The Central Bank of Nigeria (CBN) has ordered banks to henceforth pay 10% of it’s Monetary Policy Rate (MPR) as the minimum interest rate on savings deposit.


The MPR is the benchmark interest rate of the CBN and it is presently 12.5 per cent. This implies bank customers will now get 1.25 per cent as a minimum interest rate on their savings deposit.

President Muhammadu Buhari has granted approval for the transfer of the National Identity Management Commission (NIMC) to the Ministry of Communications and Digital Economy.

A statement by the ministry’s spokesperson, Uwa Suleiman, sent to PREMIUM TIMES Monday morning, said the decision was to ensure “synergy and effective ministry supervisory mechanism is put in place to coordinate, monitor and track the progress of Federal Government’s digital transformation initiatives.”

Transferring the identity commission to the ministry, according to the statement, will aid the harmonisation of citizens’ data which will aid planning, the economy and security.

The commission which is in charge of managing national identity database for Nigerians was hitherto domiciled under the Office of the Secretary to the Government of the Federation.

Mrs Suleiman in her statement said in granting the approval, Mr Buhari considered the role of NIMC in achieving the objectives of the National Digital Economy Policy and Strategy for a Digital Nigeria (NDEPS).

She said the presidential directive for NIMC to be under the supervision of the Federal Ministry of Communications and Digital Economy is an illustration of Mr President’s vote of confidence on the minister, Isa Ibrahim (Pantami), “based on an unprecedented performance.“

The statement noted that the minister had “within his first year in office, amongst others, resolved the ICT sector’s decade-long dilemma of Right of Way charges.

“He was also able to secure Mr President’s approval for the provision of security as well as designation of Telecommunications Infrastructure as Critical National Infrastructure, regularization of improperly registered SIM cards and deactivation of unregistered ones, the deployment of over 250 digital projects across the country under his policies and supervision as well as built the capacity of over 36,000 Nigerians.”

It may be recalled that NIMC is mandated to create, manage, maintain and operate the National Identity Database established by the NIMC Act, 2007.
In an effort to realise this, the commission has so far registered around 41 million eligible enrollees for the National Identity Number (NIN).

The Nigerian Communications Commission (NCC) on the other hand has details of over 191 million mobile subscribers.

Furthermore, the National Information Technology Development Agency has recorded huge successes in the development and implementation of the Nigeria Data Protection Regulation (NDPR), the country’s first codified data protection regulation. The Agency has also reached an advanced stage on the implementation of the National Public Key Infrastructure (NPKI). Galaxy Backbone Limited (GBB) also provides services to Government Agencies – Infrastructure-as-a-Service, Platform-as-a-Service and Software-as-a-Service. The need therefore for NIMC, NCC, NITDAand GBB to work closely together under the supervision of one Ministry towards harnessing what has already been achieved cannot be overemphasised.

The NIN, considered as a social security as well as civil number, is very important for economic planning and social intervention.

“With Federal Government’s digitalisation initiatives in line with the National Digital Economy Policy and Strategy, access to services and interventions will require it.

“We therefore urge all eligible individuals to enrolles soon as possible. Furthermore, the Honourable Minister is assuring Nigerians as well as residents that appropriate measures will be put in place to ensure that opportunities for enrollment are provided to all.”

The National Screening Committee of the Peoples Democratic Party for the bye-elections in the Central and West Senatorial Districts of Bayelsa State has disqualified four aspirants over alleged irregular tax clearance, membership dues, anomalies in documentations, among other issues.

Those stopped from contesting the two vacant senatorial seats are a former Secretary to the Bayelsa State Government, Gideon Ekeuwei; former Speaker and current Majority Leader of the House of Assembly, Monday-Bubou Obolo; former state chairman of the party, Charles Ambaiowei; and one Igo Goin.

It was gathered on Saturday that the national PDP panel, led by Muraina Ajibola, received nomination forms from six senatorial aspirants with only one for the Bayelsa West and five for the Bayelsa Central District.

But at the end of the screening exercise, the committee was said to have cleared former Governor Seriake Dickson as the only aspirant for Bayelsa West and Cleopas Moses, a former Chairman of PDP in Bayelsa, for Bayelsa Central.
The other four aspirants were said to be disqualified by the committee.

Party sources close to the panel claimed that there were over five different grounds for the purported disqualification of the four affected aspirants.
They ranged from non-possession of valid PDP membership cards, non-payment of membership dues, irregularity in names on certificates, irregularity in court affidavits to irregular payment of taxes.

According to one of the sources, who spoke on condition of anonymity, some of the disqualified aspirants hurriedly rushed to obtain their three-year tax clearance about two months ago, a development that indicated that they allegedly evaded tax payment for two years.

The source added that it was difficult for the screening panel to wave the provisions of the PDP and Nigerian Constitution on requirements for eligibility, insisting that the disqualified aspirants should blame themselves and not anyone.
“The only option available to them is to proceed to the Screening Appeal Panel to disprove the earlier report of the screening,” the source said.

The embattled leader of Jama’atu Ahlussunnah Lid Da’awati Wal Jihad otherwise known as Boko Haram, Abubakar Shekau, has released 11 minutes audio in which he faulted the death sentencing of a man accused of blasphemy in Kano State.

Yahaya Sherif Aminu was sentenced to death by hanging in Kano State for insulting Prophet Muhammad in a song he shared on WhatsApp in March.

“We heard about something sad happening in the state where people think they are Muslims, even though they are practicing disbelief,” Shekau stated.

“A singer opened his mouth and uttered unkind words against the Prophet (PBUH). It was said he was arrested and sentenced to death by hanging.

“According to some people, he can appeal the judgement. But what brought this if the sentence is godly?”

Shekau was saying this because an upper Shari’a court judge who sentenced the singer, Alkali Aliyu Muhammad Kani, said the accused could appeal the verdict within 30 days even though he did not deny the charges.

Shekau claimed that everyone knows that all schools of Islamic jurisprudence opine that whoever insults the Prophet should not be asked to repent.

“He should just be killed. If you really sentenced him, we should only hear that you slaughtered him,” he said.

Shekau added that Kano is not an Islamic State, calling it a land of infidels where democracy is practiced.

“You are not in an Islamic State. You are in the land of infidels. The only exception among you is a weak person who holds ‘Tawhid’ (monotheism). He can’t be declared as an infidel, but he is a sinner because he didn’t migrate.”

The western lifestyle of Kano people itself, according to Abubakar Shekau, is an insult to the Prophet Muhammad.

“Before he insulted the Prophet (PBUH), your lifestyle is an insult itself. Your lifestyle is also blasphemy against the Prophet. How can you say you love someone and you slap him?”

In the audio, Shekau blasted the Kano State for practicing democracy. He said the state allows everyone to do what they like.

Referring to the people of Kano, Shekau said “just because you sit down and recite Quran after you have already done what made you unbelievers? And because you say there is no god but Allah, you think you are Muslims? We tell you, you and the one who insulted the Prophet are all the same.”

This is not the first time a death sentence was passed in Kano State. Abdulaziz Inyass who belong to the extremists in the Tijaniyya Sufi Order is still in detention after he was sentenced to death for blasphemy in 2016.

Abdulaziz was accused of saying that Sheikh Ibrahim Inyass, an influential cleric in West Africa, was ‘bigger than Prophet Muhammad.’

...Condemns governor for rejecting Alaibe's congratulatory message

A political activist and former Deputy National Publicity Secretary of the All Progressives Congress (APC) Comrade Timi Frank, has condemned governor Douye Diri of Bayelsa state for rejecting a congratulatory message sent to him by his challenger and former Managing Director of Niger Delta Development Commission (NDDC) Chief Timi Alaibe, after the Supreme Court judgement.

Frank said the attitude of the governor has clearly shown that he (Diri) will govern the state with a heart full of bitterness, for the sleepless nights he had while the case against him was ongoing.

Alaibe, who contested the Peoples Democratic Party (PDP) governorship ticket with the governor had challenged Diri's candidacy to Supreme Court but lost. The former had, however, sent a congratulatory message but the later rejected the message publicly.

Responding to the development through a statement on Tuesday, Timi Frank said governor Diri has proven his inexperience as a politician "and not worthy to hold a public office."

Frank described as a sad development for a sitting governor, who should have rather called on those who opposed him to support his administration but decided to take an unpopular decision.

The Bayelsa born political activist declared that Diri's action will surely hunt him for the rest of his tenure.

Frank believes that it is never a crime for Alaibe to contest his right in Court, adding that if not for the same Court Diri wouldn't have become a governor.

While commending the former NDDC boss Alaibe for his political maturity and consistency, Frank said governor Diri has portrayed himself as a non-accommodating leader.

"Jitry governor Diri became the governor through a back door. Instead of him to appreciate God's faithfulness in his life, he has turned himself to the Biblical Bayelsa's Nebuchadnezzar by openly rejecting a hand of fellowship extended to him by the much loved Timi Alaibe.

"Governor Diri should not forget so soon that Bayelsans did not Vote for him as governor because he was not their choice but Court and providence did.

"Diri has forgotten that four years will end before he knows it. The governor's proud heart will soon dissapoint him. If Diri was not jitry, how come he couldn't appoint his Commissioners months after Court declared him governor?

"By this singular act of ungratefulness, Douye Diri should prepare to give account of all his steps and policies everyday. The Bayelsans will hold him accountable for each step he takes henceforth."

Frank, however called on Alaibe not to be detterd or pay evil for evil as a much loved politician in Bayelsa state.
