounts entitlement….The aim of this is to ensure that we support them through this difficult period to be able to meet salary obligations.” Minister of Finance, April 21, 2016.

Nigerian workers and their dependents now round the clock feel the lashes of hunger, unpaid rent, cars that cannot be maintained, kids’ school fees outstanding, and having to make do with traditional medicine instead of going to a clinic.

That is now the situation in every state today and at the Federal level as well. Certainly, it was in a desperate attempt to rescue your states from bankruptcy that the Nigeria’s Governors’ Forum, NGF, approached the Federal Government for a bail-out late last year. Most states were recipients of various amounts, ostensibly, to pay accumulated salaries owed to their workers.

Some of us warned at the time about two unintended consequences of that plea for assistance. One, it had made the states more dependent on the Federal Government, which was not established as a bank. Two, it would probably not solve the problem permanently because the causes of the financial distress, in which the states find themselves had not been addressed at all.

Consequently, it would not take long before the states are back, cap in hand, begging the Federal Government for help again. This unfortunately, is the situation in which the states find themselves now.

Last week, several state governors were seen embracing themselves as the relief announced by the Federal Minister of Finance was announced. That announcement, politically expedient in the short-run, is not even in the long-term interest of the states. Indeed, no PDP governor should accept it without thinking six times. The reason is simple. “He who pays the piper dictates the tune”. Governors rescued by this forbearance by the Federal government have placed their states under the mercy of Buhari and have surrendered a great deal of the autonomy which the constitution granted to the states. For very little money, the governors have betrayed their people and placed them at the mercy of Buhari.

The Minister disclosed the strategy for total subjugation of the states by pointing out that the relief is for one month only. So, every month represents another opportunity for the governors to turn to beggars and for the President to assume the position of one granting alms to destitute individuals. To the best of anybody’s knowledge, nobody has ever begged his way from poverty to wealth. Nigerian governors and their states will not be the first to do it.

At any rate, they have the wrong benefactor if that is their objective. The Federal Government now unwisely granting the relief to the governors is itself almost totally broke and exists on borrowing and begging. It might be kind-hearted or attempting to generate popularity on the cheap, but, it cannot long sustain the support. Actually, the timing of the announcement suggests that it is all part of a build up to the one year anniversary. The idea might be to make public workers happy for April and May, and then bring them down to reality afterwards. In that case, this is an old trick with a new twist.

Nigerians are incredibly deficient in history. With few exceptions, most of us don’t even remember what happened last year – not to talk of five years ago. By January last year, most states already owed their staff several months’ salary. But, as the elections approached, they borrowed heavily to pay for a few months. [Read my column tomorrow titled BAILING OUT STATES: FG’S EXERCISE IN FUTILITY]. With election over, the pattern of failure to pay salary was re-started. Most likely, after the credit might have been claimed for bailing out states in April and May, states will once again be left on their own. When that happens, disaster will follow.

The signs are already there for those who can read the handwriting on the Nigerian sky. The Federal Government, States and Local Governments shared only N299.747BN for March 2016 against N338.765Bn in February of this year. Compare these with N473.832bn for November 2015 and N620.73bn in February 2012 and you need not be an economist to know what is in store for the state, as well as their benefactor – the Federal Government.

One of the first Executive orders to be given by Buhari was in connection with salaries which he instructed should be paid on the 25th of every month. Well, economics is no respecter of persons – even Presidents. That order had been quietly ignored for two reasons. First, by due date there is frequently insufficient funds to pay.

Second, with the Treasury Single Account, TSA, now in operation, MDAs remit all their funds first and make requests later. But, the main reason is still lack of funds. If the FED experienced difficulties when the distributable revenue was N473.832bn, what will be fate of Buhari’s workers when the income plummeted to N299.747bn or 63 per cent of the November 2015 and 48 per cent of February 2012 allocations? Those laughing in Aso Rock two weeks ago will soon find laughter far from them. But, there is a way out which the governors have not considered. That approach will buy them more time and put more money into the pockets of their states. But, will they listen?

It has emerged that groups of alleged herdsmen or gangs operating in the middle belt states of Benue, Nasarawa, Taraba and even those that recently killed scores of people in Zamfara state, are Boko Haram sect members.

This development came to light following the confessions of some arrested Fulani herdsmen that took part in the killings and burning of houses in Wukari, Taraba state, they disclosed to security forces that they took part in many Boko Haram attacks.

A statement signed by the Director of Defence Information, Major General Chris Olukolade confirmed the development saying “A group of terrorists operating under the guise of herdsmen from a camp in the outskirt of Wukari have been arrested, while others died after an attack on military check point at Gindin Dorowa, a suburb of Wukari in Taraba State”.

“Other members of the group were sighted in the course of air surveillance and later trailed to their camp where they engaged the troops in a battle”.

“The terrorists were clad in the usual pattern of dress of their counterparts operating in Borno and Yobe States”.

“One of the apprehended armed men confessed that he had been fighting for the terrorist group in Borno State and was recently brought to Wukari area in furtherance of their mission”.

“Assorted arms and ammunition were recovered from them”.

“Meanwhile, the curfew imposed on Wukari and its environs is expected to be relaxed as normalcy returns to the town”.

“Troops have maintained patrol of the area while a house-to-house search for arms is ongoing”.

“In another development, troops on patrol of the Lake Chad Islands have made some arrests”.

“Among those arrested was a boat operator who ferries terrorists across the Lake Chad while another confessed to being a supplier of hard drugs to the terrorist groups in the area”.

“In the meantime, the search for the abducted students of Government Girls’ Secondary School, Chibok is also being intensified”.
